Blacks are 13% of US population 37.6% of prisoners and 71% of shooters in Chicago
Over the last couple of years, one of the dinner discussions our family has had relates to the observation that many, if not most, of the alleged perpetrators of violent crimes whose photographs appear in the mugshot section of our local newspaper's crime report are black. We live in a very white area of what used to be rural farms and ranches, but is now being quickly developed with multi-family housing and strip malls. A large metropolitan city is a short drive.
The kids and wife have asked me, "Why do you think it is, dad, that the murderers and robbers are usually black?" How is a dad supposed to answer this?
First, I wanted to look at more data than just the police report of our local paper. What I found is that blacks are 13% of the US population, 37.6% of the US prisoner population, and 71.5% of the shooters in Chicago.

Next, I started to watch and read some popular news reports and articles on the internet about black violence. I challenge each reader to make it through just the following five:

10 Year Old Black Girl Attacks Teacher
Two 15-year-old black boys charged with murder
Three black teenagers charged with murder in the death of 16 year-old.
First-round NBA pick shot and killed 22-year-old mother of four.
Finally, I asked a black sheriff if the notion that most murderers and robbers are black fits with his observations and experience. He responded, "You gotta judge people individually."
I told him that I agree, and that I am not judging anyone. I asked him, again, "Does the notion that a majority of murders and robberies in your jurisdiction are committed by blacks fit with your observations and experience?" He paused, stared at me, and said, "Yes."
I asked him if he had an opinion as to why this might be the case, since blacks make up a small minority of the population. I told him that my wife and kids have been asking me these questions.
He said, "You need to watch yourself. You need to be real careful." Then the black sheriff's deputy put his hand on his sidearm, stared at me for a moment, turned around, and walked away.
So, this is where I find myself as an American trying to ask one hard question about race and violence in America.
Why do you think it is that the murderers and robbers are usually black? Is it the case where you live? How is a dad supposed to answer this question? Are your wife and kids even able to ask it? Are we as a nation even able to ask it?

69-year-old woman in wheelchair punched in the face in suspected Modesto hate crime
June 6, 2012
MODESTO, CA - A 69-year-old woman was assaulted while sitting in her motorized wheelchair at a Modesto bus stop on Tuesday.
According to Lt. Rick Armendariz of the Modesto Police Dept., officers were called to the 1600 block of Coffee Rd. around 11:20 a.m. and found the woman claiming she had been attacked.
An ensuing investigation revealed the woman was waiting for a Modesto Area Express Bus when Nicholas Velasquez, 29, of Modesto, punched her in the face then walked away saying "I hate white people", according to Armendariz.
The woman sustained a black eye and her glasses were broken in the assault, said Armendariz.
Officers searched the area and located Velasquez nearby on Scenic Rd. He was arrested without incident and booked into Stanislaus County Jail on one count of elder abuse and another count of committing a hate crime.
There. The Black community finally has something to be proud of.

What you can't see is your vaunted IQ test is some kind of silly White constuct that determines what is and what is not intelligence. I don't know, they're thriving in the welfare state. The black population is growing faster than the white population. Quality of life, not so much, but quantity is high. The race card is a valuable adaptation they've acquired, too.

From what I've read, there is a difference in average IQ between all races with blacks being 2nd lowest just ahead of native Australians.
The biggest factor is childhood environment though. If a child grows up in a chaotic and physical / emotionally abusive home, they will have lower IQ regardless of race. If they grow up without a father present, they will have a lower IQ. If they grow up without constant mental stimulation and the opportunity to learn about things that interest them, they will have a lower IQ.

A mix of things. Cultural mostly, I think. Historical culture as it applies to hardwiring. And current culture as you are pointing out.
Good example here is how white trash and other ethnicities can culturally mutate into similar conditions. Some with less violence (internal or external), some holding together family units better but wallowing in ignorance, etc. The whole welfare spectrum per se... with black culture currently occupying the extreme end.
And thousands upon thousands of years of same behavior winds up genetically hardwired. That hardwiring does not simply reorganize quickly. It takes a long time - and appropriate external influences.

The hard truth is that blacks simply average a much lower IQ than the other races. In the U.S. it is around 80, where as in Ethiopia it is around 65.
Anyone with an IQ below 75 is considered mentaly deficient, those just above aren't much better off.
That is not to say there are not some smart black people with 150 IQ's, they just seem to be few and far between. Now I know there are plenty out there that will claim that IQ is not the only measure of intelegence, however, it does seem to explain the observation

Great point. And perhaps we are talking semantics here. But, since the poster brought it up I think there deserves to be some distinction. Why? Because calling it "race" implies pure hardwiring. And as such says that groups of people cannot help their behavior. Calling it "culture" indicates that it may be going against the grain to do something different... but it is possible. Heck, taking it one step further, even racial differences are a product of culture and envirnoment over long periods of time.
Reality, in my opinion, is that "race" differences (historical) have made it harder for "cultural" (current) changes to occur. And, the environment for good cultural changes has not been present (instead counterproductive) - compounding the problem. Now, after enough decades, black culture (American) is just terminally broken.

Fair enough. Here's an example: in Toronto, many people in the 80's hired black nannies from the Caribbean - Jamaica, Trinidad, Barbados were the most common sources. It quickly became clear that Jamaicans had a "chip on their shoulder", took offence easily (e.g. aggressive "Why you lookin' at me?" questions), and didn't mix and play well with others, even other Caribbean blacks. Clearly, Jamaican culture is more aggressive than other Caribbeans, so it's true that there are varities of black culture. I don't have any idea what drives one or the other, so I won't speculate on it.
But, at its core, isn't a culture a set of shared values or "norms"? This is what makes me puke whenever I hear that 'diversity is the answer'. Last week, there was some BS about the reason Denmark is ranked the happiest country in the world is they have a $20/hr minimum wage, and free university, and free healthcare, and other FSA stuff. However, nowhere did it say Denmark is 96% white, and that 95% are Christian. When a culture is so homogeneous, it's easy to accept 25% VAT, and 55% income tax, and many of the other restrictions on business, because EVERYBODY BELIEVES THE SAME VALUES. In our stupid and vain pursuit of 'diversity', as well as the pure idiocy known as 'universal suffrage', we have fractured our values (no one can contend that the Philly ghetto black has the same values as the white Montana ranch hand or the latino Texan waitress), which makes it easy for Dem-Rep machine to divide and conquer by playing each sub-group off each other, and buying up groups with fiat.

Far too many American blacks look up to the wrong people - manipulative race-baiting clowns like Jesse Jackson and Al Sharpton who have hogged the headlines far too long, convincing American blacks that they are still victims, the white man is out to get all of them, and they cannot succeed on their own.
