As US officials admit that over 18 million Social Security numbers could have been stolen in the recent breach, as The Washington Post reports Office of Personnel Management (OPM) Director Katherine Archuleta told Senate lawmakers that she does not believe “anyone is personally responsible” for the massive hack of federal employee data and security clearance files and instead blamed the breach on old computer systems and the hackers themselves. Immediately distracting attention she added, "If there’s anyone to blame, it’s the perpetrators."

 

 

As The Washington Post reports,

“We have legacy systems that are very old,” Katherine Archuleta, director of the Office of Personnel Management, told Senate lawmakers at a hearing on the intrusion. “It’s an enterprise-wide problem. I don’t believe anyone is personally responsible.”

 

She then told Sen. Jerry Moran (R-Kan.), who pressed her repeatedly to take responsibility for failing to shore up the agency’s computer security, that the attackers are the ones to blame.

 

“If there’s anyone to blame, it’s the perpetrators,” Archuleta said. “Their concentrated, very well-funded efforts to come into our system are what we’re concerned about.”

 

Her comments before lawmakers on the Senate Appropriations Committee were the first public pushback against a growing chorus of lawmakers, federal employees — and today, presidential candidate Jeb Bush — who have called on Archuleta to resign following the intrusion.

 

She still has the support of President Obama, the White House said last week.

It's not her fault... it's not anyone's fault... it's everyone's fault!!

“So to date you don’t consider anyone at OPM to be personally responsible [for the attack]?” Moran asked her. “Or is this simply a problem with the system and no one in particular is responsible?”

 

Archuleta responded, “I’m as angry as you are that this has happened at OPM. But cybersecurity is the responsibility of all of us.”

I love how they respond but don't answer the questions they're asked:

 

Question: "If you had actually encrypted federal employees social security numbers or their personally identifying information, would that have prevented the disclosure of their personally identifying information to hackers once they had compromised your system?"

Response: "Uhm, this is a question that has been asked of my colleagues who are experts in cybersecurity and they, uh, have informed me that indeed in this particular case the encryption would not have prevented this breach."

And Americans just eat this crap up as if it's transparency. She didn't answer the question because she knows the answer is yes and terribly bad fo rher. She instead answered a totally different question and made it sound like there was nothing she could have done.

INCOMPETENT.

It really doesn't matter either way since the political class wants to define just about anything as a "hack" in order to expand the cyber police state.  We are seeing this over and over in the media as to make sure that a headline grabbing "hack" makes news daily even if someone physically walked out of somewhere with a computer in their hands.  Guessing that someone's password is password is NOT a hack.  This is not computer science and rather seems to be following climate science into the rathole.

I personally believe that all these hacks into the federal govenment's computers are fiction. What better way for any govenment agency to receive extra funds during the coming budget negotiations than to cry wolf and to especially blame China or Russia. The tip off was when she blamed the legacy systems. Old computers and networks just don't cut it any more. We need more money to upgrade! You have to give them credit. It does create a lot of press coverage and they will get want they want!!!

I picture an old friend of mine complaining about his students in the stats class he took - it's ok if they're stupid, but they're stupid AND lazy - what do they expect to happen? No one thought that the people installing updates, given admin rights, were not vetted? Even if that's not the source of the leak, it deserves to be.

The hack was more than SSN's. 

If you have a security clearance, then, the results of ALL the data and hearsay they got while doing the investigation, was also in the hack. That is, your full name, your address, is the least of it; but all kinds of compromisable information - that you cheated on your wife during your first marriage ; that your grandpa was a cross-dresser who had bathroom sex with Walter Mitty, etc.  What a great way to keep all those guys who are keepers of the secrets, in line!  After all if the Chinese have it, then Hillary! has it also, yes?

Out here in the dreaded private sector, some are cursed by Zero Defect managers/management.

But in the USG, the concept of Zero Defects is crazy talk. So when they get requirements that demand actual zero defects (like information assurance, privacy, billing amounts, network security) the results are predictable. USG needs to stay away from activities that demand way way more than they could ever deliver.

This woman will sit in her exec office totally disgracednd and hated in preference to moving on, straightening herself out and starting over.
