I rather think it's happening because there is a huge amount of inter-governmental co-ordination and co-operation going on in the Western world that citizens of each country know little or nothing about and are not informed of by their governments.
The reason for that is that it might expose their own country's government as wilfully disregarding the fundamental obligation of the democratic process: "to govern the country in the best interests and in accordance with the wishes of its citizens".
What they actually do is introduce policies agreed at inter-country apparatchik staff meetings and summits. There's a whole army of staff known as "pointmen" who carry all this out.
We now see a huge growth in this stuff right across Europe, run out of Brussels. In the UK, more than 50% of new laws/rules/regulations introduced originate in Brussels. Governments of both colours never admit this.

For 1, on a percentage basis, deaths by cops in the US are down as a percentage of US population because of population growth and unfettered immigration. 2, as the economy continues to tank, crime increases.
