Why Is the American Dream Dead In The South?

The top 1 percent aren't killing the American Dream. Something else is—if you live in the wrong place.
Here's what we know. The rich are getting richer, but according to a blockbuster new study that hasn't made it harder for the poor to become rich. The good news is that people at the bottom are just as likely to move up the income ladder today as they were 50 years ago. But the bad news is that people at the bottom are just as likely to move up the income ladder today as they were 50 years ago.
We like to tell ourselves that America is the land of opportunity, but the reality doesn't match the rhetoric—and hasn't for awhile. We actually have less social mobility than countries like Denmark. And that's more of a problem the more inequality there is. Think about it like this: Moving up matters more when there's a bigger gap between the rich and poor. So even though mobility hasn't gotten worse lately, it has worse consequences today because inequality is worse.
But it's a little deceiving to talk about "our" mobility rate. There isn't one or two or even three Americas. There are hundreds. The research team of Raj Chetty, Nathaniel Herndon, Patrick Kline, and Emmanuel Saez looked at each "commuting zone" (CZ) within the U.S., and found that the American Dream is still alive in some parts of the country. Kids born into the bottom 20 percent of households, for example, have a 12.9 percent chance of reaching the top 20 percent if they live in San Jose. That's about as high as it is in the highest mobility countries. But kids born in Charlotte only have a 4.4 percent chance of moving from the bottom to the top 20 percent. That's worse than any developed country we have numbers for.
You can see what my colleague Derek Thompson calls the geography of the American Dream in the map below. It shows where kids have the best and worst chances of moving up from the bottom to the top quintile—and that the South looks more like a banana republic. (Note: darker colors mean there is less mobility, and lighter colors mean that there's more).
So what makes northern California different from North Carolina? Well, we don't know for sure, but we do know what doesn't. The researchers found that local tax and spending decisions explain some, but not too much, of this regional mobility gap. Neither does local school quality, at least judged by class size. Local area colleges and tuition were also non-factors. And so were local labor markets, including their share of manufacturing jobs and those facing cheap, foreign competition. But here's what we know does matter. Just how much isn't clear.
1. Race. The researchers found that the larger the black population, the lower the upward mobility. But this isn't actually a black-white issue. It's a rich-poor one. Low-income whites who live in areas with more black people also have a harder time moving up the income ladder. In other words, it's something about the places that black people live that hurts mobility.
2. Segregation. Something like the poor being isolated—isolated from good jobs and good schools. See, the more black people a place has, the more divided it tends to be along racial and economic lines. The more divided it is, the more sprawl there is. And the more sprawl there is, the less higher-income people are willing to invest in things like public transit.
That leaves the poor in the ghetto, with no way out for their American Dreams. They're stuck with bad schools, bad jobs, and bad commutes if they do manage to find better work. So it should be no surprise that the researchers found that racial segregation, income segregation, and sprawl are all strongly negatively correlated with upward mobility. But what might surprise is that it doesn't matter whether the rich cut themselves off from everybody else. What matters is whether the middle class cut themselves off from the poor.
3. Social Capital. Living around the middle class doesn't just bring better jobs and schools (which help, but probably aren't enough). It brings better institutions too. Things like religious groups, civic groups, and any other kind of group that keeps people from bowling alone. All of these are strongly correlated with more mobility—which is why Utah, with its vast Mormon safety net and services, is one of the best places to be born poor.
4. Inequality. The 1 percent are different from you and me—they have so much more money that they live in a different world. It's a world of $40,000 a year preschool, "nanny consultants," and an endless supply of private tutors. It keeps the children of the super-rich from falling too far, but it doesn't keep the poor from rising (at least into the top quintile). There just wasn't any correlation between the rise and rise of the 1 percent and upward mobility. In other words, it doesn't hurt your chances of making it into the top 80 to 99 percent if the super-rich get even richer.
But inequality does matter within the bottom 99 percent. The bigger the gap between the poor and the merely rich (as opposed to the super-rich), the less mobility there is. It makes intuitive sense: it's easier to jump from the bottom near the top if you don't have to jump as far. The top 1 percent are just so high now that it doesn't matter how much higher they go; almost nobody can reach them.
5. Family Structure. Forget race, forget jobs, forget schools, forget churches, forget neighborhoods, and forget the top 1—or maybe 10—percent. Nothing matters more for moving up than who raises you. Or, in econospeak, nothing correlates with upward mobility more than the number of single parents, divorcees, and married couples. The cliché is true: Kids do best in stable, two-parent homes.
It's not clear what, if any, policy lessons we should take from this truism. As my colleague Jordan Weissmann points out, we don't really have any idea how to promote marriage. We can try telling people how great it is to get hitched. We can even get rid of the marriage penalties some low-income couples face. But these won't, and haven't, been making more people exchange till-death-do-us-parts. And should we even want to? Steve Waldman points out that poor women know better than upper-middle-class people yelling at them to get married whether they should or not. They know whether their boyfriend would make a good husband, a good father, a good teacher. And they know that marriage is important. That they're not getting married tells us something. Sometimes no match is better than a bad match.

Flat mobility is the defining Rorschach test of our time. Conservatives look at it, and say, see, we shouldn't worry about the top 1 percent, because they're not making the American Dream any harder to achieve. But liberals look at it, and say see, we should care about inequality, because it can make the American Dream harder to achieve—and it raises the stakes if you don't. But both want to increase upward mobility. It's not enough to keep it where it was 50 years ago. We need to actually become the land of opportunity.
The American Dream is alive in Denmark and Finland and Sweden. And in San Jose and Salt Lake City and Pittsburgh. But it's dead in Atlanta and Raleigh and Charlotte. And in Indianapolis and Detroit and Jacksonville. Fixing that isn't just about redistribution. It's about building denser cities, so the poor aren't so segregated. About good schools that you don't have to live in the right (and expensive) neighborhood to attend. And about ending a destructive drug war that imprisons and blights the job prospects of far too many non-violent offenders—further shrinking the pool of "marriageable" men.
Because the American Dream is dead in too much of America.

Maybe people in the South are happy being around their relatives and old family friends and are able to enjoy life without desperately, frantically trying to beat their neighbor's salary. I'm from New England and yes, there is stress upon "getting ahead," and it is pretty widespread; lower middle class people feel it, too. But it doesn't make people happier; it makes them miserable. Also I'm trying to figure out how everyone is supposed to get ahead; doesn't someone get bumped from the "gloriously successful" class when someone else moves into it?

Re San Jose: lots of ultra poor immigrant kids; not surprising that a fair number would "make good" economically. Re Salt Lake City: huge families that are technically very poor but have a lot of social capital, I would bet.
People in the South are like people everywhere else. Some good, some bad. Some are oppressed by corrupt politicians and some buy political favors. The dividing of classes, regions, races, ages, and sexes is a ploy used by the left to distract from their theft and control.
There is no iota o social mobility in the US, we are living in feudal 800 years old Anglo-American regime where social immobility rains supreme. The 99.9 percent of millionaires inherited and the rest 0.01% are illegitimate children of the same millionaires or billionaires who are paraded on TV to propagandize this BS about American dream.
The disparity between US regions or states is created as a mater of national policy supporting segregation, not race segregation, although it results in it, but class segregation and apartheid of professional opportunities.
Some people are confused, see other people making ten times more than their parents and calling it advancement but nobody is looking at total cost of living which is some areas has risen 10 to 20 times so there is no even real income bracket mobility at all. And nobody is looking at real structural advancement in the society since it is none.

My wife and I own a business in the south and of necessity hire low starting wage workers. We constantly struggle to find employees who are willing to actually work. We offer those at the bottom of the income scale a chance at a better life with regular raises, on-going training and education, and treat them with respect. What I have found is that there are many who feel entitled to a paycheck without doing the actual work. You can't help those who refuse to help themselves!
A raised wage and better working environment solves everything. You might just find you get employees more to your liking.

Ah yes, the poor south where Boeing builds jetliners in Charleston, SC, Airbus will build airplanes in Mobile, Alabama, where Mercedes and BMW build cars along with Asian and other manufacturers. I just turned 60 last Friday. I am so tired of hearing how u cant make it if you are poor. So tired of hearing our inner city schools don't spend enough money. Here in Obamaville chicago they spend 18 K per student per year. That times 30 students my friends is a cool 540K a year per classroom. Do the math. For 540K you could rent a closed 7-11. Pay a teacher 100K and a janitor partime 30k a year. Computers ,, books, supplies,, utilities another 20 grand. Hmm? What is the graduation rate of our inner city "students?" OH, and where did the other 390K go? Where's Waldo? Just wondering out loud.

At 12 I picked fruit summers in the fields and orchards of west michigan. At 14 i began on the clock jobs during school year,, bag boy at grocery store, 1.60 an hour and then last two years of high school as a cook in a burger joint. Work til 1130 at night and on the school bus at 615 the next morning 4 nights a week. I had summer jobs paying my way ,, every penny, through college. Slaughter house kill floor in a beef slaughter operation. Dipping metal parts in plastic powder after they had been heated to 700 degrees in ovens with conveyor systems that were bigger than your living room. 110 degrees in the plant,, second shift, hottest time of the summer day in a plant like that. Humping drywall working for a building supply company.
Know what? I have worked 48 years of my 60 on this planet. I am a bit tired. You want a good life? Work for it. Strap it on. Forget your skin color. Forget if mamma gave you enough baths before betime when u were a little tyke. Forget daddy got drunk and knocked u around a bit. Grow a fucking pair of balls or whatever women have to grow. Tattoo work brings about 1/10th less in NC from NH. The roads are way worse, it is economically down. On the plus, there isn't the drug problem of NE and everyone wants Jesus tattoos.
I'm glad to see this article. Where I live (the south) we still have these dismal looking low income housing projects built in the 40s, 50s and 60s that take up huge chunks of real estate and look like something from East Germany during the height of Soviet power. They are homes to families and children but are also infested with drugs, crime and ganges. If you grow up there it is likely you will stay there. Very little upward mobility as the demand for these apartments is huge. In one section of town they tore them down and replaced them with modern homes and apartment buildings. The difference is scandalous, but the will to replace them all is just not present.
I don't see how anyone can drive by these slums and claim that the south has made progress in race relations in the last 30-40 years. At least not economically and socially. There are no whites living in these projects because they are a vestige of segregation. Yes, they put a roof over someone's head, but if they have very little statistical chance of moving out and up then that is all it does.

This article is echoing (in the sense of conditional messaging) the recent SCOTUS ruling and Obama admin (the system) position that a form of racism exists when Section 8 housing and its occupants are not located in and among their betters.

I think it's disingenuous to calculate based on moving from the bottom quintile to the top quintile. We should instead calculate instead the rate of moving up only one quintile.
Of course for every one person moving up, another moves down. Question is: how far down? And is it really so bad to move from the top into 2nd place? Are you really starving at that point?
I'd also like to point out there's a huge difference between someone in the top 10% and some at 20% And perhaps a smaller though more difficult difference between someone at the 80% mark versus someone at the 95% mark. The idea is to say that it wasn’t the fault of the Gentle Giant in Ferguson, it wasn’t the Gentle Giant who was at fault; it was his environment. It was the fault of white America.
It is the strategy of German-Jewish immigrant Franz Boas (1858-1942) who almost single-handedly established the current contours of modern anthropology. Boas' idea was to rid anthropology of all biological explanations for differences in human culture or behavior.
According to the book The Culture of Critique, Boas was “deeply alienated from and hostile toward gentile culture.” As a Jew, his primary concern was with anti-Semitism and a Christian society, with making America a safe environment for Jewish group power.
Fundamental to this transformation of the United States into a multicultural society was massive non-European immigration, coupled with a decline of ethnic consciousness among its European peoples.
“The basic idea is that European groups are highly vulnerable to invasion by strongly collectivist, ethnocentric groups because individualists have less powerful defenses against such groups.”
According to Prof. Kevin MacDonald: By 1915, Boas and his students controlled the American Anthropological Association and by 1926 they headed every major American university anthropology department. From this position of dominance they promoted the idea that race and biology are trivial matters, and that environment counts for everything. They completely recast anthropology so as to provide intellectual support for open immigration, integration, and miscegenation. They also laid the foundation for the idea that because all races have the same potential, the failures of non-whites must be blamed exclusively on white oppression. The ultimate conclusion of Boasian anthropology was that since environment accounts for all human differences, every inequality in achievement can be eliminated by changing the environment. This has been the justification for enormous and wasteful government intervention programs.
And last week the Supreme Court summarized it all with its same-sex marriage decision, taking on the most successful culture in the history of the world, a white, Protestant-founded America with its moral values, family structures and individual freedoms.
Yeah, yeah, JR, we get it: It's all about the Jews. They're responsible for everything evil. Synaguoge of Satan and all that. So, whenever anyone Jewish contributes anything to society be it morailty (Old Testament anyone?), science, art, or gasp even finance, it's all a big plot to undermine civilization, especially Christian society.
And just how do you define "the most successful culture in the history of the world?" Those who practice Judaism seem to have been quite successful with their culture of family, education and hard work in spite of the fact they've been getting whacked for the better part of a couple of thousand years.
I don't personally know any Jewish oligarchs, only regular folk who happen to practice Judaism trying to make a life for themselves with the same problems and human frailities just like everyone else, so perhaps you can empathize a little bit with me if I disparage your constant harangues regarding "Da Joos."
