Why Do So Many Working Age Americans Choose Not To Enter The Workforce?

Today we look at a unique dataset – Gallup’s annual poll of job satisfaction – to see what it can tell us about secular trends in employment, consumer confidence and spending. This annual survey of +1,000 people active in the U.S. workforce goes back to the late 1980s, so it is a useful lens with which to consider issues like labor force participation rates that have shifted unexpectedly over the period.
Most surprising news first: Americans express a broad satisfaction with their jobs, regardless of economic conditions. The very worst reading since 1989 was in 2011 when “Only” 83% of respondents said they were either “Somewhat” or “completely” satisfied with their jobs. The peak was in 2007 at 94%, and last year (August 2014) it was 89%.
The key takeaway is that declining labor force participation rates since the year 2000 (67% then, 62.6% now) aren’t because of any systemic disaffection with the American workplace.
The other notable takeaway: workers are (strangely, we must say) satisfied with what they earn. Those expressing “Complete” satisfaction with their paystub hit a high last year (31%) not seen since 2010 and 2006… Wage inflation? What for?
You could call it the “Mystery of the Missing Worker” – why do so many people of working age chose not to enter the workforce? Here are the numbers, as of the most recent Employment Situation report:
- 250 million: the total number of people of working age in the United States.
- 149 million: the total number of people in that population that have a job.
- 8 million: the number of people who want a job but do not have one.
- 93 million: the number of people who don’t work, and don’t want work.
To put some context around that last number, it is 30% of the entire U.S. population. This is the same as the current population of the entire West Coast (CA, OR, and WA) AND New York State AND Florida. Plus another 10 million people. Economists measure this with the Labor Force Participation rate, and it has been in decline since February 2000, when it peaked at 67.3%. It is now 62.6% and last month was a new low back to the 1970s. People of working age increasingly do not consider themselves part of the labor force. Most economists chalk this up to the demographics of an aging workforce even though virtually all the literature on the topic in the early 2000 predicted participation would continue to increase.
We recently took a long look at a dataset that doesn’t often see the light of day but does provide some useful takes on how workers view their jobs. It comes from the Gallup organization and is an annual survey of +1,000 employees since 1989 on their perceptions of job satisfaction in all its forms, from health and safety concerns to compensation to job security. The complete data set can be found here, and the charts below highight the trends...
But here are the important takeaways.
#1: Americans are consistently satisfied with their jobs, although the readings vary slightly through a given economic cycle. The highest ever combined responses of “Completely Satisfied” and “Satisfied” was in 2007 at 94%. The worst since the start of the survey in the late 1980s was 2011, at 82%. Last year – the results come out every August – the combined reading was 58% “Completely” and 31% “Somewhat” Satisfied, for a total of 89%.
#2: They also feel relatively secure in their positions. Last year some 88% reported being “Completely” (58%) or “Somewhat” (31%) satisfied by the security offered by their jobs and, implicitly, their employers. The worst readings were in 2009 at 80% total and in the early 1990s at 79%.
#3: Workers also report high levels of satisfaction with what they receive in terms of compensation. Back in 1991 – the worst year in terms of general reported satisfaction for this question – “only” 66% of respondents were completely or somewhat satisfied with their pay stubs. Even during the Financial Crisis and its aftermath that number troughed at 70% in 2011. Last year a total of 75% of respondents were satisfied with what they received for compensation.
#4: Workers who respond to the Gallup survey last year have the biggest gripes about health insurance benefits (only 61% satisfied), retirement planning (only 63% satisfied) and chances for promotion (68%).
#5: Conversely, workers reported exceptionally high levels of satisfaction in their relations with co-workers (95% completely or somewhat satisfied), physical safety (93%) and the flexibility of their hours (90%).
Frankly, when we started to look at these numbers we expected to see a mirror of the volatility common in consumer confidence surveys. A few points here:
- Consumer confidence as measured by the Conference Board peaked in 1966/67 and again in the late 1990s at readings of +140.
- Troughs occurred in the early 1970s, late 1970s/early 1980s and post September 11 at readings of 50 or so.
- The Financial Crisis took us down to below 30 in 2008 and readings struggled to get past 70 until 2013.
We therefore thought that Americans would feel broadly the same about their work situations as they did the economy as a whole - that things are still pretty bad and the past was much better than the present. This turned out not to be the case. Yes, they express some marginal disaffection when times are hard, but the trough reading during and after the Financial Crisis was 83% satisfied with their jobs. Hardly a pitchforks and barricades kind of number.
In short, we can’t blame lower participation rates on the nature of work – broadly speaking – offered in the American economy. In Internet parlance, the American workplace gets 4 ½ stars and a lot of recommendations. Perhaps, in the words of Yogi Berra: “No one goes to that restaurant any more. It’s too crowded”.

Of course, when work is punished in the Entitlement State Americans live in... what else should we expect but 30% of the employable to sit at home? As we previously explained,
This isthe painful reality in America: for increasingly more it is now more lucrative - in the form of actual disposable income - to sit, do nothing, and collect various welfare entitlements, than to work.
This is graphically, and very painfully confirmed, in the below chart from Gary Alexander, Secretary of Public Welfare, Commonwealth of Pennsylvania (a state best known for its broke capital Harrisburg). As quantitied, and explained by Alexander, "the single mom is better off earnings gross income of $29,000 with $57,327 in net income & benefits than to earn gross income of $69,000 with net income and benefits of $57,045."
We realize that this is a painful topic in a country in which the issue of welfare benefits, and cutting (or not) the spending side of the fiscal cliff, have become the two most sensitive social topics. Alas, none of that changes the matrix of incentives for most Americans who find themselves in a comparable situation: either being on the left side of minimum US wage, and relying on benefits, or move to the right side at far greater personal investment of work, and energy, and... have the same disposable income at the end of the day.

LA has public transportation and even subways. Anytime I try to get someone on the subway they look at me like I am crazy. When they eventually will join me, their nightmares come to life. I would suggest to everyone never take the blue line from Downtown LA (Union Station) towards the South. I wouldn't suggest driving this path either. Otherwise you will get to see exactly what this section is ranting and raving about.

There are probably a few things going on here. Being dissatisfied or unhappy is becoming taboo in the US. It indicates that you're "losing the game". People will overplay their satisfaction with their lives when asked.
Secondly, for many people, there is marginal upside to working, particularly if you are a couple. I know many people who have children but their spouses don't work, because if you make $40K / yr, but have to pay $1.5K in daycare per month, after taxes, working doesn't change your life.
And even if you don't have children, earning a little extra money for your family doesn't really change your standard of living. You're not going to get that big home because it's a million dollars, or that vacation home because it's a million dollars, or take a better vacation because it's ten grand. People are seeing limited upside to working, after taxes and all of the other expenses of working, gas, clothes, food, etc. For many, you are better off staying at home and eschewing the stress for so little gain.
The daycare stuff you cite was a part of our equation. Of course, now that the kids are older the wife's been on me to get off my ass and get back to work.
You make some very good points, but I seriously doubt the polls, as most everything today in Amerika is pure bullcrap, spouted out by moronic jackholes who will do anything for a dollar or two!

When I was younger I was a debit insurance agent, going house to house on a weekly premium route. I got good enough to make the million dollar roundtable, presidents club and a couple other top salesman awards, started to see decent money. At the peak, my boss fired me, and took over my route himself.
Took on a job selling pizza ingredients from Panama City to through Fort Rucker, Dothan, Two Egg...shit, anywhere. I'd walk into a bowling alley, demo the product, show how easy it was to make and would have a sale. Sale after sale after sale. I became top regional salesman within six months, top national salesman the next quarter, started to see decent money. Boss fired me and took over my route.
Took a job with a sandwich company on a route that almost duplicated my pizza route. Started making sales, then called for coverage so I could attend the birth of my youngest son. They told me I couldn't go, I told them it was non-negotiable. They met me at the hospital to collect the keys.
Decided I wanted to be in air conditioning, with women around to look at and talk to. Had to figure out what to do. About that time PC's were starting to appear and no one really had a clue what to do with them. There was common ignorance so I lied my ass off about working with programs in education (school sent home some sort of device that a cassette would be plugged in, and the kid would watch cheesy, clunky, 'education'. I plugged in the cassette and watched a few.)
I got a temporary job as a project secretary for a $50 million papermill modernization. Busted my ass, saved the company millions in costs and was asked to leave as it wound down.
I'm a little wierd. I like going to work and doing things with people.
From about 35, when I graduated College, until about 45 I rotated in and out of jobs, advancing in career. But I got tired of the 80 to 200 mile one-way commutes in LA/San Diego traffic and wanted to be closer to home. Do do this I took a 2/3 cut in pay and became Controller for a family owned busiess that is remarkably large and, somehow, the family likes me (might have to do with how cheap I am compared to others.) I can take time off in the middle of the day to do an errand, come in on weekends if I want, and be active in the community in volunteerism. My stress level is near zero, my fuel bills are laughably low, and the company leased out a spare building to an auto shop that cuts me huge discounts on repairs.
Those earlier years ruined me, I didn't develop any gardening talents (not especially beneficial in a desert), though I grew up a ranch kid. Going off-grid alone isn't for me. But I've got a couple of people on mutual support. When time comes, if necessary, we'll condense and make the best of it.
And yet no one talks about their stories of starting their own business.
As I am running my business, I wanted to see if I could make some side money for doing relatively nothing. Started with $20, bought some stuff from China and sold it within 5 days. As I was selling I took all the profit and bought more. Was somewhat shocked how well that worked over the last month, basically starting with $20. Ended up going a bit crazy and just bought a lot of stuff to sell. I say basically with $20 because I started to order $200 worth of stuff at a time. I have mentioned this to some others, who needed some extra cash, what I was doing and they keep coming up with excuses why they don't even give it a go with $100. Never a sure fire bet, but it seemed simple enough to me.
Kind of like making a lemonade stand and selling on hot days. Way too much work. I always buy from lemonade stands.

I had fun watching a Target 20-something trying to figure out my change today. I gave him a five dollar bill, a quarter, and three pennies to pay for $2.28 worth of stuff. It took longer than I thought possible for him to figure out how much I had paid. Fortunately, at least the cash register was smart enough to figure it out how much change I should get.

When I was fourteen,one of my part-time jobs was working at the big store in town. They had cash registers that added up the prices you typed in. People would hand you cash and you had to make change the old fashioned way. One day I was off a dime, you'd have thought I was the dumbest shit on earth from the treatment the owner and other cashiers gave me. (Probation wasn't too bad...I liked restocking beer in the coolers.)

Ever stop to ask yourself WHY or HOW a society can function with one third of its population being useless eaters? The answer is abundance. They are not forced to, so why would they choose to? On a whole, the human population can produce enough to keep a large percentage of it's population alive while they do nothing. This is probably true for the top tier as well as the lower tier. Feudalism died because of the Black Death and rich folks being forced to till their own fields. Socialism and Communism fell sick because of massive population growth and the human nature to be predators. Capitalism will transition into something else as long as there are more grasshoppers than ants.

I have worked for myself for over 30 years, and I have blown estimates in my working life to where I was practically a slave for all intents and purposes. Being an entrepreneur means that you really do fuck up on estimates sometimes, and when that happens, you eat it, just like a fucking slave, my friend. It only happened a few times, but if I were to claim that it didn't, I would be denying the lesson I learned each time it happened. So, working for yourself is indeed work, but sometimes it is slavery when you screw up BIGtime.

I believe the truth is that the Federal propaganda ministry has given these Americans the status of Soviet Union-like non-persons. If they are long-term unemployed they are just not counted regardless of whether they want a job or not. It just doesn't matter what they want.

This is true, add not paying daycare, tutoring, dog groomer, etc. And my rough estimate is I'm making (saving) around $20 an hour based on a 40 hour week.

The BS propoganda always avoids this. Many people want to work but cannot find a decent job. The option is work for $11 to $15 (if very lucky) and have nothing while looking on the side or hold out and look for something decent full time. My observation is that it is easier/less stressful for the wives to do so while the husband works. But if the husband does so while the wife works he gets depressed quicker.
These articles put the blame on the workers but they did not make the corp/govt decisions that sent the jobs away. The new trade agreement will be the final blow.
And the white collar workers used to (still do) maintain an aloof attitude. But now they are getting the same treatment to some extent.
Not only have the jobs gone overseas, the good blue collar jobs are either gone or now the pay is back to the $11 - $15 range. The blue collar trades have been caught flat footed at how well the illegals have been able to take skilled blue collar jobs. First they were the grunt workers (and the small company fired the nonillegals to lower the pay scale), then they actually became the subcontractors. All the home framing crews/subcontractors for example are illegals around here.

From 2009 through now, it's more like 6, with twice as many ads, and the pets section thrown in.
The jobs that ARE there, don't ask for college degree or 1-2 years experience, they ask for 5-10, and even if you have that, you are competing with 40 other people who applied for the job.

IBM is replacing US workers with H1B workers brought over from India at 1/3 the US worker's salary. These days, most jobs are part-time jobs. Anyone with part-time work can be considered underemployed, which is a subset of unemployment.
Therefore, anyone who is underemployed can be considered to be not in the workforce.
But, when the government needs to show a lower rate of unemployment, the underemployed are counted as part of the employed. It's a kind of on-again/off-again formula much like mark-to-model, the pricing method used by bankers for no-doc CDOs.

I won't give you a down-arrow, because you are obviously talking about normal jobs and normal businesses within the system.
But the fact is, you and everyone else does have the option to escape the system. I'm not saying that is easy, but it is possible. I did so over 3 years ago all alone, without help, without collaborators. It required 95% of my life savings and about one year of fairly constant intensive work to pull off, but I did it. Now I am literally 100% self-sufficient, and live 125km from the nearest human being in the extreme boonies, in what is to me a paradise (my tastes are weird). While I do still buy a few spices (down to four at this point), I definitely don't need them to survive or be happy, and within a year I'll be harvesting more than I need (quantities required are tiny). I can literally live the rest of my life with zero impact if ever human being on planet earth vanished. Well, except I wouldn't be able to waste my time posting on ZH any more, but that would be an improvement.
I'm not sure why so many people remain inside the system. They don't have to. And they don't have to escape alone (small collaborations would be even easier financially speaking, albeit a bit like herding cats). To be sure, if hundreds of millions of people started disconnecting like this, the predators-that-be would likely respond... if they could find an effective way.

Yea, it's possible to achieve a lot of seemingly insurmountable goals with proper planning, foresight, and enough money. It's good that you achieved your goals.
The idea of working a small farm does seem more appealing than a corporate office job to many people. The money you receive for the corporate job may be far more valuable than the product of work done around a small farm but money is an abstract concept and I think most humans would rather see crops growing, fences mended, etc. and would find that more rewarding. This is also why construction workers have extremely high job satisfaction - they build real things.
BTW, I don't have or need anything like a "farm" to feed myself. More like several trees and a couple gardens. Plus a large area where my chickens wander around.
I only spend about 10% of my time to grow and raise everything I consume. To "feed self" is a huge difference from "growing enough to earn a good income".
Until I looked into what it takes to feed one person (self), I had no idea so little space and effort could be involved. I did spend a bit more (maybe 20%) to make my setup "cleaner and more efficient to operate", but that was more than worth it.
BTW, to give a sense of feasibility, my life savings was about $400K, and most was consumed by that project. However, this includes my brand-new, high-tech, ultra-efficient, carbon-fibre airplane, which is now my only transportation. For my location, which is purposely not accessible by land vehicle, this was a relevant expense. But this also means others can do the same with $300K savings or less.

In 1970 i made 2.85 an hour as a dishwasher. Put that in a inflation calculator and in 2015 the same value is 17.75.
I doubt there are many dishwashers today above 9.00 an hour. I was able to attend community college, share an apartment, drive a 65 mustang working 30 hours a week. Wages have not kept with the cost of living at all. That said
the goverment has no right to tell employers how much to pay a worker. If its not enough try to improve yourself. Wages in my area at the box stores, food stores, fast food are 8 to 11 an hour. No wonder kids are in the parents basements. It's tough out there.

There are two ways to increase the gap between wages and jobless benefits. Cut the jobless benefits or increase wages. Of course the oligarchs prefer the former.
