Being technically literal.... If you can obtain their Private Key and inport that to your Bitcoin wallet, you indeed have control over the Bitcoins in that specific address. It's trying to randomly find a Private Key not yours that is the needle in the Mount Everest haystack.
Apparently, the Gox'er himself falsified the balance on his exchange itself. He may not have had the actual BTC to back up the balance! Have you considered that? It would still be fraud, nevertheless.
I want to learn more as this story unfolds, and it does make me wonder if the BTC balances out through the Japanese audit on Gox, if he wasn't the perp responsible for screwing over his exchange through obtaining other's Bitcoins he was responsible for safekeeping. I was a former Mt Gox customer but I never trusted the exchange for safekeeping my coins! Following that gut instinct kept me safe. I lost nothing at all. Besides, all the DDoS'ing they suffered in their early days should have been a warning shot heeded by all BTC holders.
NOBODY should entrust any exchange for general storage, period! Instead, they should put their BTC in an unused address which 1) they have full control over by possession of the Private Key, and 2) Secure that Private Key so it can be used in an emergency.
Finally, for critics who say one must have the internet to transmit Bitcoin, you could literally mail the Private Key containing a balance via snail mail to someone who has internet access. If you as the balance holder can entrust the receiver to the whole balance, you do NOT require internet if the SHTF if done as I've noted. What they will do is import the Private Key to get the balance stored in that address. You've given them access to either a Paper Wallet or Cold Storage. It's really that simple!

My take on the candidates: Jeb, as the inheritor of the Bush fascist leadership that had its origins in the Third Reich, is a tough sell, much too bland and gaining little traction. Eliminate all of the Senators; the bad taste of Obama lingers too much. Eliminate any of the remainder with no political experience; Carson, Fiorina. That leaves the Governors; Kasich, Walker, Christie and Perry. Perry has been at Bilderberger meetings, so he is a possible elite finalist. Christie is too fat and has typical New Jersey corruption issues. I think it will come down which one of Kasich and Walker and Perry will swallow the hardest after sucking bankster dick.
