US Police Kill 118 People In July, Highest Monthly Total Of 2015

Early last month in "Crowdsourcing Police Brutality", we highlighted an ongoing project at The Guardian which is attempting to tally the number of people killed by police in the US during 2015. Use of deadly force by authorities in America has become a hot button issue after several high profile cases involving the death of unarmed black suspects culminated in a night of violent protests in Baltimore. 

In the wake of Baltimore’s "purge" (as April’s protests came to be known), two competing theories emerged about what effect the controversy has had on policing in America. We’ve outlined the two theories on a number of occasions, but for those unfamiliar, here’s a recap: 

One theory — dubbed the "Ferguson Effect" — claims police are now reluctant to engage in "discretionary enforcement" for fear of prosecution. "Discretionary enforcement" of course refers to the use of lethal force in the line of duty and the implication seems to be that in light of recent events, law enforcement officers are afraid that their actions will be scrutinized by the public. In extreme cases, such scrutiny could culminate in social unrest, something no one individual wishes to be blamed for. 

 

Casting doubt on the so-called Ferguson Effect is a report from The Washington Post which shows that US police are shooting and killing "suspects" at twice the rate seen in the past. More specifically, 385 people have been killed by police in 2015 alone. Unsurprisingly, minority groups are overrepresented in cases involving the fatal shooting of unarmed suspects. 

Despite a notable spike in violence across Baltimore in the months since the riots and the persistence of violent crime in Chicago, the number of people killed by police across the country posted M/M declines in April, May, and June. In July, the trend was broken. Here’s The Guardian with more:

July was the deadliest month of 2015 so far for killings by police after registering 118 fatalities, according to the Guardian’s ongoing investigation The Counted, which now projects that US law enforcement is on course to kill more than 1,150 people this year.

 

The July figure brought an end to a steady decline in totals over the previous four months. After 113 people were killed in March, 101 died in April, 87 fatalities were recorded in May and 78 in June.

 

At least 20 people killed in July – more than one in six – were unarmed, including Samuel DuBose, who was shot by University of Cincinnati officer Ray Tensing in a 19 July traffic stop that has become the latest flashpoint in protests over the police’s use of deadly force.

 

Of the 118 people, 106 died from gunfire, making July also the first month of 2015 in which that number has exceeded 100. Two people died after officers shocked them with Tasers, two died being struck by police vehicles, and eight died after altercations in police custody.

 

Tensing had claimed DuBose dragged him with his car, but footage recorded by Tensing’s body camera refuted his account. The officer was charged with murder on Wednesday, when at a press conference the Cincinnati prosecutor Joe Deters called the shooting “senseless” and said Tensing “should never have been a police officer”.

 

Tensing, who turned himself in on Wednesday, was arraigned on Thursday and has been released on bail. On Friday it was announced by Deters’s office that two officers who appeared to reinforce Tensing’s false account will not be charged with any crimes.

As a reminder, The Guardian's effort stems from what it says is a generalized failure on the part of the US government to keep a "comprehensive record of the number of people killed by law enforcement" which it says is a "prerequisite for an informed public discussion about the use of force by police."


Again, we'll leave it to readers to determine what it says about police accountability in America when other countries feel compelled to put a face and a name to hundreds of people whose deaths, if left in the hands of the US government, might have gone unnoticed or worse, undocumented.

This prosecutor has a long track record of taking on ANYONE (Republican, Dem, rich, poor & the REALLY politically connected) and has never lost a case he has personally prosecuted - and he has announced his intention to prosecute this case.

A frame by frame review of the HD video removes ANY doubt that this University of Cinncinatii Police Officer MURDERED DuBose. They also have another body cam of a stop he made in May 2014 where he violated police guidelines; the two "suspects" were told they could leave by a supervisor who showed up.

Unfortunately, the lawyer representing the officer is a known CLOWN.

Pity ... with a plea deal the officer could probably serve his prison term in a facility where he would have a chance of survival past 30 days.

There should NEVER be an option for a cop to serve a sentence anywhere but general population in the state prison.  Their job is, ostensibly to arrest criminals and see them sent to the state prison.  If they break the law there should be no options for them but the exact same fate.  Maybe if they knew that upfront they wouldn't be so quick to be such voids surrounded by sphincter muscles.

Our local narcotics cop was shaking down users of oxy for their supplies while in uniform, getting multiple scripts around the county by intimidation all while on duty for a period of two years. Even his chief knew about it.

Our DA refused to even bring it to the grand jury and the Feds gave him two years probation.

He should be in state prison. Fuck him and all pigs and their cocksucking apologists. They're time is coming when they'll be dying by the hundreds. It'll be sweet justice.

Quit trying to rewrite history.  The cop was pissed that the guy didn't immediatley comply with his requests.  That's the problem with today's generation of LEO.  It's comply or die.

There was NO danger to the cop, even if the guy started to move his car - which it only did AFTER he was executed.  He was pissed.  He let his anger get the better of him and executed the guy.

Normalcy, that's basically the way I play it, too.  I take advantage of my white skin and good manners.  We don't get a racial breakdown of how many of those 118 are black or Hispanic ... apparently that is one of the Taboos, even on this board.  

The average poster on threads like this is far from honest with himself.  Many sound like they are secret Rambos fixing to do a First Blood number.  

Most of us here are Gen X and middle-aged white American men and are going to roll with it for the most part because it's just not that bad if you deal with it with understanding.  We also know that if Johnny Law gets to the point where he starts targetting the demographic that pays his pension, he is in for world of hurt.  Because we can organize, can shoot and have resources the blacks and hispanics do not.  Police are a pain in the ass for writing me tickets but at the same time are keeping the real animals at bay.  And if they can't do that, I will.

People shouldn't go sneering at someone with the good sense to cooperate with someone who has them totally, and I mean completely, outgunned when pulled over for a ticket.  If you were really serious, this would not even be on your radar.  My line is drawn farther back than many on this MB profess; but it is a serious line.  You know what I mean?

There seems to be no real reason why some states are worse than others IMO. I thought maybe red/blue state or gun ownership per capita might make a difference, but it doesn't seem that way to me. Blue states, Colorado, Oregon, & California all beat Texas per capita. Oklahoma leads the way with 29 deaths & only 3.8 million people. Maryland has been in the news for obvious reasons, but seem to be better than many states with a ranking of 29/50.

A car has a license plate.  Recording the number is the first thing done.  This would tell an officer where the car is located.  Why would a cop jeopardize his life when he could just put out an alert and go to their home within 24 hours and arrest them for fleeing the scene?  What is the fucking hurry is my question.

Wrong.  Cocking a gun is the only thing that's just like cocking a fucking gun.  Legally carrying a paring knife and whittling while crossing the street is not like cocking a gun.  Being homeless and wandering into the wrong parking lot is not like cocking a gun.  Not even paying taxes to fund jackbooted, low-IQ thugs who roam the streets hyped up on Dianabol and ready to ventilate the skulls of the nearest (mis)perceived threat in the name of preserving liberty may be comparable to cocking a fucking gun--though, out of the examples given, I'd say it's easily the most dangerous of all.

Unfortunately for the perpetrators and wagers of war against the American people, they are required to be tried, and I would say, guillotined, for their treason against the American country and people--"It's the law."

I've been trying to logic some of this out.  There is also a national tally of police killed in the line of duty. It stands at less than 25, right now.[exluding the ones who died of heart attack etc]  If America is truly a battlefield of such violence, why is one side being killed in such wildly lopsided numbers?  Is it merely that police are THAT well trained that they're not suffering casualties?

   Did you read the part of the article about the very large percentage of "perps" that were unarmed?  The point is that the police are not so under siege as they claim. Nor are there all these heavy weaponary they claim they are defending themselves from.   There are large numbers of them who still think they are in a dessert somewhere, howerver.  I've been around it first hand.  I live in a quite rural part of the Ozarks.  Local small town cop tried to pull over some 17 year old kid one night, last year.  Kid didn't stop and eventually put his car in the ditch up the road from me.  He then started to run into the woods.  Cop just pulled out his gun and shot the kid as the kid was running away from him and into the woods, unarmed.  None of us around here would feel we were in any kind of danger as we are very well armed and dogged up.

   A great many of these incidences are occuring because of this mentality of contempt of cop.  If you don't imedietely ask how high to jump, things quickly escalate.  There is one sure fire way to put a damper on this.  Hit them where it hurts, the pocket book.  If a police officer is found guilty and liable for an unlawful killing, have the police union and pension funds on the hook for the lawsuit. Not the tax payers of whatever jurisdiction it occured.  If they think their pension or something is going to take a hit, you will have police policing each other instead of mantaining a code of silence.

"Local small town cop tried to pull over some 17 year old kid one night, last year.  Kid didn't stop and eventually put his car in the ditch up the road from me.  He then started to run into the woods."

All the policeman probably knows about the driver of the car is stated above.  So we have a driver that has acted irresponsibly with a dangerous weapon and is running from arrest.  Why is he running?  Has he committed previous dangerous acts?  Why doesn't he respond to a warning shot?  Is he out of control and dangerous currently?  I suppose we could let him run to the nearest house and grab some hostages.

A hammer is just a hammer until you hit someone in the head with it.  We're going to need to build some more prisons if we start saying any crime committed on a bicycle, horse, automobile or other vehicle is committed while in possesion of a deadly weapon.  What's next, rebranding speeding as attempted murder?

He tried to pull the kid over for 'suspicious behavior' as we all know is code for 'just cuz'.  There was only one shot fired, no warning shot.

You rather reinforce my point. Deadly force was used when there was no known imminent threat.  Only potential ones. Teens have been running from police since the begininng.  The kid would be in more danger running around on peoples' property in this neck of the woods.  The new tactical norm of the police is to eliminate potential threats.  Guess what?  Everyone not in a uniform is a potential threat.

Bicycle? Horse? I didn't mention those. Although a guy on a horse led the police on a wild chase a few months ago.  He didn't get shot, but when they caught him, they did stomp the snot out of him.

A bicycle or horse is considered  operating a vehicle, by law.  Recently was reading about it as we have had tons of weekend cyclists clogging the roads.  According to your logic and/or the law, they too should be considered lethal weapons and their operators shot if they move them in the presence of a cop.

That is a good question, some of it may be a result of the fact that cops are trained on how to effectively kill and are better at it.  I can tell you that the Phoenix area has been getting extremely weird and had numerous fatalities by cops and horrendous violent crimes. 

To give you an idea of what I mean by weird last week a guy on bath salts killed his wife and two dogs, decapitated all three before cutting his own arm off and gouging out one of his eyes.  That kind of weird, home invasions too.

The problem is not just police in America. The problem is that America has become increasingly screwed up as a whole through a uniquely troublesome combination of race, economics and gun laws which have given rise to a troubling level of crime. The fact that many police are badly trained and possibly poorly selected and poorly screened doesn't help.

UC has set itself up for a hell of a civil lawsuit.

I wrote Santa Ono, President of UC, a nasty letter stating that my two HS aged childen wont attend my alma matter because of his poor choices in militarizing the UC campus and surrounding area with officers who have proven prior incidents of civil and constitutional violations.  I refused to support the legal fees of this incident whith my childrens tuition dollars.

That and pledging to rebuild Fifth Third Arena at a cost of $40-80MM after spending over $100MM on a football stadium.

Are you a research university focused on education or a sports university after the almighty dollar and teevee accolades?

Needless to say, I wont get a reply from Dr. Ono.

As our society begins to unravel there will be a lot of death, the police and the population will begin clashing at an ever increasing rate until the military gets involved.  This will be seen among those who live in poverty on the fringes first.  One thing that I am curious about is if a young single man can be on welfare if he doesn't have a disability.  I wonder this because they are your most most dangerous class. 

I think that we can all agree that whatever amount of welfare is being distributed it is too much but what is the actual situation for these people?  As I understand it in California the typical distribution for a single parent is 480.00 + 230.00 in food stamps.  California has higher rates than most I would think and they are definitely not going to starve but what about the single guys?  Are the majority of these guys getting checks too or are they staying at homeless shelters, hitting the food banks, robbing, slinging dope and getting ready to collectively explode? 

Wouldn't it be great to live in a country that actually created jobs?  We have assholes in office who brag about the electability when this country is huge welfare disaster waiting to explode.

Well they're your revolutionary age group and with the issue of welfare aside, these guys are not doing too well, we are not even doing too well.  The unemployment numbers are a complete joke, we are in a depression and at this point there are not going to be jobs for any of these guys even if they want to work.  Whatever slight chance an for employment an uneducated and often criminal record holding inner city guy had those are going to the huge waves of Mexican immigrants.  

We may not have to wait for the snap cards to tap out to see some serious problems I am surprised it hasn't happened already.

I agree that the economy is in the tank and will exacerbate the problem greatly.  Asking the police to fix this problem is pointless.  Fortunately there is the second amendment.

Just keep in mind if you have any property, you may find yourself standing with the police at some point or standing in their stead.  I have no intention of letting the 1970s reoccur.

meh, I'm not so sure. I think there's been a real shift in police attitudes and that has gone hand in hand with patriot act, trips to "israel," and sending "surplus" APCs to small towns in Iowa.

I'm telling you - the NYPD for example has always been a rat's nest of dirty cops, but one of these days they're going to shoot at someone whose friends and family will take exception.

I can't believe it hasn't happened already given the incidents {and yes - its a tought job, 95%+ are good, honest people and all that, sure}.

police arent soldiers.

the more they think they are - the more they will be treated as an occupying, hostile army. I'm not cheering for it - I simply see it as inevitable.

Don't forget about the anonymous tips.  Because, you know.  It's always prudent to issue a search warrant and send in the raiding party from said supposed annonymous tip.   Local city just had a guy that a call was made to the police saying they thought he might be suicidal.  The media loves to say, "The suspect barricaded himself in the house".  Which I think often translates to, "He told them to bugger off and locked the door"  After a long stand off and the complete shut down of a suburban neighborhood complete with command center, the guy came out and they tased him for not following directions. Real kicker is he was not charged with any crime.     this is the city in question.  mostly funded by Tyson and Walmart.

People may argue that statement is anecdotal but it really isn't because it is happening constantly.  I am still livid about that baby that got it's face blown off with a cop tossed flash grenade, over drugs no less.  We have had opiate drugs in this country since day one, since when is it okay to kick in doors, shoot dogs and kill peoples kids over damn drugs. 

Then there is the fact that it is not uncommon for these idiots to get the wrong house.  Years ago I lived near a pair of roomates who had one such incident occur.  The cops came in on a tank (no shit) stormed the place with masks and very serious weaponry.  The guys wake up to masked and armed men in there home and did not hear an announcement just crashing, banging, disorientation and fear.  Guy pulled his gun and got blown away, the other lived.  Oopsy, wrong house, no drugs.

I watched another video not long ago of a kid coming out of a store wearing some sort of stereo and ear phones. A cop walked up behind him and yelled something, the kid turned around and reached down to turn his stereo down and the cop shot him square in the chest with his 40cal.

Yes, every time I get pulled over, when the cop tells me to step out of the car because I have no id, I start the engine, put it in gear and drive away.

The police are understandably tense. Gullible black male tweens are committing a tremendous number of violent crimes. The police know everything the msm is keeping from you. Their training isn't making them into easy targets. If you have nothing to hide, cooperate.

That said, shooting the escaping criminal in the head was obviously a mistake. Yes, by evading identification, disobeying the cop and in the act of running, he was doing crimes. What if he was a major creep? How would you like the cop if you read that he let the suspect drive off, then the creep killed a bunch of people? Or was wanted for priors? Should have shot him in the right thigh. But the cop did get dragged, his gun was in the hand caught in the door, so by driving away the perp killed himself. He doesn't deserve to be dead but he had a really bad day. Shit happens.

Next time a cop tells you to step out of the car, step out of the car.
