Oh I just did some research. It turns out there is some quasi-governmental organization called "The Fed" that supports the markets. I'm thinking that's the explanation.

It's still early in the trading day. Wait until 11 AM. I'm pretty sure the major indexes will be in the red by then and VIX will go back up.

It's all computerized, automated trading. VIX won't go up is everyone is on the same side, up or down. The market is trading within a range. Keeping up appearances.
