Everything that has happened to this point is part of a multi-generation plan. The plan has failed several times. Andrew Jackson stopped them, Abraham Lincoln stopped them, and Franklin Roosevelt stopped them. Each time they regroup, refine the plan and try again. The intent is world domination under a one world government that has the appearance of a democracy but is not. That government will eventually trump (no pun intended) state sovereignty. These people are patient, cunning and diabolical.

People use this word 'sheepdog' to refer to the dumb fucks who are the armed thugs for the State: it's actually more apt than most people realise, and it is in no way positive.
After all, the sheepdog's aim is not primarily to befriend and/or defend sheep. His primary aim is to please his master and increase his master's rate of return... by ensuring that the sheep are intact until its time to fleece them or butcher them.

First, the budget share of pensions, health care and welfare in the Federal budget is just shy of 63% - if you think that 7% overstatement is meaningless, Paypal me 7% of your gross every month... if it's not important to be correct to within 10% of the actual number you should be able to do without it.
Second, the transfer payment portion of the department-wise budget line items is less than 50% of the aggregate budget line item: most of the budget for any government department is the salaries of the jobsworth tax-eaters in the cubicles. I doubt that you intended to call that 'welfare' (anyone who works for .gov is paid out of the tax take - and they're paid a shitload more than welfare recipient get).
Your comment was crafted to give the strong implication that 70% of the US Federal budget is made up of transfer payments from the tax base to those who are 'clients' of the relevant department... if you genuinely think that then you're a pretty dim bulb.
'Defense' spending (paying for massive boondoggles like the non-airworthy F35, the non-seaworthy LCS, and periodically slaughtering tens of thousands of brown people in places that most Yanks can't find on a map) is 2.1x the 'welfare' budget - again, only a portion of the welfare budget goes to the poor, the tired, and the huddled masses... most of it goes to the higher-end welfare-recipients, i.e., those who work for .gov (since every cent they receive net, is a cent in tax paid by someone who is actually productive).
I am not 'pro-gov'... I want all government burned in a fire. But the notion that the US Federal budget is more interested in its less-fortunate peons than it is in power projection, is lamentably ignorant.
