For young people, renting is the only option. And that presents another problem.

It becomes an incredibly unproductive use of capital.

Bullshit - I personally am for de-criminalizing, though not totally legalizing prostitution and drugs. No healthy society (except those in their last stages and death throes) can survive with such social and moral decay. This sick society promotes and glorifies sexual perversion and promiscuity. The West is toast - I'll give them another decade or so before they are irrelevant.
do you think the level of promoted promiscuity in say, S. America, Colombia, Venezuela, Brazil, Argentina, or Asia, say Thailand, China, Korea, Hong Kong Taiwan ? Do you think their trends toward lifelong marriage or youthful experimentation leading to broken families, single parenting ?
I am a Christian and a libertarian. Mainly, in our church we keep our rules, and since the rest of the world doesn't share our beliefs trying to force the lifestyle isn't going to be widely appreciated.
Anyway, ~11 years ago I joined Men Going Their Own Way, and at the time I got to know more than a few guys who were active johns or big on porn, and looking down on all married men as suckers. There were other guys who married foreign women or nominally ultra-conservative women. 10 years go by, and it's interesting to watch how everyone is turning out. I feel particularly blessed now, having an active sex life in marriage after 4 years, as two married guys I knew had 0 sex (not even the wedding night!) for 6 and 10 years, respectively. 6 year guy got a divorce, and 10 year guy almost divorced, but the wife suddenly got it together, quit her high-stress job, and they are having an active sex life, finally.
For the guy banging hookers, he became outrageously bitter towards women and sex, and the guys who went for porn have pretty much lost all attraction toward women or porn ("After you've seen 10,000 pairs of tits they all start to look the same"). Granted the data set is pretty small, but I've found that it's much more valuable to interview older men to see the outcome of the choices they've made, than to mock/too blindly accept conventional wisdom only to find out 10 years too late that you made the wrong choice.
PS: Homeless men are way more vulnerable than prostitutes. No one gives a damn about old men with no money. Burned-out prostitutes are right down there a the bottom with them, but the young, still-attractive ones would easily have a line of simps lining up to "save" them if they so chose.

Roisaber - There laws for the Israelites started off well. It was a male dominated society. As it decayed, men would get a certificate of divorce which forced woman into prostitution or death. One of the prophets called men as "horses with strong balls." Also referenced in the same passages was adultery which is of course destructive.
The point being morality always decays. Also, avoid the state contract and of you need more than one woman to sleep with, dont make a monogamous commitment. Let yes mean yes and no, no.

Ok, at a point in my younger life I lived in a town that decided to pass a Morality Ordinance related to liquor sales, and some other things.
At the time I considered it the epitome of idiocy (still do) and mocked it openly, to a couple commissioners faces by being openly, publically, immoral, in ways that were not covered on their law. Right in front of them. Right down to blowing cigarette smoke in their face. (You used to be able to smoke anywhere.) And asking them how many fucking laws they were ready to pass to regulate every possible offense.
Little did I know that we would see today's world. And I still ignore most of them. (I don't smoke just anywhere, I get that it's disgusting to many.)

You cannot draw the conclusions about a direct relationship between an increase in prostitution in the United States and a decline in ablility to pay rent or buy a home based on the data you have presented.
There are far far too many other variables unconsidered and unaddressed.
