Illinois Pays Lottery Winners In IOUs After $30K/Month Budget "Guru" Fails To Produce Deal

Much as Brazil is the poster child for the great EM unwind unfolding across emerging economies from LatAm to AsiaPac, Illinois is in many ways the mascot for America’s state and local government fiscal crisis. 

Although well documented before, the state’s financial troubles were thrown into sharp relief in May when, on the heels of a state Supreme Court ruling that struck down a pension reform bid, Moody’s downgraded the city of Chicago to junk. 

Since then, there’s been quite a bit written about the state’s pension problem and indeed, Reuters ran a special report earlier this month that outlined the labyrinthine, incestuous character of the state’s various state and local governments.

On Friday, in the latest sign that Illinois’ budget crisis has deepened, Governor Bruce Rauner apparently fired "superstar" budget guru and Laffer disciple Donna Arduin who had been making some $30,000 a month as an economic consultant.

And while Illinois apparently found the cash to fork over six figures to Arduin for just four months of "work", the budget stalemate means hard times for Illinoisans - including, apparently, lottery winners. The Chicago Tribune has more:

After years of struggling financially, Susan Rick thought things were looking up when her boyfriend won $250,000 from the Illinois Lottery last month. She could stop working seven days a week, maybe fix up the house and take a trip to Minnesota to visit her daughter.

 

But because Illinois lawmakers have not passed a budget, she and her boyfriend, Danny Chasteen, got an IOU from the lottery instead.

 

"For the first time, we were finally gonna get a break," said Rick, who lives in Oglesby. "And now the Illinois Lottery has kind of messed everything up."

 


 

Under state law, the state comptroller must cut the checks for lottery winnings of more than $25,000.

 

And lottery officials said that because lawmakers have yet to pass a budget, the comptroller's office does not have legal authority to release the funds.

 

Prizes of $25,000 or less will still be paid at lottery claim centers across the state, and people who win $600 or less can cash in their ticket at the place where they bought it.

 

But the bigger winners? Out of luck, for now.

 

While lottery officials could not immediately say how many winners' payments were delayed or provide the total amount of those payoffs, the agency's website lists multiple press releases for winners since the current fiscal year began July 1. Including Chasteen, those winners represent millions of dollars in prizes.

 

"The lottery is a state agency like many others, and we're obviously affected by the budget situation," Illinois Lottery spokesman Steve Rossi said. "Since the legal authority is not there for the comptroller to disburse payments, those payments are delayed."

Generally speaking, this just serves to underscore the extent to which gross fiscal mismanagement along with the perceived inviolability of pension "implicit contracts" is pushing Illinois further into the financial abyss, but what's particularly interesting about the suspension of lottery payouts is that the state is now effectively in default to its own citizens, something which, if the situation were reversed, would not be tolerated, and on that note, we give the last word to Rick (quoted above) and also to State Rep. Jack Franks:

Rick: "You know what's funny? If we owed the state money, they'd come take it and they don't care whether we have a roof over our head. Our budget wouldn't be a factor. You can't say (to the state), 'Can you wait until I get my budget under control?'"

 

Franks: "Our government is committing a fraud on the taxpayers, because we're holding ourselves out as selling a good, and we're not — we're not selling anything. The lottery is a contract: I pay my money, and if I win, you're obligated to pay me and you have to pay me timely. It doesn't say if you have money or when you have money."

If I were them, I wouldn't pay state taxes on any of that money. I wouldn't pay state taxes on my normal income either. I would send them an IOU.

This reminds of Dumb and Dumber. They spent all that money out of the briefcase. They bought expensive hotel suites, new clothes, and fancy cars. Then after blowing all the money they handed people IOUs. Shows you the level of competence of our governments.

Now, how much do you think Kingpin Michael Madigan, longtime (since 1983) ruler and speaker of the Illinois whorehouse owes to the state’s pension funds (including >$50 billion to the teachers union)?

But in a state long dominated by statists finding a judge willing to issue any kind of forfeiture ruling is likely near impossible.

Hold on, let me tell you this State of Commiefornia story.

We were owed fuel tax refunds dating back to 2013.  State of Commiefornia sat on them.  They said we misreported.  (I'm the most conservative controller ever.)  Ao we get audited.

End result, Commiefornia owes us about $10k more.  They send a check for $53k, andother $10k for 2015, through Second Quaqrter.  I ask about interest due on the $53K...they're no longer paying interest on fuel tax refunds.

They're no longer paying interest on a lot of debts they owe.

You go right ahead and invest in Commiefornia Municipal Bonds...I'll just sit in the corner and chuckle.

I'm not lying, got our check for the last two years refunds for $53K on Friday.  The 2Q refunds should show up this week.

Fucking Commiefornia....they will fuck you every chance they get.  And if your from out of State...what the fuck are you thinking doing business here?!

Then a short while later, the state moves to borrow, transfer, etc., all the different monies to pay for whatever the fuck they like in spite of promising it for something else.
All the buck go into the Great Unaccountable General Fund
I mean there are charitable monies collected via the state that never made it past the General Fund.

Looks like some folks aren't going to buy lottery tickets for a while.  I note they can take in the money without a budget but they can't payout. Seems to me the legislature could pass an immediate  bill to pay lottery winners. That is if they want to.

To the people of Ill. I suggest you don't buy any lottery tickets until the State pays on its contractual obligation. If no one bought tickets you can bet they will pay right away.

I owned a business and had a gov contract.  I was big enough where I had to pay my taxes monthly. I was late by a single day and had a $800 late fee on my monthly taxes....at the same time in 2009 my governemnt contract was 6 months and $200K behind on payments and they said "Look on the bright side, you can charge us 2% yearly interest".

Been revolting for a few years now,  I fired all the employees in 2011, sold off the customer base, liquidated all the machinery (small manufacturing company), cashed out and called it quits.

I now reside on some property in the middle of nowhere, homestead with the wife and 3 kids (She is still a Regional Director over 32 hospitalsand still leaves the place...outside of heading to Home Depot and Tractor Supply I do not leave here).  I am still only 46 yrs old and I will never go back to work....Lost 30lbs by workinn my ass off daily with a chainsaw, garden, chickens, honey bees, fresh water, guns, ammo, pm's.  I am mother fucking dug in like a tick on a dog.  I'm an X- combat soldier to boot...fuckum'.

I'm just a few steps behind you. no more employees, bought a rural place in foreclosure  in 2013 in need of TLC for very cheap. We just passed the 50% paid off mark and refinanced to a 5 year note. 

56 payments to go. then just annual property taxes of $800.

6 foot high fenced the entire place plus barbed wire and an 8 foot gate. Been getting really good with a pick axe planting all manner of fruit and nut trees and berry shrubs.  Bee keeping next, chickens to follow. we picked 50 lbs of cherries from our land last year, bushels of plums and could not process a remaining 60 gallon trash can full of apples fast enough before they had to go to compost.

Have a small biz and still have to leave the compund for clients and such but work from home 90%. two people help my remotely via email so no employees.

Ex Infantry guy also, so know just a little about such and properly equipped and training some folks worth trusting.

and yes the place next to me is coming avaiable via slow motion foreclosure. would love to have a like minded sort nearby.

we are 20 miles out from any town with a Home Depot in the Oregon Mountains.

I went from living the McMansion lifestyle in a town that was "the wealthiest town in the U.S based on cost of living in 2011" (30K residents and an average family income of $185K) to moving 30 miles from it to the "sticks" among all the farmers and country folk.

I was raised up in the 70's/80's "in the country" by a vietnam vet combat soldier with the infamous "Big Red 1".  He turned me loose at the age of 12 with a gun to hunt and learn to fend for myself.  I was a "modern day Tom Sawyer or Huck Finn" as I had 15K acres of National Forest that bordered our property to hunt on and roam.

I obtained an Engineering degree after a 3yr stint in the Army (I am a 1st Gulf War combat vet and was part of 7th Corp), chased the dream after that and started a business when I was 29.   My wife and I could afford anything we wanted in life (within reason) and one day it hit me and I said "What have you become", so I decided that I didn't need it "all" and  got back to my roots.  I can say that I am happier now than I have ever been.

I only have 3 neighbors within a mile in any direction and the first thing within a week of buying this place i had to accomplish  was to crack off around 2000 rounds with my family one eve to let anyone within "ear shot" know who I was.  I later met every single one of them and they all said something to the tune of "It's nice to have a guy like you in the community with yor background"....they are on the same page.

Closest neighbor has two nice BMW's setting by his entry gate to his place with weeds growing up around them, both cars are "newer" but I have yet to see them move.  They have chickens, goats, pigs, etc and it's nice to see their 3 young kids running around with dirty faces in their underwear out in the yard with no shoes and "being kids"  when we drive by...I do not know their entire story but they obviously "checked out" like us.  

Other neighbor is 91 years old, she has 500 acres of mixed woods/pasture/hills with 40 goats and 50 head of beef cattle.  She is "old school" and still uses water from her spring to provide all she needs for her house and farm.  She obtained an engineering degree from UT nearly 70 years ago but never left her "family farm" that she inherited.

Other neighbor (brother to the sister with 500 acres) owns 200+ acres and has a saw mill.  He's 78 and in great shape, runs the mill by himself.  We have an agreement that if any of my marketable timber comes down in a storm on my place and can go up on his mill that I give it to him and in return he provides me with the lumber that he can not market for free to build my sheds/pole barns with.  I also have an unlimited supply of wood from him for burning for fuel.

We have a "guest house" and our main place is a western red cedar 2800 sqft place that is breathtakingly beautiful (Looks like a log cabin but is cedar sided).  Guest house is only 900 sqft and is my canning/off grid food storage place and is our "go to" if we should lose electric as it set up to not rely on any outside services.

Although I still have a ways to go, I am getting there...still have a lot to learn but I am years ahead of "the masses".  I'd say that over the past 2 years most of my "large purhcases" have been through craigslist.  I'd say I have spent $50K in cash in the last year on craigslist for things i need/require (tractor, solar, chickens, bees, pumps, generators, supplies, etc) and refuse to buy new and pay the sales taxes and be a part of the typical consumerism participation.

I've got 2 miltary buddies within 200-250 miles and 2 other good friends that will come with their families if they can find their way and need to.  I can not defend it alone so I need their help, I trust these 4 men with not only my life but likewise with my family members life.

I act like I am the craziest mother fucker around...and maybe I just am.

Pennsylvania is the only state that dedicates all lottery proceeds to programs that benefit senior citizens.

It's administered privately, as well, so this should never be the case in PA.

PA has a plethora of programs to benefit children as well, but those are paid out of taxes and child support.

There is, however, no procedure to check with the guardian of said child that the benefits are actually spent on the child.

At least the seniors benefit from those who gamble on the lottery, rather than it going to a benefitting baby momma squirting out more reasons for increased benefits.
