Trump: The Art Of The Bureaucrat

Donald Trump says America’s problems are managerial. The political class is “stupid,” and “horrible negotiators.” He can fix the country’s problems instantaneously with his own entrepreneurial ability and by drafting into government service the likes of multi-billionaire Carl Icahn. Trump claims he said over dinner recently, “Carl, if I get this thing, I want to put you in charge of China and Japan, can you handle both of them? Okay? China and Japan,”
We’re to imagine Icahn telling his Washington secretary, “Get me China on the phone!” As Jeffrey Tucker explains, Trump sees the country as a single company competing against the companies of China and Japan Inc.. Tucker writes,
In effect, he believes that he is running to be the CEO of the country — not just of the government (as Ross Perot once believed) but of the entire country. In this capacity, he believes that he will make deals with other countries that cause the U.S. to come out on top, whatever that could mean. He conjures up visions of himself or one of his associates sitting across the table from some Indian or Chinese leader and making wild demands that they will buy such and such amount of product else “we” won’t buy their product.
Republican voters love it. He’s a breath of fresh, simple, political air. Maybe you’re a smartypants who thinks Trump’s tirades border on moronic. That’s because his answers scored at the 4th-grade reading level during the August 6th debate when the text of his answers was run through the Flesch-Kincaid grade-level test. Most adults wouldn’t pride themselves on speaking at that level, but, a certain financial newsletter operation I know wants their writers to produce Trump-level copy. So, there must be a market Trumpspeak.
“The role Trumpspeak has played in Trump’s surging polls suggests that perhaps too many politicians talk over the public’s head when more should be talking beneath it in the hope of winning elections,” Jack Shafer concludes in his Politico piece.
So if short, blocky words, combined into short, blocky sentences and in turn short, blocky paragraphs works wondrously with the voters, how about the federal bureaucracy The Donald would have to manage? Not that he really wants to manage the leviathan. Donny Deutsch was probably right when he told a Morning Joe audience that Donald is a real estate developer with ADD, always looking to move on to the next deal.
Has he considered that the federal government has two million employees, most of whom he can’t fire? And that’s not the half of it. “Post-1960 Federal America has become a grotesque Leviathan by proxy, in which an expanding mass of state and local government workers, for-profit contractors, and nonprofit grant recipients administers a vast portion of federal money and responsibilities,” writes John J.DiIulio Jr. for the Washington Post.
If Republican voters think a Trump presidency will be four to eight years of “The Apprentice” on steroids, with Trump telling those who disobey or slack off “You’re fired,” they are as delusional as their hero, who, as Nick Gillespie says, has a tenuous grasp on reality.
Dilulio points out that the federal government spends more than $600 billion per year on more than 200 grant programs for state and local governments whose workforces have tripled to more than 18 million. The result is these state workers essentially function as federal bureaucrats.
Medicaid, the EPA, the Defense Department, and the Department of Homeland Security all operate using private contractors. In the case of “the Energy Department [it] spends about 90 percent of its annual budget on private contractors, who handle everything from radioactive-waste disposal to energy production,” writes Dilulio.
Trump wouldn’t rule the government the way he rules his company. In his book Bureaucracy, Ludwig von Mises distinguished between business management and bureaucratic management. Business management is directed by the profit motive. “Bureaucratic management,” writes Mises, “is management bound to comply with detailed rules and regulations fixed by the authority of a superior body. The task of the bureaucrat is to perform what these rules and regulations order him to do. His discretion to act according to his own best conviction is seriously restricted by them.”
So while profit and loss dictate the goals of business management, “The objectives of public administration cannot be measured in money terms and cannot be checked by accountancy methods,” Mises explained.
Government keeps getting bigger because for the government bureaucrat, “In spending more money he can, very often at least, improve the result of his conduct of affairs.” Revenue and expenditures are completely separated. “In public administration there is no market price for achievements,” Mises wrote. “Bureaucratic management is management of affairs which cannot be checked by economic calculation.”
Trump’s appeal is that he is a successful businessman and that he’s rich. Mises made the point that the average citizen equates running government to running a business because most people are most familiar with businesses. “Then he discovers that bureaucratic management is wasteful, inefficient, slow, and rolled up in red tape.” “Why can’t government run like a business?” we often hear.
Mises answered the question decades ago, writing, “such criticisms are not sensible.” Trump, may have made billions, but “A former entrepreneur who is given charge of a government bureau is in this capacity no longer a businessman but a bureaucrat. His objective can no longer be profit, but compliance with the rules and regulations.”
Trump may be all about “The Art of the Deal,” but if he is elected, the deals he makes will be every bit as wasteful and tyrannical as those of his predecessors (or worse). “The quality of being an entrepreneur is not inherent in the personality of the entrepreneur; it is inherent in the position which he occupies in the framework of market society,” Mises emphasized.
A President Trump may be able to make small changes here or there, “But the setting of the bureau’s activities is determined by rules and regulations which are beyond his reach.”
Presidents come and go, but the unelected bureaucracy always remains. For all his simpleton bluster, even the mighty Trump is no match for the leviathan.

The private contractors are makiing out like bandits, too, lucky them. When I was up on the Eastern Shore of the Cheasapekae a few years ago working my fingers to the bone, most of the McMansions were owned by gubmint contractors or retired contractors on very generous pensions. It's a very sweet life for them. It's very much like Ferguson describes in When Money Dies; the private sector is ripped apart but the gubmint employees continue to do fairly well even with hyperinflation.
It's something Yutes should think about when selecting a career.

And of course Trump wants the Fed or some other central bank. His value is mostly in real estate. You know the same real estate market that the Fed has prompted up and created an enormous bubble. That's probably why he is silent on the Fed.
All federal employees can be fired, or shot, or hanged.

1. Mises Canada is attacking Trump ? WTF ? Some people must be shitting their pants.
2. Trump has plenty of employees and I suspect he knows how to fire someone or squeeze them out. Ask air traffic controllers if they thought Reagan was bluffing.
3. For me Trump is the least objectionable of a ragtag group of presidential candidates. And thats not saying much. Hangers-on, shills, puppets, traitors, and B-teamers. Trump is not PC, so he can at least address any elephant in the room.

To think Tump can't effectively fire people as he pleases, is naive. Just look at Obozo and the military over the past years. At the top levels- retirements and indictments outnumber firings. And the exodus of the experienced rank and file has been just as profound. The disparaging comments and mockery of Trump overlook the fact that more than any presidential candidate in recent memory he has stirred the hope and anger from the middle class translating into their opposition to the “stupid” politicians. If Trump is not the president, we are still hastening to the day when the middle class takes its country back.
Trump is stirring up the people; and the others can’t handle it. He’s upsetting the Republican Establishment and it's scared to death. Its idea was to sit there and rule with the Democrats and make no changes.

The author is 100% correct at this moment in time. A massive entrenched bureaucracy will resist at all costs. But that is where Trump and “austerity” come in. Cut ALL their f***ing budgets by 30% and hold the top bureaucrats accountable for results, and attitudes will change…quickly. If you can’t prove what you’re doing is valuable and cost-effective…goodbye. But congress must NOT stand in the way. They must support the cutting of 500,000 govt workers and contractors. Many of these workers are unionized, so can congress stand up to their whining? It's true that Trump can do less than delusion imagines. But he can certainly do more than the author implies. Ronald Reagan brought government expansion to nearly a dead stop in eight years, except for defense spending. Trump's ideology is hardly so pure, so he's unlikely to change as much as Reagan. And some of the loopholes Reagan used have been closed precisely because he used them. But simply by cooperating with Republican budget-cutters rather than opposing them, he could wreak havoc with Social Security, with Medicare, and especially with the EPA, which has proceeded almost exclusively through administrative fiat and Executive Order for twenty years.
Trump is not what the country needs, but this isn't the reason. He would be hogtied from making changes which might, possibly, do some good by loosening red tape and undercutting some of the new ACA bureaucracy. But he would still be able to do massive damage to many programs for which there are no reasonable local, state, or private alternatives. Meanwhile, his abrasive personality would strike sparks from many powerful individuals whose assistance is needed to get anything done. If you think Obama has been rendered useless due to personality conflicts, just wait until you put a megalomaniac who THRIVES on conflict into the job. A President CAN fire most Executive Branch workers, no matter who tells you otherwise. But he can't fire the people's elected representatives. Hooooo Boy, that would be a squabble.

The author appears not to understand the difference between the Westminster system of government (Canada) and the US presidential system.
Under the Westminster system the PM's options to head government departments are basically politicians who did not get elected for their competence in a future portfolio, whereas a president can appoint heads chosen for competence (of course in practice many/most of their choices have been political favors) and the same applies to a substantial number of the senior ranks in each department unlike the Westminster system.
Further, under the Westminster system, the PM can be fired at any time by a majority of his party, for whatever reason. So if he fires underperforming ministers he knows he is building up a group of enemies in his party who can group together and sack him. A president does not have that constraint on sacking incompetents.
And of course a lot of the harm done by Obama and Bush has been NOT applying law and regulation that is on the books. Those laws will be readily available to Trump whithout having to make any legal changes.

Here's how -- Pulling decision making to the White house will stop the govt. dead in its tracks.
Day one -- the President pulls all "delegations of authority". FYI, all statutes instruct the President to do specific things, the president delegates the work to agencies who work for him, e.g., DOD, NSA, EPA.. With every new administration, the White House pulls delegations of authority for big programs/statutes. This gves the WH time to review what that program has been doing recently and change course, if they want (I've even seen programs cancelled). Until the WH returns the delegations of authorities, the agencies have no authority to promulgate rules, issue policies, take enforcement action, issue grants or contracts -- nothing. Dead in the water. I've experienced this every new adminstration and it often went on for months until the WH returned the authority. The President doesn't ever have to return the delegations.
Day one -- The President can stop programs by shifting budgets, regardless of what congressional appropriations committees authorize, which never give enough money ofr the work. WH claims they are given too much work for too little money and have to prioitize. Money can be shifted out of agency accounts within minutes. I've seen it successfully done many times.
Day one -- The WH stops all publications in the Federal Register unless approved by the WH. All rules, policies, execurtive orders, etc. must be published in the federal register to be official/enforceable.
Day one -- Accept the resignation of every Senior Executive Service member (even if not offerred). Do not replace them, which leaves agencies/programs leaderless -- and shifts all management decisions up to the next level which is the WH.
Day one -- Suspend all contracts. I've seen this done a couple of times. Work stops immediately. The author of this article clearly has now experience in federal contracts and grants management rules.
State grants can be limited or stopped too. I've seen the feds reduce the amount of money promised to the states in their grants.
Day one -- cancel the employee union agreements. Yes this can be done (the govt. never binds itself completely). Sure they will sue, but so what. Once the unions are out, it is easy to do RIF employees (reduction in force). RIFs have happened before.
If you do all of the above, then employees will sit idle for a while being paid until you process RIF termination paperwork. But I'd rather them sitting idle and being aid for a couple weeks then working to add to the tryanny.
A bizzy first day in the office. All this can be prepared in advance so the Pres. can act on day one.

The answer would be to put in a law which makes it so that each time a person retires or quits a government job, his/her supervisor looks into ways to replace that person's work without hiring another person (in many cases it won't be too hard). Then you give them a bonus based on the number of jobs they eliminate. Doing this over time will shrink gov while not shocking the rest of the economy.

The problem is that past presidents have not had the balls to make the leadership changes needed to bring these rogue agencies back in line with existing law, or the people's interests.
I have long had the solution to this problem. Let government employees KEEP all of the money they fail to spend at the end of the year - provided they continue their mission. Taxpayers would go wild after two years of the massive windfall to the employees who would cut like crazy.
