Yet another 'glitch' strikes yet another crucial convergence point of technology and business. Wil The Russians blame the Chinese? Or The Americans?
As Bloomberg reports,
Bourse working on determining reason for trading halt, Moscow Exchange spokeswoman says by phone.

The main indices were trading higher on Tuesday. The dollar-denominated RTS index was up 2.37 percent, while the ruble-traded MICEX gained 1.50 percent, as of 8amET - when the technical problem hit.
The stock market did not appear to be under any duress one way or another but we note that the Ruble has been rallying all morning (post-China) as oil prices jumped...

I wouldn't buy stocks just for that reason alone.
The Russians will blame the US.
The US will blame the Russians.
Because wearing a team Jersey and chanting your favorite Nation's name is much easier than thinking.
A better question would be...
If both China and Russia are selling US $ in the form of Treasuries, then who could buy them? And what real effect would that have on the Russian and Chinese markets respectively???
What do they take in exchange, and how liquid is it? How far will it be bid up by this temporary event?
And who, having something more acceptable in exchange, prefers to have these assets that are being sold?
The market dynamics is in understanding that for every seller there is a buyer and vice versa.
