US Aerial Surveillance Impaired Off The East Coast Until October 1st Due To "Military Activities"

“We are working to get answers for our members,” said Rune Duke, AOPA director of air traffic and airspace. “This notam has caused considerable alarm and much confusion, while giving pilots little time to prepare. The long duration, ambiguous language, and short notice of this notam are all cause for serious concern. We have spoken with representatives of the FAA and the Department of Defense and will continue to pursue this until we get the answers pilots need.”

This is not my area of expertise, so I encourage readers to do their own research and decide for themselves whether or not this concerning. Given the fact so many people are extremely skittish about “something happening” this month, I thought it was curious enough to share.

In a nutshell, it appears that aerial surveillance across much of the East Coast will be impaired until October 1 due to “military activities.” We learn from the NBAA (National Business Aviation Association) that:

TCAS, ADS-B Unreliable in Southeast U.S. Beginning Sept. 2

Sept. 1, 2015

 

Due to military activities, the TCAS and ADS-B surveillance may be unreliable in the airspace over Virginia, North Carolina, South Carolina, Georgia and Florida, and extending approximately 200 nautical miles offshore, from 1 a.m. EDT (0500z) Sept. 2 until midnight EDT (0459z) on Oct. 1.

 

Pilots are advised that the traffic alert and TCAS may fail to establish tracks on nearby aircraft and may fail to receive traffic alerts (TA) or resolution advisories (RA). Operators should be aware that tracks may first appear within close proximity to their aircraft, and may immediately go into TA/RA status.

 

Pilots are advised to maintain an increased visual awareness in this area. If operators believe that an aircraft should have triggered an alert, the incident should be reported to air traffic control as soon as possible.

 

This is due to a late notice Department of Defense exercise, and NBAA has voiced its concern to the FAA that these sort of significant impact tests need much more notice to operators in the NAS.

  • 5/2819 Jacksonville Center (ZJX)
  • 5/2820 Miami Center (ZMA)

Looks like electronic spoofing can be expected.

Advanced electronics that the military uses can either jam radio signals or spoof or imitate them. It can cause other planes that listen for coordinated signals (like TCAS) to misinterpret the data and mis-locate other real aircraft or to see extra aircraft that aren't even there. The spoofing can indicate incorrect altitude, velocity, and bearing.

Personally fixed a nationally newsworthy TCAS bug in the early 90s that was causing concerns for pilots and Air Traffic Controllers when planes in crowded air spaces would erroneously climb or descend and leave their flight paths. Some other long gone developer left out a resource lock call when accessing data in shared memory between 2 microprocessors. It was a very subtle bug and it took me a week to find. Other developers had tried to find the bug and couldn't so they assigned it to me as they knew my analysis skills were top shelf when I reworked their data loading code successfully.

Leaving your flight path in crowded air spaces in landing patterns starts to crowd the other planes around you and is dangerous. This exercise at sea should be a non issue for the most part since planes are so far apart.

The NOTAM says ALL the airspace over FL, GA, SC, NC and VA and extending 200 mi out from them. That's a lot of damn airspace and covers some of the busiest hubs. I agree there's not much off the coasts in NC, SC and GA, but FL is damn busy and that's a lot of coastline.

Flight tracking sites like Flightradar24.com (which looks OK right now) depend on ADS-B for a good portion of their tracking. It basically broadcasts who, what, where (height and geo location) and how fast of an airplane. If I were paranoid, I would think .gov is trying to blind the public more than the airlines. Maybe there's something they don't want YOU to see on the flight tracking sites. Flightradar24's tweets are always fun to read.

Screwing with TCAS - the aircraft collision avoidance system - is just bizzare - I can't see how they could ever justify messing with that at ALL, much less for an entire month.

Just so you know, it would be a felony if some electronic device of YOURS temporarily interfered with ADS-B or TCAS in any way, shape or form.

There are other electronic services that somewhat duplicate the functions of ADS-B, but I would like to hear a commercial pilot's opinion of suddenly having this go black. And when it comes to TCAS, 'sporadic outages' or 'unreliability at times' makes it essentially useless. Maybe it will tell you if you're going to hit another plane, maybe not, maybe it will trick you into thinking you are going to. So what does a pilot do with THAT information? Granted, pilots generally rely on their own skills and observation to keep from bumping into each other, but suddenly NOT having TCAS (or not trusing it) has to be disturbing.

1. Putin put Russia's Central Military Command on full alert yesterday through the rest of this week for - you know... for inspections and stuff. Their Central MC covers Belarus, Ukraine, Western Russia to the Urals, and Kazakhstan - pretty much here. I don't think it goes below the Caspian. Any Russian Mil guys out there who know?

2. Russian submarine with 20 ICBMs and 200 nuclear warheads is sailing to Syria - A big one. In fact, the world's largest: the Typhoon-class Dmitri Donskoy (TK-208) carrying 20 SS-N-30 Bulava ICBMs with 6 - 10 warheads each. Bulava are the sub equivalent to the Topol-Ms. Ouch.

3. Russia is also sending the far shrimpier but stealthy and deadlier Borei-class Alexander Nevsky (K-550) to the Pacific right now. It only carries 16 SS-N-30 Bulava ICBMs with 6 - 10 warheads. I guess California and Hawaii are less of a threat than Syria. There will eventually be a total of four Borei-class nuke subs bobbing around in the Pacific in next few years.

I recently read that a Russian intel ship has been trawling off the coast of the eastern US. No doubt gathering signal intelligence...or trying to...in wake of US military operations. Perhaps the NOTAM had to be issued because of ECM and ECCM operations as well as heavy jamming of said intel ship?

Spoofing TCAS is akin to spoofing other coordinated signals for military gear like Friend Or Foe. Wild Weasel tech being able to spoof anything and everything is crazy like a fox.

Agree that spoofing near major airports would be hazardous. But air traffic densities drop off quickly outside a 40 mile range ring and a spurious RA wouldn't be high risk.

And they will likely have military radar active and choose exercise times when they know the affected skies are uncluttered.

The US Mil is already moving rapidly away from GPS reliance in all new and upgraded systems and modules, and that tech will quickly filter into airline avionics from here, then down to GA level systems. So augmented GPS jamming is going to become a non issue, the problem is more that airlines and GA operators have just bought new glass panel avionics and don't really want to spend a fortune on a non-jammable version of it.

So what will occur is that, as with everything else, the FAA and other foreign air space regulators will mandate via the ICAO, the operation of non-jammable precision nav systems, by a given national and international date, and if you have it you can fly, if you don't you won't get an air space clearance anymore.

It'll be Growler 'NG' (New Generation) jammers being tested. Until now all USN Growlers have been using legacy jammers from the EA-6B Prowler program, but NG is at the peak of its Research Development Test & Evaluation (RDT&E) cycle and initial operational integration from 2017 through 2019. Australia ordered 12 of the NG Growlers which have already been built, but are in storage in the US until 2017, awaiting the NG EA system delivery. But aust also built another 12 F model Super Hornets that were pre-wired for the NG system during their production in 2010, so to turn them into full Growlers all you have to do is install the NG PODs and software - cost $35 million per plane to pre-wire them during construction.

But NG is not just a jammer system, it is also passive detection, targeting and attack system that goes way beyond what the F-22A and F-35A can already do electronically in that area, but it feeds its data in real time to both of those aircraft and the entire Network, including ships and NLOS artillery.

So a pretty major upgrade as it will effectively allow each Growler to act like a roving armed JSTARS analogue, with no comparable aircraft anywhere, in much the same way an F-35A's sensors and networking will have an effect like armed roving AWACs.

Note also that the only combat-loaded Western fighter so far that has managed to kill the F-22A in BVR combat exercises is the USN Growler. No one had expected it to be a top-tier 5th gen fighter killer. It's long range passive targeting system and EA attack could not be defeated by the F-22A's own EA, and it got too close to the Growler's AIM-120D and snuffed. No doubt the F-22A fleet have altered their tactics as a result of this lesson i.e. don't get close enough to be hit by a Growler. The problem is the Growler can easily defeat any AIM-120D sent its way by an F-22A, and has to get close to use and AIM-9X (RAAF is installing the AIM-9X Block II and III to make it a fully passive unjammable WVR and BVR attack capability with an IR FLIR detection pod that is cued by its long-range passive integrated detection and tracking system). Put a laser Directed Infra-Red Countermeasure (DIRCM) on the Growler and nothing will be able to hit it with an IR BVR/WVR missile either.

i.e. Growlers were designed to both kill S-300 and S-400 SAMs, and to be a 5th Gen J-20 fighter killer that can also prevent them from using their sensors, weapons and datalinks, and prevent them achieving their mission. In other words, the Growler is the core capability that enables the low observable attack and defense paradigm to operate with extremely high confidence and maximizes its capability.

For instance, when operating with growlers an F-35A will be able to carry both its internal and external weapons load of 15,446 lb of weapons (as opposed to only 4,670 lb of internal weapon load). Which means having Growlers present in the area means the F-35A can carry 330% more weight of attack weapons, from as early as Hour-2 of Day-1 of any a major air attack, and still not be targeted or shot down by SAMs or fighters, thus greatly accelerating the tempo of attacks and effects accumulation and rapid pinning-down of any IADS opponent.

In the late 1990s when this air power system-of-systems was being envisioned and designed the terms used then were a paradigm of 'Total Air Dominance', and 'Total Information Dominance'. Well the West has now produced it, on many levels, and is currently rolling it out, and other powers are not going to like it but they will not be capable of obtaining military dominance over the West, this side of 2050.

 

All of the States, companies and individuals who have been setting their jibs with that expectation in mind - guessed wrong.    ;-)

Unfortunately clear dominance often leads to misuse and mission creep, so politicians need to be bitch slapped more often in public by Commanders with balls, when politicians propose aggression for no vital interest at stake, thus to put an end to that self-defeating idiocy in Washington, and the lesser Western powers. Exercising dominance in non vital situations just makes everyone afraid, and makes international relations and discourse even more dysfunctional than it already is.

They've already worked it out, the info is already open source, if you know where to look, and they do.

Note, the Russians practically cancelled the T-50 PAK-AF a few months back, reportedly cutting their procurement by 75% and delaying service entry. i.e. they have cancelled it, and are working on a new design, but it looks bad to admit it. The only T-50s we'll see are prototypes rolled out at airshows.

The Chinese have also said the J-31 will only be produced (if at all) for export. It is also claimed to be under-performing in the propulsion department due to the much higher weight of true 5th gen LO design, that requires genuine 5th-gen thrust levels. The J-20 development is also effectively on hold for the same reasons, insufficient engine thrust for the design to meet its requirements.

Both countries have realized their designs are going to be far from competitive in combat, and have no clear advantage over what they're already operating. So both will have to invest extremely heavily in propulsion, for at least a decade, before then can develop their design more fully, at that point. It's possible however that China will persist with a low-rate and low numbers build of an under-powered J-20, in the interim, or may even produce a cut down smaller version of it, with far lower weight penalty.

In the meantime, both countries will get busy trying to close the sensor and electronics gap to full 5th-gen levels of integration. It's going to be very expensive and time consuming. It's likely Russia will not be able to either afford the development, or to put a viable 5th-gen design into full-scale high-rate production.

China however has looked like it might be able to do both, make the design, develop it, and afford to put it into high-rate production in sufficiently large enough numbers. Now not so much, as they're busy wasting their reserves, propping a mess they can not prop, and getting rapidly deeper in debt. China will eventually produce a real 5th gen fighter with viable performance, but it's going to take much longer than they say - or thought. It's not enough to produce the design, or to make it competitive, or to produce it, you have to also produce a lot of them, and sustain them at high availability and have the support systems to make them work . And they're nowhere near that.

 

By the time they are, 6th gens will be entering service in the West, the first will be the F/A-XX (and this here).

It indeed sounds all well and good, reading factory specs, but what is the reality of the battlefield?

If all those shiny new capabilities and dazzling numbers were true, it would mean that US achieved a lasting( reading those specs 15-25 years) air superiority over Russians, which frankly, in the light over 20th century military history I strongly disbelieve.

To witness;

German air superiority over russians in '41: lasted for all of eight months before being strongly disputed, and ultimately catastrophically lost.

Korea: one word, Mig-15

Vietnam:very long and complicated subject; Mig-17s holding their own against F-4's, when confronted by russian guest pilots in russian planes, heavy losses resulted.Also, SA-2.

Various Israeli wars: green arab pilots, in '67 mobile SAMs nearly won the war for the arabs, no technology can overcome endemic incompetence.Also, Kornets more recently.

 

What a seller wants the buyer to believe and the reality are often quite different things.

TCAS and ADSB are devices in planes that can see the radar transponders of other aircraft in the area and depending on the equipment give you visual and/or audible warnings of traffic conflicts. These same transponders are what Air Traffice Control use to label and track aircraft altitude, so messing with it would mess with air traffice control of every commercial airline flight in the area as well.

My guess is the military is testing a jaming system that is strong enough to interfer with the airplane to airplane receivers but not powerful enough to interfer with ground based radar systems,

It's a non-issue, other than it is very odd they did not publish the NOTAM weeks ahead of time.

In a limited exchange, to include emp, non-hardened land based systems would be off-line. A defensive screen could be put up by sea based systems (the 200mi thing). If there is a concurrent ASW exercise I would guess they are warming up for some pretty interesting things.

WASHINGTON, DC (INTELLIHUB) — Air Traffic Collision Avoidance Systems (TCAS) and Automatic Dependent Surveillance-Broadcasts (ADS-B) will be down or spotty in 5 states, extending up to 200 miles off shore of the Eastern Seaboard, until Oct. 1, according to a NOTAM issued Sept. 1 by the Federal Aviation Administration (FAA).

The NOTAM reads in part:

Due to military activities, the TCAS and ADS-B surveillance may be unreliable in the airspace over Virginia, North Carolina, South Carolina, Georgia and Florida, and extending approximately 200 nautical miles offshore, from 1 a.m. EDT (0500z) Sept. 2 until midnight EDT (0459z) on Oct. 1.

Pilots are advised that the traffic alert and TCAS may fail to establish tracks on nearby aircraft and may fail to receive traffic alerts (TA) or resolution advisories (RA). Operators should be aware that tracks may first appear within close proximity to their aircraft, and may immediately go into TA/RA status.

Pilots are advised to maintain an increased visual awareness in this area. If operators believe that an aircraft should have triggered an alert, the incident should be reported to air traffic control as soon as possible.

This is due to a late notice Department of Defense exercise, and NBAA has voiced its concern to the FAA that these sort of significant impact tests need much more notice to operators in the NAS.

This is immensely concerning not only for the safety of passengers and staff aboard flights navigating the affected areas but for the security of our country as well. In fact the last time we saw similar systems go down was during the attacks on the World Trade Center (WTC) and the Pentagon, Sept. 11, 2001.

If I'm not mistaken, this whole aircraft radar spoofing nonsense was what the U.S. Navy was testing in the Black Sea when MH-17 was shot down. It had the specific function of making aircraft appear where they were not and vice versa. It didn't have anything directly to do with ADS-B - that just had to be jammed or disabled so the primary radars looking at aircraft could be fooled with some kind of other gizmo.

One of the back-room rumors that the Russian radar info published on MH-17 was fabricated because the U.S. was intentionally and actively spoofing all the radar over Southeastern Ukraine that day. The Russians were trying to draw the Navy's hand in claiming that the Russian radar couldn't have been accurate. The U.S. Navy didn't want to divulge any hint of that capability (besides that they were 'testing' it). The Russians would have no problem admitting they faked the radar data if the U.S. admitted spoofing the BUK MH-17 signatures and inadvertently (or intentionally) caused the Uke SBU BUK to go after MH-17. Without claiming spoofing, the U.S. didn't have any credible counter-claim to the published Russian radar tracks, making the Ukraine look guilty anyways.

The Russians themselves knew what the Navy was up to and was watching everything very carefully to note the capability. They didn't figure the U.S. would screw up so bad as to actually let a commercial airliner be spoofed and taken down by the SBU BUKs. 

That's the (conspiracy) theory anyway. It would explain the rather odd reactions of all the nations involved though.

Hopefully, the U.S. doesn't have any anti-aircraft equipment in those states listed that might get tricked into taking down a commercial airliner. If one does go down in South Carolina, you know they'll either blame Putin or ISIS. Maybe both.

I worked as an engineer in construction...low voltage..I worked with plumbing contractors all the time...Their waterflow devices connect to my alarm systems.  You dont have to gut a builing for that...So my question is, if walmart is going to gut a building to make it a new and improved awesome walmart, why didnt they just say it.  They could have gotten kudos.   But they only said "plumbing"...and do you know how much plumbing walmart has?  almost none. A couple lines to the bathrooms and the deli, etc, I could replumb a walmart with a couple friends in two weeks time....You just dont want to think, or analyze, or ask questions.

There are a bunch of interesting things schedualed for this month.  On Sept 15th, the day following the beginning of the Jubilee year, the UN is holding it's 70th session which they have called their "Shemitah session", this date is also supposed to be the schedualed end date of Jade Helm. On the 15th the Pope will be in front of the UN and on the 24th he will be in front of Congress.  Sept 16-17 a Fed meeting (on their FOMC schedual).  September 25th the UN is schedualed to have a "sustainable development" summit.  Don't forget your big holiday blood moon eclipse on the 28th that is the fourth in a row to fall on specific religious holidays.

Feels froggy to me.
