Divine Intervention? House Speaker Boehner Resigns From Congress Amid "Conservative Coup"

The combination of another debt limit fight, the defunding of Planned Parenthood, and prospect of another government shutdown tearing his party apart, the GOP just suffered its latest major blow, when news hit that House speaker John Boehner, just 24 hours after getting a visit by none other than the Pope, is folding one last time:

  • BOEHNER TO RESIGN FROM CONGRESS, GIVE UP HOUSE SEAT IN OCT: NYT
This not only makes a government shutdown more likely as a result of loss in leadership at this crucial stage but more importantly, with Yellen blaming Congress for not hiking, just raised the general uncertainty and lowered odds of a December (or any subsequent) rate hike.
Speaker John A. Boehner will resign from Congress and give up his House seat at the end of October, according to aides in his office.
 
Mr. Boehner was under extreme pressure from the right wing of his conference over whether or not to defund Planned Parenthood in a bill to keep the government open.

With Boehner gone, the debt ceiling vote just got a lot trickier for the White House and Wall Street. A LOT TRICKIER.

And the market knows it...

Here is Goldman's take on the surprising announcement:

  1. Boehner plans to step down as House Speaker and resign from Congress at the end of October, according to several reports. This comes following pressure from conservative members of his caucus to block an extension of government funding due to the controversy over Planned Parenthood. Members of Congress will elect his replacement as Speaker after he leaves his position. Many view current Majority Leader Kevin McCarthy as a likely replacement.
  2. In our view, this significantly reduces the probability of a government shutdown next week. The Senate is expected to pass legislation on Monday (Sept 28) to extend spending authority, probably to December 11. Speaker Boehner was under pressure not to accept this “clean” extension of spending authority (i.e., one that did not include changes to Planned Parenthood funding). His resignation, expected at the end of October (i.e., after the funding extension has passed), is in our view a strong signal that he plans to bring the clean extension up for a vote despite opposition from House conservatives. In essence, this announcement is meant to preempt the expected attempt to remove him from his position after he extends spending authority.
  3. The next relevant question for financial markets will be how this affects the debt limit and other pending issues. There is a clear possibility that the vote next week, which was initially expected to deal just with the extension of spending authority, could instead also address other issues like an extension of the Export-Import Bank and, possibly, even an extension of the debt limit, which we believe will need to be raised before Congress adjourns for the Thanksgiving break in late November.

And here is BofA:

Boehner has been vocal about avoiding a shutdown. With the timing of this announcement shortly ahead of the budget deadline next week, we expect that Boehner's resignation will allow him to work across party lines to pass a continuing resolution. In our view, this decreases the chances of a shutdown next week.

 

Boehner's resignation may increase risks of brinkmanship going forward. His replacement may have more difficulty generating consensus when the debt ceiling becomes a more urgent issue in November or December and when a potential continued resolution likely expires in December.

 

In our view, the market is likely to look through brinkmanship as it did in 2013. A shutdown may impact growth, but we expect the effect to be limited. This does shift risks of turmoil out toward the December Fed meeting, when we expect the Fed to raise rates. Still, we think the Fed is likely to look through any brinkmanship unless there is a large, unanticipated shock.

 

Elections will be held for a successor. It is expected that House Majority Leader Kevin McCarthy may be elected for the role. House Financial Services Committee Chair Jeb Hensarling and Freedom Caucus Chair Jim Jordan are other potential candidates.

Wish more would vote but so far reflects dissaproval with status quo.  In recent college poll students were asked "would you prefer a little more capitalism or a little more socialism ?"  Result was 71% said more socialism.  Hillary also represents status quo without any policy change agenda and Biden is viewed as a nice guy who relates to average Joe with everyday problems and family hardship .  Pope's message is also in tune with more social change which  resounds although not relevant. Point is more Americans believe something is wrong with economy, values and future direction.

Don't get too excited about Jeb Hensarling. The MBS reform bill he revised and moved along through his committee a year or two ago has the power to disappear good title on most real estate  into cyberspace. It makes the equivalent of MERS the final arbiter on the existence or release from any mortgage. The courts have to accept what Neo-MERS has to say even over what is on file at the county clerks' offices.

There is NO trick to the debt ceiling since it is all crystal clear, blue skies with a few chem-trails; no ceiling exists.  But, the "Dog & Pony" show will be the amusement of the uninformed.  Was there a shutdown before? NOPE; only a small portion, the part that hurt vacationers and Vets.  I can tell you the government employees are hoping for one because they get a free vacation with all the back-pay.  Just like asking "when will Bush senior or Carter or Clinton die so we, the Federal employee can have a free vacation day and that is how it is and shows how sick we are.

As an aside, I heard from a very good source that when he was ready to go on the road and do some of his own speaking and present some of his own ideas as Romney's VP candidate, he was told in no uncertain terms that such a thing must not happen. He would be given his talking points and he would be expected to stick to them.

There is no way to view this as other than an unmitigated blessing - Boehner was weak, and there was no "leadership" at this "crucial time"; a jellyfish would have more spine, and a sadistic psychopath more morals and principles.

the consensus in the GOP still holds sway in these things, they want to win the presidency and having congress run around shutting down the government and planned parenthood is just bad marketing. i dont know who the next guy is going to be, and sure there will be a fight for control, and at the end of the day cooler heads will prevail, no government shutdown. i havent seen the polls on planet earth but donald trump is probably right up there with the leader. now they want to cement his image as a presidential guy not some guy fawkes jr. thats how its done.

i think theyre trying to lay the groundwork for taking both branches, executive and house at least. boehner has always given the tea party a voice, (they have their own really) but now if they want to hold this much power as they did in 2000, both branches they need to act like respectable citizens. boehner was definitely expendable. he was the speaker when the house balked at bushes (bipartisan) immigration bill. in terms of party politics trump will probably give them that, in exchange for his more moderate views on some other things like planned parenthood. oohhh the deals are being made.

Buckley spearheaded the propaganda campaign in the 1950's to destroy the Old Right, the modern Conservative was born.  Statist, bureaucracy worshipping, and warmongering replaced individualist, non-interventionist, and decent moral human being. 

It was a coup for the Deep State that subverted people into half of their Left-Right divide and conquer scheme.  The other half was created in the 1960's when the revolutionary impulse, the Left,  was subverted by a feckless hippie "movement".  The Oligarchs love "movements", because they create and control them.  What they don't want is a bunch of people who think for themselves and follow the money trail back to them.

I find it disconcerting, and hard to believe Boehner is resigning just after a visit from the jesuit pope. A guy like him, smart and sleezy doesn't just get up and leave.
