The vehicle senses the lack of rear wheel movement, and lack of steering input, and backs down emissions. As soon as the car is back on the road, it starts emitting at much higher levels.
Its engineering, not cheating. Chrysler, for over a decade, used to pump air into the exhaust to "reduce" emissions at the tail pipe....and actually only diluted them. Remember the smog pump?
VW actually reduced emissions when the car is sitting still at idle (at the RPM that the testing is conducted)...the very time that anyone within a breathing radius would want the car to reduce emissions the most.

Combustion of any hydrocarbon produces CO, NOx and hydrocarbons. Diesels definatly produce CO, just not as much as a gasoline engine.
The catalysts (platinum and palladium) in catalytic convertors convert CO to CO2, NOx into nitrogen and oxygen and hydrocarbons into water and CO2
