From my experience it has always largely lead or be led. Life has always been that away, but we can always hope and strive for the perfection of anarchy. Don't misunderstand me though. I'm not promoting interventionism. You can lead without force, without coercion, with manipulation. America used to strive to lead by example and now has resorted to chaos, destruction and fear. NOT sustainable.

Instead we have US think-tanks constantly postulating 'scenarios' to go into and attack the Chinese interior directly with conventional weapons bombardments. And the think tanks are quite serious about it. If the Chinese spent two decades openly doing the same thing in reverse, i.e. saying how they seek to fly in and attack and subdue the US, Japan or Australia at will, what do you suppose we'd do about that? 

Thus western foreign policy and behavior is naturally in the toilet at this point, how could it turn out any other way, when that is our inculcated mentality is always to dominate?

And would another power be any different? NO, they would not be. They will all say they would be different, better, would learn all the lessons, but they definitely won't, they will be the same, or even far worse.

So to come full circle why then would we not want to dominate and control with whatever means to hand, if that is the alternative? And thus we do, thus we will continue to. I don't expect any change here, because even deterrence induced fear doesn't make us snap out of dominance behavior and desire, just the reverse, it reinforces and amplifies the urge to dominate - always!

So we go all out to dominate and defeat a competitor, hence the mentality of the Think-Tanks.

It's circular, it feeds back and amplifies the feed backs.

So what will attenuate the apparently baked-in dominance feedback and its inbuilt imperative to continue to control by whatever means available?

At best we recognize this dynamic is insoluble and agree on a balance of forces when no one can clearly dominate or win control.

Then you're implicitly back to full-blown MAD and "The Balance of Terror".

On the upside, that competition pushed along technology so fast, especially in space flight, that it transformed everything.

We seem to have only a science and technical crash or crash-through path to follow here - to get off this planet and move into a wider sphere of environmental niche ASAP, to dissipate this enclosed dominance pattern.

It is in the end all about survival, all about who can adapt the fastest, and lead rather than be led, as you aptly put it.

I will go with the people who are pushing hardest to expand the human niche, I don't give toss about the politic, but I do care about how we do it, which feeds into policy, so to politics.

But I am not interested in the politics or 'ideas' of the 'smart' progressive ones who want to reach global 'sustainability', as that is a fantasy on a world where humans are already driven to global dominance behaviors, and have no way out of it but to expand our niche - NOW.

Not later ... we won't have a later ... the dominance behavior will see to that.

So space research is going to become enormously important over the next decade, I think it's time to go all to make the tech to get us at a minimum all over this solar system, within 25 years. We can not risk waiting for another fifty years to get around to doing it.

 

Now is the time, there won't be another time, this is it, it is this new generation that has to combine like never before to get it done.

Leading from behind, sneaking through the underbrush, gives him opportunity to deny ANY responsibility for ANYTHING, until such time as the media can spin it up in the "win" column. And don't forget or discount the State department. A whole herd of left leaning, new world order types that NEVER leave office, simply holding the fort for the next administration that will overtly enable them. This is not just the CIA, it includes all components of government as it all advances their agenda....primarily being that they keep their jobs. Beyond that is ideology which is not inconsequential in the least. As you say, Obama is a front man, but the thing different in him from Bush, is that Bush was always stuck with the blame and did not spend much effort defending himself...didn't see it as Christian. Obama even avoided accepting the moniker of Obamacare for several years until he could claim it a success (which it never was, but was declared so by his minion press regardless). There all corrupt and dangerous, but Obama simply pisses me off due to his spinelessness. A worm who declares his excrement a blessing to life on earth.

There is a lot to learn yet about the international intentions of the Russian Federation, but, yes, as far as the past 25 years go, they've had their own problems to deal with internally (Checnya/Crimea/Ossetia). We haven't really seen much from them yet outside their own lands.

As far as Syria goes, I think we are all eager to see the defeat of state-sponsored terrorism and so the Russian Federation looks pretty good at the moment.
