Obamacare's Latest Casualty: Largest Health Insurer On Colorado Exchange Abruptly Collapses

Tyler Durden's picture

This wasn't supposed to happen.

With the mainstream media, at least the majority that is left of center, flooded with story after story touting Obamacare's success, the news coming this morning from Denver that Colorado's largest nonprofit health insurer and participant in that state's insurance exchange Colorado HealthOP is abruptly shutting down, forcing 80,000 Coloradans to find a new insurer for 2016, was a slap in the face for the Obama administration's crowning achievement.

According to AP, the health insurer announced Friday that the state Division of Insurance has de-certified it as an eligible insurance company. That's because the cooperative relied on federal support, and federal authorities announced last month they wouldn't be able to pay most of what they owed in a program designed to help health insurance co-ops get established.

Wait, wasn't the whole point behind Obamacare to subsidize health insurance for everyone, and especially the poor? Or was the whole point of the "Affordable" Care Act merely to herd as many Americans into the clutches of the few for-profits, after the non-profit cooperatives finally read the fine print and realized they have no chance of being profitable under the new regime?

The plot thickens: in a statement announcing its closure Friday, Colorado HealthOP said it was "well on its way" to repaying some $72.3 million it has borrowed from the federal fund. The co-op reported a net loss of $23 million last year. In other words, the company burned through some $23 million in taxpayer funds and it didn't even get a lousy shirt to show for it.

Ironically, on the company's website, we read the following about the Co-Op's business model:

if our revenues exceed our costs, the surplus will be reinvested to directly benefit members—through lower premiums, expanded benefits, or quality improvements.

Well, no risk of that ever happening now. What the insurer failed to point out is that if costs exceed its revenues, it will be promptly liquidated and massive corporations will be the sole beneficiaries.

Naturally, the CEO was furious: Colorado HealthOP CEO Julia Hutchins called the de-certification "irresponsible and premature."

She is not alone - as it turns out HealthOP was just the fifth casualty of a program which with every passing months is being exposed as nothing but a tax-backed piggy bank for the mega insurance corporations. "The Colorado announcement makes the co-op at least the fifth in the nation to collapse. Similar nonprofit insurers have already failed in Louisiana, Iowa/Nebraska, Nevada and New York. A health insurance cooperative in Tennessee announced this week that it would stop offering new policies.

Expect even more failures ahead of open enrollment for 2016 starts on November 1. The Colorado Division of Insurance must first certify insurers before they're allowed to sell plans, so the de-certification essentially puts Colorado HealthOP out of business.

Back to the HealthOP CEO who added that "the Division has let local and national politics hurt Coloradans' access to low-cost healthcare options and assessed Colorado taxpayers with significant avoidable costs," Hutchins said in the statement.

Actually they became unavoidable the moment the deeply compromised and ideologically partisan Supreme Court imposed the Obamacare tax on Americans, with few if any realizing the monetary implications of the new insurance regime.

While it won't provide much comfort to Colorado HealthOp, which is now winding down, its board of directors has requesting that the state allow a board-appointed independent consumer protection ombudsman to assist through the shut-down.

In other words, even more millions in taxpayer funds will now be spent to liquidate the health insurer.

And while the lame duck president hardly cared as his legacy achievement will soon be some other president's problem, Republicans quickly took to gloating and pointed to the co-op's closure as "a sad but predictable outcome."

"Taxpayers are on the hook for millions of dollars in loans given out to the CO-OP, money that will likely never be repaid," U.S. Sen. Cory Gardner said in a statement after the announcement. "The years since Obamacare's passage have been marked by crisis after crisis in healthcare, and it's far past time for a new plan."

But wait, there's more. Now that the numbers are being crunched, and hyperbole and propaganda are finally making way for math, someone figured out that Colorado HealthOP's closure could be bad news for everyone shopping on Colorado's health insurance exchange.

A Republican state lawmaker who serves on an oversight committee that has reviewed Colorado HealthOP's finances, Rep. Lang Sias of Arvada, said "rates for everyone are expected to go up next year. Colorado HealthOP accounted for nearly 40 percent of the exchange's total customers."

"They're all going to be paying more, on average, I would expect," Sias said.

And as more Americans get letters in the mail such as the one below kindly informing them their health insurance premiums are rising by 60% crushing any desire to splurge modest "gas savings" on discretionary purchases...

... expect complaints about soaring health insurance prices, to hit - first in Colorado and then everywhere else.

I think there are just 5 or 6 health sharing ministries that exempt you from Obamacare penalties. I belong to Liberty HealthShare, which is the only one that accepts non-Christians. But it is Christian-oriented, and they ask about your lifestyle. I suspect if you OD or need a gerbil removed from your arse they might balk at paying.

It's WAY better and cheaper than employer-sponsored coverage I used to have. I pay $399/month for a family plan with coverage up to $1 million. Deductible is a fraction of what I saw on Obamacare exchange. And they pay 100% after deductible is satisfied asuming you choose my "Cadillac" plan. It's really a no-brainer if you can abide by the no drugs/no screwing around/moderate alcohol thing.

I might have to look into that.

If God can't eliminate strife, famine, and suffering at least he/she can lower healthcare premiums.

Sorry, won't work. It's illegal now not to have health insurance. They'll take their pound of flesh from any tax refund you were hoping to get it they'll simply give you a penalty to be paid April 01.

SoL - Well, if you're gonna play that game, NOT ONE republican voted FOR it.  Democrats had a super majority in 2010, remember?  The country for the most part went nuts telling every representative and senator HELL NO on Obamacare but the motherfuckers shoved it down our throats anyway.  If you wanna blame someone, have at it but start with the fucking criminals that voted FOR it, every dhimmicrat and the fuckin muslim prezzie.

I'm doing that too. Going off health insurance that was forced down my throat that most of my doctors will NOT accept anyway.

I'll use that $586/month premium for those $5 organic carrots and also for a cash payment/solution for anything I actually need. Most docs will work with you---hospitals will not. If I need hospitalization I'll head over to Chiang Mai. I am not sure how to handle emergencies yet but I'm sure I can work out a plan with them if need be.

This Obamacare was the worse destruction of Amaican middle class I have seen in my lifetime.

Not supposed to happen? The goal of Obamacare is a European socialist-style healthcare system. This is absolutely supposed to happen. You have to do this slowly so the ignorant citizenry can't associate higher costs and lower quality with Obamacare. As more companies like this collapse, the business will be transferred to the few pre-selected winners, like Cigna, United Health and Aetna. Although "private" corporations on paper, for all extent and purposes they exist because of government and Obamacare exists because of them. They are simply destinied to be administrators of the US healthcare system while bureaucracies run the system. It's one-payer in disguise. The best crony-capitalism has to offer. Everyone exceot the comapnies loose.

Fuck you Obama and fuck all you socialists.

Too funny.  My brother lives in CO, has 3 bronze plans for him and his 2 kids after his public school teacher wife's employer kicked them off her plan.  Each plan has its own number, meaning the three of them are not on one plan.

He wants to vote for Obama again, and is supporting the communist idiot Sanders.

He does not believe that he has a deductible, let alone 3 deductibles totaling almost $20k.  He is still waiting to be reimbursed by the insurance company for all the cash he has paid out of pocket this year.  I told him he will be waiting a long, long time.

This is the type of ignorance that is the cornerstone of liberalism...

These people are brainwashed so badly. This is the worst bill possible and very close to the disaster system they have in the UK of zero-care for thier average citizen.

I read an article about the UK system that said most of the doctors there simply tell their gov-ins covered patients to live with the pain or there's nothing they can do for them or put them on a very very long wait list for their surgery hoping they will die beofre they make it to surgery. The few people [like politicans and The City of London Businessmen] who have actual private insurance get prompt treatment.

This law needs to be repealed or changed drastically and Make United States great again! Throw all the Demobrats out of all three branches! They desrve no better.

PS: I'm doing the same as above. Going off ObamaTax Care and paying the penalty and using that preimum money to self-insure and pay cash for my medical services. As said above, there's lots of docs and labs that will work with you and take cash. Whereas there's lots of docs who do not take any form of Oamab Tax care.

Once great. Was that when we were exterminating those who lived here before we did; enslaving people from another continent; handing over our financial system to a cabal of PRIVATE bankers; allowing corporations to build up Hitler; assassinating world leaders and overthrowing democratically-elected governments; letting an agency of spooks murder our own leaders; joining in an unholy alliance with Saudi Arabia because of oil; treating treasonists as heroes for selling arms to rebels just because they were right-wing; starting numerous wars of choice throughout the 1990s and 2000s; and, sitting idly by while the Elite destroy our economy via a death by a thousand cuts?

When precisely was that time?

Obamacare is a FASCIST construct.

Herd by coercion, all Americans into a very specific, highly controlled, highly political "market."  Allow a few well-connected politically reliable companies to operate in this marketplace, as long as they serve the purposes of politics and policy.

I got my 2016 rate notice from my insurer a couple of weeks ago, and almost had a heart attack.

My Obamacare premium is actually going DOWN about 4% in 2016 - from $549.69 to $528.05 per month.

I'm waiting for a letter telling me that it's a misprint.

Even if the rate decrease is true, an Obamacare policy still isn't worth the paper it's printed on.

The problem with American health care is that the solution always proposed is to spend more money.  We already spend 16% of our GDP on it, which is *double* what many other advanced economies with better outcomes spend.  Everyone in the entire health care industry loves the more money solution, the banks love it, the "progressives" love it, so that's the solution.

Just another Obamacare reality check story.

So I have an acquaintance.

She is an older woman - maybe 60 not old enough for medicare.

She works as a home health aid south of Fresno California.

So like many Americas, she labors through her life not wanting to make trouble for anyone and like most Americans she has seen her income drop while food, energy and housing inflation has destroyed her way of life over the years.

She is in constant abdominal pain.

At first, it was just an irritant, but over two years the pain is only vaguely solved by not eating solid food.

the few doctors she did see chalked it up to poor diet.  Doctors don't even touch their "patients" anymore.

Fast-forward two years.  She only eat liquids - soup for food.

Then after a painful episode she starts to bleed out her rectum - not the bright pink capillary blood, but the deep red and blackish scary stuff.

She starts to feel faint, drinks a lot of water and finally hightails it to the the ER in Tulare, CA.

Signs in with her Obamacare Bronze plan and presto - she is fighting for any kind of examination, testing and real diagnoses.

They send her home with morphine because her vitals are not bad enough to operate on a likely obstructed bowl - and there was no doctor around to bother.

This is the future - "Comfort Care."

This and euthanasia and pot is your future of medicine in Amerika.

This is typical of ER. It has nothing to do with Obamacare. Do you want to get an education about the Healthcare Industry in USA?

Read some Google, Yelp reviews of the hospitals in your area, they're staffed by illiterate and uncaring Indians, Middle Easterners and Filipino nurses.

Your friend needs to make an appointment with gastroenterologist so she can get a referral to a surgeon or get copies of her medical record from the ER and find a surgeon herself.

Or was the whole point of the "Affordable" Care Act merely to herd as many Americans into the clutches of the few for-profits, after the non-profit cooperatives finally read the fine print and realized they have no chance of being profitable under the new regime?

(Obamacare)exposed as nothing but a tax-backed piggy bank for the mega insurance corporations.

Actually they ( increased consumer costs- whether thru increased premiums, alternative tax penalities or general tax fund bailouts) became unavoidable the moment the deeply compromised and ideologically partisan Supreme Court imposed the Obamacare tax on Americans, with few if any realizing the monetary implications of the new insurance regime.

"Now" say the insurance companies, " Let's see how much more we can disembowel the public with the passage of TPP!"...or are we now  fighting a two front war with big pharma ready to strike?

In the early chaotic days of Obamacare, with the quarter-billion dollar websites capable of enrolling nobody, I would have agreed with most of these posts:  build a system doomed to fail, with the ultimate goal of single-payer.

But do you really think they are that smart?

The key is in the language of Obamacare itself.  Have fun counting how many times you can find the phrase " . . .is at the discretion of the Secretary of Human and Health Services."

The plan was to create chaos, then make shit up as they go along.

In a literal reading of Obamacare, every aspect of health care policy and financing is at the discretion of the sec HHS.

Wonder who Trump will pick as his HHS sec.

I absolutely loathe the health care protection racket...

Ironically, because I retired decades ago and keep most of my money in cash, gold and IRA's, I have very little income. As a result, when the new health care system went into effect, my expensive private health insurance policy was *cancelled* and I was put into Medicaid, which is free.

Note: I am not poor...

Fortunately, I take no medicines and have not used the new insurance at all. Damn good thing, too, from what I've been told about Medicaid. I'm getting older but I'm still healthy, so far. If that changes before Medicare kicks in, I'll have a harder decision matrix to solve.

Or I/O/W the haves to support the have nots.

Who'da ever thunk, besides a politician who hasn't got a clue how the real world lives that, that! would ever work.

Its the same as someone who has the best healthcare in the world and the best retirement package in the world trying to figure out how to provide healthcare and retirement for the poor.

It aint going to happen.

My company is self-insured, pays Blue Cross to manage.  Our rates for 2016 are unchanged from 2015.

"Health care" isn't getting any more expensive, for-profit "plans" are getting more expensive.  Obamacare's greatest failure is that it provides cover for insurance industry gougers.  And nitwit Repubtards attack non-profits that are being set up to fail by regulators who are captured by the industry giants that they are supposed to be regulating.

We heard all about the 35 million uninsured...

after two years there are 10 million signed up...a vast number of whom

were previously insured and had to cancel....then commit to Obamacare...

so whats the real number of newly insured....???  6 or 7 million..and the entire system that handled 320 million people

is reworked for whom, exaclty?

The MN Constitution Party got back to me and the State Chair wants to meet with me.  Really?  No shit?  Who coulda knode that would happen?LOL  They know they have major party status but they have no candidates and they know that I know that.  Would you like to play a game?  Other parties have that status as well so it is not all about the platform.  Once you are endorsed it is wide open.  I might fail but it seems a better option.  Are any of you going to come with me?  Now is the time to start.

I would be up against a multi-millioniare for state senate.  I do not have that kind of money but I have saved a few pennies.  I know my enemy.  I think I already know what I would do but I can't say that here.  It would be different for every office around the nation.

At some point we have to turn and fight back.  I will try legal procedure first.  If I lose, and I probably will, then so be it.  No one can say that I have not tried already.

Get government out of the health care insurance business as much as possible. Limit them to limited regulations and financial support for health insurance to those who need it.

Obamacare, Medicaid, Medicare and VA hospitals should be phased out. People under these programs and those who are financially below the poverty level should be given a yearly amount that they could use to purchase health insurance.

Keep the federal regulation stating that insurance companies have to cover pre-existing conditions as long as the person had previous insurance.

Allow people to purchase insurance from any state. Deregulate state health insurance markets. Unhinge medical insurance from employers in the tax code.

Getting government out and increasing competition in this way will lower health care insurance costs. It cuts the bureaucracy costs, cuts the fraud costs and improves competition and quality of care.
