Not to get too technical but most...MOST...of those calls were from ordinary Cell Phones...not the In Flight Phones.
US Airliners did not install mobile phone microwave signal boosters and repeaters until the middle 2000s. They were not minaturized enough and too damned expensive.
That is the reason WHY phone calls from the Inflight Phones were so damned expensive in 2001. Somebody had to pay for the equipment. Who better to charge than the end user?
Even today many phone calls are still dropped due to the speed of the Jet over the coverage area.
FBI maintains that cell phones were used. Some aircraft used in 911 did not have in-flight phones.

It doesn't take long to see that the assertion Mr. Trump made pales by comparison to the perceptions of many of a dark conspiracy. I have little interest in such theories, but let us for a moment imagine they are true - that is that some very powerful interest were involved, or conspired to cover-up 911. Where would that put Mr. Trump? Might he just have placed himself in grave personal risk? I must say, that were I his security advisor (I most certainly am not) I would encourage Mr. Trump to avoid pointing fingers toward powerful people because it increases risks to his personal safety. It is one thing to point one's finger at Mexicans, quite another to point it toward Mr. Cheney.
