Volkswagen To Offer Cash To Diesel Car Owners After Engineers Admit To Emissions Manipulation
In the aftermath of the Volkswagen emissions manipulation scandal, things for the giant German car maker appear to be going from bad to worse with every passing week.
The latest revelation comes from Bild am Sonntag which, following last week's news that even gasoline engines are now getting dragged into what until recently was exclusively a diesel issue, reports that several Volkswagen engineers have admitted manipulating carbon dioxide emissions data, saying the ambitious goals set by former Chief Executive Martin Winterkorn were difficult to achieve. As Reuters reports, VW engineers tampered with tyre pressure and mixed diesel with their motor oil to make them use less fuel, a deception that began in 2013 and carried on until the spring of this year.
"Employees have indicated in an internal investigation that there were irregularities in ascertaining fuel consumption data. How this happened is subject to ongoing proceedings," a Volkswagen spokesman said, declining to comment on the Bild report.
Bild adds that former CEO Winterkorn declared at the Geneva auto show in March 2012 that VW wanted to reduce its CO2 emissions by 30 percent by 2015 and the engineers did not dare to tell him that this would be difficult to achieve.
Volkswagen has declined to comment on whether the firm's culture or the management style of Winterkorn, who resigned in September, had been a factor in the cheating - perhaps not surrounding himself with "yes" men would have prevented the dramatic fallout which according to analysts could result in a bill as high as $38 billion for fines, lawsuits and refits.
The revelation took place at the end of October when an engineer at VW's headquarters in Wolfsburg, who works in the Research & Development department, broke his silence and told his superiors about the large-scale deception, Bild said citing only what it said was information it had received.
It said the engineers used several illegal measures to manipulate the emissions values, including through a higher tyre pressure of 3.5 bar. They also mixed diesel in the motor oil so that the vehicle ran more smoothly and used less fuel.
The paper said VW was examining which employees to suspend following the revelations but said the engineer who made the deception known would be allowed to stay. "We can't punish someone who has taken such a brave step," Bild quoted a person in VW's top management as saying.
Again, if only the "brave step" had been taken three years ago, then all of the imminent unpleasantries, not to mention a historic plunge in the stock, could have been avoided.
And speaking of the upcoming unpleasantries, the NYT reports that Volkswagen is expected to offer cash to the owners of diesel cars in the United States this coming week "as it steps up an effort to recover some of the good will it lost after admitting in September that the vehicles were programmed to cheat on emissions tests."
Volkswagen officials said the company would make an announcement on Monday but would not confirm a report on an automotive website that diesel owners would be offered up to $1,250. The site, The Truth About Cars, said the owners would get a cash card worth $500 that they could spend any way they liked, and another $500 to $750 that they could spend at a Volkswagen dealer.
The company faces lawsuits from owners seeking compensation for the decreased resale value of the roughly 500,000 Volkswagen and Audi vehicles that were equipped with illegal software. It was not clear whether owners would have to give up any rights to sue if they accepted the cash.
Volkswagen has promised to make changes to cars so they comply with emissions limits. But the repairs are likely to be costly and complicated, and Volkswagen has not said how they would be carried out. Two dealers said on Saturday that they were aware that Volkswagen was planning something but did not know specifics. “There is a program in the works with VW, that I do understand,” said Alan Brown, head of an association of Volkswagen dealers.
Among the car owners to benefit from the cash handout would likely be those of Golf, Jetta, Beetle and Passat models sold since the 2009 model year, as well as Audi A3 cars. The Environmental Protection Agency said on Monday that some larger Volkswagen, Audi and Porsche diesel vehicles, all of which are produced by Volkswagen, also had software that was not allowed. But Volkswagen has denied that the software in those cars was designed to cheat on emissions tests, and they would probably not be eligible for the cash compensation.
Yet the emissions scandal may be just the tip of the iceberg for the company which, like most of its peers, has bet its future growth on China.
Because while Volkswagen's emissions fines may be ultimately contained, it is its primary growth market where the biggest risks lie for western automakers. Case in point Jaguar Land Rover, which under Indian Tata Motors ownership since 2008, reported a second-quarter net loss which revealed a very unpleasant picture.
As the FT reports, Jaguar and Land Rover three-month sales plunged 32% in China. The company has put in place a freeze on hiring new white-collar employees, according to two people familiar with the matter. More:
Taken together, the lacklustre results and the austerity drive mark a stinging correction to the wave of optimism that has accompanied JLR’s rise as Europe’s fastest-growing large carmaker on the back of rampant Chinese demand for products such as the Range Rover Evoque.
“If cash flow is reducing because of the market conditions, they need to find...efficiency savings and trim operating expenditure wherever they can,” said one of the people familiar with the matter.
... despite a new plant in China, which opened in October last year, the company has suffered a sharp decline in sales in the country. China accounted for about a quarter of JLR’s retail sales last year.
So far the reality of China's hard-landing has been largely contained, with the Volkswagen scandal drawing the spotlight away from the troubles of other global carmakers who rely largely on China as the marginal source of global growth. This will change.
For now, however, one country has remained largely isolated from either the Volkswagen scandal or the Chinese slowdown: the US, where annualized car sales just hit a whopping 18.23 million in October, the highest since July 2005, topping September’s 18.17 million figure.
The reason for that is simple. As we showed in Friday's record jump in consumer debt, driven by non-revolving (auto and student debt) debt, car loans have now surpassed the total amount of consumer credit card debt at the peak of the last credit bubble...

The trade off is a shortened engine life. I assume they were doing this when they gave the cars to the EPA for fuel economy testing. In that scenario they may not care so much about engine life, but my own car? Nothing but the finest lube, I wonder what Ms. VW prefers....

I have a 2013 Passat tdi. It's awesome, 45 mpg. My wife and I ran it in a panic to buy a Touareg tdi on Wednesday because it gets 29 mpg. This whole thing is bullshit, these are great cars that get an oil change every 10000 miles, use less fuel then their petrol counterparts, and cheaper than their rivals when comparably equipped. Fuck the epa!

I have a 2011 diesel Jetta. I bought it because I get the advertised 42.5 MPG or more on the road. I thought I was doing the "right" thing going for better fuel efficiency. So are they gonna choke it down and then I'll consume MORE fuel creating cleaner exhaust but at higher volume?
You will be able to buy an aftermarket part to put it back the way it was.

I had a friend at work who was driving a 10+ year old Crown Victoria or something. What a boat. In 2009 or 2010 he traded it in for a VW diesel Jetta. I think in the end - after tax credits etc - the car cost him very very little.
Little high n mighty with the "right" thing fuel consumption.. You bought the car because it saves you money.. They are going to screw the milage to get the emmissions in order. I would in no way take it in for a fix unless there was an easy way to comply and then change it right back to what I am sure is very good as it is. Just not absurdly high restrictions.

The international environmental group has had its license revoked by the Indian government and has one month to close down under accusations of data falsification and fraud.
The order was issued by authorities in Tamil Nadu, the southern Indian state where Greenpeace was registered, according to the watchdog’s online release published on Friday.
In the official document dated November 4th the company was denounced as submitting false information to authorities and engaging in fraudulent dealings, like falsification of balance sheets.
“The Registrar of Societies is clearly acting under directions from the Ministry of Home Affairs in Delhi, which has been trying to shut Greenpeace India down for over a year now,” Vinuta Gopal, interim director for Greenpeace India, Vinuta Gopal, claimed in the release.

At least those TDI engines aren't the stupid Pumpe-Duse variety. I have a 2002 Jetta TDI with the highly sought-after ALH 1.9 engine that has regular mechanical fuel injection with drive by wire (no throttle cable). I suspect that these cars will retain their value much better than the newer PD models subject to recall. I have 185k on my engine and runs like new!
They had a great motor in Germany the 1.9 td 87ish before the tdi. That thing was a world beater. Its math was good enough to go 100 mpg in the proper car. Plop that baby into say a 914 / 5 speed and get out of the way.

The only reason that VW was doing this in the first place is because of the ongoing "CO2 is a pollutant/global warming" scam (particularly in the EU)! Anyone with a high school education in science knows that CO2 is a natural and unavoidable by-product of ANY combustion process and it cannot be reduced without raising the emissions of other "real" pollutants like carbon monoxide and oxides of nitrogen!
I'm not saying that VW is right in falsifying any of their emissions data but the bottom line is because of the effort by TPTB to make everyone believe that CO2 is "bad" and is a "pollutant" we have a company trying to falsely reduce their car's emissions of it to make their image look better for the global warming/climate change monkeys. The sooner that the whole paradigm of "CO2 is a problem" is busted the better off everyone is going to be.

The Prius provides only 50 mpg.
There are some ways to achieve such a goal:
* The cheapest one is a diesel engine.
* The most expensive one is an electric motor.
* The most obvious one is a tiny engine plus a tiny body like the Suzuki Metro.
* Automatic shutdown of the engine on stops. It kills the battery and wears out the engine.
* Direct injection. It contaminates the engine and makes it unreliable.
Much research was done long ago. Lindberg was a stud.

This is all about reducing demand for platinum. Right now miners are losing money especially in S Africa, and reserves are being drawn down to the tune of 455,000 ounces this year. At this rate stockpiles will be at zero in 5 years. However if VW is required to use MORE platinum to achieve the same pollution standards then look for faster platinum draw down.
Prices will fix that shortage. Oh, wait...

And the fact that some knucklehead engineers in Wolfsburg fucked up the whole company doesn't make my car any less reliable to me. And I didn't buy it to resell it I usually drive him into the ground so I too will be keeping mine.

I bought a VW Passat 2.0T w/ 6-speed manual in 2006. Gas engine, garaged, only 36K mostly highway miles on the clock after 9 years even though my wife and I share it because both of us work at home and hardly ever need to drive except on trips away.
My mechanic literally laughed at me when I bought it because the previous generation Passat had such a poor service record, but I know a bit about cars, myself. It's been the best car I've ever owned by far, and that includes a 1990 Nissan Maxima that we kept for 16 years. Have not seen that mechanic in a long time.
Excellent car...cheap, too. I do not like blowing big money on something just in order to sit in traffic. I'd rather be free and for me that is an easy choice. I had some hot cars when I was young...it gets old.
We bought a 2003 Passat wagon 2.0T after everyone told me how great they were.
1. First service the entire front brakes were replaced as defective [rotors, pads, calipers]
2. The sidewalls of the Continental tires wore out long before the treads. We do not park next to curbs, and all four were bad.
3. Recall after recall after recall. Almost every service interval I had to have a recall fixed.
4. Back wiper washer stopped working just as 3 year warranty ended. Service manager told me it would be too expensive to be worth fixing.
5. Back brake pads wore out at a ratio of 4 to 1 to front pads. Since in a properly designed brake system the front pads do all the stopping, this explains why the car had the worst braking of any car I have ever had.
6. The Moonroof would literally open itself randomly while parked in the driveway. I was accusing my wife, my son, until everybody was away from home and I found it cracked open one morning.
When we looked at new cars in 2012, nobody would offer more than peanuts for a trade in, although the body was in perfect shape and the interior was clean and well maintained.
Hands down the worst new car I ever had, the only positive thing I can say is the Monsoon stereo was nice, but all the knobs for the controls cracked and broke off from fragile plastic. I replaced them with vinyl vacuum caps as I couldn't afford the price VW wanted for each one.
I don't care if they get 60 mpg or do or don't pollute, I will never purchase a VW again.
You are entitled to feel burned, Moe, as my research revealed that your experience was all too common. That's why my mechanic laughed at me and that's why I got such a good car at such a low price. By the way, I'm not at all sure I would buy another VW. I had a good experience with my Nissan but I would never buy another Nissan. The ideal car is the one built by a car company that is trying to restore its reputation, not the one built by a company with a good reputation.
I've heard of lots of problems with vw's higher end models. This being said, my '04 Jetta TDI has been great. I guess results may vary.
If I could afford it I'd buy a VW. The "authorities" can take their carbon BS and shove it where the sun doesn't shine.

Do these cars in reality produce more polution? Are they properly measuring gross vs net?
If you measure emissions for a certain parts per million during a smog test, you get a gross reading. but if the cars get vastly better mileage, isn't the NET pollution produced per mile actually lower with these efficient diesel engines?

So you spend $30k on a car that is supposed to meet certain standards. If it met standards it would have a resale value of at least $10k. Now it has 0 value and they are offering $750 cash and $500 credit and you probably forfeit your right to litigate. Volkswagen management needs to go fuck themselves. The various states can automatically reject these vehicles as road worthy and the consumer is left with no transportation.
And now for the technical challenge.
Once Volkswagen engineers started cheating they cheated big and then they could never beat the cheat engine.
For example:
Say they were asked to design an engine that produced 50ppm polution.
They couldn't do it but when cheating the sky is the limit so they "designed" an engine that only produced 20ppm polution.
Now say some legit engineers create an engine that produced 40ppm polution.
That engine beats the 50ppm that the cheaters couldn't build but it "polutes" twice as much as the ficticious 20ppm engine that is being sold to the public.
If the stupid, greedy bastards only cheated down to the 50 or 45 they could have bought time to create the 40 engine but why bother.
