The Beginning Of The End For The Affordable Care Act? Largest US Health Insurer May Exit ObamaCare

Tracking the slow motion trainwreck of Obamacare has become one of our preferred hobbies: below is just a random sample of headlines covering just the most recent tribulations of the "we have to pass it to find out what's in it" Unaffordable Care Act:

But the most surprising article we wrote was our explanation from three weeks ago explaining why "Your Health Insurance Premiums Are About To Go Through The Roof" showing that even insurance companies have been unable to earn a profit under Obamacare, as shown in the following chart:

 

This was a stunning revelation because, after all, the Affordable Care Act was largely drafted by the insurance industry itself, and if for whatever reason, it itself was unable to capitalize on Obamacare, then it has truly been a disaster.

Today we got confirmation of this when none other than the U.S.’s biggest health insurer, UnitedHealth, cut its 2015 earnings forecast with a warning that it was considering pulling out of Obamacare, just one month after saying it would expand its presence in the program.

According to Bloomberg, "UnitedHealth Group would scale back marketing efforts for plans it’s selling this year under the Affordable Care Act, and may quit the business entirely in 2017 because it has proven to be more costly than expected."

This was precisely what we cautioned on November 2.

Fast forward to today when UnitedHealth said in a statement that "the company is evaluating the viability of the insurance exchange product segment and will determine during the first half of 2016 to what extent it can continue to serve the public exchange markets in 2017."

Needless to say, the implications for Obamacare - which has seen a surge in tangential problems in recent months - are dire: "A pull-back would deal a significant blow to President Barack Obama’s signature domestic policy achievement. While UnitedHealth has been slower than some of its rivals to sell Obamacare policies since new government-run marketplaces for the plans opened in late 2013, the announcement may indicate that other insurers are struggling, said Sheryl Skolnick, an analyst at Mizuho Securities.

“If one of the largest and presumably, by reputation and experience, the most sophisticated of the health plans out there can’t make money on the exchanges, then one has to question whether the exchange as an institution is a viable enterprise,” Skolnick said.

UnitedHealth further said it suspended marketing its individual exchange plans and is cutting or eliminating commissions for brokers who sell the coverage.

What is surprising is that for UnitedHealth, its Obamacare-facing exposure is relatively limited: the company covers fewer than 550,000 people on the Obamacare exchanges. About 9.9 million people had insurance through the U.S.- and state-run insurance markets as of June 30. This means that all other insurance companies must be getting crushed, something which the market also noticed earlier today hitting the stocks of not only hospitals, such as CYH, HCA, LPNT, THC and UHS but also home health care providers as well such as AFAM, AMED, GTIV and LHCG.

What is perhaps even more perplexing is the abrupt shift in posture: just last month, UnitedHealth had struck a more optimistic note. I think we’ll see strikingly better performance on the insurance exchange business” next year, Chief Financial Officer David Wichmann told analysts on an Oct. 15 conference call."

Perhaps he had not seen the P&L? Oh well, he certainly did in the subsequently 4 weeks.

The rest of the story is well-known and has been covered here extensively in the past: the inability of businesses to turn a profit from Obamacare has meant that about a dozen non-profit “co-op” plans created under the Affordable Care Act have failed, after charging too little to cover the cost of patients’ medical care, and because an Obama administration fund designed to stabilize the market paid out just 12.6 percent of what insurers requested. And Anthem last month said some rivals were offering premiums too low to provide the coverage patients require and book a profit.

At the end of the day, the worst news is not for the corporations, since Obamacare is not going away any time soon. It simply means that what until now were supposedly Affordable plans under Obamacare, will soon become (even more) Unaffordable as insurer after insurer hikes premiums dramatically in order to make the biggest US governmental intrusion into the private sector in recent decades profitable to shareholders.

"Health" care (HC): 

~20% of GDP. 

$10,000 per capita. 

$26,000 per household.

Equivalent to:

50% of public and private wages and salaries.

100% of federal gov't spending.

200% of after-tax profits. 

 

50-67% to 84% of HC spending is on the sickest 5-10% to 25% of people, most of whom are age past age 45-50 and experiencing chronic conditions associated with smoking, alcohol abuse, appallingly unhealthy diets, and lack of exercise. 

HC spending could be cut by at least 50% were there to be a two-tier system with single payer and gov't rationing for the sickest and elderly past age 65, and the healthiest 75-90% paying very low premia and out-of-pocket costs. 

For-profit dis-ease care insurance is bankrupting the country, and the gov't is enabling the extortionist flows for the HC and insurance cartel. 

Disrupt those f&$kers out of business and out of existence.

At one point we had a pre-existing condition in the family. The only insurance we could get was some sort of government coverage - which was very afordable. I don't understand why they stopped that.

No problem, Feds will just subsidize the insurers directly.

These policies should really be exactly one line long: "you pay everything until the out of pocket limit, have a nice day".  And then the insurance company pays, if they feel like it.

Obamacare really is a bad idea on top of being a fraud.  Free base healthcare, plus optional coverage for those who can pay, is basically the Medicare structure and yes will be extended to all eventually.  The ironic thing is Obamacare was written with a lot of putatively conservative, Republican think tank ideas, just very very badly.  Turns out a lot of those ideas were wrong anyway.

And as usual no one has read the act in full, it is designed to fail and has already eliminated 3000 insurance providers from the market, the last 5 big ones are also set up to fail.  The act itself specifies a goal of going to a single payer system in the early 2020's.  It also has a lot of other nasty crap in it you would not believe if your over 55 and poor you are screwed don't expect any meaningful health care.

The same TBTF trick the banks pulled in 2008.  It's just a ploy to push congress into covering any "potential" reductions to their estimated bottom line profits.

The "hilarious" component of this abomination is the grim fact that health care is no more accessible than before.

Sure there are potentially millions of people that can now qualify for insurance that were previously too sick to be insurable - and that's a good thing.

But the Jedi mind trick in all of this was baiting people with the idea that "health insurance" was the same thing as actual "heath care."

And for ANYONE with a child or parent that gets ill its not.

Right when you are at worst and weakness you have to beg an insurer to get a cancer screening, special meds, or just an MRI.

Doctors are growing older shrinking their practices not taking new patients.  In network specialists are hundreds of miles away, if you can even get an appointment in a timely manner.

Of course, this goes to the point (profit) of health insurance - DELAY care.

The idea of egregiously and surreptitiously profiting from the suffering of other human beings deserves a special place in Hell for those true believers.

Better yet the scum politicians, corporate hacks and hired gun lobbyists that destroyed this country should be forced onto an Obamacare Bronze Plan and run the gantlet themselves.

I'd say Obama has taken it full retard.

Here are my solutions.

Don't make any money, or, at least make a little bit and don't report it, work for cash, stay poor on the books, get on the gravy train if that's your gig. It's not for everybody.

Get some land, or at the very least, move out to the sticks. Everything is cheaper and the people are a little more decent than in the cities (in some cases A LOT more decent).

Get a gun. I say this without sarcasm or satire, as I have never owned a gun, but feel that I must have one now (at least one) because potential threats are everywhere, but, primarily from government thugs (not just cops, but almost any government employee at any level) to muslim terrorists who we are inviting into our country.

If a man can't live free, then he has only a few choices: live on one's knees as a slave (95% or more of Americans) or stand and fight, and, if need be, die for your beliefs.

We need more fighters, more believers. Fewer politicians, much smaller government, much lower taxation.

I won't see any of you in the FEMA camp because I'll be dead from resistance.

One way to stop the military-industrial complex in the U.S. is to make it mandatory as well as integrate health insurance into the State and Federal Tax Codes.That way money is simply redirected to health insurance.Every person is covered,there's no deductible or any nonsense,just plain coverage for everyone.If some States are running tight then their might be a $20 -$50 per month fee.Really funny that Russia,China,Canada,Europe,even Cuba has this but not the U.S.Like I've said before,I like Americans,I just don't like the way their Government treats them.It's no wonder people go to Mexico and Cuba for treatment,their own Government and their politicians are nothing but a bunch of assholes.

In Ontario, almost 50% of ALL Government revenue goes to healhtcare.    You think healthcare is free?   There's a 13% sales tax on all purchaces, top income tax rates over 50%, and even middle and low income tax rates are high.   Gasoline is really "cheap" right now, at equivalent of a bit over $3US/gallon, and up to $4US/ gallon in more expensive areas. 

As for the care itself, want an emergency/critical heart procedure?  About 3 to 4 months.   Until that time, you are sent home with instructions to not climb any stairs and stay calm.   You could die any moment...  (yes that actually happened to a relative)  And the 3 months was WITH using our connections in hospitals becasue several family members are doctors.  

Oh, and you are not allowed to pay to jump the que.

Drugs are the number one expense for health care insurers. Thank the corrupt FDA and greedy Wall Street. It takes almost 6 years to get approval to make a drug, even one that's been around for 50 years. The process is the same for older drugs as it is for brand new drugs. Pharmaceutical companies can jack the price of any drug they are the sole manufacturer of without fear of any competition for at least six years. It's a scam that's about to blow up in their faces. They used to just bleed us slowly like leeches, now they're slitting our jugulars and they're going to kill the host!

The ACA is busting the bank because the public has to carry all the costs for the sickest patients. 

Before the ACA there was a natural selection occurring where the sickest didn't get piled on care and they died off or just managed without.

Now providers have to pile on whatever the sickest want.  It's anti-nature and survival of the sickest at everyone's expense.  And anyone that complains will be instantly shamed as insensitive.

Health care in the US is provided by health insurance companies whose sole goal is to make money. These companies are no different than Exxon Mobil, Microsoft, Amazon, GM, Google, etc. Obama care was designed to continue funneling $ billions from working people to health insurance companies, big pharma, equipment manufactures, etc. Health insurance frims basically function as middlemen, providing no service, but siphon off overhead, to pay for expensive downtown office space and bloated executive salaries. The US has the most expensive healthcare system in the world, but is far down the list in outcomes.

We need a single payer system, that puts very strict limits on overhead rates- they should be no higher than 3-5%

It is interesting that the only area in our health system where true capitalism is in play, is with optional procedures that are never insured.  Take Lasik and related eye surgeries.  Prices on these have plummeted over the year to levels that are truly cost competitive.    Lasik has been advertised for as little as a few hundred dollars.  Certain types of plastic surgery (e.g. boob jobs) also fall into this category.   No insurance companies or govt. agencies interfering, so the price is a true reflection of the pricing that the market is willing to bear.  It also doesn't hurt that there is no longer a need to pay a small army of people to process the insurance paperwork.

Just got out of our annual enrolment and my insurance went up 10.00 to 86.00 a month for a family of 5 with a 2000.00 deductible. Safe for another year :)

Yes Gruber is a member of the CAP, Center for American Progess, the think tank that HHS uses to write policy, and Zeke Emanuel is over there too.  Over the years plenty of United current and former executives are or have been members.

First of all does anyone read the United HC quarterly reports?  If you do then you know that 2/3 of their revenue is from insurance policies and the other 1/3 is from VA money, software sales, data selling and a whole bunch more.  They have over 350 subsidiaries and now have a huge pharmacy benefit management company since acquiring Catamaran and now own Med Express Urgent care centers.  Also I believe the number is $132 billion in reserves so nobody's going broke over there.  They had a big $10 Billion dollar bond sale for the Catamaran acquisition.

The Catamaran acquisition allowed United Healthcare to become the pharmacy benefit manager for all who have a Cigna policy, and you can't make this up.

Maybe also of interest is the fact that the CEO of United is now on the board of Cargill, the evil twin brother of Monsanto, and James Welters, the VP and special assistant to the CEO at United is now the chair of Cargyle group.  Don't forget the company owns 90% of the largest HMO in Brazil and those memberships have been shrinking.  The HMO in Brazil also includes hospitals in that deal.

There's also the Optum Custodial Bank with billions on deposit of health savings accounts.  The bank gives members a Mastercard to empty it out and does solicit those who reach the magic number of $2100 to put the money in mutual funds, and you can't make that up.

The company did help write the ACA and they have had current and past employees as members of the CAP think tank, Center for American Progess and this all goes back to Hillary hiring Lois Quam who was a big executive at United and was a VP who did the whole AARP and Pacificare agreements and acquisitions.  She's one of Hillary's right hand people and has been for years.  She worked for Hillary at the State Department and held that position of Global Healthcare Head under the state department for a couple years until it was disbanded.  Also at the CAP you can find Zeke Emanuel who loves Optum and of course Jonathon Gruber.  Quam was a member of the CAP for quite some time.  

Again if you want just search United Healthcare or Optum on my blog and you'll have tons to read about with over 8 years of posts.  I wonder if this was some method today to some how do some stock manipulations too?  You never know...is everyone going to buy the United Dip? 

I live in the OC United manifesto to where they own the big doctors' groups as well, such as Monarch and more.  It takes a long time but every day I have hits from folks now just discovering what happened a few years ago with both Monarch and Memorial Care doctors being run by United.

The goal here of this company I think is to become the single pay contractor in the US to include Medicare, and if you watched when Vermont took their vote, Optum was right there to ask for a contract if it were to pass and I would guess the same could happen in Colorado if their vote passes.

Few years ago I worked for an insurer in Washington state and while they were very active in lobbying the state government for various issues in the end they declined to participate in the state run exchange. The state insurance commissioner’s office was furious.

... but the company did a deep analysis and concluded they would be losing money.

Two years ago our family health insurance plan went from $388/mo. to over $1200/mo. with a $5,000 deductible.  We decided not to pay the extortion money and signed up with Liberty Health Share for $400/mo.   This program is one of five faith based cost sharing programs exempt from ACA penalties and we can go to any doctor of our choosing.  My wife has been treated by a chiropractor and Naturopath and we have received over 50% reimbursement on her health care expenses.  So far we are very satisfied with the program.   Check it out at www.libertyhealthshare.org
