The consumer confidence thing is basically the result of an opinion poll. The sub-sample of blacks is much smaller than the white one, so the results are going to bounce around a lot more.
The only real difference I can see is that black CC is usually below white CC---where it will probably remain till Obama and his successors finally succeed in driving white living standards down to black levels.
They aren't quite there yet, but it's not for lack of trying.
My take away here is that black cc has high volatility.
Blacks just want free money and to be in charge of everything forever - maybe then they will cork their cry holes.
That worked out so well for Zimbabwe.
