With the release of this video, we suggest anyone living in and around Chicago 'brace' for potential social unrest. The Chicago Police Department has released video footage of the officer-involved shooting of 17-year-old Laquan McDonald, who was struck 16 times during a confrontation with officers.
The dashcam video, described by Cook County State’s Attorney Anita Alvarez says that this video is "graphic, violent, and chilling," is expected to provoke a very strong emotional reaction from Chicago’s very large African-American community.
As John Kass, a columnist for the Chicago Tribune, said, the video "could tear Chicago apart," which is why Mayor Emanuel has already urged Chicagoans, "it is fine to be passionate, but it is essential to remain peaceful."
Laquan McDonald was walking down a Chicago street the night of October 20, 2014, carrying a four-inch knife and behaving erratically, authorities say.
A police officer told him to drop the knife. He didn’t listen, and the officer fired on him out of fear for his life, according to a police union spokesman.
McDonald, 17, died. He was shot 16 times.

As RT reports, Chicago Mayor Rahm Emanuel urged calm as City Hall got set to release police dash cam footage from the shooting incident, which occurred in October 2014. During the incident, 37-year-old Jason Van Dyke, a white officer, shot and killed McDonald, an African-American teen.
“I understand people will be upset and want to protest when they see this video,” Emanuel told reporters during a Tuesday afternoon press conference.
Emanuel cited the McDonald family, saying, “They have asked for calm, and for those who do protest to do so peacefully.”
“It is fine to be passionate, but it is essential to remain peaceful,” Emanuel added.
Earlier in the day, Van Dyke became the first on-duty Chicago officer to be charged with first-degree murder. He was ordered held without bail at a hearing. He has been placed on a "no pay" status by the department. As Michael Snyder adds,

But the situation in Chicago is potentially even more volatile what we witnessed in either Ferguson or Baltimore.
More than a million African-Americans live in the Chicago metropolitan area, and the crime rate in the city has already been skyrocketing. In fact, it is being projected that Chicago’s murder rate will increase by 20 percent in 2015. This is a city that is always living on the edge of chaos, and now the case of Laquan McDonald could be the spark that sets Chicago ablaze.
After everything that has happened over the past few years, the last thing that we need is another incident that will make racial tensions in this country even worse. Unfortunately, that appears to be exactly what we are going to get.

Years ago, growing up in Chicago, it was taken for granted that whites get it just as readily, if not worse, due to there being less attention paid to something being done on a white victim. Can't imagine it's any different now.

If its indeed a knife and callled in as knife attack then the shots on the floor were not warranted. The initial shots were, he was well within knife striking range and danced like a michael jackson.

Part of the job of being a cop means taking some risk. That concept is lost now. Further, I don't even see any risk to numerous officers who had guns drawn and could have dropped him if he started charging one of them.

A: You never shoot in the foot, or leg, or anywhere other than to kill. A gun is NOT a nonlethal, or less than lethal weapon. If you do that as a civillian, you will be prosecuted, even if you had a valid claim of self defense.
B: The guy was clearly on something, or insane, or both.
C: 15 feet is well within knife range. An attacker armed with a knife has an advantage out to 30 feet (maybe less with guns drawn and aimed). An attacker with a knife can move quicker than you can re-aim (after he starts charging) and pull the trigger, possibly getting the other cops in the line of fire. Only the cop he is charging doesn't have to re-aim.
D: He was clearly on something, and the pissant 9mm cops carry these days (thanks affirmative action or whatever--girls have trouble handling a .357), a doped up asshole with a knife can continue chargine after you empty a magazine into them. The weakness of the calibur forces overkill. One shot from a .357 would take down any human, no matter what he is on, pretty much not matter where you hit him, while practically anyone, nevermind a dope fiend, can shrug off a 9mm and die a few hours later, after having run a half mile to get away/murder a few more people.

That cop who shot this kid was only out of his car for what - maybe 8 seconds at the most and in that short time - the kid was NO WHERE near him - he determined his life was in jeopardy? BULL FUCKING SHIT! He murdered that kid - no ifs, ands or buts.

Not to say this was the right course of action, but this was a belligerent suspect and the threat wasn't zero. It looks like he was just starting to change direction when he was hit. We can't see facial cues and detailed body language from the dash cam view. You can't say definitively this was murder and not either self defense or at least an over reaction. Murder is defined by being premeditated.

I believe British cops don't typically carry firearms, as was the case in that video. You're also referring to the western world, not "all over the world". In most countries someone acting like this would be shot and killed and no one would care. It certainly wouldn't make the news. In fact you could do far less and end up dead in much of the world. Hell, the cops and robbers are indistinguishable in some countries. It's true compared to much of the western world the US has more police killings, but then we also have more violent ghetto areas and gangsta culture. Our criminals are typically much better armed too. The way things are going I'd expect much of Europe to start looking much more "American".

The difference between me and libertarians is that I also defend the natural rights of police and government officials. Those who don't violate the NAP don't get any retribution. Those who do get the noose. In this case, the cops did not violate the NAP, save perhaps through some odd interpretation where public property becomes unowned and thus anyone can do whatever they want there. Fact is that he was threatening people, and they were defending the public from a madman. Could they have taken him down non-lethally? Sure. Years ago I took a pretty comprehensive armed self defence course.... to prove a point my instructor made each and every one of us pupils stand 30 ft away with a rubber knife. One after another each of us took turns with a holstered pistol under a windbreaker while others held the rubber knife. All I gotta say is that you'd be damned surprised how fast someone can cover 30 ft even from a dead stop charging you with a knife... about 50% of us cleared the firearm from the holster and were able to raise it level and yell "bang" before getting poked by the rubber knife. The other 1/2 weren't that fast. Just for kicks... try it some time 30FT away with a buddy, using props of course......
This kid looked closer than 30 ft to the officers... however they already had their weapons cleared from their holsters...I don't believe they should have smoked this dumb ass though...he was not advancing in their direction.
They could have followed him around all night and kept asking him politley to put the knife down.
