Russia Says Turkey's Attack On Jet Was "Planned Provocation" As Ankara Moves Tanks Near Syrian Border

On Tuesday evening, we took a close look at the circumstances surrounding Turkey’s decision to shoot down a Russian Su-24 near the Syrian border. The incident was the most meaningful escalation in the conflict to date and marks the first time a Russian or Soviet plane has been downed by NATO since 1953.

The pilots ejected, one of whom was shot in his parachute by FSA-affiliated Alwiya al-Ashar militiamen who subsequently celebrated over the body. About an hour later, the FSA's 1st Coastal Brigade used a US-made TOW to destroy a Russian search and rescue helicopter, killing one Russian marine.

For his part, Vladimir Putin called Erdogan a backstabber and proceeded to accuse Turkey of flying the black flag of ISIS and funding the Islamic State cause by facilitating the sale of illegal crude. 

Miraculously, there were no further escalations overnight, but as we outlined in detail on Tuesday, something doesn’t add up about the story Ankara is telling. According to a letter Turkey sent to UN Secretary-General Ban Ki-moon and the 15 members of the UN Security Council, the Russian warplane, flying at 19,000 feet, “violated Turkish national airspace to a depth of 1.36 miles and 1.15 miles in length for 17 seconds.” If you do the math on that, it means the Su-24 was basically flying at stall speed. 

Here's how we summed up the situation: 

It's important not to forget the context here. Ankara is fiercly anti-Assad and in addition to being generally displeased with Russia's efforts to support the regime, just four days ago, Turkey summoned Russian ambassador Andrey Karlov over the alleged bombing of Turkish villages near the border. 

 

Of course Russia wasn't just bombing Turkish civilians for the sheer hell of it. It's likely Moscow was targeting the very same FSA-affiliated Alwiya al-Ashar militiamen who shot and killed the parachuting Russian pilot. 

 

In short, it looks like Ankara saw an opportunity to shoot down a Russian jet in retaliation for strikes on Turkish rebel fighters who are operating alongside anti-Assad forces.

With that in mind, note that on Wednesday, Sergei Lavrov (not known for holding his tongue or even for observing any semblance of diplomatic decorum) accused Ankara of conducting a pre-meditated strike. "We have serious doubts this was an unintended incident and believe this is a planned provocation,” Lavrov said, after a meeting with his Turkish counterpart Mevlut Cavusoglu. Lavrov also said he would back a plan to close the Turkish-Syrian border. "I think this is the right desicion. I hope President Hollande will tell us more about the issue tommorow. We would be ready to consider all measures that needed for this [closing the border]. By closing the border we will basically thwart the terrorist threat in Syria," he said.

Russia also said the Syrian army (so, Iran or Hezbollah) had retrieved the second pilot who is now "alive and well." Here's how French ambassador Alexandre Orlov summed up the situation in an interview with Europe 1 radio: “One on board was wounded when he parachuted down and killed in a savage way on the ground by the jihadists in the area. The other managed to escape and, according to the latest information, has been picked up by the Syrian army and should be going back to the Russian air force base.”

Note the difference in the way Russia and the US describes the FSA. For the US, they are a "moderate opposition group," for the Russians, they are "jihadists." Considering they are allied with al-Qaeda, and judging from the gruesome videos released by the group on Tuesday, you'd be forgiven if you're inclined to go with Moscow's characterization.

Meanwhile, Russia is set to deploy the S-400s. "Russia also said Wednesday it would take new measures in Syria to protect its aircraft, deploying powerful S-400 anti-air missile systems, which have a range of nearly 250 miles, to Russia’s Khmeimim airbase in northwestern Syria," WaPo reports, adding that "the airbase is located a little under 20 miles from the Turkish border, and has the potential to create headaches for Turkish and other aircraft in a U.S.-led coalition that are carrying out a separate airstrike campaign in Syria."

These are of course the same S-400s which the Western media claimed were already at Latakia earlier this month - a contention Russia denied at the time. Whether or not they were there is now immaterial - they'll be operational from this point on. As a reminder, here's what the systems look like:

What seems clear (as noted above and as discussed at length on Tuesday), is that Turkey is keen on protecting Alwiya al-Ashar and other anti-Assad forces operating near the Turkish border. Indeed, Sergei Lavrov said as much in a press briefing on Wednesday. "[The] question arises whether Turkey is defending Syria area to protect rebel infrastructure," Lavrov said at a press briefing in Moscow on Wednesday.

Indeed, Ankara looks to be stepping up its military presence near the area where the Russian plane was shot down. "Turkey has moved 20 tanks from west of country to southern province of Gaziantep, bordering Syria, and increased number of F-16s flying patrols along border to 18 as of yesterday," state-run Anadolu Agency said today. The logical next question to ask here is how prepared Turkey is to defend FSA positions because it's only a matter of time before the IRGC and Hezbollah invade these areas on the ground and when that happens, you can expect Ankara to cry genocide against Syria's Turkmen miniority. What comes after that is anyone's guess. 

In the meantime, Lavrov says Russia "is not going to war against Turkey," but remember what we said last month when Turkey shot down a Russian drone: "For now, it appears as though The Kremlin is going to take this one in stride, but that may be "strike one" so to speak, meaning NATO might have one or two more pot shots it can take before Erdogan gets a slightly less "neighborly" call from Moscow."

Tuesday was strike two.

NATO's stance is to escort an unknown violating plane out of the national air space and only use force if said unknown plane continues in the territory without responding. That freaking Russian plane stayed less than 17s (probably less) in their territory with a very clear path it was just going straight to the west, not north. And Turkey knew they were Russia's jet, not terrorists.

It was one of the most stupid moves ever done in the last few years.

Putins next move should be:

1) move an paratrooper division to syria.

2) 'leak' russia is concerned about turkey closing the bosphorus, so it's ships are leaving the med via the straights of gib.

3) as they are moving pass drop the hammer on north cyprus.

4) once all tanks, apc, aircraft, barracks are destroyed, move the paratrooper division in with the aid of the cryprus army.

5) take over turkish bases and use them as a med operational base.

 

No country in the world (except turkey) recognises north cyprus as part of turket, and there are UN has passed resolutions against turket regarding the 1973(i think) invasion. Therefore NATO will have a easy means to let the incident slide. Greece and Cyprus will be over the moon ofc, and Russia can spin the whole thing as a liberation, and to be honest most of the sane, i.e. non-gubberment, people in the EU will back Russia.

Precisely.  Turkey suppies the oil tankers.  ISIS loads the oil.  Turkey makes a huge bargain by selling cut-rate oil on the global market.  Some money flows back to ISIS.  And Turkey keeps its share ... so they can hide their own dirty war against the Kurds.  And no doubt some of that secret money also allowed Turkish officials to visit luxury hotels in Europe, along with champagne and high-priced hookers.  This "Turkish delight" disappeared when Russia bombed the oil tankers.

Putin is a chess player.  He doesn't make the mistake of 'gut reactions'.  There will be a response.  I am very surprised that the guys who fired that TOW missile put their faces on a video.  Because this means that the "Gray Ghosts" are now #1 on the Most Wanted List for the Spetznatz.  Very likely they will live up to their name .... Gray Ghosts.

More than ever it is going to be necessary to target Assad specifically in order to take away Russia's permission to be in theater.

Only after Assad is blown up does the military government have zero legitimacy and all those Turkish (NATO) tanks roll south to "secure/annex" the area.

Maybe that is the exchange. Turkey helps transfer all those refugees into the heart of Europe and in exchange they get Syria under some Ottoman reconstitution.

Putin was looking for a reason and the Turks gave it to him.

The west was looking for an excuse and Putin will hand it to them.

At the end of the day where this is going has already been ordained.

The massive movement of military units into the region by a number of countries with or without provocation is gearing towards a major change of direction.

Whatever were being told, whatever were seeing is about 10 steps behind where it actually is already going to go.

The next steps are inevitable.

The million dollar question is, will the US commit to a proper,proxy war and will China also commit.

Before the true war breaks out, treaties, agreements and loyalties must be tested and confirmed.

A former president of the Gulen-linked Turkish Cultural Center, Ozkan gave between $500,001 and $1,000,000 to the Clinton Foundation in recent months, the charity’s website shows. He also served as a national finance co-chair last year for a pro-Clinton political action committee called Ready PAC.

According to Portland State University political science professor Birol Yesilada, who has studied the Gulen movement for more than 25 years, Ozkan is the New York liaison for the 74-year-old Gulen, who has lived in the Poconos since 1999 when he went into exile after he was accused of attempting to undermine Turkey’s secular regime in order to institute an Islamic state.

HELSINKI — Finland's Defense Ministry said it suspects a Russian military aircraft on Thursday violated Finnish airspace — the third such incident in six days.

Ministry spokesman Max Arhippainen told The Associated Press that a Russian AN-72 transport plane is believed to have crossed into the Nordic country's airspace over the Gulf of Finland for a few minutes.

Defense Minister Carl Haglund condemned the infraction, and said that Finland had demanded an explanation from Moscow.

"Unfortunately, we have no information to indicate that all these (violations) were accidental," Haglund told reporters in Helsinki. "As adequate explanations have not been forthcoming it would appear that a degree of intentionality was involved."

Haglund said that a Finnish Hornet jet was dispatched to intercept the Russian aircraft, but he gave no details.

Finland reported similar incidents with Russian aircraft on Saturday and Monday. Border officials said the first was likely because of a maneuver to avoid a thunderstorm and the other two were still being investigated. He said that normally there are about four to six incidents a year of foreign aircraft entering Finnish airspace without permission.

High Risk Incidents

  • On 3 March 2014 a close encounter occurred between a SAS passenger plane taking off from Copenhagen and a Russian reconnaissance aircraft which did not transmit its position 50 miles south east of Malmo. A collision was apparently avoided thanks only to good visibility and the alertness of the passenger plane pilots. The SAS 737 plane was carrying 132 passengers to Rome.
  • On 5 September 2014 an Estonian security service operative, Eston Kohver, was abducted by Russian agents from an Estonian border post, on Estonian, and therefore NATO, territory. He was later taken to Moscow and accused of espionage. The incident itself involved communications jamming and the use of smoke grenades, and took place immediately after President Obama’s visit to the region and his repetition of security assurances to the Baltic States.
  • Between 17-27 October, 2014 a major submarine hunt by Swedish authorities was prompted by credible intelligence reports of “underwater activity” in the Stockholm archipelago in Swedish territorial waters. Supreme Commander General Sverker Göranson underlined that Sweden was ready to use “armed force” to bring the vessel to the surface if necessary. Russia issued denials and attempted to ridicule Swedish concerns. The major search operation stopped on Oct. 24.

Serious Incidents with Escalation Risk

  • On 12 April 2014 an unarmed Russian fighter aircraft made 12 passes of the American warship the USS Cook in the Black Sea. Such aggressive behaviour, if repeated by an armed aircraft, could have resulted in the ship commander targeting the aircraft in an act of self-defence.
  • On April 23 2014 an armed Russian fighter undertook very threatening manoeuvres in the vicinity of an American reconnaissance aircraft in the Sea of Okhotsk. These manoeuvres involved demonstrating that the fighter was armed. Such behaviour is far removed from what would be expected in a relatively routine encounter.
  • In June 2014 armed Russian aircraft approached the heavily populated Danish island of Bornholm before breaking off in what appears to have been a simulated attack. The Danish intelligence service described the incident as “of a more offensive character than observed in recent years.”
  • On 16 July 2014 an armed Russian aircraft intercepted a Swedish surveillance plane conducting operations between Gotland and Latvia in international airspace, and flew within 10 metres of the plane. This indicated a far more aggressive approach to intercepting aircraft than in previous encounters.
  • On 18 July 2014 an American surveillance plane conducting operations near Kaliningrad was chased into Swedish air-space after being approached by Russian fighters. This evasive action took place without Sweden’s prior approval that the US aircraft could enter Swedish airspace.
  • In early September, 2014 Russian strategic bombers in the Labrador Sea near Canada practiced cruise missile strikes on the United States. The Russian aircraft stayed outside of Canada’s ADIZ but this was still a provocative move in light of the NATO summit ongoing at the time. Cruise missiles launched from the Labrador Sea would have Ottawa, New York, Washington, Chicago, and the Norfolk Naval Base in range.
  • On 7 September 2014 HMCS Toronto (a frigate) was buzzed by a Russian aircraft in the Black Sea, with the plane coming within 300 metres of the warship. HMCS Toronto locked its radar on the Russian plane but took no further action as the aircraft was not armed. This incident coincided with larger Russian naval combat training activities near Sevastopol. Such aggressive behaviour, if repeated by an armed aircraft, could have resulted in the ship commander targeting the aircraft in an act of self-defence.
  • On 17 September 2014 two Russian military aircraft crossed into Swedish air-space south of the island of Oland. The Russian Su-24 bombers intentionally violated Swedish airspace possibly to test the capabilities of the air defence system strengthened after previous incidents. The Swedish Foreign Minister described the incident as the ‘most serious aerial incursion’ in years.
  • On 19 September 2014 Russian officers detained a Lithuanian shipping vessel in international waters in the Barents Sea, subsequently towing it to Murmansk. This represented a clear escalation in Russian attempts at the provocation and intimidation of the Baltic States.
  • On 3 October 2014 a Russian fighter flew “within metres” of Swedish surveillance aircraft in the Baltic in an incident deemed “unusually provocative”. A collision between the aircraft would have had serious repercussions for bilateral relations and increased military tensions across the entire Baltic area.
  • From 28-30 October 2014, Russia conducted a major air exercise in the North Sea, Atlantic, Black Sea and Baltic Sea. In a series of developments, aircraft from NATO states and partners tracked Russian long-range bombers conducting missions across this entire area, including a large formation of Russian fighters and bombers conducting missions over the Baltic Sea. All missions were conducted in international airspace but their scale and use of different kinds of aircraft and different zones of operation has added significantly to increased tensions between NATO and Russia.

Near Routine Incidents

  • On 10 April 2014 two Russian Navy vessels involved in live missile firing exercises entered Lithuania’s Baltic maritime economic zone, causing serious disruption to shipping.
  • On 20 April 2014 a Russian recon aircraft observed Swedish military installations. Unclear if there was a Swedish response.
  • On 23 April 2014 a Russian aircraft entered Dutch airspace before being intercepted by Dutch fighter aircraft.
  • On 24 April 2014 RAF fighters intercepted and shadowed Russian aircraft in international airspace over the North Sea.
  • On 28 April 2014, fighters with the Nato Baltic Air Policing force scrambled to intercept Russian aircraft in international airspace.
  • On 9 May 2014 Russian aircraft approached to within 50 miles of the Californian coast, the closest such Russian military flight since the Cold War.
  • On 18 May 2014 RAF fighters intercepted a Russian helicopter and shadowed it back to its parent corvette in the Baltic Sea; the fighters later performed several passes of the Russian warship.
  • In late May, early June 2014 Russian aircraft carried out several incursions into the US and Canadian Air Defence Identification Zones in the Arctic.
  • On 12 June 2014, Nato fighters intercepted Russian aircraft in international airspace near Latvia.
  • On 17 June 2014, RAF fighters intercepted a Russian air formation in international airspace.
  • On 19 June 2014; HMS Montrose, a British frigate, was sent to investigate a Russian corvette in international waters near Denmark’s Baltic coast. HMS Montrose was subsequently circled by Russian maritime patrol aircraft.
  • From 21 May to 13 August 2014, a series of short airspace violations by Russian aircraft were reported over the Estonian island of Vaindloo.
  • On 1 August, Polish fighters of the Nato Baltic air-policing mission intercepted Russian aircraft flying near Estonia airspace.
  • In early August 2014 several Russian air incursions were reported into the Alaskan Air Defence Identification Zone.
  • On 7 August 2014 anti-submarine forces of Russia’s Northern Fleet reportedly expelled an American submarine from the Barents Sea. The US denied its submarines were operating in the area.
  • On 28 August 2014, there was an air incident involving an unknown Nato country and Russia. No details beyond aircraft type except that incident took place over the Baltic.
  • In August/September 2014, Russian naval and air units interfered with the operations of a Finnish research vessel on two separate occasions.
  • In late August, 2014, multiple breaches of Finnish air-space by Russian state aircraft were reported. In response, Finland has already indicated that it will react more firmly to violations of its airspace in future.
  • On 11 September 2014, Canadian jets intercepted Russian aircraft in international airspace.
  • Between the 17 and 18 September 2014, Russian jets entered the ADIZ off the coast of Alaska (officials say such incidents happen around 10 times a year) on two separate occasions, once on the evening of Wednesday 17th Sep (USA ADIZ) and once on the morning of Thursday 18th Sep (Canadian ADIZ, Beaufort Sea). The Russian planes were intercepted by American and Canadian fighters. These incidents coincide with Ukrainian President Petro Poroshenko’s visits to Ottawa and Washington.
  • On 19 September 2014, RAF jets shadowed Russian aircraft in international airspace above the north sea.
  • On 29 September 2014, Latvian forces observed a Russian warship operating 14 miles from Latvian territorial waters; article observes that Russian jets and warships have been detected 173 times near Latvia’s borders as of September.
  • On 20 October 2014, planes from the Baltic Air Policing mission intercepted Russian surveillance Il-20 aircraft in international airspace
  • On 21 October 2014 Baltic Air Policing planes (Portuguese F-16s) intercepted Russian Il-20 surveillance aircraft which entered Estonian airspace next to the island of Saarema for about a minute.
  • On 31 October 2014, RAF Typhoons intercepted Russian aircraft approaching UK airspace.

Those three Baltic States are real countries. From 1920-1940 they were independent countries. In 1940,the USSR occupied them until 1991. Most countries in the world accepted that the USSR was legally in control of those countries, the United States never recognized the Soviet occupation and those countries had   legations (Embassies) in Washington, DC until 1991 and then Embassies.

I recall this being reported at the time by the UK Daily Slime.

But what is one to deduce from this incident? Seems to me that the only word that matters is "approaching", meaning the Russian plane was not violating UK airspace and no rules were broken but they sent up Typhoons and reported it to Daily Slime to keep the muppets alert.

 

I wonder if Moscow maintains a list of similar incidents where American jets/boats/warships breach their airspace or get close to it. All we're seeing is the ongoing needling that has gone on for decades between the major powers.

Recall the American destroyer that recently entered Chinese territorial waters and a US plane with CNN on board that got warned off.

It goes on day-in and day-out.

Russia's long history of airspace violation

Russia has a long history of violating airspace and territorial waters as a means of applying pressure to achieve political aims.

 

Russian jets violating Turkey’s airspace “does not look like an accident,” especially when we have seen two of them, [as they] were there for a long time,” Jens Stoltenberg, NATO Secretary-General, said Tuesday.

There have been two incursions by Russian aircraft into Turkish airspace, one on Saturday and one on Sunday. Each time Turkish F-16 jets intercepted the Russian fighters forcing them to turn back. Turkey has formally protested against the incursions.

“The first objective is the expulsion of the rebels from Aleppo, forcing them to the Turkish border, with the consequence of frustrating Ankara’s plan to establish a no-fly zone in the area to protect the refugees and to support anti-Assad forces,” wrote the noted Italian political commentator Maurizio Molinari in the newspaper La Stampa on Wednesday.

“But Russia’s strategy is aggressive and risky,” Molinari said. “Russia is seeking leverage for a tough bargain with the West on Syria, and on the survival of the Assad regime.”

Putin cannot appear to bow to Western pressure to topple the Assad regime, wrote Brookings Institution analyst Bruce Riedel in a note published on Monday.

“Assad's regime has also alienated its own population, driven millions into exile and murdered thousands more. It cannot regain control of the country's Sunni and Kurdish communities. But the Assads have been Russian clients since 1970 and their defeat is apparently unacceptable to Putin.”

NATO officials have reported a list of violations by Russian military aircraft trespassing in European airspace. According to those statistics, there were six incidents with Estonia, three with Finland, and one each with Denmark and Poland. Against Sweden there were ten in 2014, up from eight in 2013, and seven in 2012. While there were no violations of Latvian airspace, there were over 180 incidents in which the Russian air force flew close to the borders in 2014. The Russian intruders turned off their transponders, electronic devices most aircraft are required to operate to make it easy to track them, in nearly all of the cases.

NATO fighters policing Baltic airspace were scrambled 68 times along Lithuania’s borders [in 2014], by far the highest count in more than 10 years. Estonia has said its sovereign airspace had been violated by Russian aircraft five times this year.

Tactics typically deployed by Russian pilots include a practice of deliberately failing to report flight plans, ignoring civilian air traffic controllers and switching off their on-board transponders that NATO Secretary General Jens Stoltenberg refers to as "flying dark" an approach which he said was inherently unsafe and poses a serious risk to civilian air traffic.

“Russia is seeking to ‘neutralize’ Sweden in the political and military sense. Its aggressive actions are intended to demonstrate Russia’s overwhelming military capabilities and emphasise the glaring gaps in Sweden’s defense system, and thus intimidating the public and influencing decision makers in Sweden and throughout the Baltic Sea region. This activity is so far part of the psychological war Russia is carrying out in the region. Its purpose is to influence Swedish security and defense policy, the direction of which – due to the country’s geographical position – is of essential importance for the security of the entire Baltic Sea region,” wrote Justyna Gotkowska, researcher for Poland’s Centre for Eastern Studies, in a report published in October 2014.

According to a report by European Leadership Network (ELN) published in November, the strategy can work for Russia, which uses such incidents to observe patterns of response and to test the preparedness of specific elements of individual nations as well as their alliance with NATO and other partners.

Russia also seeks to warn countries in its neighborhood that any steps taken towards integrating with Europe or seeking NATO membership would lead to further Russian harassment, according to the report. Such incidents are also meant to undermine confidence in NATO, demonstrating that the defense alliance would not be able to organize swift support for these countries. Moreover, these actions are “intended to send a message of deterrence by demonstrating Russia has both means and willingness to confront NATO and U.S. forces.”

Following increased tensions over Ukraine between Russia and NATO, there was an increase in Russian planes flying into NATO airspace and submarines venturing into its waters. Britain and other NATO members stepped up air policing missions as the number of interceptions over the Baltic States trebled in 2014, the Telegraph reported on May 15.

In 2014, Finland claimed five violations of its air space by Russian warplanes, RFE reported on June 27, citing Reuters and TASS.

Last winter, the Swedish Defense Minister complained about Russian military aircraft flying close to a Swedish commercial airliner with its transponders turned off, DW reported on Dec. 15. This spring, the semi-official Sputnik agency boasted of Russian jets penetrating NATO ships’ defenses in the Black Sea on March 4.

In autumn, four incidents were reported, one in Swedish airspace, the other in Swedish waters involving a Russian submarine, besides two other incidents of violation of airspace of Latvia and Norway.

In Sept 2014 the Swedish foreign minister lodged a formal complaint with the Russian ambassador after two jets flew close to the Swedish island of Oland. Last March, following the sighting of a Russian submarine, the Swedish government announced plans to supplement and upgrade the ships and underwater surveillance systems it uses to detect foreign submarines in its waters.

Polish researcher Andrzej Wilk wrote in September 2014 that the European part of Russia and the Arctic are witnessing other large-scale exercises by the Russian Federation’s armed forces, and their involvement in the conflict in Ukraine is also continuing. In total, these armed exercises involve over 200,000 soldiers and several thousand combat vehicles, hundreds of planes and helicopters, and about a hundred ships. Wilk also observed that “the increase in the Russian army’s activity and military spending is coupled with an information campaign which is becoming increasingly intense, which maintains that Russia must defend itself against Western aggression. In the near term, Wilk predicted, that “it should be assumed that the principal objective of Russia’s clear demonstration of power is to exert pressure on the West, to force it to make further concessions on the issue of Ukraine and to confirm the Russian Federation’s position as a superpower.”

According to one Western official, there has been a threefold increase in quick reaction alerts – the scrambling of fighter jets – because of Russian activity in the vicinity of alliance airspace reaching well over a hundred between January to September 2014. According to the Pentagon, in the two months from August to September 2014 alone, Russian nuclear bombers have made at least 16 incursions into U.S. and Canadian air defence identification zones. Two incursions –on Sept. 17 and Sept. 18 – coincided with the visit of Ukrainian President Petro Poroshenko to Ottawa and Washington.

Italian Foreign Minister Paolo Gentiloni said Monday that “airstrikes are not enough to resolve the Syrian conflict, and Russia’s involvement could be most effectively applied in finding a plan for political transition in the country.” The minister suggested focusing on "specific goals, humanitarian corridors, disuse of cluster bombs" the best way to bring the belligerent factions to the negotiating table.

The ELN report recommends that the West, NATO leadership and the Russians should use their influence to prevent the warring factions from taking steps that “could trigger a new wave of escalation.”

Estonia protests another Russian airspace violation, 2nd incursion  An Estonian official says a Russian military aircraft violated Estonian airspace over the Baltic Sea this week.

Foreign Ministry spokeswoman Maria Belovas says a note to protest the incident was handed over Friday to a high-ranking Russian diplomat.

Belovas says a Russian Antonov An-26 aircraft entered Estonian airspace Thursday without permission near the island of Vaindloo for less than a minute.

The incident was similar to a June 22 incursion near the same island, which lies next to a corridor that Russian military planes fly through to get from the St. Petersburg area to the Russian outpost of Kaliningrad on the Baltic Sea.

Baltic Sea nations have reported repeated airspace violations by Russian aircraft in recent years amid increasing military activity by both NATO and Russian forces in the region.

TOKYO -- Japan's defense minister on Friday accused two Russian fighter jets of intruding into Japanese air space, heightening regional tensions as Beijing denied Tokyo's claims that Chinese naval vessels had locked their weapons-targeting radar on to a Japanese destroyer last month.

Tokyo said two Russian Su-37 fighters entered Japanese air space off the northern tip of Hokkaido island for just over a minute Thursday, prompting Japanese air force jets to scramble to where the Russian jets were flying.

Russia denied any border violation, but Japanese Defense Minister Itsunori Onodera said Friday that Tokyo will deal with the incident "strictly, within the bounds of international law."

The alleged intrusion happened when Japan was observing "Northern Territories Day," when it holds annual rallies urging Russia to return a series of islands off eastern Hokkaido captured at the end of World War II. The islands, called the Southern Kurils in Russia, are 400 kilometers (250 miles) southeast of where the incident took place.

In Beijing meanwhile, China's Defense Ministry issued a statement denying Japanese claims that Chinese naval vessels had locked their radar on to a Japanese destroyer and helicopter in two instances last month in the East China Sea.

The countries are embroiled in a territorial spat over a cluster over tiny, uninhabited islands – called Senkaku in Japanese and Diaoyu in Chinese – in the vicinity that are controlled by Japan but also claimed by China and Taiwan.

"The Japanese so-called claims that the Chinese navy locked on to Japanese ships and aircraft with fire control radar are not factual," the Chinese statement said.

It also accused Japan of repeatedly fabricating reports to smear China over the normal training actions of its military and building China up into an international threat.

"The Chinese side wishes that the Japanese side take practical actions, cease creating a tense atmosphere in the East China Sea, and refrain from issuing irresponsible statements," it said.

Japanese Foreign Minister Fumio Kishida rejected Beijing's denial as "completely unacceptable." He told reporters that a thorough review of data by the Defense Ministry confirmed that the Chinese naval ship and locked on with its weapons targeting radar.

The U.S. Navy has said that Chinese ships have in past switched on their fire control radar as a response to being hailed by U.S. ships. Experts say this underlines the need for better communication and coordination between navies.

The verbal back-and-forth comes amid the rise of China and to a lesser extent Russia's re-emergence as a major power in Asia, but doesn't point to an imminent military conflict, said Narushige Michishita, a security expert at the National Graduate Institute for Policy Studies in Tokyo. "That's been encouraging them to be more assertive and more active both on the diplomatic front and military front in this region."

A Jewish Appeal to Russia's Jewish Elite

Most Russians have suffered terribly during the Yeltsin years. According to Harvard University scholar Graham Allison, who is also a former US assistant Secretary of Defense, ordinary Russians have experienced, on average, a 75 percent plunge in living standards since 1991 -- almost twice the decline in Americans' income during the Great Depression of the 1930s. But in the midst of this widespread economic misery, a small minority has grown fabulously wealthy since the end of the Soviet era.

Although Jews make up no more than three or four percent of Russia's population, they wield enormous economic and political power in that vast and troubled country. "At least half of the powerful 'oligarchs' who control a significant percentage of the economy are Jewish," the Los Angeles Times has cautiously noted. (See also: D. Michaels, "Capitalism in the New Russia," May-June 1997 Journal, pp. 21-27.)

Almost certainly the most important of the "oligarchs" is Boris A. Berezovsky, a former mathematics professor who heads the Logovaz financial-industrial group, which includes automobile imports and sales, aviation, oil and media. In 1997 Forbes magazine ranked him as one of the 100 richest people in the world, with an estimated net worth of $3 billion. His extensive media holdings include ORT television, the daily Nezavisimaya Gazeta ("Independent Journal"), and the weekly magazine Ogonek.

The second most powerful business figure is probably Vladimir Gusinsky. In addition to heading the "Most" banking group, he is also called "the Russian Rupert Murdoch" because of his large media empire, which includes the daily newspaper Sevodnya, the weekly news magazine Itogi, and the NTV television network. Gusinsky is also chairman of the Russian Jewish Congress.

Russia's current prime minister is Yevgeny Primakov, who was promoted from his post as foreign minister in September 1998. During the final phase of the Soviet era, he headed the KGB intelligence and security service, and served as a Politburo member. Early in his career, he dropped the obviously Jewish-sounding name he was born with, Yevgeny Finkelstein.

Many other Jews have played major roles in Russia's governmental and political life in recent years, among them Alexander Livshitz and Grigory Yavlinsky, presidential chief of staff Anatoly Chubais, deputy prime minister Boris Nemtsov, and prime minister Sergei Kiriyenko.

Recently there has been considerable discussion among Russian intellectuals of a pointed appeal and frank warning to the Jews who now hold decisive power in that sprawling country. It was written by Eduard Topol, a gifted Jewish writer born in the former Soviet Union who now lives in the United States, where he has become a successful author. Among his English-language novels are The Jewish Lover (St. Martin's Press, 1998), Dermo! (Plume, 1997), Red Square (Quartet Books, 1983), Deadly Games (Quartet Books, 1983), and, Submarine U-137 (Quartet Books, 1983).

In his appeal, Topol urges Boris Berezovsky and the other Jewish magnates to forsake their lust for wealth and power, and start to show some concern for the Russian people who have suffered so much at the hands of these pitiless masters.

Here is the complete text of Topol's extraordinary "Open Letter to Berezovksy, Gusinsky, Smolensky, Khodorkovsky and other Oligarchs," translated for the Journal by Daniel Michaels from the text published in the respected Moscow paper Argumenty i Fakty ("Arguments and Facts"), No. 38, September 1998:

'Start To Love Russia, Boris Abramovich!'

It all started with a fax I sent to Boris Abramovich Berezovsky on June 26. It read:

"Dear Boris Abramovich! My publishers are of the opinion that the success of my books has been the direct result of the avid interest of Western readers in the actual personalities who have shaped contemporary Russian history: Brezhnev, Andropov, Gorbachev, Yeltsin and the people around them.

"I am now working on a book completing the Russian panorama at the end of the 20th century, and it is quite obvious that a writer can find no better a story than your phenomenal biography, and no better a main character in the flow of today's cataclysmic events in Russia than Boris Berezovsky. I hope that you will understand how important our meeting would be in helping me to describe the individual most affecting the course of Russian history at the close of the 20th century ..."

Just two days later Berezovsky received me in his "Reception House" at 40 Novokuznetskaya Street. In this private residence, restored in modern luxurious Russian style, the best trained secretaries served me tea while passing to Berezovsky telephone receivers and notes from various ministers and presidential administrators.

Responding to my thanks for granting me the audience at such a hectic time, Boris Abramovich commented with a faint smile: "You would be writing the book in any case ..."

I understood that my visit was somewhat imposed on him so I got right to the point:

"Boris Abramovich, the real reason for writing this book is this. As you probably know there is a television show called 'The Puppets.' Puppets of Yeltsin, Yastrzhembsky, Chernomyrdin, Kulikov, and others perform. But the main puppeteer is behind the scenes -- his name is Shenderovich. And in real life there are Yeltsin, Kiriyenko, Fedorov, Stepashin and the others. But the main puppeteer has a long Jewish name: Berezovsky-Gusinsky- Smolensky-Khodorkovsky, and so on.

"This is to say that for the first time in a thousand years, since the first Jews settled in Russia, we hold the real power in this country. I want to ask you straight out: How do you intend to use it? What do you intend to do in this country? Cast it into the chaos of poverty or raise it from the mud? Do you understand that a chance like this comes only once in a thousand years? Do you understand your responsibility to our [Jewish] people for your actions?"

Boris Abramovich responded with some difficulty: "Of course, as you see, financial power is in Jewish hands, but we have never looked at this from the point of view of historical responsibility."

"You have never discussed this matter among your closest associates?"

"No. We have taken note of the disproportionality and have tried to put a strong financial oligarch of Russian ancestry in power. But nothing has ever come of it."

"Why not? And, by the way, how did it happen that almost all the money in this country has ended up in Jewish hands? Are there really no competent Russian financiers? In old [Tsarist] Russia there were some exceptional Russian commercial figures -- Morozov, Tretyakov ..."

"You know," Boris Abramovich said, "of course there are some very competent bankers among the Russians. But this profession requires a second very important factor -- the will power to do the job. Because of our history Jews know how to lose and then get back up on their feet again. This is probably a result of our historical experience. But even the most talented Russians don't have this ability. They can't take the blow, and they're completely out of the game after their first loss. It's regrettable."

"Let's say that is true [I replied]. But now, it's so happened that we the Jews have all the financial power, while the government is run by half-Jews like Kiriyenko and Chubais. Don't you realize the full measure of danger to which we subject our [Jewish] people in the event of Russia's total collapse? Anti-Semitic pogroms could turn into a new Holocaust."

"That's out of the question," Boris Abramovich said. "Do you know the percentage of anti-Semitism in Russia today? It is just eight percent! And that has been scientifically verified!"

Boris Abramovich, I am not going to publish at this time the entire content of our two meetings. There's no purpose in that. But in the two months that have elapsed since we first met, Russia has fallen into the financial abyss and is now but one step from the nightmare of social madness. And neither you (I mean you personally) nor any of the other Jewish oligarchs recognize this as a Jewish tragedy. It so happened that with the collapse of the USSR and the breakdown of the Soviet regime, you were able to come closer to the threshold than anyone else. Talent, Jewish acumen, and will power have enabled you to secure this success and to multiply it. But if you think that this is your personal due, you are tragically mistaken. And if you simply assume that you were chosen by God to become a super-financier and a super-oligarch, you are committing a grave sin.

Yes, we are God's chosen people -- we really are the people chosen by Him. But we were not chosen for personal enrichment, but only for the purpose of leading the peoples of the world out of barbarism and paganism into the world of the Ten Commandments of civilization: Thou shalt not kill, thou shalt not steal, thou shalt not covet thy neighbor's wife ... And this process has not been completed by a long shot. Oh no! For that reason we have been given our talents, our acumen, quickness of mind, and that will power of which you are so proud. When each of us is up there, He the Almighty will not ask whether we have done well or poorly on Earth. He will only ask one question. He will say: "I gave you this talent. How did you use it?" Did you use it for the purpose I sent you, namely, to bring them into humanity, to civilize the people, to enlighten them? Or did you use My gift to fill your safe with a billion dollars and sleep with a million beautiful women?"

And we shall respond in accordance with the measure of the gift received, and our abilities to use it.

Of course, both you and I are atheists, Boris Abramovich, as are your fellow oligarchs. Therefore we do not fear punishment after death; we are above these childish and vulgar fears. As the people are wont to say "Don't teach me how to live, help me materially." All right, I will tell you quite materially. Let us forget for a moment the tens of thousands of Jews whom the new Russian Black Hundreds [Tsarist-era nationalists] will cut down in the first wave of pogroms, let us forget about their children and mothers. But even if, after having put them out of your mind, and you are able to fly out of Russia on your private aircraft, you will be finished. You will lose access to the levers of power and to the economy of this country; you will simply become refugees in a land with a foreign language. Believe me, for you this will be like death -- even if you have accounts in Swiss banks.

And because you still do not use your money, nor the gift God gave you for the good of this country and its people, the path you are following is suicidal.

And now let us remember, Boris Abramovich, all the other Jews and half-Jews living in this country. You know very well what happened in Germany when all German money fell into the hands of Jewish bankers, who were concerned only with power and multiplying their profits. Hitler appeared and it culminated in the Holocaust.

Today new Russian black shirts [nationalists] and fascists are rising up around you on the fertile soil of Russian misery. And if you want to know how this will end, watch the films of Auschwitz and look into the eyes of the children standing there behind the barbed wire. And the Germans were a highly civilized, great European people. Not one of their poets said: "A German uprising is frightful, senseless, and merciless."

So, do you seriously believe that in Russia today only eight percent of the people is anti-Semitic? Or do you really believe that pogroms are merely historical phantoms, anachronisms or, as you put it, "It's out of the question."

In 1953 I survived a pogrom in Poltava [Ukraine]. It was during the time of the "doctors' plot," and real pogroms had already started in the Poltava Podole. After barricading themselves in their apartments, several Jewish families in the center of the city were unable to go out onto the streets for three days. And when they finally dared, they could read on their front steps: "Jews, we're going to paint the roofs with your blood!" Therefore I know and remember how easily it starts. Just give the destitute and the aggrieved a guarantee of immunity from penalty, and they will commit arson, rape, and steal anywhere -- in Poltava, Moscow, and even Los Angeles.

I was born and grew up in Baku [Azerbaijan], Boris Abramovich. I have a friend who was fantastically rich even during the Soviet period, at a time when you were living on 120 rubles as a [Ph.D.] candidate of science, and using your friend's one-room flat for your carnal pleasures. However, one day in the middle of the night his family woke him up and said: "Some people have come and want to talk to you." He got up, dressed and went outside. Two sobbing Azerbaijani women were standing in the entrance way. They said: "Leonid, help us. Our father has died and is in the hospital morgue, and the doctors are about to open him up [autopsy] before burial. But our Muslim law forbids it. We beg you, we beseech you -- stop them. Help us get our father's body back undisturbed!"

My friend went to the hospital and found the physician on duty, who also happened to be Azerbaijani. My friend said to him: "How can you, an Azerbaijani yourself, violate the laws of your own people. How can you bear it that I, a Jew, has come here to ask you to respect your own Muslim traditions?" He gave the doctor a bribe and ransomed, as it were, the body of the girls' father. It couldn't have been otherwise.

Those women knew who to turn to for help. My friend had a reputation in all of Baku for his acts of charity. Do you know how this favor was returned? Years later, when pogroms against Armenians began in Baku, my friend's fiancee, who happened to be Armenian, fled her home and hid in her grandmother's flat. He came for her to get her out of Baku. But on the way to the airport she said that she wanted to see her home again for the last time. "It's all smashed up, destroyed, I was there." "I don't care. Please take me there. I want a final farewell look at my home." He took her to her home.

The fence was broken, the garden torn up, the house had been torched and was destroyed. She walked about in the ruins and retrieved some family photographs and crockery that was still intact. At that very instant, an infuriated mob of pogromists entered the courtyard. One of her neighbors had informed them that the Armenian woman had returned. "Have you ever seen the face of an enraged mob?" Leonid asked me.

"They went directly at us. My fiancee stood behind me and I felt sure that we would be murdered. There were about two hundred in the mob. Their hands clutched hammers, pipe sections, clubs. I was carrying a pistol, but I knew that I would not even be able to get my hand in my pocket in time.

"Suddenly, at the last moment, when someone was already waving his club or pipe at us, an old man jumped out in front and shouted in Azerbaijani: 'Stop it. I know this man. He has always been good to us. I swear on my ancestors, all Baku knows this. He must leave here unharmed.' And, just imagine, the pogrom mob began to step aside and make a free path through which Ada and I could pass through to my automobile. We got in and left for the airport."

You are an intelligent man, Boris Abramovich. I'm sure you already understand why I've told the story about my friend. Every Jew should act in the same way. The money that God has granted us, whether during feudalism, socialism, or capitalism, was not in fact given to us, but rather it is to be funnelled through us to the peoples among whom we live. Only then will our riches truly multiply according to His will. And only then are we truly Jews.

Today, the people among whom we reside live in a calamitous state. Poverty, chaos, desperation, hunger, unemployment, and looting by officials and bandits alike prevail. Our beloved Russian women walk the streets. For God's sake, chip in a billion or two.

Don't act like a Jew. Help this nation along in its bloody transition from Communism to civilization. And don't just give money, contribute your brains, talents, skills, your God-given and natural acumen. Use all your strength, will power, position, and wealth to save Russia from total collapse and rid Russia of its Soviet-camp morality and ethics. The people you save will protect you from pogroms, and your mothers, your Jewish mothers, will wish you a quiet mazel tov.

Otherwise, another Klimov [a familiar anti-Jewish writer] will one day write a book called "Jewish Power" about how the Jews exterminated the Russian people. Do you really want that, all you Boris Oligarchovichs?

Some Reactions to Topol's 'Open Letter'

For reasons both historical and contemporary, relations between Russians and Jews are now so tense and emotion-laden that many Jews, both in Russia and the United States, fear that Topol's appeal will promote anti-Jewish sentiment among Russians, and could even provoke new pogroms.

The nationally-circulated New York Jewish weekly Forward (October 9, 1998, p. 5) reports that the chief editor of the paper's Russian edition, Vladimir Yedidovich, suspects that Topol's appeal is part of an anti-Jewish conspiracy. Unnamed parties may have commissioned Topol to write the article, the Forward editor believes, to direct Russian wrath against Jews. "Doesn't it seem to you," says Yedidovich, "that the idea behind the article is a provocation of such a large scale that it simply could not have been born in a 'writer's lab' of even such a scandalous writer like Topol?"

Indeed, some Russians have already responded to the "open letter" with bitter but perhaps understandable anti-Jewish hostility. Writing in Zavtra ("Tomorrow"), the main opposition newspaper (No. 40/ 253, Sept. 6, 1998), Vladimir Bondarenko comments:

This [open letter] is not a Russian-Jewish dialogue. This is an argument between Jews on how best to protect Jewish interests. Personally I have nothing against Eduard Topol in this matter. Every true patriot is naturally concerned foremost about his own people. But, why on Earth does a Russian mass-circulation newspaper, rather than, say, Tankred Golenpolsky's Yevreyskaya gazeta ["Jewish Journal"], publish this Jewish-Jewish argument?...

I can see only one good thing in this, and that is that it is time to do away with censorship concerning the Jewish question. Because Argumenty i Fakty has seen fit to raise the question of Jewish domination of our government and of Jewish financial power in our country, it is long since time to have a normal, open Russian-Jewish dialogue on these most sensitive topics in all of Russia's major newspapers. If today the Jew Topol can discuss these problems, the Russian Klimov should have the same opportunity ...

Arrogance, Jewish racial arrogance permeates Topol's article ... He is convinced that the Jews should rule the world ...

Topol is patently wrong when he says that this is the first time in a thousand years that the Jews have had real power in Russia. Lev Trotsky's power in 1918 far exceeded that of Berezovsky today. Jewish commissars and Cheka agents at that time determined almost everything in this country for an entire epoch. That was in fact the first attempt at totally remaking the Russian Orthodox mentality ...

Topol does not conceal the fact that both he and Berezovsky are atheists. For this same atheist writer to refer to himself as chosen by God shows he knows nothing about his own history or religion ... The Jews still argue among themselves as to whether Jewry is a nationality or a religion ... And just what is the relationship of adherents to Judaism to modern civilization and, more specifically, to Christian civilization?... Christ came to the Jews, but they rejected him. Jews do not accept Christ, and are still waiting for their Messiah. But because they have rejected Him, they are no longer the chosen people ... What does Eduard Topol mean by the expression "chosen by God," and into what civilization does he want to force the Orthodox Russian people? We don't need your services to civilization. We understand your fears perfectly. For the financial suffocation of Russia, for the cold and the hunger attributable to Berezovsky and his ilk, [you fear that] the dispossessed, tormented people might take their revenge on your innocent fellow Jews. However, you will not be saved merely by the Jews assuming a more humane attitude to the Russian barbarians, as you propose, but only when your fellow Jews, especially those in power, have adopted a sincere respect for Russian civilization, Russian culture, and Russian traditions. Long ago it was said that "he who comes to us with the sword, shall perish by the sword." [All the same,] the experience and knowledge of Russian Jews who really do consider themselves a part of Russian society is always beneficial for the rebirth of our great nation.

Also writing in the weekly Zavtra, Vladimir Galushin notes that if a piece like Topol's open letter had appeared in the patriotic Russian media, one could expect it to be widely condemned as anti-Semitic. But given that Jews themselves acknowledge that they do indeed control Russia today, this fact cannot be refuted or discounted. Galushin sees elements of a "Jewish fascism" in such writings. This fascism is manifest in the small group of oligarchs who want to rule Russia. Fascist philosophy, he contends, means the racial superiority of one group over another, the ideology of power over other countries, even over the world. When the Yeltsin government and the Western media express fears of fascism in Russia, Galushin argues, it is not Russian fascism they should address, but Jewish fascism.

That's almost twice the decline in the income of Americans during the Great Depression of the 1930s.
Jewish power in Russia, Galushin continues, has resulted in millions of homeless children, widespread tuberculosis and cholera, a shortage of medicines, cheating retirees of their pensions, suicide in the armed forces, and the death of science. What do the Gusinskys, the Berezovskys, the Chubais, the Nemtsovs, the Kiriyenkos, the Smolenskys, the Livshits, and the Gaidars say about this? Millions of Russians have perished under their rule. Are the Russian people ready to judge these scoundrels for their crimes, Galushin asks.

And Viktor Trostnikov, likewise responding to Topol in an article entitled "The World Will Not Belong to You," states bluntly and unambiguously: "The world is still not yours, and it will never be yours, because Russia will never be yours."

It would be a mistake to suppose that such sentiments are highly unusual, or represent only extreme right-wing views.

The newspaper Zavtra is the voice of the nationalists who hold the great majority of seats in Russia's Duma (parliament). These include the deputies of the reconstituted Russian Communist Party, headed by Gennady Zyuganov, which has abandoned internationalism and orthodox Marxism-Leninism, and might be more accurately be called the "National Communist" party. In the Duma, "reformers" and those who support Yeltsin's government are in a decided minority.

And in addition to such periodicals as Zavtra, today in Russia there are scores of truly "extremist" publications that may aptly be described as fascistic or neo-Nazi.

Thus, Berezovsky's remark that anti-Semites make up only eight percent of Russia's population is off the mark. While this figure may accurately reflect the percentage of Russians who are openly hostile to Jews, the percentage of those who are covertly anti-Jewish, or who hate the (mostly Jewish) oligarchs, is certainly much higher.

In sharp contrast to the intense feelings expressed by such Russian writers over the catastrophic situation in their country today is the seeming indifference of American and German taxpayers who have unwittingly channeled billions of dollars and marks to the oligarchs -- who in turn have transferred this largesse to secret Swiss accounts. Who monitors the distribution of these billions through the World Bank, the IMF, the financial houses, and various banks? Who is responsible for this terrible injustice?'
