Russia Retaliates: Putin Reveals Sanctions Against Turkey
While many in The West had hoped for a "see, we told you so" strongman military response from Vladimir Putin, it appears the Russian leader has, for now, taken a more practical approach. The wide-ranging sanctions unleashed on Turkey (by its 2nd largest trade partner) include a ban on Turkish workers (with estimates that 90,000 will be fired by Jan 1 2016), restrictions on imported goods and services provided by Turkey, and scraps visa-free travel and bans charter flights (implicitly hurting a major part of Turkey's domestic industry). Finally, Putin calls for "strengthening of port control and monitoring to ensure transport safety," hinting at the fears many have voiced over whether Turkey shutting the Bosphorous in an escalation would be seen as an act of war.
Russian President Vladimir Putin has signed a decree "On measures to ensure Russian national security and to protect Russian citizens from criminal and other unlawful actions and the application of special economic measures with respect to the Turkish Republic," the Kremlin press office said on Saturday.
The decree introduces temporary ban or restrictions on import by Russia of certain types of goods, whose country of origin is Turkey, which are stipulated in the list determined by the Russian government (except the good imported for personal use in an amount permitted by the law of the Eurasian Economic Union).
The decree also bans or restricts organizations, which fall under the Turkish jurisdiction, from providing certain types of services in Russia, which are stipulated in the list determined by the Russian government.
In addition, employers and contractors of services which are not stipulated in the list determined by the Russian government, are banned, starting from January 1, 2016, from employing Turkish citizens who were not employed or contracted by such employers and contractors as at December 31, 2015.

Vladimir Putin signed a decree "On measures to ensure the national security of the Russian Federation and the protection of Russian citizens from criminal and other illegal activities and the use of special economic measures against the Republic of Turkey."

The text of the document:
In order to protect national security and national interests of the Russian Federation to protect Russian citizens from criminal and other illegal acts, and in accordance with the federal law of 30 December 2006 ? 281-FZ "On special economic measures" and on 28 December 2010 ? 390-FZ "On security" decree:
1. The authorities of the Russian Federation, federal government agencies, local authorities, legal entities, formed under the laws of the Russian Federation, organizations and individuals under the jurisdiction of the Russian Federation, in its work to proceed from the fact that in the Russian Federation input time:
a) prohibition or restriction of foreign economic operations involving import into the Russian Federation of certain goods whose country of origin is the Republic of Turkey, on a list established by the Government of the Russian Federation (except for goods imported for personal use to the extent permitted by law of the Eurasian Economic Union);
b) the prohibition or restriction for organizations under the jurisdiction of the Republic of Turkey on the implementation of (provision) of certain types of work (services) in the territory of the Russian Federation on a list established by the Government of the Russian Federation;
c) prohibition for employers, customers of works (services) are not included in the list determined by the Government of the Russian Federation, to attract to January 1, 2016 in order to work, works (services) of workers citizens of the Republic of Turkey who are not labor and (or) civil-legal relations with these employers, customers of works (services) as of December 31, 2015
2. Pause from 1 January 2016 in accordance with the Federal Law of July 15, 1995 ? 101-FZ "On international treaties of the Russian Federation", and paragraph 1 of Article 10 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Turkey on the terms of mutual trips of citizens the Russian Federation and citizens of the Republic of Turkey on May 12, 2010 action of the Agreement in respect of the journeys undertaken by citizens of the Turkish Republic, which are the owners of foreign passport, except citizens of the Republic of Turkey, who have a temporary residence permit or a residence permit on the territory of the Russian Federation and citizens of the Republic of Turkey sent to work in diplomatic missions and consular offices of the Republic of Turkey on the territory of the Russian Federation in possession of valid official and special passports, and their families.
3. The Ministry of Foreign Affairs of the Russian Federation in the established order the Republic of Turkey to send a notice of partial suspension of the Agreement, named in paragraph 2 of this Decree.
4. To establish that the tour operators and travel agents should refrain from implementing the citizens of the Russian Federation of the tourist product, include a visit to the Turkish Republic.
5. The Government of the Russian Federation:
a) define lists of goods, works (services) provided by subparagraphs "a" and "b" of paragraph 1 of this Decree;
b) to determine the list of employers, customers of works (services) provided by subparagraph "c" of paragraph 1 of this Decree;
c) to define the list of contracts concluded with organizations under the jurisdiction of the Republic of Turkey for the supply of goods (works, services) in respect of which special economic measures provided for in this Decree shall not apply;
d) adopt measures for the following:
- a ban on charter air transportation between the Russian Federation and the Republic of Turkey;
- strengthening of control over the activities of the Turkish road transport on the territory of the Russian Federation in order to ensure safety;
- strengthening of port control and monitoring to ensure transport safety Russian waters of sea ports in the Black Sea region, including the prevention of illegal residence and movement, and other marine vessels in the waters of Russian sea ports;
e) if necessary, make proposals to amend the period of validity or the nature of the special economic and other measures provided for by this Decree.
6. This Decree shall enter into force on the date of its publication and is valid until they cancel the special economic and other measures.

Well, it is a better response than a military one.
But it falls well short of a more productive reaction.
Instead of a “ban or restrictions” on the importation of goods or labor, the response should have been an excise tax of 5% to 10%.
With such a relatively small excise, it would have been difficult or impossible for Turkish firms to raise their prices for fear of losing market share to competitors; and most Turks employed in Russia would remain at their jobs.
This would have kept the goods and foreign labor in place; brought cash into the Russian government; taken cash from the Turkish government; and prevented many inconveniences to be suffered by Russians.
But we should not expect such from modern-day politicians; for, it would have been based on a long-forgotten principle: the imposition of taxes on those who make them necessary: one of the reforms I suggest in my book, The Lost Right, edition 3.5.

The former are not driven by the news cycle. They don't shout threats, they take the time to make a considered decision and then stick with it.
US political leaders (like most in the west) are full of puffery to capture the news cycle, it is careless, ill thoughtout except to get them through the next news cycle, and then there is no coherent, systematic planning to follow up, so nothing effective is done. It is a rolling series of pronouncements and erratic actions, so they not only stumble from one crisis to another but cause one crisis after another.
Good to see that Putin can hit Turkey where it hurts... in the money. This does imply that Russia has power. Good decision! Also, I'm certain Russia will smell better without the Turkish workforce and tourists.

At a casual glance, these seem like tough measures that ought to convince the credulous that he is really pounding Turkey for its perfidy.
But, assuming I understand this semi-translation correctly, a number of questions about all the loopholes arise.
1) First off, I have to ask why there are so many Turks working in Russia in the first place. Are these jobs that Americans, er um Russians, won't do?
2) If I understand this correctly, those Turks already in Russia and possessing valid labor cards are not going anywhere. The aristocracy needs their below-market-value maids, butlers, and landscapers even in Russia, so they are all exempt from the get-go.
3) Next, all those low-cost-basis Turks that are working various industrial or construction jobs seem to be exempt as well.
4) The ban on Turkish contractors is mere window-dressing. Any contracts held by Turkish companies will be hastily transferred over to quickly-built Russian front operations and the work will proceed. But, once again, I have to wonder why Russia has Turkey building ANYTHING inside that land of supreme happiness and engineering wizardry.
5) Since the actual ban only applies to new hires made after 12/31/15, I am assuming that the bribe factory over at the Labor Ministry is going to be burning the midnight oil and looking forward to a very happy new year after rushing through several million new applications between now and then. Hope they have a goodly supply of rubber stamps and ink on hand.
6) The ban on Turkish goods sounds serious except for the exemption about goods used for personal consumption. Don't know what Turkey exports to Russia, but it sounds like its a backdoor for EU wines, cheeses, and suchlike goods that will continue to flow to the apparatchiks dinner tables unimpeded.
7) The ban on Russian proletarian tourism (via charter flight) but not oligarch travel (via private plane or jetliner) in Turkey will help Russia with its FX drain almost as much as it harms Turkey's hotel industry, so I can see why this particular form of retaliation was applied. Get all the proles down to the Crimean beaches since they are no longer allowed to go to the destination of their actual choice, and slow their unpatriotic exchange of rubles for lira.
8) No ban on Russian sales of gas to Turkey also makes sense. The oligarchs would not like it very much if this one thing that could really sock it to Turkey were to be used as a weapon. Their bottom line is too fragile and Russia needs the FX too much to do this.
In short, this is the same sort of cynical, slippery, feel-good PR crap that Obama would offer were he in the same position, and his controlled media would be offering up the same sort of rigorously fawning analysis to cover his bare naked effrontery. Protect your oligarchs first. Push more business their way by blocking low-cost tourist destinations that compete with their newly-planned Crimean resort complexes. Keep the oligarchs domestic staffs safe and keep their tables stocked with forbidden delicacies. Keep their bloated construction contracts with the State humming along on the backs of cheap Turkish labor even while poor Ivan Doeski takes it in the shorts yet believes that this is all being done to help him.
One more thing: Look at all the Russo-trolls yapping about how Erdogan BETTER NOT CLOSE THE BOSPHORUS or else he deserves to get nuked. And, PS, Russia doesn't really need this access anyhow. These days, there's only one country that keeps bellowing about how it would be justified in using nuclear weapons on people who piss it off. But, since these guys keep pinky-swearing that the Bosphorus is not a big deal for Russian commerce or military movements, why are they so proactively declaiming that it is an absolute red line event if it happens?

Agree with much of that. But your comment on 6 misses the intent. The 'for personal consumption' means stuff a person is carrying when they arrive in Russia, not a class of imports. This is a normal phrase in customs documents in Europe.
The key here is that something seems to be being done on a wide front. OK a lot of it could be regarded as window dressing but it has been thought out. The tourist aspect will hurt as Russians are the second largest after Germany. Also there will almost certainly be a consumer boycott of Turkish products. The brand names were in the press the day after the shoot down. That will hurt too.
Russia really does need the Bosporus to supply Syria, the alternatives are horrific in terms of cost and time. Perhaps those who wanted this to happen thought that Russia would respond in such a way that Turkey would close it. A bit like expecting overt Russian action in Ukraine. Clearly slow learners.
I concur with your point about the personal consumption and that is why I tried to point out that the goods will continue to flow (via courier) to the wealthy who can afford to pay for people to shuttle small quantities into the country as opposed to those which are dependent on the regular markets, who will be totally cut off from such goods due to the presence of a middleman importer. The constraints of an already overlong post did not permit me to expand the concept to its truly necessary length.
The bottom line is that the aristocracy sacrifices nothing in their business or personal lives, while the ordinary Russian (and Turk) bears the brunt of this campaign. The poor underpaid Turkish worker in Russia is now doubly at risk. One disagreement with his patron and out he will go. No opportunity to find another job. Industrial semi-serfdom is making a comeback everywhere (including most so-called civilized societies)
I certainly recognize that there are times when societies need to make sacrifices for the common good-- but the society needs to go forward together and everybody needs to pay a price for that solidarity. This decree is clearly engineered to shield important interests from any sort of real pain.

Turks are not not doing cheap labor. They work in all sectors. Turks also represent a substantial group of investors in Russia. There are many factories owned by Turks. The Russian aristocracy as you call the elite of Russia do not use Turks, but mainly Philippine maids. This is a practice that started only during Yeltsin period and used by Oligargs with money. The real elite of Russia do all work by themselves. Even people at high position do not use maid and proudly care for their own children. The practice of using cheap maids is a western phenomenan started since the time of using african slaves. Russians did not build their nation with slaves.
