Update 3: High speed chase underway on freeway and reports of arrests made. This has culminated with a shoot out with the police, in which a black SUV probably belonging to the suspect has been perforated by gunfire with helicopter cameras showing that at least on suspect has been shot while an officer is also down after the suspect ran away.

As we previously noted,
Police are investigating a report of shots fired in San Bernardino. As CBS LA reports, San Bernardino Fire officials are reporting at least 20 victims and 12 reported casualties in a shooting in the 1300 block of South Waterman. Authorities are advising all motorists to stay away from the area around the Inland Regional Center, a center serving people with developmental disabilities in San Bernardino and Riverside counties.
The Inland Regional Center is a sprawling three-story center serving people with developmental disabilities in San Bernardino and Riverside counties. The non-profit private agency, whose site crashed due to traffic due to news of the shooting, employs nearly 700 people and serves more than 30,000 residents with developmental disabilities for ages ranging from infants to seniors 60 years and older, according to the center’s Facebook page.
Investigators were searching the building and have yet to clear it. Police said there were reports of one to three shooters involved.
Marcos Aguilera's wife was in the building when the gunfire erupted. He said a shooter entered the building next to his wife's office and opened fire.
"They locked themselves in her office. They seen bodies on the floor," Aguilera said, adding that his wife saw ambulances taking people out of the building on stretchers.
According to the latest update, police confirm three shooters at large wearing masks, body armor and armed with rifles.
The ATF and the FBI have arrived on the scene of the shooting.
San Bernardino is deploying heavily armed cops to universities, hospitals, and Planned Parenthood.
According to the latest news, the Waterman discount mall in San Bernardino, CA has been evacuated.

In the Western states no one is stupid enough to "collect" the guns. These operations are designed for the public to overwhelmingly call upon government to enact "laws of confiscation". My employer is a likely target for active shooter scenarios for various reasons. I'm on a regional safety committee at the employer. They also have a corporate "no guns" policy too, but its not explicit about firearms in vehicles. We discuss active shooter scenarios and how to be prepared in the event of one. I realized the other day that they might expect law enforcement to be immediately on scene and that EMS would be available right away, but EMS is trained to stage offsite and not approach the active shooter events which means anyone actually shot and bleeding out needs to be delt with by those on scene (other employees). I keep quick clot, suture kits, and all manner of other gear in my vehicle along with firearm(s) but its not enough for a full blown active shooter incident. It also assumes that I'd escape and be able to get to the vehicle without incident.
Anyone else consider active shooter scenario and how to respond instead of standing around with your hands up like what we're seeing in the live video feeds of this incident?
I suggest wifi in the car and setting up your office inside the vehicle.
I have made personal plans as well but I am the only one of more than 65 that has. I know the dangerous parts of the building and the places where I would stand a chance. Without a firearm, I wouldn't last long unless I made it to a secure area likely to be over looked. There is one area, very well protected that overlooks the main entrance that would be a perfect shot. However, I'm not much good with a pair of scissors. In any case, it's every man for himself and I won't die for those who think I'm an idiot.

I've lived my whole life in a state of preparedness. The boy scout motto is "Be Prepared" for a reason. I live in an earthquake prone area that could have serious problems in the event of a major quake. It can also experience flash flooding. There could be power outages, gas line breaks, and water main breaks that knock out very critical residential and commercial heating in the winter time. I'm not just prepared for an active shooter scenario, I'm living prepared for the events that actually happen in life.
Its not paranoia. Its a fact that bad shit happens and I'm not so simple minded to bury my head in the sand.

Some thoughts from long ago corporate experience in the third world-
1) Be careful what you write... "likely" puts your head on the chopping block if the shit ever hits the corporate fan.
2) Be careful what you do, both popo and military responding to hostilities often take a shoot first attitude towards anyone else with a gun.
That said,
3) The employer needs to invest in first aid kits stocked appropriately for "likely" medical issues, i.e. many first kits, tactically distributed.
4) Carry, or retrieve if you choose to go back, only what you need (see #3).
5) In addition to moar ammunition and a backup firearm, an investment in a bullet proof vest (and tourniquet) will increase your chances of survival if shot.
I worked for a company with over 100 employees and an insane CEO. He wouldn't buy first aid kits. No disaster recovery plan. Nothing. Wouldn't even stockpile a little food and water in case of an earthquake. Guy cared fuck all for his employees.
When I brought it to his attention he said, "Don't Worry" I'll take care of it. He seemed to prize himself as a force above nature.

On the other hand if your employer does not value your life as much as you do should you consider another employer? Also, a knife with 5in blade could be better than nothing. Study and practice concealment.

You could ask your employer to keep a gun safe on site with trained security guards.

Another EXTREMELY common event that is seen with events on a big scale is that the gov't is enacting a "drill" simulating the EXACT same event on the same day it occurs. So when they decide to perform a nuclear fallout drill near your local nuclear plant, I would be worried.
I was at the Mexico restaurant on Highland in San Bernardino a few weeks ago. I heard a pop pop pop pop sound. No one cared. I asked the security guard (Victor?) if that was gun fire. "Yes". No one cared. It goes on all the time.
Most of the rest of the country if you hear gun fire, you hear return fire. Not in California where every immigrant is weapon free.
