Update 3: High speed chase underway on freeway and reports of arrests made. This has culminated with a shoot out with the police, in which a black SUV probably belonging to the suspect has been perforated by gunfire with helicopter cameras showing that at least on suspect has been shot while an officer is also down after the suspect ran away.

As we previously noted,
Police are investigating a report of shots fired in San Bernardino. As CBS LA reports, San Bernardino Fire officials are reporting at least 20 victims and 12 reported casualties in a shooting in the 1300 block of South Waterman. Authorities are advising all motorists to stay away from the area around the Inland Regional Center, a center serving people with developmental disabilities in San Bernardino and Riverside counties.
The Inland Regional Center is a sprawling three-story center serving people with developmental disabilities in San Bernardino and Riverside counties. The non-profit private agency, whose site crashed due to traffic due to news of the shooting, employs nearly 700 people and serves more than 30,000 residents with developmental disabilities for ages ranging from infants to seniors 60 years and older, according to the center’s Facebook page.
Investigators were searching the building and have yet to clear it. Police said there were reports of one to three shooters involved.
Marcos Aguilera's wife was in the building when the gunfire erupted. He said a shooter entered the building next to his wife's office and opened fire.
"They locked themselves in her office. They seen bodies on the floor," Aguilera said, adding that his wife saw ambulances taking people out of the building on stretchers.
According to the latest update, police confirm three shooters at large wearing masks, body armor and armed with rifles.
The ATF and the FBI have arrived on the scene of the shooting.
San Bernardino is deploying heavily armed cops to universities, hospitals, and Planned Parenthood.
According to the latest news, the Waterman discount mall in San Bernardino, CA has been evacuated.

I recommed a 12 gauge with your favorite choice of penetrator slug or flesh ripping buckshot for situations like this.
Armor or no armor a performance slug will put someone down and the buckshot can score arm, leg, and head shots.

taofledermaus on youtube tests "exotic" 12 guage cartridges which can potentially punch through armour among other things. There's a couple of designs which fly straight, punch through steel plate and look reasonably easy to machine.
In a real firefight it's very common to go through 200 rounds or so, especially in a break-contact drill. To belabor the point a little more, in a standard break-contact, you will go through 1 full capacity 30 rd mag then tac-reload prior to even moving. Good luck conducting a successful break contact with a shotgun. You'll be toast. Velocity of a shotgun is just not fast enough to go through armor plates and in a real firefight a shotgun is shit. They've also got a ton of recoil making them unwieldly for follow-up shots. The only reason for a combat team to carry a 12 guage is for door breaching and shooting birdies.
Real experience recommendation: Get yourself a decent AR pattern rifle (don't need any fancy bullshit) with a good quality optic Eotech or Trijicon. Keep at least 12x 30 rd mags on a battle belt and you've got a start. If you're up against someone in body armor 2 words: hips and heads.

The latest reports I am listening to on KABC radio are that the police radio communications were heard identifing the first shooter down as a middle eastern female. They are assuming that the other two (or three) are also middle eastern. So the reporting is rapidly settling on terrorism.
Masks? Body armor? Bombs? Heavy weapons? Escape car? Does that look like a spontaneous dispute leading to workplace violence? The LA Times should be arrested for that one. PP should also be castigated for trying to blame pro-lifers. I have never seen such irresponsible reporting in my life and that is really saying something.

What is wierd is that this shootout is only about 2 miles north of the initial shootings. 4 hours later the perps are only 2 miles away? There were no road closures, freeway closures, there really wasn't much of a sense of urgency in terms of creating a peripheral zone to keep road traffic from flowing as normal and the bad guys from getting away. Local businesses and schools were locked down of course, keeping most people inside. Even the local radio douchebags John and Ken were noting that there was no sense of urgency at the initial site in regards to finding the perps, but their reasoning was the cops didn't want the perps to think they were on to them ??
As soon as the FBI came out on the press conference my skepticism increased 100 fold. Lo and behold a few hours later just a few miles away the suspects are down. They could have been in Las Vegas by this point, instead they are two miles away IN THE SAME VEHICLE? WTF?!

There are too many questions at this point to assume anything about this incident, contrary to the rush by politicians and pet media to paint it as evidence of the need to disarm law abiding citizens.
Adding to the confusion for innocent parties at the scene: many thought it was part of an active shooter drill. In that situation, any shooter could use the event as cover, and slip away after the killings.
Yet here we have 'suspects' on a leisurely drive hours after the event. Let's see if any of them live to tell their side of the story...
Any intelligent person would put their emotions aside, and start expecting fact based answers and forensics, rather than jump to conclusions or simply 'buy' what politicians are selling off the back of traumatised people, in my opinion.
