China Chokes As Beijing Issues "Red Pollution Alert" For First Time Ever

Just a week after Beijing's major literally had his head saved, thanks to a cold front which swept away some of the worst pollution ever, the city has raised the alarm once again.. but this time to a record level. For the first time ever, the municipal government has issued a so-called red pollution alert - imposed car bans and suspending schools - after acrid-smelling haze returned to the Chinese capital.

 

Beijing mayor, Wang Anshun, vowed last year, as JapanTimes reports, that if pollution wasn’t brought under control by 2017, he would cut off his own head and present it to the country’s leadership.

Time to sharpen up that ax again...

As Bloomberg reports,

Local authorities upgraded the air pollution alert to red from orange, effective from 7 a.m. Dec. 8 to noon Dec. 10, according to a statement on Beijing Municipal Environmental Protection Bureau’s official Weibo Monday.

 

Some industrial companies must stop or limit production, outdoor construction work will be banned and primary schools and kindergartens are advised to cancel classes, the statement said. Even healthy people should try to avoid outdoor activity and choose public transportation.

 

“The red alert shows the local government has stepped up efforts to protect citizens from pollution,” said Dong Liansai, climate and energy campaigner at Greenpeace East Asia. “It’s probably because of pressure from the central government.”

 

Clear skies aren’t expected again until after the smog peaks Wednesday, according to the China National Environment Monitoring Center.

 

Monday’s bad air, coupled with five days of hazardous pollution on Nov. 27-Dec. 1, raised fresh concern about the government’s ability to tackle air quality despite repeated statements from leaders that cleaning up the environment in the country is a top priority. Last week, the concentration of fine particulates that pose the greatest risk to human health rose to 666, more than 25 times World Health Organization-recommended levels.

But who was to blame?

The latest round of bad air was the result of “factory discharges and unfavorable weather conditions,” the state-run China Daily reported, citing National Meteorological Center Senior Engineer Xue Jianjun. China will strengthen inspections of polluting factories, Environmental Protection Minister Chen Jining said, according to China Daily.

 

China urged local governments to start emergency measures to cope with the pollution, according to a statement on the Ministry of Environmental Protection on Sunday. Emissions from automobiles are the main contributor to Beijing’s smog, the ministry said on Dec. 1.

Because who can blame them for weak economic performance when they are "saving the world... from its deadliest threat.

Actually, the Chinese do buy scrubbers for the smoke stacks, so they get their environmental subsidy.  However, they either never install them because they reduce efficiency, or they never maintain them because it costs money.

The scrubbers are all about optics since as was pointed out since they are never used or maintained properly nor does the government do enough verification of actual emissions.........it's commercial pollution, not vehicles that is the real cause of Beijing's daytime eclipse.

I stand on the crosswalks over the busy intersections in China and just watch the traffic with amazement.  I'm equally amazed that my Chinese associates, do not find it as entertaining as I do.   Watching cars, busses, scooters, taxi's of all shapes doing whatever they want, going whichever direction they want...comical.

I turn to my friends and say "what this guy is doing (as I point to some dude making a crazy left hand turn) can't be legal...is it?"  They laugh, and say, there are rules, but no one cares.  "This is China" they tell me.  There is zero enforcement...you will NEVER see anyone getting a ticket for any violation.  

Then, the driving habits become...you must cheat, because everyone else does, and if you don't you will never make your left hand turn, or right hand, etc.

The same is true with smog laws.  It's the culture of 'rules don't really matter'.  It's not unique to China...but when you put 10 to 20 million people in the same city...it starts to matter.  a lot.  It's not like they live in a village anymore where it didn't really matter if you burned your trash.  Now...it matters.

While I'm at it...I KNOW there are laws against just dropping your kids pants and letting them shit on the sidewalk...then just walking away as if you sneezed.  But...everyone just ignores the mother.  This is disgusting and I'd almost rather them enforce this rule than smog rules.

On different note, the solar panels to reduce emissions won't work well ithis weather. About 1/3 of Chinese hot water is from residential solar water heaters.  There are a lot of cold showers in Beijing right now :-(

Are there laws prohibiting it? Mrs. Stengel and I would see grandmothers letting little kids piss on the floor inside our apartment building. We would get on an elevator and see a little yellow puddle on the floor. We adapted to most everything else but kids pissing on the floor was more than we could assimilate. Maybe it will change if the IMF/BIS tells them they have to fix this before they can be a reserve currency.

I saw the kid shitting on the middle of the sidewalk thing in Jiangmen, a "smaller" (only about a million people) city abouot an hour out of Guangzhou.  Absolutely disgusting place.  I was with my brother-in-law (ethnic Chinese from Singapore but a US citizen now) and we're walking down the street when this kid just up and squats and puts out a load in the middle of the sidewalk.  And the people the kid is with are encouraging him to do it.  We look around and no one is complaining or even suggesting the parents (assuing they were the parents) should pick it up.  Utterly disgusting.

And for people who think the outdoor pollution is bad, try going indoors, even to many upscale restaurants.  Smoking is not prohibited in many restaurants in China.  If they happen to have low ceilings, the air inside looks just as bad as some of the pictures posted in this article.

I've been to half a dozen cities in China.  I would love to visit more because of the history and the scenery that's there.  But I told my wife, and she agrees, that unless behavior and hygiene improve there, it's just not worth it to visit China again.

However, the fix is alreadyin place--the massive declien in the US economy and global economy. look how much truck traffic has been cut. How much manufacturing has been outsourced (so we are the cause of hte problem in China)

China has been exporting a lot pollution .Do people really think that somehow it all stays in China.Even in diluted form it will it will fuck up the rest of the world.

Really? Did we "fuck up the world" 35 years ago? If stats are correct the average age has increased since the 1970's. I'm not saying it doesnt suck but it is also a handfull of cities that look like this, it's not as if this is representative of all of China.

Agreed.but not too fast...our local government here on Vancouver Island would love to BAN indoor woodstoves...they've already banned all outdoor bonfires or burning PERMANENTLY
