The IMF Just Entered The Cold War, Forgives Ukraine's Debt To Russia

Tyler Durden's picture

Authored by Michael Hudson, originally posted by The Saker, author of The Essential Saker: from the trenches of the emerging multipolar world,

On December 8, the IMF’s Chief Spokesman Gerry Rice sent a note saying:

“The IMF’s Executive Board met today and agreed to change the current policy on non-toleration of arrears to official creditors. We will provide details on the scope and rationale for this policy change in the next day or so.”

Since 1947 when it really started operations, the World Bank has acted as a branch of the U.S. Defense Department, from its first major chairman John J. McCloy through Robert McNamara to Robert Zoellick and neocon Paul Wolfowitz. From the outset, it has promoted U.S. exports – especially farm exports – by steering Third World countries to produce plantation crops rather than feeding their own populations. (They are to import U.S. grain.) But it has felt obliged to wrap its U.S. export promotion and support for the dollar area in an ostensibly internationalist rhetoric, as if what’s good for the United States is good for the world.

The IMF has now been drawn into the U.S. Cold War orbit. On Tuesday it made a radical decision to dismantle the condition that had integrated the global financial system for the past half century. In the past, it has been able to take the lead in organizing bailout packages for governments by getting other creditor nations – headed by the United States, Germany and Japan – to participate. The creditor leverage that the IMF has used is that if a nation is in financial arrears to any government, it cannot qualify for an IMF loan – and hence, for packages involving other governments.

This has been the system by which the dollarized global financial system has worked for half a century. The beneficiaries have been creditors in US dollars.

But on Tuesday, the IMF joined the New Cold War. It has been lending money to Ukraine despite the Fund’s rules blocking it from lending to countries with no visible chance of paying (the “No More Argentinas” rule from 2001). When IMF head Christine Lagarde made the last IMF loan to Ukraine in the spring, she expressed the hope that there would be peace. But President Porochenko immediately announced that he would use the proceeds to step up his nation’s civil war with the Russian-speaking population in the East – the Donbass.

That is the region where most IMF exports have been made – mainly to Russia. This market is now lost for the foreseeable future. It may be a long break, because the country is run by the U.S.-backed junta put in place after the right-wing coup of winter 2014. Ukraine has refused to pay not only private-sector bondholders, but the Russian Government as well.

This should have blocked Ukraine from receiving further IMF aid. Refusal to pay for Ukrainian military belligerence in its New Cold War against Russia would have been a major step forcing peace, and also forcing a clean-up of the country’s endemic corruption.

Instead, the IMF is backing Ukrainian policy, its kleptocracy and its Right Sector leading the attacks that recently cut off Crimea’s electricity. The only condition on which the IMF insists is continued austerity. Ukraine’s currency, the hryvnia, has fallen by a third this years, pensions have been slashed (largely as a result of being inflated away), while corruption continues unabated.

Despite this the IMF announced its intention to extend new loans to finance Ukraine’s dependency and payoffs to the oligarchs who are in control of its parliament and justice departments to block any real cleanup of corruption.

For over half a year there was a semi-public discussion with U.S. Treasury advisors and Cold Warriors about how to stiff Russia on the $3 billion owed by Ukraine to Russia’s Sovereign Wealth Fund. There was some talk of declaring this an “odious debt,” but it was decided that this ploy might backfire against U.S. supported dictatorships.

In the end, the IMF simply lent Ukraine the money.

By doing so, it announced its new policy: “We only enforce debts owed in US dollars to US allies.” This means that what was simmering as a Cold War against Russia has now turned into a full-blown division of the world into the Dollar Bloc (with its satellite Euro and other pro-U.S. currencies) and the BRICS or other countries not in the U.S. financial and military orbit.

What should Russia do? For that matter, what should China and other BRICS countries do? The IMF and U.S. neocons have sent the world a message: you don’t have to honor debts to countries outside of the dollar area and its satellites.

Why then should these non-dollarized countries remain in the IMF – or the World Bank, for that matter. The IMF move effectively splits the global system in half, between the BRICS and the US-European neoliberalized financial system.

Should Russia withdraw from the IMF? Should other countries?

The mirror-image response would be for the new Asian Development Bank to announce that countries that joined the ruble-yuan area did not have to pay US dollar or euro-denominated debts. That is implicitly where the IMF’s break is leading.

The Fed is looking for more Treasuries to buy. Treasury shortages is what caused QEs nominal end according to Zero Hedge commentators. US Government may be ceding that half of the world to China and Russia (EU and India?) and is going to concentrate on the Americas.

I always imagined the currency wars as each nation having a central bank in control of one of the city-spaceships from "Independence Day", firing on the cities of their own countries. The one who destroyed their country the fastest wins.

The west or really the US is doing everything they can to get into some type of war with a nuclear power.  What is wrong with the US, they want war so badly with Russia.  I think they know the economy is getting close to imploding and they need to get something kicked off to blame that for the economy imploding.

He could, just as easily, counter with a speech, "They want you to freeze to death. Disgusting and infantile. I can not allow our Ukraine brothers to die in the cause of Western politics, so I have asked Gazprom to not only forgive debt, but extend low-interest credit for an additional billion rubles to see you through coming winter. Stay warm, my wayward friends."

You obviously didn't get the memo either. The Vatican was infiltrated and compromised by Jews and crypto-Jews centuries ago. There definitely is a strand inside the Vatican working on behalf of their good friends the Jews, and seeking to promote the New World Order, whatever that overused term is supposed to mean. However, there is also another strand inside the Vatican, the predominant strand, which seeks a true global order, an order that is the friend, not enemy, of the people.

Peddling this line about "the Vatican" working on behalf of the NWO is easily done; what's much harder is presenting the evidence. And no, a few hundred or a few thousand clerical sex abusers out of a total priest population worldwide of 412,000+ is not evidence of anything. The evidence for Jewish infiltration of the Vatican is, on the other hand, much stronger. Many so-called Catholics in France, Spain and Italy were in fact closet Jews, who converted just to avoid political (political, not ecclesiastical) persecution. Some of these made their way up the ranks over the centuries, and undoubtedly they operate at a high level in the Curia today. But it is lazy thinking to suggest the entire Vatican is in lockstep with these infiltrators and saboteurs.

Which is why, if China joins the IMF and its Ponzi SDR, China is multi-faced, self-serving bunch of Oligarchs, as this would stab Russia in the back -- all the while they're smiling, making a few positive sounds, and getting Russia's resources on the cheap.  Sorry, but until they lean further out the window, I no longer trust them.

Yes, I believe the Jews (and Israel) are being set up by the 'Zionists' (actually just psychopaths, wearing Jewish suits) to take the fall for the coming devastation. The blame for all this will fall on them; they will reap the world's anger...while the REAL NWO will institute the goal they've worked towards for centuries: total world control.

It's no coincidence that the last several heads of the FED have been Jewish, or that so many Jews head the banks. It also is no coincidence that Israel was created by these very banksters, and set up to be such a hotbed of world contention since its inception. When the banksters 'pull it', those at the top of this chain will sacrifice the Jewish people. They've been their punching bag this whole time. Remember, Kissinger is on record as saying "Israel will not exist in ten years."

'Zionism' is just the latest label for the psychopathic control matrix. The 'Protocols' existed long before the Jewish people existed.

The Brandon Smith everything is a New World Order Gambit cannot get it through their thick heads:  New World Order at its roots is Cabala, and further it is funded by double entry usurious private credit means.

The comment by Hudson says it alll:

The IMF move effectively splits the global system in half, between the BRICS and the US-European neoliberalized financial system.

Also, anybody who discounts Hudson is seriously deficient, this guy is usually spot on.  There are only a few good economists in the world and he is at the head of the ranks.

Since new world order is Kabala using Jewish means as a central component, then new world order movements must be viewed through that prism.

Neither Russia or China are on-board - they aren't Jewish or under the influence.  Russia has been innocluating themselves regularly.  China is yet still in play, but ultimately they have NOT GOTTEN RID of their sovereing state banks.  China state banks are a huge tell.  Also, AIIB came into being easily as many western countries want to escape the empire.  China was surprised by AIIB.

So, what controls Western empire:  It is western Capital markets and double entry credit.  When you go to the bank to take out a loan, you are hypothecating new credit.  The debt insturment can be held locally, but usually it is on sold to other banks and/or finds its way to capital markets.   Credit Markets and TBTF banks then are at the top of control pyramid as they hold debts.  The government does not make money, it borrows it from private banks of the private banking system.  The same TBTF banks and Creditors then hold government debts.

Smith followers listen carefully: For a debt instrument to be paid off, it has to be paid by its former credit.  It's former credit needs to find its debt instrument to then satisfy the contract.  If all debts are in dollars, then easy enough for a dollar to find it.  If the debt is denominated in Ruble, then it has to go through conversion of exchange rates.

World cabala bankers are hidden stock owners of TBTF banks, and they want to be able to put the worlds physical assets on their books to then make credit as money.  Even more so, they want YOU to take YOUR assets and put them on their books VOLUNTARILY as a slave.

This is the new world order, where everything is one money type (private credit), or easily converted moneys, controlled by the same crowd.  Thsi money type is to be PRIVATE BANK CREDIT at its source.

China still has its state banks, and Russia has been looking carefully at their central bank, especially with capital controls.  The one world narrative fomented by Brandon Smith crowd is NOT OPERATIVE.  SMITH crowd will have to try harder now that HUDSON is telling them they are full of shit.

The IMF move effectively splits the global system in half, between the BRICS and the US-European neoliberalized financial system.

There IS an East/West Schism.  Russia IS protecting its own natural assets (even in the artic).  Russia DID kick out its mostly Jewish Oligarchs.  The Harvard Boys (J) did NOT get their way and dismemeber Russia into pieces.

China has manipulated the Yuan and stolen Western Business.  China has kept their state banks.

All of these Russia China actions are NOT ONE WORLD ORDER moves.  The BRIC system invented by Goldman Saches ended up being co-opted and backfiring. Goldman is reducing their exposure to BRICs.

Third world countries hate the IMF and whisper their worries into Putin's ear on the sidelines at summits.

The NWO pyscho's could be defunded easily enough just by changing over to a sovereign currency.  With sovereing money and new debts are owed to your neighbors, who have saved their money to loan to you.  In one swoop, the NWO groups are defunded from making their usurious gains.

What you say about private bank credit and how the 'same crowd' plans to control money makes sense, and would be very easy if the new currency is to be digital, as expected. But to disagree about the East/West schism? You may be very well read, and know many particulars that I could not even fathom in my sleep, but this schism is NOT REAL. I'm not as well-read as you, at least not in economics, but I trust my intuition on this because I believe it takes more than simple left-brain logic to understand this whole scenario. A large part of what is going on is a SPIRITUAL WAR, a battle within duality...but I won't say any more here unless you really want some more clarification. Few here are open to such discussion, but if you're game I'll share what I know as well as good references.

Have you ever tried to assail Brandon on his own site, and ask him directly to comment on your observations? I post there often and he replies to all well-considered questions and criticisms. It is Alt-Market.com. I'd love to see what he has to say about your points; I'm sure he could address them better than anyone here. And I can assure you, he stays well within the realm of left-brain logic.

Look out for the UkroNazis to make one final attempt to recover Donbass around 19 December (Russian holiday?). The are bringing loads of hardware to the front (283 tanks, MLRS systems, howitzers). Assuming the forces did survive in enough numbers at the Russian border, would they stop or go all Turk? Biden and Nuland have both visited, so I guess the US has has said 'we will support you [to the last Ukrainian]' to the Ukrainian idiots. My guess, they would go full Turk.

Here's what someone currently living and fighting for Donbass said on Dec 2:

It's a rainy night in Donbass and that's a good thing. Two different sources high up in Army command have told me they expect the Ukrops will make their big attack when the ground freezes hard, which it will in the next few weeks, but at least not tonight. With all the shit going on in Syria and Turkey, it could be getting hot for a lot of us pretty soon, but at least not tonight.

The Ukrainians know that the Russians are going into holiday mode with New Year around the corner and Orthodox Christmas on Jan 7. The US delegation's visit to Ukraine does not bode well. Not at all. I think the US and NATO will try to press Russia on both the Ukraine front and the Syrian front simultaneously through their proxy armies in Ukraine and Turkey.

The US strategy is quite brilliant really - all it requires is a copy machine to print more US Treasury Notes, some banks to wire transfer funds, and then to find some stupid potatoe farmers and goat herders to die for America. Meanwhile, keep importing democratic voters into the US.

Provoked in Donbass, open up the warehouse and let the people of Donbass do most of the heavy lifting in kicking Ukie ass...

Show up out of nowhere and kick ISIS/CIA/Mossad ass in Syria.

Provoked by passenger shoot down. Wait.

Provoked by Erdogan shooting down Su-24, unmask Erdogan as the corrupt hypocrite he is, and in the process unmask the whole ISIS lie...

Provoked by IMF... lets see.

Provoked by Ukraine making another move on Donbass... lets see.

Asymetrical warfare is nothing if not really, really interesting (but scarey as shit).

If he does respond to these provocations, it will be out of nowhere, in a way not expected but quite effective.

Putin seems to have something the arrogant neocons lack, which is patience.

This Russian move to expose the IMF and force it to show its hand was done purposefully as to accelerate the geopolitical shift.

Dominique Strauss-Kahn being pushed out of the IMF a few years back was the US side trying to obtain full control over the IMF.

Pretty much the ame technique the US implied on the SWIFT institution in Belgium.

Europe doesn't even have access to its own servers which are ironically based in the US and has to rely on the US to look through the transaction data.

A lot of players in this game with a lot of interests. Seems like there is infighting in the US camps ultimately screwing each other over.

The demise of the Dollar is certain but the IMF could have at least been used as a tool of power.

Now this might not even work considering several countries will start to look for a new basket.

Part of the back and forth from DC is simple, not all of DC is owned by the Squid, I'm guessing 60% owned but those numbers are falling everyday. What we have is a shift in global power taking place, the failing USD, the rising Yuan in the fall of 2016, the IMF is also split and my guess has done this to move things along much sooner then later.

The Squid is out and perhaps a new system backed by hard assets will replace it, only time will tell but that's my collective bet. The Squid, 60% of DC, Israel, Saudis, the FED and of course the factions that control them (rothschilds, rockerfellers, warburgs and the like or ilk, are going down. Expect to see them try more false flags before the dust settles but to no avail.

I don't see it as a restart of the cold war with Russia. I see it as a "business competition".

Putin wants to be the prime provider of natural gas to Europe. The US wants multiple sources of natural gas to Europe.

The war in Syria is a "natural gas pipeline right of way" to Europe issue.  Qatar, Saudi Arabia and Israel want to sell their natural gas to Europe.

There are other reasons that the US is acting as it does. I believe that the root cause is that the US spends more than it produces and relies on the Federal Reserve to cover up the deficit by counterfitting US Dollars. The US must then try to force the rest of the world to use US Dollars.

The abolotion of the US Federal Reserve and outlawing of fractional reserve banking would cure 90% of the US foreign policy "excesses".
