Iraq Seeks To Cancel Security Agreement With US, Will Invite Russia To Fight ISIS

Tyler Durden's picture

Most Iraqis, be they civilians, military personnel, or government officials, do not trust Americans.

At a base level, that makes all kinds of sense. After all, the US did launch what amounted to a unilateral invasion of the country just a little over a decade ago, and when it was all said and done, a dictator was deposed but it’s not entirely clear that Iraqis are better off for it.

ISIS controls key cities including the Mosul, the country’s second largest, and security is a daily concern for the populace. The Americans are still seen - rightly - as occupiers, and Washington’s unwillingness inability to effectively counter ISIS has created a culture of suspicion in which most Iraqis believe the US is in cahoots with the militants for what WaPo described as “a variety of pernicious reasons that have to do with asserting U.S. control over Iraq, the wider Middle East and, perhaps, its oil.”

Some of the distrust, the US contends, is fostered by Iran. Tehran wields considerable influence both within the Iraqi military and in political circles in Baghdad. When Ash Carter announced that the US was set to send an “expeditionary targeting force” to the country to assist in raids on Islamic State targets, PM Haider al-Abadi flatly rejected the proposal, saying that “Iraq does not need foreign ground combat forces on Iraqi land." Abadi rejected a similar Pentagon trial balloon involving Apaches helicopters last month.

(Abadi)

Meanwhile, Tehran’s Shiite militias threatened to attack any US soldiers operating on Iraqi soil. “We will chase and fight any American force deployed in Iraq. Any such American force will become a primary target for our group. We fought them before and we are ready to resume fighting,” a spokesman for Kata'ib Hezbollah said. Similarly, influential Shiite lawmakers like the infamous Hakim al-Zamili have called on Abadi to seek direct military intervention from Moscow to expel foreign forces from the country.

Now, in the latest example of just how tenuous Washington’s grip on the region has become, the Iraqi parliament's Security and Defense Committee is calling for the review and cancellation of Baghdad’s security agreement with the US.

“The government and parliament need to review the agreement signed with the United States on security because the United States does not seriously care about its fulfillment,” committee member Hamid al-Mutlaq, a senior Sunni lawmaker told Sputnik on Wednesday. “We demand that it be annulled,” he added.

Who will fill the void you ask? You guessed it:

"Soon, a meeting [of the committee] with Prime Minister Haider Abadi will be held, at which we will propose cooperating with Russia in carrying out airstrikes against IS and in the fight against terrorism in Iraq," another committee member said earlier this week

Recall that this is precisely what we said would happen once we learned in September that Russia, Iran, Iraq, and Syria had set up a joint intelligence sharing cell in Baghdad.

It was clear from the beginning that Tehran saw an opportunity to consolidate its power in Iraq and preserve its influence in Syria by convincing Vladimir Putin that Russia could replace the US as Mid-East superpower puppet master by helping Tehran to defeat the insurgency in Syria and boot the US from Iraq once and for all. Moscow will of course get a warm reception from Iraqi lawmakers thanks to the fact that many MPs are loyal to Iran.

This makes sense logistically as well. Once the Russians and Iranians have retaken Aleppo (which admittedly is taking a while), they can push east towards Raqqa and from there, move straight across the border, effectively pinching ISIS between an advance from the west and Iran’s Shiite militias already operating in Iraq. Of course that will entail some measure of cooperation with the US, France, Britain, and, once in Iraq, the Peshmerga. It is at that point that Washington’s resolve when it comes to preserving whatever charade is being perpetrated in Raqqa will be put to the ultimate test.

In the meantime, it will be interesting to see how the US responds to a move by Baghdad to nullify the security agreement.

Washington knows it can land troops in Iraq by simply going through Erbil which is precisely what Turkey did last Friday. The KRG/ Barzani end-around serves to give the troop deployments a kind of quasi-legitimacy. That is, the Kurds control the territory and are self governing, so when Erdogan (and, soon Obama) drop troops in northern Iraq against Baghdad's wishes, they can claim it's not a violation of sovereignty. As we saw over the weekend, Iraqi officials aren't going to stand for it going forward although now that it's become clear that NATO and the Security Council aren't going to be any help (just as we said), Iraq's ambassador to the UN is striking a concilliatory tone, saying Baghdad will try to settle the dispute with Turkey "bilaterally."

It now appears that the stage is set for Baghdad to claim that the US, like Turkey, is illegitimately occupying the country (again). If Iraq nullifies the security agreement and moves to invite the Russians into the country, the US will be forced to either pack up and leave, cooperate with Moscow, or fight for the right to preserve American influence.

Decisions, decisions.

"According to the agreement" being the operative term, also under the terms of the agreement, the UN Security Council would be considered a "diplomatic channel" (it doesn't specify bilateral channels) - so if Iraq declares the US to be in violation of the agreement, and if the US (or its puppets) in the UNSC were to veto a resolution amenable to the Iraqi's.. they can simply declare the whole agreement null and void... there are also probably a ton of annexes and ancillary agreements to negate (any immunity for US forces appears to covered under separate agreement).  Then there is final clause of the agreement, "All cooperation under this agreement shall be subject to the laws and regulations of both countries." If the Iraqi Parliament simply passes a law outlawing possession of arms by Americans or something to that effect... the agreement is DOA.

Force all the Democrats out of Republican states and vice versa. Russia had a load of naval vessels taking part in a joint Indo-Rusian naval exercise. That has recently finished. I think some may stop off by Syria on their way home to let their crews take part in whacking ISIS. For some reason, Russia seems to be testing all its weapons platforms in real life combat situations. I guess it makes a good two-fer - training and whacking ISIS.

It is not just Iraq, so many populations are waking up to how America is behaving and this trend is not stopping anytime soon so go on Yellen raise interest rates and increase the distrust further.

If you scrutinise it closely there is nothing the USA can do to preserve itself now without growing more distrust through war or economic policy, or any other policy is it the same.

Guess who it will be?

Of course, their "next step" could fail...leading to a small breath of more local rule.   That has happened before.

The Iraqi people haven't had any reason to trust the U.S. in the last 20 years or so.

Many of them wanted the U.S. to help oust Hussein in '95, when he was at his weakest, and the CIA was helping to coordinate a coup. Clinton called it off at the 11th hour. So I don't blame the Iraqi people if they wonder out loud just whose side the U.S. government is on. We all know the answer to that one.

Hindsight being 20/20, they were better off under Saddam. Same with Libya under Qaddafi.

The people of Iraq and Syria are caught in a vise between some powerful entities, with all roads leading back to the City of London, NYC, DC, and Langley (among other bad actors).

After nullifying the U.S. agreement,

the best thing Baghdad could do is grant the Kurds their own State and qualify that the U.S. and its oil interests be removed by Erbil.

The Kurds want one thing, just like the Palestinians. Their own State.

Then, Peshmerga removes the Turks and the ISUS fucks.

Then, Kurds in Turkey fight for geographic annexation, or more PKK terror.

Then, Kurds in Iran do the same to create a greater Kurdistan.

Think about the domino effect.

Putin's former finance minister says the Russian government is running out of money

Russia's economic prognosis is dire.

Alexei Kudrin, who was Russia's finance minister from 2000 to 2011, said, that within the next few years, Russia's "reserve funds will be exhausted and they will have to raise taxes."

Kudrin was speaking in London on Tuesday at a Moscow Exchange conference.

He said one of the big problems Russia faces is servicing its social security payments, particularly pensions.

Kudrin said Russia would have to find a way to cut pension payments

LOL. This is probably true, but the US doesn't even have reserves. We have deficits, debt and taxes only being paid by about half the population. The average American can't even write a check for 5K, and Japan, Europe and China are possibly worse off. This is why this is but another minor move on the WWIII chess board. I wouldn't trust Kudrin on this, he is a FED / IMF style economist. Russian government has several funds and considering current 2016 budget it'll take 2 years to spend only one of them. Also government will get 90% of Russian CB profits instead of 75%.  In a few words - Russia is a profitable enterprise.

Before rising taxes Russian govenment can improve budget discipline and crack down on corruption. If you follow the news you'll see that these processes have been started around a year ago.

Kudrin is 'high oil price' type, look out for Glazyev for crisis type Russian economist.

Serious SF guys are getting out now that women and "others" are greenlighted for SF (it includes LOWERED standards).  They want out because they don't want the bullshit discharges and lawsuits after having a blemish-free career.  They risk their retirement benefits and all they've worked for over the years.  The "military" is being handed over to the equivalent of an eighth grade class when it comes to combat.  Obama made it that way, and absolutely on purpose.

If true, and I don't doubt it, many will die.  SF and especially special operations troops work in extremely demanding situations that have low tolerance for error of any kind.  Most of that tolerance depends on the flexibility, experience and composure of senior NCOs.  The way it will play out is: command will pretend this degredation hasn't happened, missions will fail, troops will die and be caputured.

Our foreign policy has been a disaster under Obama but even our domestic security is a joke and that is what probably is fueling the like of Trump as people are learing more whats really going on--for example a recent headline below. ASK YOURSELF--KNOWING THE AFGHANS HAD SOME OF THEIR OWN THAT WORKED AND TRAINED WITH WITH US IN AFGHANISTAN, TURN ALLIANCE AND OPEN FIRE ON US SOLDIERS, WHY WOULD YOU BRING THEM HERE AND PUT THEM IN A FREAKING WAR PLANE WITHIN OUR BORDERS--JUST PLAIN STUPIDITY (PUN INTENDED)

MOODY AIR FORCE BASE, Ga. — Officials say two male Afghan nationals being trained at an Air Force base in Georgia have gone missing.

In a news release issued Tuesday night, base officials said the two students didn't report on Monday to "their regular maintenance training" with the 81st Fighter Squadron at Moody Air Force base, located near Valdosta, about 230 miles south of Atlanta.

The release notes that the two men have been at Moody since February 2015 and "were screened prior to their arrival in the United States more than a year ago."

The release adds that federal authorities are searching for the students, who have been training "alongside American counterparts for the entirety of 2015 and do not pose any apparent threat."

Sadly, this situation is beyond saving". Like I said in my other post, everything now is a chess move. I now know what it must have felt like in Europe prior to WWI and WWII, when you can see the slow motion train wreck, but have no clue how to stop it. Perhaps the best hope would actually be ceding the ME to Iran and Russia. The only success we have had was keeping oil sales in dollars and that wall is slowly crumbling as well.

It is all chess moves. I agree. But this is chess whereby the rules are made on the fly.

Putin has a weak economy, his personal support is strong but support for foreign wars is quickly dropping. This will weigh on his personal popularity very soon. Add in the terrible economy, and Putins "chess moves" are few and fewer and known before he makes them.

For example -- the world needs less and less oil. Putins move is what?

The oil situation puts the US patch at risk and the several hundred billion in junk bonds and derivatives as well, assuming only in the billions. As an observation, you challenge a lot of the pro-Putin sentiment. I view this as less of a Putin-US chess match and more of a global calamity in the making. Every country that is a major player has serious problems with demographics, mis-trust of government, national debt, etc. I personally cannot deduce what the ultimate trigger and end result will be, because their are so many.

Also, some people talk about getting rid of Putin will be a good thing. Having lived in Russia and tought at the War College, I can say that ultra-nationalists and the extreme left would be likely replacements in the event of a true Russian collapse.

I don't see any reason for land operation by Russian troops - as in Syria, Iraq can handle their land just fine. With a little help.

P.S. Recently Putin asked minister of defence : Though it's luckily not needed now, could we install 'special' warheads on to Caliber cruising missiles? Answer was - yes, of course.

Hmm... I think Iraq is asking Russia for boots on the ground. Now, they may try airstrikes but eventually Baghdad will ask Russia for troops because as we all know, the Iragi army is ... um... not really up to much ...

Eventually every Russian troop on the ground will be thought of as a "crusader" by whoever the hell is in charge of Iraq -- and they will be targets -- and there will be casualities. Lots of them.

Now, "special warheads". So Putin is going to nuke who or whom? Iraq? Israel? The US?

Please. Putin will not risk WW3 for a bunch of bullshit out in the ME. Its not worth it and if he even thinks about it -- cooler heads in the Kremlin will take his toys away. Watch and see.

The USA ran out of 'money' many years ago.

Russia (and many others) needs a way to increase the price of oil.  So with Venezuela, Iran, Iraq, Brazil.... wonder what they can think up.....and of course the US drillers wouldn't mind an increase in oil price.

I kinda think that the common solution that suits them all will make the Saudi's nervous, who also are 'running out' of money.

If Saudi Arabia can look a few moves ahead they might see that their demise and civil turmoil will be the answer to the oil dilema.  Arab Spring in Saudi Arabia soon.... don't worry the US is practiced at betraying allies.  The great irony - Russia and the USA could end up on the same page with regard the future of Saudi.

Putin has power and influence over countries that come to depend on the Russian shield, but to call him a puppetmaster is to imply an equivlaence to the Empire's totally corrupt, blackmail and paid agent system of control - an equivalence for which we have seen no evidence.

Language is important, and a subtle but powerful tool through which the media and think-tank pundits can twist the truth into a lie even when they have to concede facts that contradict their narrative.  Tyler, you may think you gain credibility when you concede these subtle linguistic tilts but you only pull  your own punches.

The Muslims really only want us for our guns and money and beyond that the idea of being "friends" with Muslims is totally ridiculous. The Koran forbids Muslims from befriending non-muslims.

It's all about ancient religious tribal warfare. This is why they constantly play Russia against US and whoever wants to play ball. Notice how they accumlate a big pile of weapons and money from every sucker that comes through. Afghanistan is the best example of this. It seems we never read the directions before we play in the sandbox with the Arabs.

Christians for friends; they are friends of each other; and whoever amongst you takes them for a friend, then surely he is one of them; surely Allah does not guide the unjust people."

Qur'an (5:80) - "You will see many of them befriending those who disbelieve; certainly evil is that which their souls have sent before for them, that Allah became displeased with them and in chastisement shall they abide."  Those Muslims who befriend unbelievers will abide in hell.

Qur'an (3:28) - "Let not the believers Take for friends or helpers Unbelievers rather than believers: if any do that, in nothing will there be help from Allah: except by way of precaution, that ye may Guard yourselves from them..."  This last part means that the Muslim is allowed to feign friendship if it is of benefit.  Renowned scholar Ibn Kathir states that "believers are allowed to show friendship outwardly, but never inwardly."

Qur'an (3:118) - "O you who believe! do not take for intimate friends from among others than your own people, they do not fall short of inflicting loss upon you; they love what distresses you; vehement hatred has already appeared from out of their mouths, and what their breasts conceal is greater still; indeed, We have made the communications clear to you, if you will understand."  This verse not only warns Muslims not to take non-Muslims as friends, but suggests that that the rest of the world is out to get them and can't be trusted.

Qur'an (9:23) - "O ye who believe! Choose not your fathers nor your brethren for friends if they take pleasure in disbelief rather than faith. Whoso of you taketh them for friends, such are wrong-doers"  Even family members are not to be taken as friends if they do not accept Islam.  (There are harsher interpretations of this verse.  The same (ninth) sura advocates "slaying the unbeliever wherever ye find them").

Qur'an (53:29) - "Therefore shun those who turn away from Our Message and desire nothing but the life of this world."

Qur'an (3:85) - "And whoever desires a religion other than Islam, it shall not be accepted from him, and in the hereafter he shall be one of the losers."

Turkish forces in Iraq to impose: The Gas versus the water

https://elijahjm.wordpress.com/2015/12/08/turkish-forces-in-iraq-to-impo...

“Turkey expressed to Iraqi visitors it readiness to pay whatever needed to allow the Qatari gas pipeline to go through their country and up to the Turkish borders to feed Turkey with the needed energy, fearing further Russian sanctions. Since it is n longer possible to use the Syrian territory for this purpose, Ankara needs to create an alternative for Qatar pipeline in case the Kremlin decides to increase its economic punitive as a reaction to the downing of the Sukhoi Su-24 last month over the Syrian borders and the killing of the Russian pilot.

Ankara expressed willingness to release more water – or reduce it if necessary as insinuated – if Baghdad refuses to negotiate in order to resolve this crisis. Water levels on the Euphrates River flowing Eastern Turkey have already fallen more than half this year. As there is no international agreement for the Tigris with Iraq, the Llisu and Cizre dams on the Tigris (once concluded) and the Ataturk dam on the Euphrates can be regulated”.

In regard to Russia – Turkey relationship: “Russia has one condition to restore warmth to its relations with Ankara. A part form apologizing, on top of the condition is Turkey withdraw completely from the Syrian dossier and stop support for its proxy militias and cease all military and economical facilities offered to ISIS. Turkey is in need of the oil coming from ISIS occupied land and of the business exchanged with ISIS. Turkey is the first supplier to ISIS by all means. If Turkey cease this relationship, Russia is ready to put aside the Su-24 issue. The presence of the additional Turkish forces in Iraq today is a way to escape to an area where Russia is not operating. This can only be disturbed if Baghdad allows Russia to hunt down ISIS in Iraq as well. This is where Turkey will again have no upper hand”.

Criminal putin regime jailed peacful activist for his political stand against corrupt criminal putin regime. This is how criminal putin regime wants to spread fear in people never ever to doubt criminal putin regime crimes and never to stand up even as one man protest in public.

Russia: Peaceful activist sentenced under repressive new law must be released

Russia’s jailing of a peaceful opposition activist for violating the country’s new law on public assemblies is a shocking and cynical attack on freedom of expression, Amnesty International said today.

Ildar Dadin was sentenced to three years in jail by a Moscow court for repeated anti-government street protests. He is the first person to be jailed using the law, which was introduced in 2014 and punishes repeated breaches of public assembly rules.

“The shocking sentencing of Ildar Dadin shows that the Russian authorities are using the law on public assemblies to fast-track peaceful protesters to prison,” said John Dalhuisen, Europe and Central Asia Director at Amnesty International.

“This cynical move shows that compared to the drawn out criminal proceedings against peaceful protesters in the past, the authorities have now created a shortcut for imprisoning activists. It is more dangerous to be a peaceful activist in Russia than at any time in recent years.”

The recent changes to Russia’s draconian law on public assemblies criminalize anyone found to have violated the law more than twice within 180 days.

A solitary violation of the law, for example peacefully gathering without the authorities’ express prior permission, is punishable by a fine or up to 15 days’ administrative detention. Three such violations result in a criminal offence punishable by up to five years’ imprisonment.

Ildar Dadin’s first violation was protesting against the conviction of peaceful activists from the so-called Bolotnaya demonstration of 7 May 2012 in Moscow, for which he was detained.

He has since been either fined or detained four times for similar “offences”.

He has been under house arrest since 30 January 2015, when his last 15-day administrative detention sentence expired, and was only allowed to leave home to attend court hearings. Following today’s sentencing, he was taken into custody.

The judge at Moscow’s Basmanny Court sentenced Ildar Dadin to three years in jail, despite prosecutors having requested a two-year prison sentence.

“It is deeply disturbing that the Russian authorities have ‘legalized’ their own human rights violations and are now actively putting this into practice,” said John Dalhuisen.

“Ildar Dadin must be immediately and unconditionally released and Russia must repeal this repressive and unjust law.”

The Shiite Militias run bartertown. No one in the Iraqi goverment will admit it, but the political strength of the Iranian militias has reached the tipping point. The Americans in their Taj Mahal embassy must be shit scared right now (but they have a monster department store inside and all the beer and pizza you can eat so I am sure they are ok).

The Shiite Militias Run Barter Town and their best friends are Russia, Iran and China.

Right now in Iraq you have the militias setting up checkpoints looking for Turkish Nationals - and this is down south in Basra. If you are a Turkish businessman in Iraq now would be a good time to get the fuck out of Iraq.

And Yes Virginia, the Hate for Americans is real and growing every day as the country continues to struggle. Kidnapping is the only provider of jobs and the Iraqi government is paying bills as soon as they sell some oil, convert it to cash, and the Bank of Mellon releases their money.

I do think the US will threaten the Iraqis behind the curtain with freezing their assets if the US hasn't done that already. At which point, Al Abadi, if he were smart, would pivot to Russia and China.
