In Dramatic Reversal, US Vice President Biden Calls On Turkey To Withdraw Its Troops From Iraq

Tyler Durden's picture

It has been a strange two days for US foreign policy.

Earlier today we reported that in what amounts to a significant blow to the official US position over Syria, namely the multi-year demands to replace president Assad with a western puppet ruler, John Kerry on Tuesday accepted Russia's long-standing demand that President Bashar Assad's future be determined by his own people, as Washington and Moscow edged toward putting aside years of disagreement over how to end Syria's civil war."

"The United States and our partners are not seeking so-called regime change," Kerry said, adding that the focus is no longer "on our differences about what can or cannot be done immediately about Assad."

In a testament to the fact that mainstream media is beginning to understand just how weak America's negotiating position has become, AP offered the following rather sarcastic assessment: "President Barack Obama first called on Assad to leave power in the summer of 2011, with "Assad must go" being a consistent rallying cry. Later, American officials allowed that he wouldn't have to resign on "Day One" of a transition. Now, no one can say when Assad might step down."

Kerry also called demands by the "moderate" opposition that Assad step down before peace negotiations begin an "obvious nonstarter."

All of the above, some may say, makes the US presence in Syria, whether through CIA covert ops, commandos, or even the Islamic State, moot: after all, if the US has folded on an Assad regime change, then there is no longer any point in continuing the proxy war, which revolves around one key issue: regime change in Syria.

But then something even more surprising happened.

Earlier today, Islamic State militants launched an attack on a military camp in northern Iraq where Turkish troops have been stationed. According to officials and press reports, seven Kurdish peshmerga fighters were killed and four Turkish troops were injured in the bombardment and rushed to a hospital in Sirnak, a Turkish province bordering Iraq, according to Anadolu Agency. A Kurdish Rudaw news agency report suggested that two of the trainees at the camp were killed and six wounded.

Turkey’s general staff said in a statement that Katyusha projectiles fell into the camp around 3 pm local time. Turkish troops returned fire following the attack according to Turkish officials, who provided no further details. Additionally, according to a report by a Kurdish news website, the Slemani Times, over 70 Turkish soldiers went missing after the attack.

The attack on Turkish soldiers by the Islamic State takes place two weeks after the Turkish military deployed troops in northern Iraq without preclearance from Iraq in what has been seen by some as a military invasion of sovereign territory and has become a major stumbling block in relations between Ankara and Baghdad. While Turkey claims the troops had been deployed at the invitation of the Iraqi government, Baghdad denies this, describing Ankara’s actions as an “incursion.”

But while the attack on the Turkish soldiers by those they allegedly invaded Iraq to fight may be seen as oddly ironic, the real surprise is what followed shortly thereafter.

Moments ago, the office of the Vice President released a readout of a phone call Joe Biden had with Iraq's PM Al-Abadi. The stunning part is that in a dramatic reversion of the NATO narrative on Turkey's incursion in Iraq as justified, Biden just called on Turkey to withdraw from Iraq.

Here is the full readout of Vice President Biden’s Call With Iraq’s Prime Minister Haider Al-Abadi

The Vice President spoke with Iraqi Prime Minister Haider Al-Abadi yesterday following his December 14 call with Turkish Prime Minister Ahmet Davutoglu. The Vice President noted the recent deployment of Turkish forces into northern Iraq had occurred without the prior consent of the Iraqi government. Both leaders welcomed initial indications of the withdrawal of some Turkish forces and agreed this should continue, reiterating that any foreign forces can only be present in Iraq with the coordination and permission of the Iraqi government. The Vice President reaffirmed the United States' commitment to Iraqi sovereignty and territorial integrity and called on Turkey to do the same by withdrawing any military forces from Iraqi territory that have not been authorized by the Iraqi government. The Vice President encouraged continued dialogue between Iraq and Turkey to address any outstanding grievances in the spirit of mutual cooperation. Both leaders reaffirmed their continued commitment to the fight against ISIL in Iraq.

So first the US backtracks on its core long-running demand that "Assad must go", and now it has just turned its back on a key NATO-member ally and what is allegedly the biggest provider of funding and supplies (including Ford F250 pick up trucks) to the Islamic State, Turkey.

Perhaps if only Putin, Lavrov, and Kerry had more staring contests such as this one...

... in which the latter invariably blinks, the world's geopolitical conflicts would be promptly resolved.

Funny you said that because I was just thinking to myself recently that Putin has more respect for the American people than Obama does.  Putin's recent state of the nation address was the most level headed speech I've heard in a long time.  Makes American politicians sound like total whack jobs in comparison.

Kerry got his orders from Putin this week. Remove the Turkish troops or they will be destroyed. Then you can choose between supporting Iraq or Turkey in the inevitable war - and create a new enemy of the other country!

Seriously, none of this made the nightly news. None of it.

Why? My best guess is that the USA has just become the new France, i.e., we have surrendered before the war even started. (I know, I know, France is not so weak, but it's just a metaphor).

Something going on at the highest levels. We're backing off quickly from everything. Notice, no false flags for two weeks now. Rate hike produces gains on Wall Street.

Putin told Kerry, without any reservation, we will kick your ass and then invade your country... to liberate it from you. Our military has been gutted and would be ineffective, espeically in any war in which we are the "bad guys," and we have been for a long time.

Putin deserves the respect of the American people for brining down a corrupt regime. My thanks to Vlad the Great. I also believe that maybe Putin talked to Trump, who is definitely on a path to being the next president and has Putin's respect.

Whatever is going on, it's all well beyond anyone around here's pay grade, that's for sure, but, for now, I'm betting on things getting better for the average American, instead of the slow degradtion we've been subjected to the past 15 years. Lots more to this continuing story than meets the eye. Expect a couple of interesting news stories on the air in the next few days/weeks.

There is something very strange about this Qatari Hunting Story. Even Sputnik isn't up to speed:

http://sputniknews.com/middleeast/20151216/1031828239/iraq-kidnapped-qat...

In that province, there is really nothing out there except unmapped oil and gas deposits, lots of sand and....that's about it. ISIS isn't even out there in large numbers though I am sure they have their supporters in some pockets. For falcon buying and breeding the Qataris are better served going to UAE or even Pakistan for that....no need to drive into Iraq where Qataris are pretty much hated by everyone in Iraq at this point (Except ISIS whom they are supporting). Road access out there isn't brilliant.

Hunting in the Middle East - Royal Family Style

In the US/Canada people think of hunting as a pick up truck, a few dogs and some guns. In the ME when GCC Royals go hunting it is a small military manuever. If there are landing strips the vehicle of choice is the C-130. They will load up one (or more) C-130s with the trucks, the guns, and the hired help (ER doctor and nurses, cooks, cleaners, porters, etc.). Women, salukis (dogs), falcons and the men in the second plane. Usually an advance team goes in first to do a recce, establish security, connect with local liason, set up the tents, and make sure things are safe and in place for Plane 1 and then Plane 2. Tanzania, Kenya, Uzbekistan, Pakistan...all very popular places to go and with much better hunting and much safer than Iraq.

Visas in Iraq

All Visas in Iraq are reviewed by the Ministry of Interior and these days it takes a good 2-4 weeks to get a visa. You can bribe various people to get them in a day or two, but then you run the risk of getting clipped at the airport by the immigration police who are on the lookout for these irregular visas issued by various Iraqi embassies around the world. I suspect that the Qataris bribed someone to get permission and the MOI or someone in Baghdad got wind of the Qatari 'hunting trip'.

Private Aviation Operations in Iraq

Don't exist. The Iraqis are terrified of someone flying in a gunship to take over something. No private birds fly in Iraq. No way they would let Qataris come in on a helicopter or C-130. I would really be curious to know how they came into Iraq. Did they drive? 26 hunters = 52 Land Cruisers/Range Rovers PLUS logistics (water, food, medical, security, dogs, falcons)....so it would have been a convoy of about 70 Toyota Trucks  and Land Cruisers if they drove in.

Hypothesis 1:

The Qataris arrived in Iraq 'somehow'. Iraqi MOI found out they were there and did a quick inspection and rolled up in force. Kind of hard to miss a 50 vehicle ISF movement. If they found something illegal (large amount of money and/or weapons) then it makes sense they would detain the Qataris to interrogate them. If no issues are found or it is smoothed over as a diplomatic incident it will be quietly resolved. It is interesting that the Iraqi security liasons with the Qataris were released.

Hypothesis 2:

Someone in Baghdad sold out the Qataris and provided their grid coordinates, schedule and security protocols to the Militias and some Iraqi or Iranian militiamen kidnapped them. If this is the case....who knows what the outcome will be.

Eitherway, I bet the fuckers are wishing they had gone to Uzbekistan right about now - which is where they should have gone. You have to be barking fucking mad to go to Iraq these days unless you have proper security....even in Basra where kidnapping and crime is sky rocketing. Which begs the question: So, what was so fucking important that the Qataris would risk it?

Thu, 12/17/2015 - 02:14 | 6933948 dogismycopilot
dogismycopilot's picture

Here is the BBC slant on it. http://www.bbc.com/news/world-middle-east-35112774

And the bird the Qataris were hunting (ironically, it is a type of Turkey)

https://en.wikipedia.org/wiki/Houbara_bustard

I really don't understand this. Ubekistan is much better for these birds and then you can always land in Tashkent to hunt the really fun Birds (Uzbeki women).

From a security perspective, of course the Iraqi Security Forces that were with the Qataris didn't shoot at the 'kidnappers'. They are probably related by blood or marriage and if the ISF forces shot up some Militiamen you can bet that by the time the ISF troops arrived at home their wife and kids would be dead. The Qatari security advisors know this is the way it is in Iraq these days. So why would they take this kind of risk to go to Iraq?

ZH forgot this one:

http://www.military.com/daily-news/2015/12/16/us-air-force-begins-withdr...

US Air Force Begins Withdrawing F-15 Fighter Jets From Turkey

Twelve U.S. Air Force F-15 fighters sent to Incirlik airbase only last month to guard Turkish airspace and hit ISIS targets in Syria were suddenly flown back Wednesday to their home base in Britain, U.S. European Command announced.

Pentagon officials were quick to dismiss suggestions that the removal of the F-15s was related to ongoing tensions between Moscow and Ankara, or the U.S. effort to enlist Russia's support for a political settlement in Syria.

"I wouldn't read that into it, no," said Capt. Jeff Davis, a Pentagon spokesman. The F-15s were "expeditionary" and "this was never intended to be an open-ended, in perpetuity deployment," Davis said.

The redeployment of the fighters came amid a flurry of diplomatic and military-to-military activity in the region and with Russia on the campaign against the Islamic State of Iraq and Syria.

A day before the planes left, Secretary of State John Kerry was in Moscow for talks with Russian President Vladimir Putin ahead of United Nations Security Council meetings in New York Friday on Syria and U.S. efforts to ease out President Bashar al-Assad.

The fighters -- six F-15C air-to-air combat jets and six F-15E Strike Eagles -- began leaving a day after Defense Secretary Ashton Carter was at Incirlik on a USO holiday tour and met with Turkish officials on the side.

Pentagon officials also confirmed that the jets departed a day after Joint Chiefs Chairman Gen. Joseph Dunford conferred by phone with his Russian counterpart, chief of staff Valery Gerasimov, on the air campaigns being conducted by the U.S. and Russia in Syria.

It was the second time in two weeks that Dunford had spoken with Gerasimov, the officials said. Dunford and Gerasimov "exchanged views on the situation in Syria and the practical aspects of cooperation between the Russian Aerospace forces and the coalition, led by the United States, in the fight against" ISIS, the Russian Defense Ministry said in a statement.

Thousands Of Russian Troops Sent To Turkish Border Fort Russ - 15th December, 2015
Originally published at What Does It Mean on the 28th November by Sorcha Faal
*It was also reported here on the 14th December*
A stunning new Ministry of Defense (MoD) report circulating in the Kremlin states that President Putin, this morning, issued an order to the 58th Army Headquarters of the North-Caucasian Military District to immediately deploy “selected” regiments and brigades of Federation military electronic warfare, anti-aircraft, multiple rocket launcher, anti-tank, motorized rifle, and artillery forces to the Turkish-Armenia border—which in total comprises nearly 7,000 Russian troops now being put into full combat status.
According to this report, the legal authorization for this massive combat deployment is due to the joint Russian-Armenian missile air defense system agreement ordered to be signed by President Putin on 11 November and which will be finalized this week by Prime Minister Medvedev.
With Armenia now becoming a vital part of the Russian Joint Air Defense, this report continues, Federation military forces will now be able to counter threats from Turkey coming from that nations western border—which will mirror the air defense protections provided by Federation Aerospace and Naval forces on Turkey’s border with Syria that since being implemented this past week have seen both United States and Turkish aircraft completely cease flying missions against Islamic State terrorists in this war zone all together.    Important to note too about this Federation military deployment to Armenia, this report says, are that these forces will be protected, like their counterparts operating in Syria, with S-400 Triumf (NATO designation: SA-21 Growler) medium/long-range mobile surface-to-air missile systems and Krasukha-4 jamming platforms giving them near total air defense superiority over 85 percent of Turkish territory.

9 of the Qataris are now in Kuwait (sans their kit and cars I am sure). No word on the others.

The idea of Biden being allowed to talk to any head of state is truly frightening.

Many of today's best politicians blew their brains out on alcohol and cocaine 20 to 40 years ago.

Nobody wants to be in a room with them for more than 5 minutes.

Biden was a failed drug czar from the 80's and a washed up "lifer" Senator by the 90's.

It's going to be 2016 in a few days.

The conspiracy sites Infowars and Whatdoesitmean, have added additional details to explain Kerry's sudden turnaround in US policy towards Syria.  The main thrust of this additional information is to the effect that Putin and Lavrov presented Kerry with strong evidence that the US was secretly assisting ISIS in its attacks on Assad.  This would be consistent with traditional CIA methodology of contracting hoodlums and fanatics to do its dirty work.

Several consequences can be predicted:

The neocon propaganda machine in the US will embark on a campaign of defamation against Obama and Kerry.

The US will remove its planes from the Incirlik NATO base.

Proposals will be made to expel Turkey from NATO.

For the foreseeable future, there will be no possibility for Turkey to join the European Union.

Israel's covert support for Sunni terrorism will get more world media attention.
