State Of Emergency Declared In Michigan City After Lead Found In Children's Blood

Tyler Durden's picture

Submitted by Carey Wedler via TheAntiMedia.org,

The City of Flint has experienced a Manmade disaster,” said the city’s mayor Monday evening, as she declared a state of emergency over evidently staggering levels of lead in the city’s tap water. Mayor Karen M. Weaver has requested federal assistance to deal with the fallout from over a year’s worth of tainted water delivered to Flint residents and, allegedly, falsely declared safe by government officials.

In September, news broke that lead contamination was on the rise in Flint. Dr. Mona Hanna-Attisha of the Hurley Medical Center concluded that since the water supply switched from the Detroit system to Flint River in April 2014, the number of infants and children with elevated levels of lead in their blood had doubled, from 2.1% to 4%. While the rise seems small, it is statistically significant. Even so, Attisha warned:My research shows that lead levels have gone up. I cannot say it’s from the water. But that’s, you know, the thing that has happened.

The World Health Organization sayslead affects children’s brain development resulting in reduced intelligence quotient (IQ), behavioral changes such as shortening of attention span and increased antisocial behavior, and reduced educational attainment. Lead exposure also causes anemia, hypertension, renal impairment, immunotoxicity and toxicity to the reproductive organs. The neurological and behavioral effects of lead are believed to be irreversible.

The high levels of lead have been attributed to old pipes and plumbing, which researchers say rubs off more into Flint River water than it does other sources. Because the water itself is more corrosive than other supplies, it erodes the pipes it flows through, picking up lead along the way.

Flint River is one of the filthiest rivers in Michigan. Over the years, it has housed raw sewage, tires, old refrigerators — which residents have attempted to sift out — and lead. In spite of this, officials declared it safe to drink in April 2014, when they switched the supply to the tainted river.

The change was widely attributed to the city’s switch from Detroit’s water system to the Flint River under the leadership of the city’s previous mayor, Dayne Walling. The shift in supply was a result of failed procedures and negotiations to continue purchasing the water.

Shortly after the April switch, residents complained the water emitted a foul odor and was cloudy in appearance, but local and state officials insisted the water was safe. In spite of these assurances, in January 2015, MLive reported the State Department of Environmental Quality had “issued a notice of violation of the Safe Drinking Water Act for maximum contaminant levels for trihalomethanes — or TTHM — a group of four chemicals that are formed as a byproduct of disinfecting water.

These chemical byproducts are linked to cancer and other diseases, and presented a separate issue from the lead.

The water was so dirty that in October 2014, General Motors announced it would no longer use treated Flint River water at its engine plant out of fears it would cause corrosion.

Amid growing concerns, parents started buying gallons of bottled water to avoid the Flint River supply. Those who couldn’t afford it, as the Washington Post noted, “drank it straight from the tap all the same, knowing that they would be paying for it later. When it came to bathing, some slowly filled bathtubs with pots of boiled water for their children.

By October 2015, protests, petitions, and public outrage led Governor Rick Snyder to promptly switch the water supply back to the Detroit System, until Lake Huron’s Karegnondi Water Authority pipeline is ready for use. It is estimated to be operating by the end of 2016.

According to the governor’s press secretary, David Murray, an “action plan” created by Snyder amid the protests provides “free water testing, free water filters and the accelerating of corrosion controls in the drinking water system.

Even so, concerns over lead poisoning remain at the forefront of many resident’s lives. In November, a class-action suit representing tens of thousands of residents was filed against Snyder, the city, the state, and 13 other public officials. It claims that “For more than 18 months, state and local government officials ignored irrefutable evidence that the water pumped from the Flint River exposed [residents] to extreme toxicity. The deliberately false denials about the safety of the Flint River water was as deadly as it was arrogant.” The suit claims officials deprived residents of their 14th amendment rights by deliberately providing them with water they knew to be toxic.

The plaintiffs allege their health complications include “skin lesions, hair loss, chemical-induced hypertension, vision loss and depression.” Four families are described in the complaint, two of which say they ceased using the water and still suffered medical hardship.

Murray said the governor’s office disagreed with points in the suit but declined to comment further.

As a result of the apparent health ramifications, Mayor Weaver anticipates an increased need for certain services in the years to come. In her declaration of emergency on Monday, she argued increased learning disabilities and lower IQs caused by lead will require increased special education services, among other resources. She called for a Special Meeting of the Genesee County Board of Commissioners no later than this month.

Her declaration received mixed reviews from city councilmen. Scott Kincaid praised the move for alerting federal authorities of the dire situation. Josh Freeman, however, warned residents not to expect immediate change because of the mayor’s statement. “We need to find a way to actually fix the problem,” Freeman said. “This declaration does not [fix the problem].“

Either way, one sentiment remains consistent: As the class-action suit alleges, authorities “violated the constitutional rights of Plaintiffs and Plaintiff Class members by acting in a manner that shocks the conscience and was deliberately indifferent to the those constitutional rights, as well as to the health and well-being of the Plaintiffs.

Besides, they have an excuse. The water made them stupid, so they are passing the legacy on to their children.

Paveway, 40 years ago I started my career in the civil engineering sector. Worked a lot of sewer/water reconstruction jobs. Some of the water/sewer districts are privately owned although they bear the towns name. The cost of reconstruction is an enormous cost and there are still a lot of lead water mains and feeders out there. All one needs to see is the water/sewer entities maps (ask for the sewer map as it shows both water /sewer and note the date), look for symbol pb (lead), on the map...

A lot of older homes may older copper pipes that have high lead solder joining the copper pipes. Some inspectors ignore this, but the aforementioned is more important.

Then you can especially appreciate the need to actually repair and replace a lot of our infrastructure, which is way beyond overdue. Like third-world overdue. Sanitary and storm sewers, water, power... all of it is falling apart. I would have no problem with federal money going to real infrastructure projects - the more the better. That's kind of why I pay taxes.

Instead, you know Weaver is going to take all the clownbux she can and dole it out to a million useless government programs and social service agencies that have only the most tangential relationship to the problem. They will do ANYTHING to avoid actually fixing the problems - that's how they got into this mess in the first place. I'm sure some consultants will get that $100K grant they need for the lead-poisoned kid's "Delayed Development After School Song and Dance Therapy" program or a $175K study by some university to measure "The Impact of Social Engagement Eye Pattern Deviation in Lead-Exposed Populations."

But dig up those old, leaky lead mains leaching into the water? Provide cheap tests so people can see if their own plumbing is part the problem? Screw that - just buy less corrosive water and tell everyone there's nothing to worry about anymore. See? Fixed. Easy...

And last time I asked where I could get a map of the sewer system for a certain neighborhood, I'm sure they put me on a terrorist watch list. I'm surprised they didn't Taze me and put a few rounds into my neck right at the counter, then come to my house and shoot my dog. I didn't dare ask about the water supply. I don't know if that's just my city or what, but I would never go anywhere near the city offices again without a concealed lawyer and full body armor. They're real funny nowadays about 'curious' citizens.

I agree, but one can view them (maps) under the auspices of having possible construction work done (in areas where you have municipal sewer). The other main lead source are old underground high voltage lines. Those were run in lead pipe. In cases, new construction consisted of new manholes and PVC pipe, the old stuff was left buried in other instances the pipe was pulled.  What blows my mind is how they are so concerned about the bullshit about AGW that they forgot about the other problems such as a certain fire retardant (PCB's) that were used in everything from caulking, hydraulic oil, power transformers and as the non flammable oil used at steel mills everywhere USA. The clouds of steam covered large areas and the PCB molecule is a heavy one, that easily leached into water supples. If one digs down a bit and samples soil in those regions and have it tested, it will more likely than not show a positive.

One more item. the chemical now kniown as roundup. Timber companies used it profusely and in the agent orange form in many heavily logged states up till the late 80's. Since then many cases of (both male and female) breast cancer (and other issues) have been dominant in those regions. I willl add that when the PCB issue came to light those same companies holding timberland used "oil" to spray on the logging roads to keep the dust down. Those roads need to be bored and have the soil tested.

This is getting a bit out of hand....

Ain't Depleted Uranium, more like Purified Uranium (U238) in that they reduce one of the minority isotopes  U235 from .72% to .3% while extracting it for fissile material, it's still Uranium, not depleted at all, just the fissile U235 lessened. If they wanted to be more specific, they should call it Reduced U235 Uranium.  The definition of depleted is that it's all gone, which is not the case for their U235 extraction when it's only reduced from .72% to .3% in concentration, but since they don't mention that fact, and they let people assume that all of the uranium is gone, deplated (from  usage of the term Depleated Uranium), infering to the ignorant masses that what is being used for military purposes is benign.

They postulate that U238 is safe if you sit next to it, like in a tank with U238 armor or U238 tipped shells, but when those shells are used, the U238 perpetrator melts entering the target and  becomes aerosolized, the U238 particles to flutter in the breeze forever, their radioactive half life of 4 billion years, breathed in by animals and humans alike causing cancer and birth defects.  A health hazard for ever.

Aerosolized Uranium is present in Kuwait, Kosovo, Iraq, wherever the US and it's lackeys wage war (so possibly also in Libya, Syria, Somalia, Yemen, Afghanistan)

Alpha emitters like U238 don't penetrate the skin (don't injest it though, that alpha destroys cells)

Every smoke detector has some alpha emitter Americium

Don't sit beside Cesium though, it's a beta and gamma radiator (through the skin and the gamma needs heavy lead shielding to resist penetration)

Are tank crews worse off than going to the dentist for x-rays?  All radiation is bad and the more you avoid it, the better your chances are of staying healthy.

Really?  I stopped using the berkey fluoride filters because there was some weird precipitate in the water, despite my following their directions for flushing/break-in new filters.  In fact, I ended up doing about triple what they said should suffice.

Wed, 12/16/2015 - 13:36 | 6931147 MsCreant
MsCreant's picture

No precipitate now.

I will say this, I wondered if I over "conditioned" them by accident (too much fluid force for too long) because of excess precipitate and worried I had over done it and shortened the filter life. I did waaay more than triple. Even the other filters, I had to do more than the directions said. I know they are working right.

The death of empires, strange indeed.

Thirty years ago, Jerome Nriagu argued in a milestone paper that Roman civilization collapsed as a result of lead poisoning. Clair Patterson, the scientist who convinced governments to ban lead from gasoline, enthusiastically endorsed this idea, which nevertheless triggered a volley of publications aimed at refuting it. Although today lead is no longer seen as the prime culprit of Rome’s demise, its status in the system of water distribution by lead pipes (fistulæ) still stands as a major public health issue. By measuring Pb isotope compositions of sediments from the Tiber River and the Trajanic Harbor, the present work shows that “tap water” from ancient Rome had 100 times more lead than local spring waters.

Wed, 12/16/2015 - 11:59 | 6930602 Urban Roman
Urban Roman's picture

Not just the water, but the wine. If stored in lead-glazed amphorae, wine (because of its slight acidity) ccould pick up much more lead than the water in the pipes.

But of course, Rome really collapsed the same way all empires of conquest collapse. It ran out of other groups of people to loot and pillage and enslave. And it eventually became overrun with people from its victim-lands, who wanted Roman citizenship and benefits and such. A familiar pattern?

"Overpopulation in the United States will become THE single greatest issue facing Americans in the 21st century."

no

In the present economic model, can't decrease the population, there has to be consumers to buy product, food, housing, clothing, services, the economists just don't associate lack of jobs with lack of consumption, they are too busy devising ways to pad the bottom line for the Corporates.

If all those on food stamps or unemployed disappeared, that's a big chunk of GDP that would disappear from the ledger.

"Loss of jobs (and lower paying jobs) in the United States will become THE single greatest issue facing Americans in the 21st century."

Outsourcing jobs, outsourcing manufacturing are the greatest culprit to economic demise.

From article: "The high levels of lead have been attributed to old pipes and plumbing, which researchers say rubs off more into Flint River water than it does other sources."

Its not piping going into the houses? rubs off more into FLINT RIVER???? than it does other sources... Not sure how you got to where you are?? MORON.

When were they piping with LEAD pipes dude???? In the early 1900's when they knew not to use lead?? Are you fucking kidding me? Who was using lead for water piping ever? The Romans learned the hard way.. We didnt have to?

Do you think pulling drinking water from the River is healthy????  Ive got some bridges for sale cheap dude!  No one that I know of has used lead for water piping since before Columbus DUDE.  Thats how fucking stupid using lead for water piping is?

Although Im not 100% and there is only so much info in this article.. I would find it extremely hard to believe that there is water piping made of lead running to homes.. I understand they used lead solder for a while but they haven’t used it in years and most traces of it would be gone by now and as far as lead water piping Ive been in construction a long time and I have never heard of lead water piping....EVER.   I hear about it in jokes.

Looks like yet another "fiscal prudence" scam.  Apparently the Governor of Michigan has declared some sort of state of financial emergency in Flint, MI, as if some rhetoric, hocus-pocus, and if needed outright fraud can reverse the effects of declining Empire and global labor arbitrage, not to mention outrageous criminal industrial pollution that nobody is willing to hold anyone responsible for.

So to pretend to save money, Flint's managers signed onto a water pipeline project that hadn't even broken ground yet, and terminated their existing deal to buy treated Lake Huron water from Detroit.  To tide themselves over from the shutoff date on the Detroit contract to the beginning of supply from the under-construction pipeline deal, Gov. Rick Snyder's Tea Party financial alchemists decided to use Flint River water.

Apparently you can't turn lead into water any more than you can turn it into gold.  So much for Alchemy, quick fixes, and getting something for very nearly nothing.

No one will lose their job - no one will even get demoted.  Only in govt can you be completely incompetent, break multiple laws with impunity AND not only NOT get fired, but often get a bonus and a promotion.

Its not like lead poisoning is new.  They knew exactly what they were doing and did not care.  That is gross negligence. I am sure the goal was to stall/placate the population until some sort of solution could be found by just outright lying to them.  Not the first time govt has done this and its not the last.
