CISA Is Now The Law: How Congress Quietly Passed The Second Patriot Act

Update: CISA is now the law: OBAMA SIGNS SPENDING, TAX BILL THAT REPEALS OIL EXPORT BAN

Back in 2014, civil liberties and privacy advocates were up in arms when the government tried to quietly push through the Cybersecurity Information Sharing Act, or CISA, a law which would allow federal agencies - including the NSA - to share cybersecurity, and really any information with private corporations "notwithstanding any other provision of law." The most vocal complaint involved CISA’s information-sharing channel, which was ostensibly created for responding quickly to hacks and breaches, and which provided a loophole in privacy laws that enabled intelligence and law enforcement surveillance without a warrant.

Ironically, in its earlier version, CISA had drawn the opposition of tech firms including Apple, Twitter, Reddit, as well as the Business Software Alliance, the Computer and Communications Industry Association and many others including countless politicians and, most amusingly, the White House itself.

In April, a coalition of 55 civil liberties groups and security experts signed onto an open letter opposing it. In July, the Department of Homeland Security itself warned that the bill could overwhelm the agency with data of “dubious value” at the same time as it “sweep[s] away privacy protections.” Most notably, the biggest aggregator of online private content, Facebook, vehemently opposed the legislation however a month ago it was "surprisingly" revealed that Zuckerberg had been quietly on the side of the NSA all along as we reported in "Facebook Caught Secretly Lobbying For Privacy-Destroying "Cyber-Security" Bill." 

Even Snowden chimed in:

Following the blitz response, the push to pass CISA was tabled following a White House threat to veto similar legislation. Then, quietly, CISA reemerged after the same White House mysteriously flip-flopped, expressed its support for precisely the same bill in August.

And then the masks fell off, when it became obvious that not only are corporations eager to pass CISA despite their previous outcry, but that they have both the White House and Congress in their pocket.

As Wired reminds us, when the Senate passed the Cybersecurity Information Sharing Act by a vote of 74 to 21 in October, privacy advocates were again "aghast" that the key portions of the law were left intact which they said make it more amenable to surveillance than actual security, claiming that Congress has quietly stripped out "even more of its remaining privacy protections."

"They took a bad bill, and they made it worse," says Robyn Greene, policy counsel for the Open Technology Institute.

But while Congress was preparing a second assault on privacy, it needed a Trojan Horse with which to enact the proposed legislation into law without the public having the ability to reject it.

It found just that by attaching it to the Omnibus $1.1 trillion Spending Bill, which passed the House early this morning, passed the Senate moments ago and will be signed into law by the president in the coming hours. 

This is how it happened, again courtesy of Wired:

In a late-night session of Congress, House Speaker Paul Ryan announced a new version of the “omnibus” bill, a massive piece of legislation that deals with much of the federal government’s funding. It now includes a version of CISA as well. Lumping CISA in with the omnibus bill further reduces any chance for debate over its surveillance-friendly provisions, or a White House veto. And the latest version actually chips away even further at the remaining personal information protections that privacy advocates had fought for in the version of the bill that passed the Senate.

It gets: it appears that while CISA was on hiatus, US lawmakers - working under the direction of corporations adnt the NSA - were seeking to weaponize the revised legislation, and as Wired says, the latest version of the bill appended to the omnibus legislation seems to exacerbate the problem of personal information protections.

It creates the ability for the president to set up “portals” for agencies like the FBI and the Office of the Director of National Intelligence, so that companies hand information directly to law enforcement and intelligence agencies instead of to the Department of Homeland Security. And it also changes when information shared for cybersecurity reasons can be used for law enforcement investigations. The earlier bill had only allowed that backchannel use of the data for law enforcement in cases of “imminent threats,” while the new bill requires just a “specific threat,” potentially allowing the search of the data for any specific terms regardless of timeliness.

Some, like Senator Ron Wyden, spoke out out against the changes to the bill in a press statement, writing they’d worsened a bill he already opposed as a surveillance bill in the guise of cybersecurity protections.

Senator Richard Burr, who had introduced the earlier version of bill, didn’t immediately respond to a request for comment.

"Americans deserve policies that protect both their security and their liberty," he wrote. "This bill fails on both counts."

Why was the CISA included in the omnibus package, which just passed both the House and the Senate? Because any "nay" votes  - or an Obama - would also threaten the entire budget of the federal government. In other words, it was a question of either Americans keeping their privacy or halting the funding of the US government, in effect bankrupting the nation.

And best of all, the rushed bill means there will be no debate.

The bottom line as OTI's Robyn Green said, "They’ve got this bill that’s kicked around for years and had been too controversial to pass, so they’ve seen an opportunity to push it through without debate. And they’re taking that opportunity."

The punchline: "They’re kind of pulling a Patriot Act."

And when Obama signs the $1.1 trillion Spending Bill in a few hours, as he will, it will be official: the second Patriot Act will be the law, and with it what little online privacy US citizens may enjoy, will be gone.

What is also not widely know about that guy is that he had some form of family tie to either the CIA or the NSA.  From what I remember his father or an uncle (can't remember exactly) either worked for one of the alphabet soup agencies directly or was a high level contractor of some kind.  The bottom line is that Fuckerberg had a LOT of inside help in stealing Fuckbook from the two goyim at Harvard and then turning it into the monster it is today.

We have a governing body or government that acts independently of the people they "over see".  It needs to end soon.. The people need to take THEIR COUNTRY back.  

People need to understand this is not "Our" government anymore. Its a band of crooks that are continually trying to rip anyone they can off. Its become blatant. Its not fair to our children to let it continue much longer. 

Their approval is rarely over 10% meaning 80-90% of us think they SUCK! and DO NOT APPROVE! Its upside down.

That's why its imperative to vote out ALL members of the House at the end of their terms within the primary, and then vote for the least-financed Congressperson from your district for ONE term.  Voting in the primary really does count. The only alternative is violence. Can we at least try non-violence FIRST.

It was called the "Enabling Act" in the std English translation.  It gave the gov the power to rule by decree.

We don't call it 'rule by decree', rather many euphemisms, but it means the same. I do not believe there is anything Hitler could do with his power that our President cannot do with his right now, tho he may have to have his own man in charge of the agency.

Personal Freedom is DEAD in the Information Age.

The interesting thing is that our Congressmen keep passing these laws, without blinking an eye.  There must abe a huge "Dirt Dossier" on all of the influential people in Washington DC.  Don't tell me that the intel agencies don't collect this stuff. J. Edgar Hoover was a mastermind at keeping a secret file of dirty secrets about prominent Americans.  The current Massive Data Storage by the NSA is the greatest source of dirt in the world.  It can be mined in a million different ways.  Intelligence agencies around the world have all been doing this kind of stuff for a long time.  It's just that the Internet Age made it practical to spy on the entire country.

The interesting thing - NONE of this illicit data collection has been stopping terrorist attacks.  Case in point ... the San Bernadino shootings.  The perpetrators were not stopped by cyber data.  They were stopped by good old fashioned police work.  The police interviewed the shooting victims who were still alive.  And those victims fingered the primary terrorist .. he was a co-worker.  They knew him.  Good old-fashioned police work, talking with witnesses of the crime, was the primary method for solving the case.  I am 100% happy with the actions of the Police and the FBI in that case.  They were both highly efficient.  But it had nothing much to do with exotic cyber data ... just regular investigation. 

Computers are not making the world safer.  They only reinforce Power Structures.

Does this mean that what we don't know about Windows 10 is now legal?  What ever you do... do not, do not, do not ever use Viving security, worst corporation I have ever dealt with.  Worse then the old days of Blockbuster trying to charge you 300 bucks for a "missing" movie that you returned.  Worse then the old Sprint days when you would get a $400 bill that you did not accumulate. 

They are based out of Utah not too far away from where Israeli companies spy on you for the NSA.  Front company maybe?  Still fighting and threatening to sue them just to get them to close my expired contract, they robbed me of a year of service as well.  They even continue to charge when I have sent certified mail.  The system used to malfunction when I used it and call the cops and say someone was tampering with the console, bringing armed cops to the house.

 Either way, if you have to have security for some reason buy a dog and get together with the neighbors.  Having that crap in your house leaves you very vulnerable to being spied upon in your own home, it's like Google with microphones and door sensors in your kitchen.  There is something really wrong that company.

It should be legal to booby trap your house!

In the Parliamentary system of the UK, Parliament has no real restrictions on the laws it passes.  The rule of law is governed by Parliament.  There are few safeguards to prevent a Parliament from passing a bad law.

The USA Founding Fathers anticipated this and produced the US Constitution which holds the various branches of government to account for any legislation that is in violation of that Constitution.  The people of the US seem to have forgotten this. I am amazed that no one challenges Congress in court.  OTOH, the courts are now corrupt as well.  So forget everything I said.  Welcome to 1984.

I expect that discussing the novels I write set in the immediate pre-WWII era does quite nicely to divert Their attention, especially the winter and spring I spent researching performance of tanks, mortars, different makes of machine guns and anti-tank weapons.  Then of course there's my usual curiousity about medicinal and toxic herbs.  Just because most of them are most useful as garden insecticides, can't prevent them from raising a red flag.  Of course, the Chair of Toxicology used to always advocate a simple solution of nicotine in DMSO if you really wanted to kill somebody quickly and unobtrusively.  More difficult now that fewer people smoke, but it's amazing how highly smoking and being an asshole are correlated. 

Anyway, I used aconite in the novel.  It fit in with better with the decor of a pack of Transylvanian ulfhednar.  But I do so hope they've detailed some poor child to monitor my online activities.  I can provide him/her SUCH an education!

Principle versus law
To understand how evil controls people, it is necessary to understand the difference between principle and law.
A principle is a truth that creates freedom. A law is a lie that creates slavery.
Principles describe reality. They are knowledge that help you to make use of your world. Because of your intelligence, you recognize principles in everything you do. Every true thing you learn is a principle. The movements of your hands, which foods taste good, mathematics and empathy for a friend are all based on principles.
Laws are artificial ideas created by evil men to restrict the thinking and understanding of people. Laws mask themselves in authority so that they can impersonate principles. When people mistake law for principle their freedom is restricted. When people mistake truth for the ideas of authority, their abilities and their wisdom are diminished. This is the purpose of law.
An example of a principle can be found in thermodynamics. A liquid is cooler than a gas. This is a principle. Because this is a principle, it does not restrict us, but enables us. Using this principle, we can condense and expand a substance between gas and liquid to create refrigeration. With this principle, we have more understanding and more power. Principles are truths that create freedom.
An example of a law can be found in the culture of royalty. A commoner owes homage to the king. This is a law. Because this is a law, it destroys freedom and enslaves. Under this law, a person must neglect usage of their minds, their speech and their actions. They must believe that they are worth less than the king. Notice that unlike principle, there is no truth in law. It is entirely possible to disrespect the king, and therefore to break the law. Law must be enforced, because there is no truth in it. A law destroys freedom because it is a lie. A principle, however, creates freedom because it is knowledge.

the only privacy recognized in court is a reasonable expectation of privacy in your home.  

AND, while in this home, should you emit anything that leaves it (including escaping through walls and roof) it no longer belongs to you.  light waves, radio waves, wifi transmissions, cell tower stuff, thermal emission, etc.

AND google earth is already pushing the boundry of privacy outside your home.  pray google earth doesn't upgrade to thermal cameras, or hyperbolic sound.

Maybe we should go to the nudey bar.  I have some cash.  The good nudey bars give you free drinks which we will have plenty of.  We will throw a few bucks at the girls and a couple of bucks for the bartenders.  They have to make a living too.  Half drunk, we will go to the coin shop.  I will reach into my pocket and fumble around for my loupe.  I then find something of a defect and then announce that I can't pay full price but then ask "How much for everything you have?"

Why are we even fucking around?

Just one state has to lead the way.  If I were a governor, I'd have a vote to secede from the union and then instruct my state citizens not to file federal income tax returns.  The federal government is ahead of the curve in this, however, because a lot of the national debt they have incurred is from making states financially dependent on them.  Most states couldn't afford to secede.  That's why Quebec never seceded from Canada.

School in San Jose CA canceled a trip to see Santa.

A San Jose kindergarten class’s field trip to visit Santa was abruptly canceled this week, launching a Christmas controversy that has left a slew of hurt feelings and a planned protest in which parents will take their children to visit St. Nick anyway.

Sartorette Elementary School students were slated to walk to a nearby coffee shop on Friday morning to sip hot chocolate and sit on Santa’s lap, as they have for the past 10 years. But that tradition is over – at least for this year – after a Jewish mother said she didn’t want her 5-year-old daughter to participate.

Now, plenty of parents are mad at the woman, calling her out and unfriending her on Facebook. She says one parent volunteer shouted at her on Wednesday morning: "You’re the one who started the war on Christmas."

"This is not a Jewish issue for me," Talia said on Wednesday. "It’s an inclusion issue. We can’t spend five days on just one culture. That’s fostering intolerance. When Christmas is given the same time, or less time, than American holidays, like Veterans Day, then kids don’t feel as American."

Talia says her daughter is the only Jewish student in the class, which also comprises a half-dozen other cultures, which Talia said also aren’t fairly represented during the winter holiday time. In Talia’s family, her grandparents told stories at Christmastime of getting beaten for being Jewish in Poland prior to the Holocaust.

In Houston, Texas, only 2% of the population is Jewish.  The schools close for Yom Kippur and Rosh Hashana (that may not be the proper spelling, etc.).  However, there are no Christian holidays.   Instead of Christmas, there is "winter break" and instead of Easter, there is "Spring Break." 

Notice how Easter has now been commercialized into a drunken frenzy of sexcapades in the msm.

As an American I will refuse to comply with any laws the current government of the United States crafts.  The government is no longer for the people or by the people.  I do not have to comply with the loss of freedom and wont.  Its fucking time... before we have to undo anymore shit they dream up in their nut house.  They all have to go.  The people have to band together and boot the leadership of the United States Government OUT!.. There is only crooks left at this point.  10-15% approval = 85-90% think they suck!   Lets kick their FUCKING ASSES!  They want one world, we want America BACK!

Greed is crafting our laws.. Our new laws are NULL!  We are under attack and need to agree on one thing  85% of us think "they" (our government) SUCK! They need to go, it needs to STOP! We can figure everything else out when we have time to.. Until then lets get these fuckers out of here!

People need to take as much money out of the banking system as they can.  The gene pool is getting ready to stamp out the greed gene and they dont even see it coming, they never do.

I agree with you but I'm afraid not to file a tax return and pay income taxes.  The only way civil disobedience on that level would work is if millions and millions of people refused to file tax returns and pay taxes.  Starve the beast.

I have no problem with it, Im not paying/supporting a government that is attacking me and my family? I have paid taxes for roughly 28 years, what are they going to do put me in jail if I miss a year?... FUCK THEM... They can send me all the fucking notices they want, Ill just ignore them like they do me... Ill do it if youll do it!   I dont care anymore, this has to stop or everything we do have will be gone.  People have too much to lose not to fight back and thats what people dont realize, thats why they try to pick one person off at a time, so we all dont go after them at once... but  we all must agree,,, ITS TIME... Evil is driving the bus.  I have children that need someone to stand up for them, do you?  Just keep sending them letters swearing you sent your form in and that it must be them...  Ill tell them when they start Taxing GE again, Ill start paying my share again.  Hows that sound? Fair is Fair. 

Or better yet.. just fill your form out so you dont have to pay and everything seems normal... Write everything off and make them prove you did!  Give yourself a HUGE return because YOU DESERVE IT! more than they do!  Politicians do it everyday?  Whats once a year!   FUCK EM! Party down!  Make your TAX ATTACK as stealth as possible.  Im sick of my family and I being attacked.. and actually getting the bill for it??? its insanity and the country needs to make it stop!  Create a whirlwind 2 year loss!  Lets find out what happens when you dont pay?? I bet not much?  Just like illegal border crossings.. If I say Im from the ME they may even look the other way?

 I dont want to recognize this government as legit any more...They are not.   They are manipulating everything for GREED... There is no GOOD left.  Its gone and people need to realize it.  We need to put excessive pressure on the Internal Revenue Service.  OVERLOAD THEM with problems and complaints.  Make people NOT want to work there.

I know a guy who went most of his life without filing and when he was around 60 they found him, he did 30 days in jail.. Now if you calculate it properly he did very well everyday he spent behind bars!

jewUSSA is the worst two countries at the moment, they are exceptional at bombing hospitals, weddings, funerals and schools, they send their drones over anybodies country looking for victims, bomb troops fighting their terrorists in their own land (Syria and recently Iraq), assassinate good leaders of nations like Qaddafi. Overthrow governments with revolution, poison the world with GMO, spy on everybody, and this list could carry on for a long time, but you get the jist !
