Atlas Shrugged-er: Government Now Preying On High School Graduates

Via Investment Research Dynamics,

A friend sent me a news item from U.S. News and World Report which reported that Louisiana’s board of education is going to implement a new policy which requires all students to fill out a Free Application for Federal Student Aid in order to receive a high school diploma.

Think about that for a moment.  In order to receive a high diploma, the State of Louisiana is requiring that high school seniors fill out an application which would enable them to go into debt the moment they receive their diploma.

This is a mind-blowing event.  Most jobs available to high school grads do not require a college degree.  But some might require a high school diploma.  I have to wonder what the motive is behind this.  A significant portion of student debt is now being used for corporate-owned “universities” which are largely worthless to everyone except the entities who own the schools.  Goldman Sachs is a big player in this space.   Student debt, backed by the Taxpayer, is just another form of wealth transfer from the public to the banks and big corporations.

The amount of student debt issued and outstanding is now over $1.3 trillion. Obama pats himself on the back because student loan delinquency rates are falling a bit.  But this is because he has made it easier to defer payment. While 11.5% – roughly $150 billion – is in delinquency, about 50% of this debt is in some form of grace period, deferment or forebearance.  Loans in deferment are not part of the delinquency rate calculation.  The true level of delinquency and technical default is probably somewhere in the 35-45% range.

I have to believe that the requirement being implemented in Louisiana is violating some part of the Constitution.  Of course, with the simple stroke of a pen, Obama can override the Constitution with yet another Executive Order upholding this requirement.

This requirement in Louisiana is exactly the type insane laws which were imposed by the Government as described in the narrative laid out in “Atlas Shrugged.”  Acts of mandate which enabled the Government and the corporate friends of the Government to suck wealth from the populace and from productive workers and redistribute the largesse amongst themselves.

We know how the story unfolds in “Atlas Shrugged.”  Unfortunately, I see the same type of story unfolding in the United States.

Judging from what our daughter is telling us (she is a senior in high school and moving on to college) many of her fellow students have no idea how to navigate the process of applying for scholarships, student aid and the common college app. For the most part their parents are just as clueless.

Perhaps this ignorance is behind the Louisiana initiative.

 '85 graduate.  Think they told me how to balance a checkbook?  Apply for a home loan?  Figure compound interest? Upsides? Downsides?  Why debt is bad?  Don't remember a friggin' thing like that.  How to remember useless shit to pass a test so the school got more funding? Top of the fucking list!

Good point.  '89 graduate, same here.  Only really useful thing was a year of typing class, maths and physics.  Which insurance to get, which ones no one needs?  Contractual obligations of a marriage (!!), divorce rates, how a 401k works - nope. Interpreteing some asshole's drivel aka poetry until you've lost your will to live - hundreds of hours of that nonsense.

Fast forward 25 years.  When we hire college grads, we need to rehabilitate them to cope with basic situations.  Being on time, effective verbal communication and looking at issues from the other person's point of view, half decent work ethics, don't make your problems your boss' problems, basic grammar and punctuation, concise written communication skills - we have to start from scratch with a lot of recent college grads.

Hell I've worked with 50 year olds who can't communicate in a civilized manner. At least the younger ones are somewhat polite. You just need to teach them how to talk once in a while instead of only texting, email or IM. I don't care what time they come in, as long as they make it to meetings on time and finish their work in a timely manner.

My experience was slightly different because my school offered a lot of electives but what you said was clearly the bottom line.  The fervor surrounding those stupid ass standardized tests was unbelievable.  I just fucked around in class and still passed them with flying colors.  Then I went to a decent college somehow, actually felt like applying myself, and at least made strong academic achievement.  But then they chucked me out because I got caught drinking underage one too many times.  My business law professor told me it was likely unconstitutional but it seemed futile to fight it.  The educational system is the indoctrination system.

Why the surprise when you have mandatory vaccinations with vaccines that don't work most of the time, such as for the flu and shingles.  But when there is money to be made getting a job at the corporation you help out and Governor Bobby Jindal can't guarantee you that gum-mint job you have soon.  Soon, just like in the "Harry Canyon" episode of the movie "Heavy Metal," you will have to pay the police out of your pocket to investigate crimes like your car being stolen.  Getting gunned by the police will always be free.

I am 72.  I was in the same boat as a 17 year old high school senior.  My parents had no clue.  By hook and crook and with perseverance and discipline, I have made something of myself.

I wish someone back then would have taken me into the woodshed and said:  You are a real dumb shit - you could get some college money - but no, you won't listen to anyone. Now, do this and that and come back to me if you need any help.  Otherwise, I won't waste my time with you anymore.

If your daughter gives a shit about someone, she will do just that.  Some people need a good swift kick in the balls to re-wire their brains.

Our daughter has come home several times over the last few months with stories of how she is coaching others in what to do and why it should be done a certain way. We are very proud she demonstrates natural leadership skills.

She has navigated many difficult social situations over the last three years by virtue of being an outsider in a close knit rural area. She is a damn Yankee in a poor and under developed southwestern VA county. Rather than shrink from the awkward situations and at times outright hostility, she has chosen to walk the high road and lead by example and ignore the unkind words and deeds.

She has shown more integrity and fortitude than I would ever be capable of demonstrating. She is a better (wo)man than I and has learned it all from her mother.

My mother was from rural eastern Ohio 20 miles from Youngstown.  I own a second home in the poorest county in Vermont.  I know where you are coming from.  There are two expressions that fit the situation:  God helps those who help themselves.  Translated from German:  You can not fight stupidity.  Hopefully, your daughter gets a full ride to the University of Virginia - gets a degree in the hard sciences - gets a real good job making serious money - permanently relocates elsewhere.  My comments were meant to help people help others who will receive help - and that does not apply to your daughter.

Hey Cog! Aside from congratulating you and your wife on your wonderful daughter- as an aside my wife and I rescued a 100lb malimute/shephard stray from SW VA close to the TN line. He was about 6 months old, torn over with fleas and bit the city dog catcher that gave him a quick future death sentence if it wasn't for someone calling a local shelter, who called another shelter in Richmond that came for him. They managed to groom him back to health but...he was a big and growing dog.That was 2 years ago. Poor thing was kept in a crate for almost a year before being adopted. Now he is well, happy and takes over our bed, couch and kitchen and has an acre of land to play on! ( Yea, I know not very impressive but better than a crate!)

Xbox, wii, ps4 etc are severely damaging. These kids get hooked on them so fast. I bought one for my kids a few years ago and restrict them to 2 hours max only on weekends and I can still see the effects. I want to throw the f@&$ing thing in the garbage but it would break their hearts but if I had to do it again, I would have never get one for them. They found ways to entertain themselves with board games, books etc without one

CD: The purpose of government is looting.  It has no other purpose, except perhaps killing to facilitate its looting.  It has many other stated purposes, but that is its only true prupose.  The looting has been coming out of the closet, as the security / monitoring / "comply or die" state has evolved slowly at first, then more rapidly.  The thing that is being implemented truly is a "prison planet", not to plug what's-his-name.

In what relm is a school district able to force an individual to provide private personal and financial information against their will.

Question being, do the students have to fill out an application with truthful or real information or do they just have to show they are able to fill out an application (using false information).  Remember a loan application will include all sorts of information including social security numbers.

And IF the applications must be filled out with truthful information, what then.  Who are they given to.

Maybe the auto industry would like them to force the students to fill out auto loan applications, or credit card applications,and those application to be provided to industry.

I would refuse and then sue the district or provide completely false information.

Yes, the application is free. However the buck stops there. After that you and your parents are on the hook for a lifetime of student loan debt since they are co-signing for a minor.

It cost ZERO to fill out the form. there is NO NONE ZIP ZERO requirement to apply for or accept a student loan.

 

The form is sent in and a report tells the kid how much aid he/she qualifies for. It may help families decide whether it is worth going (its free cause of grants and scholarships) or it isn't worth it becaus the kid ony qulaifies for loans.

 

How is getting MORE information to make a BETTER decision bad? this story and the one about the discounted airplane are two stories ZH needs to pull for being stupid.

 

Oh right, I forgot. It's a gov't form, it's a gov't form, may day may day, it's a gov't form.

1. In order to graduate from a high school in LA you must fill out an student loan application

2. You have to fill this out no matter what, even if you are NOT going to college.

3. On the application you have to provide private information about your own and your parents financial situation.

4. This information is then supplied to private banking institutions for their records.

 

Do you see the problem or are you too busy still losing money?

Yeah, I was reading through that yesterday. It is outrageous. There are no shortages of sellouts or traitors in either party. They went so far as to list out every weapon that is acceptable.

These things aren't law anyway. They are administrative code (U.S.Code) operating inside the U.S.A. Inc. fraudulently acting as a government.

There is no U.S. Constitution or Bill of Rights in effect. There is no Congress or Supreme Court with any power or authority. It is one giant fraud with many layers of willing and unknowing perpetrators that just want to get paid.

Ben,

I am pro-gun rights but I think you got this wrong... US Code is the "law" that the house and the senate (collectively "congress") passes and the president signs into law.  The US Code outlines the general requirements, but directs others, like the secretary of homeland security, to implement.  When "the secretary" implements the US Code they do so through the "code of federal regulations".

Further, the fact that there is a "bill" is meaningless.  All "bills" have to get through a committee.  This bill is origniating in the house so a committe in the house, which is controlled by republicans, have to "approve" the bill.  Someone on the senate side has to create a similar "bill" and get it through a senate committee.  Pretty tough there too because the senate is controlled by repubs.  It is doubtful that this bill will get out of committee and get to either chamber for a vote.  There are huge hurdles in front of it in a repub controlled house and senate.

I'm not smacking you bud... it is always best to remain hyper vigilant on these things... but I don't understand your claim of fraud.  If the dems were in the majority and controlled both houses the outcome would be different and this bill would get a vote and probably become law.  So it is important what party is in control and I think this argues that voting matters even though I think both the dems and repubs are all sociopaths.

Based on your reply it appears you still believe in the false right left (Red/Blue) paradigm. Voting changes nothing. If you admit or claim you are a U.S. citizen you have placed yourself under the jurisdiction of the "United States" as a Federal Corporate employee according to 28 U.S. Code § 3002 (15)(A). This is not the united States of America listed in historical documents that are still presented as being in effect inside America. That knowing, purposeful and willful deception is fraud.

Wealth transfer to the elite "colege" professor class?  You have to be kidding.  Salaries start in the mid $30k range for a full-time tenure-track professor. They don't increase much for 90% of faculty.  Adjunct professors may well live in poverty (think low $20k).  Neuroscience professors make six-figure salaries, but almost none of the other faculty do.

You want to see big money? The administrators and the coaches. Football and basketball coaches are the highest paid public employees in most states.  Professors?  Not so much.

The money lies in attracting grants from outside sources, sweetheart textbook deals, consulting and/or speechifying.  It seems that MIT's Jonathan Gruber has "done well by doing good".

This mandate is meaningless in a general sense in that a mere application does not translate into acceptance until the check is cashed. Moreover, I see a substantial legal issue here. Substance over form. Making application for federally guarunteed loans when the applicant has NO INTENTION of going to college, ect would constitute FRAUD. So we have a State actor (board/quasi administrative agency) basically blackmailing a young individual into committing an act of FRAUD upon the federal public treasury. Under what? The guise of the police powers???

Does qualified immunity extend to aiding/abbeting criminal acts??? WTF. Where is the department of justice??? (SARC)

Nah, there's no fraud involved.  You can apply for a loan at any time and then say "no."  If you took the loan, used it for something besides college (somehow, as the money goes straight to the college in question), and had no intention of paying it back, then it would be fraud.

Prior to Obama, there was private student loan funding. I used to work for a software company that gave schools free software and in exchange, helped students pick a private loan based on their major and borrowing needs. It actually pointed out the folly of borrowing too much, and helped them pick the right school/loan combination to avoid lifetime debt slavery. (At least from the student loan perspective). Then Obama came in, and private student loans disappeared. The company closed in 6 months.

The next time someone argues that it was right to lobby for banning discharge of student loans in bancruptcy... on the basis that young people just work the system for a get-out-of-paying-back-my-student-loan free card... show them this article. Even if the original intent behind the lobbying was high minded (cough, cough) the weasels have come out, and they found a crevice from which to mine [additional] resources from slave labor.

This reminds me of the sub-prime mortgage debacle where firms exhausted the supply of qualified borrowers, so they started NINJA and zero-doc loans.  That is, they are just farming for bodies to loan money to and when the loans go bad the US taxpayers will be forced to make the lenders whole.  It is "the big short" all over again.

This sounds to me like the "Community Reinvestment Act". Create a phony "high road", then take it. At the end of the day, the cronies will have all the money and encourage everyone to blame the kids. Just say "NO" kids. It's a trick.

You know, this is exactly the kind of thing with which the road to Hell is paved.

Most of my family is in the Education industry.  I'm the black sheep.  I'm actually the only member of my family going back at least 3 generations that doesn't have a 4-year college degree, and one of only a very few without a graduate degree.  I have a lot of sympathy for those driven to teach, but very few people have seen as much ridiculous, ludicrous, outright crazy behavior from over-educated academic dork-types than I have.

My kids have been in public schools for 14 years now.  My son is applying for colleges now.  Ever since pre-K, the teachers have been telling the kids everybody should go to college; everybody can go to college; everybody needs to go to college.  This to kids who barely made it to 16 before dropping out; kids who can't learn to read; kids who just can't stay out of jail, etc.  

This message comes from teachers and school administrators, who have never left school.  They've been in a school since they were 5 years old.  They can't function outside of a school, and can't imagine anyone else ever could.

The worst part is, I live in Minneapolis.  Minneapolis is a great place to live, but it's one of the most segregated cities in America.  People think it's segregated by race, and it certainly appears to be; but the truth is, it's segregated by class, which correlates closely to race but not completely.  Lower class white kids are doing as badly in school as lower class black kids.  It's just that blacks are disproportionately poor in Minneapolis.  And the problem with poverty is not the lack of money.  It's the lack of any of the other attributes that lead to the ability to make money.  If you haven't lived among it, it isn't going to make any sense, why "these people just can't seem to act right and get ahead."  It's a "can't win for losing" thing. 

These educators really do have the very best of intentions.  They just have no idea what the fuck they're talking about, if it happens outside a classroom.  And that blindness is worse the higher up you rise in school Administration.  By the time you get to the policymaking level, there's no familiarity with reality at all.

Great insight. We ripped our 4 kids out of public schools before the oldest left elementary school. The principal at this "superb" public elementary school was a middle-aged, bearded, loser of a woman. She started out trying to be a nun and failed at that. Got her PhD in education. Never married, never had kids. Just one, big, fucked-up loser who could not ever succeed outside the Educational Industrial Complex. One big clueless cunt.

I feel better now I think.

Considering the fact that the kinds of jobs available to high school grads without a college degree are mostly minimum wage jobs that do not pay a living wage, and that filing for FAFSA avails high school graduates to federal funding (including Pell grants that don't have to be paid back, low interest loans, federal work study programs as well as various state-based or institution-based aid) to help pay for college, I fail to see how making sure graduates file FAFSA (whether they intend to use any aid they are eligible for or not) is "preying" on them.  There are probably a significant number of them that have no idea that such assistance is available to help them make the cost of a college education lower.

Spluge WTF???  I think it is crazy to "require" kids going to college to fill out FAFSA.  If you don't fill it out you are penalized by some colleges even if you are going to fucking pay for college.  Making every student graduating from college fill out FAFSA is NAZI bullshit and I don't throw out NAZI ever.  So a kid going to a trade or a kid going to the military needs to fill out FAFSA???  For what fucking purpose???  Answer the fucking question.  The apprentice plumber's family needs to fill out a college financial aid form for a high school diploma?  A kid going to basic training for some grunt position on the front lines, no diploma until we have the forms completed.  SHOW ME YOUR PAPERS because passing the coursework means nothing.

Agreed. I sent 4 through college and none of it came from the government. All 4 got academic/merit scholarships to some extent. However, to claim most of these merit scholarships they (me) had to fill out FAFSA forms. Basically the online form it written assuming the "child" is filling it out and asking questions about mom & dad's finances and personal life. It is really fucking intrusive and ridiculous. We live is a socialist country in case you did not know.

Students going to accredited trade schools are eligible for FAFSA grants and loans too.  And the only way you are "penalized" for not filling out FAFSA is that you forgo any financial aid that you are eligible for.  And it is students graduating from HIGH SCHOOL that fill out FAFSA, not College.  It is to help PAY for college.

You fail to see because you don't understand the difference between theory and practice.  In practice, your kid files a FAFSA report that includes your income and -- bingo! --- suddenly discovers that the government will pay him $10-20k a year to loaf around for 4 years with college girls vs. working his ass off as your or somebody else's employee.  He comes back home 6 years later (as his for-profit school has no incentive to get him his degree quickly) with a worthless degree and with over $40k of non-dischargable student loan debt.  Now he becomes a permanent resident in your basement because 15% of that "non-living wage job" that he passed up six years ago but now has to take anyway is garnished to pay the loan interest at 7% while your savings --- or what is left of them since the government also required you to pay 30% of the for-profit school's tuition --- is earning only .005%.  When he turns 70, he finally gets to "retire", only to learn that the ONLY debt that can be collected directly from his SS check is STUDENT LOAN DEBT.

Yep -- student loans are simply payday loans with a very long fuse.

There is a connection between fafsa and selective service. Students must register for selective service in order to be eligible for Federal funds....I remember reading that when my kids were going through the process.

Listen up ZHers, story time.  FAFSA isn't just about the students, it requires the parents of students to declare their income and some assets.  The crazy ass government also assumes that the families of students can afford to finance up to 30% of their net worth for college edumication.  It's just another way for the IRS and .gov to gather information.

When Obama and the rest of the villains in DC took all Federal student loans away from the banks and made them into government instruments, it accomplished two main things.  One, it transferred the interest payments from the banks to the federal bureaucracy and created a new income stream for FedGov.  And two, it apparently provided a new "asset" to underwrite a new class of derivative in order to benefit Wall Street clowns.

How many other government "assets" are used in derivative schemes?  How many will eventually be used?

Derivatives are nonsense.  When Milken got credit for all that junk bond bullshit, he was apparently just set up as a Judas goat for what was to come.

by the same token...  these same school generals ought to be held to a similar standard, i.e. they ought to be co-signors along with a pledge that if the education these prospective college bound students, don't get jobs to pay off said debts, then they become liable to cover the students and pay off their debt....

only then we will see an improvement not only in the quality of education, but more importantly, on the courses that are offered, meaning that those who take them can have a MARKETABLE education.....

Well, I say: why can't you just repect the life choices of young adults?  

In Obamacare, a person gets taxed for not getting health insurance.  But that is kinda unfair to a person in their early 20s who leads a healthy and safe liefstyle who might not want to buy health insurance.   

Why should they assume that everyone should go to college?  A young person might well want to immeditaely pursue an artistic career, for example, making music or writing great novels.  Or immediatley get a job, save some money, and start a business?

Your Social Security check is fully exempt from garnishment or levy by any creditor except one: government student loan debt.

In other words, student loans are 7% payday loans (plus a higher default rate when you inevitably default) with a VERY LONG but just as predatory day of reckoning.

In Louisiana, FAFSA is used to receive both private and public scholarships that are from State foundations.  The idea is that students attempt to receive Federal scholarship $$ first before accessing State funds.  While the high school diploma requirement is a bit ham-handed, the purpose is to ensure students get all the scholarship $$ available to them before applying for loans.
