Propaganda Bill In Congress Could Give America Its Very Own Ministry Of "Truth"

In the true Orwellian fashion now typifying 2016, a bill to implement the U.S.’ very own de facto Ministry of Truth has been quietly introduced in Congress - its lack of fanfare appropriate given the bill’s equally subtle language. As with any legislation attempting to dodge the public spotlight, however, the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information.

Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a “whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”

“As Russia continues to spew its disinformation and false narratives, they undermine the United States and its interests in places like Ukraine, while also breeding further instability in these countries,” Kinzinger explained in a statement. “The United States has a role in countering these destabilizing acts of propaganda, which is why I’m proud to introduce [the aforementioned bill]. This important legislation develops a comprehensive U.S. strategy to counter disinformation campaigns through interagency cooperation and on-the-ground partnerships with outside organizations that have experience in countering foreign propaganda.”

Make no mistake — this legislation isn’t proposing some team of noble fact-finders, chiseling away to free the truth from the façades of various foreign governmental narratives for the betterment of American and allied populations. If passed, this legislation will allow cumbrously pro-‘American’ propaganda to infiltrate cable, online, and mainstream news organizations wherever the government deems necessary.

“From Ukraine to the South China Sea, foreign disinformation campaigns do more than spread anti-Western sentiments — they manipulate public perception to change the facts on the ground, subvert democracy and undermine U.S. interests,” Lieu explained. “In short, they make the world less safe.”

H.R. 5181 tasks the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

Listed among nine core duties of this propaganda response squad, according to the bill’s text, emphasis added, will be “Identifying current and emerging trends in foreign propaganda and disinformation, including the use of print, broadcast, online and social media, support for third-party outlets such as think tanks, political parties, and nongovernmental organizations, and the use of covert or clandestine special operators and agents to influence targeted populations and governments in order to coordinate and shape the development of tactics, techniques, and procedures to expose and refute foreign misinformation and disinformation” — ostensibly in foreign lands.

Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles.

“These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.

“Surprisingly,” Portman continued, “there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

Though putatively aimed to counter purported disinformation abroad, text of the bill hints the effort would operate on some level within the U.S., as well — or at least cracks the door to widening that scope and focus in the future.

“Whether it’s counter-propaganda, whether it’s counter-extremism, we just really have to come to terms with the fact the United States government is not always the most credible voice in these debates,” said Kristin Lord, CEO of IREX, a non-profit organization promoting ‘global change,’ at a meeting of the Atlantic Council in March. “So we have to invest in the people who are making the credible arguments.”

They have been looking for ways to end RT without violating the First Amendment for some considerable time and this would appear to be the solution. IMHO, nothing comes closer to reporting the truth (Or, actually, reporting for that matter) than RT. It will, of course, still be available on the internet. At least initially.......

If I remember correctly the State Department spent 2 weeks trying to blame Benghazi on a video even though the Libyan government said it was a terrorist attack the next day and Hillary sent Chelsea an email saying it was a terrorist attack right after.  MSM backed the video story right up until some reporters wandered through the "crime" scene a few days later and found the ambassador's personal affects.

(1) The Order Lives In A Cultural Straightjacket All the power in the world is useless without accurate information. Perhaps one of the exceptions is house conservative William Buckley, Jr. - at least his cynicism is marked by witty incisiveness. The rest are a pretty sad bunch.


(2) An Easy Prey For the Ambitious Limited perception makes members of The Order a target and an easy prey for the ambitious outsider . . . who needs only the ability to say the right things at the right time to the right people, coupled with a sense of unscrupulousness. Henry Kissinger is a prime example - an outsider who wants desperately to stay on the inside. More devious than clever, but expert at using deviousness for his own ends. Conservative readers may not agree, but Secretary of State Dean Acheson, who defended a guilty Alger Hiss to the bitter end, was probably more stupid than culpable. Which leads us to,
(3) Genetic Problems Extensive intermarriage among the families raises a serious question of genetic malfunctions. Membership lists are heavily laced with Dodge, Whitney, Phelps, Perkins, Norton, Putnam used as middle (maternal) names. Cultural inhibitions are obvious, the intellectual limitations from genetic factors are more difficult to analyze and describe.
(4) Shallow Power Base It may be as Rosenbaum comments, that The Order is "incredibly powerful". On the other hand, it is also incredibly weak - there is no philosophic or cultural depth to The Order. Diversity is strength and The Order lacks diversity. The vast bulk of the American people, that giant melting pot of Anglo, Germanic, Slavic, Hispanic, black, yellow, and who knows what else has been suckered. Many of them know it. Some are now going to know by whom.

 

 

When they've overcome the disbelief, the shock and perhaps some fear, they are surely going to say "What do we do?." The great strength of individualism, an atomistic social order where the individual holds ultimate sovereignty, is that any counter revolution to an imposed social order where the State is boss, can take a million roads and a million [different] forms. No one is going to create an anti-The Order movement. That would be foolish and unnecessary. It could be infiltrated, bought off, or diverted all too easily. Much too easily. Why play by the rules set by the enemy?

 

The movement that will topple The Order will be extremely simple and most effective. It will be ten thousand or a million Americans who come to the conclusion that they don't want the State to be boss, that they prefer to live under the protection of the Constitution. They will make their own independent decision to thwart The Order, and it will take ten thousand or a million forms.

 

The only weakness is communication. The Order has so wrecked education that reading comprehension is difficult for many - that's part of the brainwashing program. But there are more than enough readers. Most people prefer to talk, anyway.

It is important that any statement you make be preceded by "In my opinion....." You open yourself up to those that want to silence you when you make a statement or a declaration such as "America is controlled by Israel." when instead "In my opinion America is controlled by Israel." is the far safer option... can they seriously try to ban an opinion without exposing themselves for what they are? Another option we can use would be to put it in the form of a question... "Is it true that America is controlled by Israel?"

How does it help you replacing one false narrative with another false one?

 

Switzerland started going seriously downhill when their politicians went from amateurs to professionals, around 1998.
But they sold out their neutrality when the big banks (UBS, CS) went global, allowing the country to be blackmailed at will.

I think it's reasonable to argue that this:

is full-Orwell.


Think about it. This dangerous clown's opening line, by itself, reveals the intent of the program to be an utter and grotesque lie.

 

Putting a fox in charge of a henhouse and arguing that it is in the best interest of the birds would literally be no less absurd or outrageous.

I for one fully support this. As its used more and more people are becomming more and more aware of it. Best counter to propaganda is to make sure that people know most news isnt information but propaganda. Brainwashing and (subtle) conditioning has become so widespread its insane.
