Propaganda Bill In Congress Could Give America Its Very Own Ministry Of "Truth"

Tyler Durden's picture

Submitted by Claire Bernish via,

In the true Orwellian fashion now typifying 2016, a bill to implement the U.S.’ very own de facto Ministry of Truth has been quietly introduced in Congress - its lack of fanfare appropriate given the bill’s equally subtle language. As with any legislation attempting to dodge the public spotlight, however, the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information.

Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”

“As Russia continues to spew its disinformation and false narratives, they undermine the United States and its interests in places like Ukraine, while also breeding further instability in these countries,” Kinzinger explained in a statement. “The United States has a role in countering these destabilizing acts of propaganda, which is why I’m proud to introduce [the aforementioned bill]. This important legislation develops a comprehensive U.S. strategy to counter disinformation campaigns through interagency cooperation and on-the-ground partnerships with outside organizations that have experience in countering foreign propaganda.”

Make no mistake — this legislation isn’t proposing some team of noble fact-finders, chiseling away to free the truth from the façades of various foreign governmental narratives for the betterment of American and allied populations. If passed, this legislation will allow cumbrously pro-‘American’ propaganda to infiltrate cable, online, and mainstream news organizations wherever the government deems necessary.

“From Ukraine to the South China Sea, foreign disinformation campaigns do more than spread anti-Western sentiments — they manipulate public perception to change the facts on the ground, subvert democracy and undermine U.S. interests,” Lieu explained. “In short, they make the world less safe.”

H.R. 5181 tasks the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

Listed among nine core duties of this propaganda response squad, according to the bill’s text, emphasis added, will be “Identifying current and emerging trends in foreign propaganda and disinformation, including the use of print, broadcast, online and social media, support for third-party outlets such as think tanks, political parties, and nongovernmental organizations, and the use of covert or clandestine special operators and agents to influence targeted populations and governments in order to coordinate and shape the development of tactics, techniques, and procedures to expose and refute foreign misinformation and disinformation” — ostensibly in foreign lands.

Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles.

“These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.

“Surprisingly,” Portman continued, “there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

Though putatively aimed to counter purported disinformation abroad, text of the bill hints the effort would operate on some level within the U.S., as well — or at least cracks the door to widening that scope and focus in the future.

“Whether it’s counter-propaganda, whether it’s counter-extremism, we just really have to come to terms with the fact the United States government is not always the most credible voice in these debates,” said Kristin Lord, CEO of IREX, a non-profit organization promoting ‘global change,’ at a meeting of the Atlantic Council in March. “So we have to invest in the people who are making the credible arguments.”

Just worte to my Rep, Paul Cook, that I'd happily help hold the rope if he passes this bullshit.

Fully aware that NSA/FBI copied every keystroke.  Didn't send, but did wait to let them process it.

Will let you know how it goes.

Fuck you FBI/NSA.

So let me see if I understand this correctly. The US MSM tells the truth, the whole truth and nothing but the truth ALL the time and US NGO's (USAID etc) and Government Agencies operate overseas entirely altruistically? Right......

They have been looking for ways to end RT without violating the First Amendment for some considerable time and this would appear to be the solution. IMHO, nothing comes closer to reporting the truth (Or, actually, reporting for that matter) than RT. It will, of course, still be available on the internet. At least initially.......

they coordinated a long running series of media lies saying we went to the moon repeatedly fior years.

and there were no breaks in the media ranks over that.

so where exactly is the need ?

and with electronic voting, what else is needed by the tyranny?

besides adding poisons to all our foods in a big way soon?

9/11 would be a better example? The only media "Breaks" (The 28 pages and all) have been recently at the direction of Big Brother after the Original vesrson was so full of holes that "Plan B" had to be put in place. They probably didn't anticipate the Saudis response with unnecessary "truthiness"?

It is impossible to convince people that the government would allow the food MIC to poison everyone in sight even as they are watching their own bloody entrails exit their very own anus every day.

Amazing. ........

Maybe *THEY* are right and a good culling is in order.

If I remember correctly the State Department spent 2 weeks trying to blame Benghazi on a video even though the Libyan government said it was a terrorist attack the next day and Hillary sent Chelsea an email saying it was a terrorist attack right after.  MSM backed the video story right up until some reporters wandered through the "crime" scene a few days later and found the ambassador's personal affects.

And now can't process a FOIA request for HillBilly's TPP communications until AFTER the election. The land of the free and the exceptional country. As in exceptionally corrupt and broken. Mind you, this would only expose yet another lie from her but the lies don't seem to make any difference to her supporters. After all, she is (Allegedly) a woman so just vote with your skin color, boobs and vagido. Leave all common sense at home and just vote for the first woman President. I personally have no problem with a female President, just not THIS woman. After all, we have already had a non native born President, a black President, a gay President and a President married to a transexual, so it IS time to have a Lesbian President...then, perhaps a mulato, midget, transexual drone? That should keep the Progressives happy?

We can still win. It is our last opportunity but the door is closing. They will move to control the internet

From Antony Sutton

They are on the inside looking out. We are on the outside looking in. They may call us "peasants" but we have the advantage of knowing about the real world and its infinite diversity. Their global objectives are dreams based on skewed information. Dangerous dreams, but still dreams.

(1) The Order Lives In A Cultural Straightjacket All the power in the world is useless without accurate information. If you meet these people as this author has more or less casually over 30 years, one impression comes to the forefront - they are charming but with a limited perception of the world. They may have global ambitions, they may act politically like miniature power houses, but their knowledge of the world comes from an in-group and those who play along with the in-group. And the in-group lacks morality and diversity. It's a kind of jet Set Politburo. Charming, power-hungry and myopic simultaneously. All it can offer to the outsider is an invitation, almost an ultimatum, "You are part of the establishment." Which has as much interest for many as a Frederick Bundy fish fillet. Perhaps one of the exceptions is house conservative William Buckley, Jr. - at least his cynicism is marked by witty incisiveness. The rest are a pretty sad bunch.

(2) An Easy Prey For the Ambitious Limited perception makes members of The Order a target and an easy prey for the ambitious outsider . . . who needs only the ability to say the right things at the right time to the right people, coupled with a sense of unscrupulousness. Henry Kissinger is a prime example - an outsider who wants desperately to stay on the inside. More devious than clever, but expert at using deviousness for his own ends. Conservative readers may not agree, but Secretary of State Dean Acheson, who defended a guilty Alger Hiss to the bitter end, was probably more stupid than culpable. Which leads us to,
(3) Genetic Problems Extensive intermarriage among the families raises a serious question of genetic malfunctions. Membership lists are heavily laced with Dodge, Whitney, Phelps, Perkins, Norton, Putnam used as middle (maternal) names. Cultural inhibitions are obvious, the intellectual limitations from genetic factors are more difficult to analyze and describe.
(4) Shallow Power Base It may be as Rosenbaum comments, that The Order is "incredibly powerful". On the other hand, it is also incredibly weak - there is no philosophic or cultural depth to The Order. Diversity is strength and The Order lacks diversity. The vast bulk of the American people, that giant melting pot of Anglo, Germanic, Slavic, Hispanic, black, yellow, and who knows what else has been suckered. Many of them know it. Some are now going to know by whom.

When they've overcome the disbelief, the shock and perhaps some fear, they are surely going to say "What do we do?." The great strength of individualism, an atomistic social order where the individual holds ultimate sovereignty, is that any counter revolution to an imposed social order where the State is boss, can take a million roads and a million [different] forms. No one is going to create an anti-The Order movement. That would be foolish and unnecessary. It could be infiltrated, bought off, or diverted all too easily. Much too easily. Why play by the rules set by the enemy?

The movement that will topple The Order will be extremely simple and most effective. It will be ten thousand or a million Americans who come to the conclusion that they don't want the State to be boss, that they prefer to live under the protection of the Constitution. They will make their own independent decision to thwart The Order, and it will take ten thousand or a million forms.

The only weakness is communication. The Order has so wrecked education that reading comprehension is difficult for many - that's part of the brainwashing program. But there are more than enough readers. Most people prefer to talk, anyway

When this was published there was no internet

The USA will collapse and fragment from within.

I really foresee the Market Meltdown in October.

Deutschbank is currently trading at $ I write

They have less than a month of life left before they are declared insolvent by the Basel II requirements. That will cause a meltdown of at least one Order of Magnitude worse than Lehman Bros.

Since Lehman Bros. cost about $15 Trillion to clean up the Deutschebank disaster will cost about $150 Trillion. There is no financial entity that can clean that mess up. The result will be a Global Financial collapse and a Credit Freeze.

The USA might have about 6 months to one year to live. The SELECTION is moot.

HopefulCynical's picture

I will merely repeat here my observation that we are years, not months or decades, away from said meltdown.

We shall see who is correct.

And TPTB are in far too big of a panic over Trump for him not to at least possibly be on our side. Maybe. If $hitlery gets in though, we will be totally screwed.

Israel Demands Worldwide Internet Censorship

The Israeli Public Security Minister Gilad Erdan has unveiled plans to censor the Internet’s worldwide social media platforms with the building of an “international coalition” to counter criticism of Israel.
“This is a perfectly logical and just project,” Erdan’s spokesperson said. “If a hotel was being used as a venue for a hate group, we would demand that the hotel break its contract, and we would lean on other hotels to abstain from hosting them, so that the hate group would not be able to hold its event. This is no different.”

Jews want anyone who says anything about what they do on the internet to be imprisoned, if not executed.
Times of Israel:

Two Brazilian skinheads were sentenced to eight years of detention for promoting Nazism on Facebook. The local Jewish federation’s internet monitoring efforts reportedly were key to the case against Donato di Mauro, 25, and Marcus Vinicius, 26. Both men, known to belong to skinhead groups, were convicted of “Nazi propaganda,” “racism” and “conspiracy.”

The Facebook posts were a conspiracy!

“This is a longtime action on which we have been working for some three years,” said Salvador Ohana, president of the Jewish federation of the state of Minas Gerais. “We follow closely on the internet, we patrol the publications. We have tracked their Nazi content and the police joined us. Our lawyers served as accusers.” The sentence allows a semi-open detention, which means the two men would work during the day and sleep in jail overnight. The Jewish federation had proposed jailing the skinheads full-time. The sentence may be appealed.

EU Fundamental Rights Colloquium October 2015, Brussels, Frans Timmermans, TRIBE MEMBER and Vice President of the European Commission, speech:

And I think it is hugely symbolic that we have decided to devote this first Colloquium to antisemitism and anti-Muslim hated. I feel very strongly about both issues. We decided on this theme at the beginning of the year against the backdrop of devastating terrorist attacks, the ghastly rise of antisemitism it exemplified, the fear of a backlash it released, the general malaise in our society it revealed but also the wave of civic mobilisation that it sparked across Europe.
The rise of antisemitism, the rise of Islamophobia, each in their own way are symptoms. Without our Jewish community, Europe would cease to exist. Europe would simply cease to exist.

And when you know anything about European history, you know that antisemitism is a triple red line, never, ever to be crossed, for our collective sanity.

We have seen the homes of asylum seekers set on fire. And we have heard political leaders declare that their countries would not accept refugees if they were Muslim.

The rise of islamophobia is the one of the biggest challenges in Europe. It is a challenge to our vital values, to the core of who we are.

Diversity is now in some parts of Europe seen as a threat. Diversity comes with challenges. But diversity is humanity’s destiny. There is not going to be, even in the remotest places of this planet, a nation that will not see diversity in its future. That’s where humanity is heading. And those politicians trying to sell to their electorates a society that is exclusively composed of people from one culture, are trying to portray a future based on a past that never existed, therefore that future will never be.

Europe will be diverse, like all other parts of the world will be diverse. The only question is, how do we deal with that diversity? And my answer to that is, by ensuring that our values determine how we deal with diversity and not giving up our values to refuse diversity. That will bring us down as a society.

If we don’t get this right, I truly believe Europe will not remain the Europe we built. Europe will not remain a place of peace and freedom, for very long.

Professor Kevin MacDonald’s ‘The Culture of Critique’ Reviewed This review, written in 1999, explains what the Tribe has done to the White nations.

It is often said that when the old immigration policy was scrapped in 1965, scarcely anyone knew, and no one predicted, that the new law would change the racial makeup of the country. Prof. MacDonald disputes this, arguing that this had been the objective of Jewish groups from the beginning.

bigrooster's picture

When I read shit like this it blows my mind.  I am sitting on my computer here in America thinking how could something like this happen?  People are going to jail for a thought crime.  Yes skinheads are vile pieces of shit, but so are black lives matter supporters.  They openly call for the killing of police.  So we see that Jews are indeed above everyone else and when you question their power they destroy you.  I am sure some day soon in America people like me will be targeted for this type of statement.  When that day comes and the government completely destroys the First Amendmant then the Second Amendmant will be the only option.

It is important that any statement you make be preceded by "In my opinion....." You open yourself up to those that want to silence you when you make a statement or a declaration such as "America is controlled by Israel." when instead "In my opinion America is controlled by Israel." is the far safer option... can they seriously try to ban an opinion without exposing themselves for what they are? Another option we can use would be to put it in the form of a question... "Is it true that America is controlled by Israel?"

US have a proven long history of being on the wrong side of ”the truth” and using waste amount of resources to dumb down/misinform its own population and its allies (the coalition of the willing) – so what does this “new” law do that doesn’t already happen? Maybe a way to make the population pay for their own dumbing down (instead of letting the MSM-corporations do it)?

I know some people who work for government here in the UK and it is exactly the same mentality, your wrong and they're (government) is right whatever the question is, these nuts even thought it was a good idea to go bomb Assad and help the various Jihadists into Damascus.  Meanwhile back in the world of reality we have a massive debt, are running a huge deficit and have at best a national emergency health service because most the provision of most services now bear little relation to the demand placed on them.

Regardless who wins the presidential, congress in hell bent on destroying the country for the benefits of the globalists for thirty silver shekels each, the only thing that can save part of the Union is to split the country to Sodom and gomorah and the free smaller union that would rebuild as an independent country and become neutral like Switzerland .

How does it help you replacing one false narrative with another false one?

Switzerland started going seriously downhill when their politicians went from amateurs to professionals, around 1998.
But they sold out their neutrality when the big banks (UBS, CS) went global, allowing the country to be blackmailed at will.
