ObamaCare Architect Admits "The Law Is Working As Designed" As Premiums Spike

Submitted by Joseph Jankowski via PlanetFreeWill.com,

Massachusetts Institute of Technology Professor and architect of ObamaCare Jonathan Gruber told CNN’s Carol Costello on Wednesday that ObamaCare, which is set to see a sharp increase in premium prices next year, is going just as planned.

When asked what could be done to the Affordable Care Act in order to drive the prices of premiums down, Gruber responded by saying “the law is working as designed.”

“Look, once again, there is no sense of just what has to be fixed, the law is working as designed,” Gruber told CNN. “However, it could work better and I think the most important thing experts would agree on is that we need a larger mandate penalty.”

Johnathan Gruber made headlines in 2014 when video surfaced of him saying that the “lack of transparency” and the “stupidity of the American voter” helped ObamaCare become law.

“Lack of transparency is a huge political advantage,” Gruber said. “And basically, call it the stupidity of the American voter or whatever, but basically that was really, really critical for the thing to pass.”

Gruber made the comments while discussing how law was “written in a tortured way” to avoid a negative score from the Congressional Budget Office. He suggested that that ObamaCare would have been rejected if the penalties for going without health insurance were interpreted as taxes.

“If CBO scored the (individual) mandate as taxes, the bill dies,” Gruber said.

“If you had a law that made it explicit that healthy people are going to pay in and sick people are going to get subsidies, it would not have passed,” he added.

As the AP reported yesterday, the Obama Administration has confirmed that premiums will sharply rise under the ObamaCare law, with many consumers left with only one insurer to choose from.

Premiums for a midlevel benchmark plan will increase on average 25% across 39 states served by the federally run online market, according to a report from the Department of Health and Human Services.

“Consumers will be faced this year with not only big premium increases but also with a declining number of insurers participating, and that will lead to a tumultuous open enrollment period,” Larry Levitt, who tracks the health care law for the nonpartisan Kaiser Family Foundation, told the Associated Press.

Everything is awesome. What are the slaves getting uppity about?

I figured out where that 25% is going <to the insurance companies> from the gubermint <called subsidies, or even medicaid supported premiums for small employers> heck everyone is getting on board, even tho they are bitching about it all the way.  What was that???? ya you small business owners on medicaid, but acting like your getting shafted, FU.

Yes YOUR monthly premiums are reasonable, $388 in MN, or $688 in IL, eventho YOU bitch your premiums are too high.  Hell $1500 was normal 15 yrs. ago, so don't give me that shit that your paying too fucking much, assholes.

Bottom line, both sides of the aisle, rich or poor, they ALL want cheaper heathcare bla, bla, fucking, bla.

Now don't get me wrong, Obamacare is all about the insurance companies getting paid BIGTIME, and it probably costs more than 'medicareforall'...but since the gubermint don't have to do anything but pay thru the nose, then ya-- the insurance fucking companies ought to have to work their asses off, and probably have been cutting it a little close the last few years....but expect your sorry asses to see insurance fucking rainbows 2017, as they will be getting paid infinitem.

What happened to the rest of the video?

The “Larger Mandate” sound bite is out of context.

Boris Alatovkrap's picture

Larger mandate? Because Statist government of USSA is not already tax enough for privelage of breathing air in Amerika! Amerikansky, you are lose your testicle and give in to socialist state for amassment of power by political organ and not even is fire a shot. Shameful, is make Russia like bastion of individual liberty!

JRobby's picture

You pay it as calculated as component of your TAX RETURN, but it is not a tax? The mandates keep going up, eating into refunds, child credits and EIC that the sheep have been conditioned to rely on. At some point income under reporting is going to explode or people will stop filing completely.

For that reason, it should be repealed. This guy is another over paid, arrogant GOVT stooge.  He needs a couple of good slaps and he will cry like a punk.

mkkby's picture

No, you should shake his hand.  He is exposing the fraud and waking up millions of sheep, just like wikileaks/snowden.

Thank him.  THEN you can get out the rope and wipe that smug grin off his monkey face.

Gruber did what needed to be done to create a problem. Then have the Gov fix it with a gov medical monopoly.

Who could have seen this coming? Any one who could do basic math when Obama said costs would go down with 30 million more patients.

Escrava Isaura's picture

The “main” problem with the US healthcare is that, it’s private.

Give you an example, before Obamacare: More than half of bankruptcies were healthcare cost, even that, more the half had insurance.

Bankruptcies resulting from unpaid medical bills will affect nearly 2 million people this year—making health care the No. 1 cause of such filings,.

NerdWallet estimates nearly 10 million adults with year-round health-insurance coverage will still accumulate medical bills that they can't pay off this year.

Oldwood's picture

If you cannot justify bankruptcy to save your life, then please do explain what is a better justification. Yes, we know we are being robbed, more so now that ever thanks to our savior and lord, Obama. But, we piss away money on the most absurd things imaginable and file bankruptcy for completely ridiculous bullshit. I have never defaulted on a debt, but if I did, the one place I COULD justify it would be in the saving of my own life.

The providers may be private, however it is not a free market system.

It has not been since WWII.  Therein lies the problem.  Closet banker sycophant and statist FDR sowed the seeds for the healthcare CLUSTERFUCK via wage and price controls insitituted during WWII.

"During World War 2, the federal government introduced wages and price controls. In an effort to continue attracting and retaining employees without violating those controls, employers offered and sponsored health insurance to employees in lieu of gross pay. This was a beginning of the third-party paying system that began to replace direct out-of-pocket payments..."

I am against employers, entrepreneurs, and business offering healthcare. They should focus improving their business and not having to deal, and shop every year for healthcare.

I favor Japan healthcare.

The Wedge's picture

I am against fucktards like you who have no idea how healthcare costs have skyrocketed yet somehow think govmint' is the solution. When in fact they're the ones that caused it to begin with. A govmint' solution to a govmint' created problem. Market forces have been systematically removed for many many years and without market forces, prices will continue to rise with service getting worse and worse.

I cannot (should not) articulate in this forum just how angry I am at fucking dip sh.... I just need to stop now. It's one thing to have govmint' piss on you and tell you it's raining and whole other level of angry at brain dead assholes that tell me I should open my mouth and want more govmint' piss down my throat.

Escrava - Shut up asshole. This guy Gruber is a Junior political operative literally jovial admitting lies had to be told to pass Obamacare. This wasnt even  true and shows if he is a Jr. guy what kind of noose belongs to senior politicos.

The American public had three days to read a 3,400 page bill. Hell, the bible is less than 1,300 pages. The Republicans all voted NO on this bill which the Supreme Court ruled was a tax. Energy is cheap this year meaning -

My opinion is O-care is the sole reason America had a very bad economic year in a long depressionary event. Stay in Brazil, one of the few countries worse than our own basket case of the US. O-care was a tax on the middle class. 200 Fortune 500 companies got waivers. Your a fucking retard Escrava with no real point in any of your commentaries. Despite our oligarchy pushing racketteering and can be argued against I do not even understand your position. There isnt any. It is worse than retarded and corrupt.

Boris Alatovkrap's picture

Pssst! Hey, Amerikansky, Boris is research mandate tax penalty and is secret to tell. If you are not pay utility bill and get "shut out" notice, you are gain exemption from penalty from:

Of course, if you are get sick, just sign up for insurance, there is not pre-existing condition!

(Boris is laugh, this is make less sense than is Soviet factory incentive for make it thicker glass window)

BigDawgz's picture

Only good for the months that you're without electric.  Surviving without computers, TVs and electric coffee pots is do-able, maybe even without electric stove/oven, but, realistically, how many Americans can survive without their electric 'frig or freezer?  You'd have to invest some big bucks into either a solar set up or propane frig/freezer.

Boris Alatovkrap's picture

Boris is research crazy wackout Amerikansky Laughordable Care Act, and no, you are simply not pay utility for 30 day, get notice, apply for waiver, and you are receive waiver for ENTIRE YEAR. Fantabulous is working of inequitable government mandate!

neilhorn's picture

https://www.healthcare.gov/exemptions-tool/#/results/2016/details/utilit... "If one of your utilities was shut off within the past 3 years, you may qualify for a health coverage exemption.

This means you don’t have to pay the penalty for being uncovered for the months you were affected by the utility shut-off."

I suppose you could do this every month. Don't pay your electric bill, get a notice of cut-off, pay your bill, next month don't pay your electric bill...etc and so on.

There must be some scam that the average Joe can use. The oligarchs and their friends certainly are able to scam the system. I think I'll call my Congressman and ask him how I, too, can participate in the benefits of corruption and cronyism and thereby obtain an exemption and, perhaps, a tax credit. I believe I deserve one of those billion dollar grants or subsidies that Solindra, Tesla, GE, and every other crony capitalist recieves.

We see now when it is too late what we are up against.

BigDawgz's picture

Did we?  After all the rigging that's come out this year do you REALLY think the last two elections were fair?  I coukd believe the Magic Negro won his first term because people voted for him because he talked a good lie/line AND because he was black.  But I'd hazard a guess that Obama's second term was a 'stolen' term.

FreedomGuy's picture

To be accurate, American citizens did not vote for Obamacare. There was never a direct vote and if there had been I think it would have failed.

This was voted in exclusively by the Left and maintained by the Left, including the now corrupt Supreme Court. It was sold with lies and I suspect there were lots of back room threats and naked photos to get enough Dems to pass it.

Any Republican with a brain (maybe half) would research his opponent to see if he voted this piece of ignorant statist garbage in.

greenskeeper carl's picture

Of course it's going as planned. More and more insurance companies leave the exchanges, and those that stay keep hiking rates just like they are now, since not enough healthy young people are signing up. Once it gets REALLY bad, as in a couple more years of these kinds of premium hikes, people will be demanding the government 'do something' (completely oblivious to the fact that this problem was entirely of the governments creation in the first place). They will then take another critical first step of a 'public option' where people can essentially 'buy' coverage from an entirely government run insurance company. Since this government run entity will have the ability to call on the governments ability to tax, print, steal, or borrow limitless amounts of money, it won't care how much money it loses. In fact, the entire goal of this will be to undercut private insurance companies, which of course can't lose unlimited amounts of money. What happens when the "public option" puts all the others either out of business or out the the Obamacare exchanges? SINGLE PAYER since the only entity left standing is a publically financed one. That's what this is all about.

So, yes, Gruber is 100% correct. It most assuredly is working as designed. What did you think when Pelosi said we had to 'pass it to find out what's in it'?

gatorengineer's picture

The timing isnt accidental, its supposed to fail just in time for Her Majesty to bring single payer to the Non-union, non-givermental, non congress critters.....  Didn't you read the script?

Oldwood's picture

Sadly, many of us could see this coming before it was even passed. we didn't need to pass it to know what was in it. Insurance companies were at first vilified and then once they saw the writing on the wall, they scurried up to get in line for their last perch at the dinner tale. The CEOs knew that this was a one time only opportunity to cash out, and that is exactly what they did. Now the shit is hitting the fan and they are bailing out. Single payer was always the plan and all they had to do was destroy our existing healthcare system, bring it to the necessary "crisis", and then give us our "only (and final) solution".

We just didn't realize it included Hillary.

Hitlery_4_Dictator's picture

Well, us slaves won't take it anymore.

Oldwood's picture

I think a slave is a person who has very limited and very bad choices to pick from....what most of us would consider no real choice at all.

For a real slave, one of those choices is death or the willingness to risk death.

We are there.

BigDawgz's picture

The ACA is, was and always has been designed as a 'backdoor route' to a single-payer system.  They knew Americans wouldn't swallow it if approached head-on.  Twist it around, mix in a little confusing language, add on some lack of transparency & you've got the idiot portion of America (the gullible liberals) lapping it up like it's mother's milk.  Fucking  assholes wouldn't listen when we warned them.  Now we're stuck with it and they're suddenly awake enough to bitch about it.

Hitlery_4_Dictator's picture

I am at the point where I just don't care anymore, quite freeing. Just leave me alone in the middle of the woods, that's all I ask. Have all the butt sex you want, do all the drugs, get as freaky as you want. Just don't tread on my God given rights. I am not a threat to your Sodom and Gomorrah ways.

whosetosay's picture

The problem is H4D, they won't leave you alone. They muck up their place of residence to the point that no one can afford it, or wants to live there, then they move on to our communities to escape what they have created. It is seriously time for a divorce and to divvy up the Country.

Hitlery_4_Dictator's picture

Well, that's fine. I agree.  They can have CA and the east coast, we can have the rest. That should work for them.
