Britain Passes The "Snooper Charter" Ending All Privacy

Tyler Durden's picture

Submitted by Martin Armstrong via,

Britain has passed what everyone calls the “snooper’s charter” otherwise known as the Investigatory Powers Bill.

This new legislation establishes the legal framework authorizing the government to hack into devices, networks and services in bulk and to create vast databases of personal information on all UK citizens. This is a preliminary step for a movement to impose worldwide taxation on Brits.

This is really to hunt money, not terrorism.

The “snooper’s charter” requires internet, phone and communication app companies to store records for 12 months and allow authorities to access them whenever they demand. That data will include anything you look at or search on the internet as well as all your telephone calls and text messages. Meanwhile, security agencies will be able to force companies to decrypt data avoiding the Apple confrontation in the USA. They are also imposing limitations on the use of end-to-end encryption.

They want EVERYTHING you do. This has ABSOLUTELY nothing to do with terrorism.

This is the hunt for taxes coming to a head in 2017.

Here's a reminder, via's Matt Burgess, of what the legislation includes:

Hacking power

For the first time, security services will be able to hack into computers, networks, mobile devices, servers and more under the proposed plans. The practice is known as equipment interference and is set out in part 5, chapter 2, of the IP Bill.

This could include downloading data from a mobile phone that is stolen or left unattended, or software that tracks every keyboard letter pressed being installed on a laptop.

"More complex equipment interference operations may involve exploiting existing vulnerabilities in software in order to gain control of devices or networks to remotely extract material or monitor the user of the device," a draft code of conduct says.

The power will be available to police forces and intelligence services. Warrants must be issued for the hacking to take place.

Bulk hacking

For those not living in the UK, but who have come to the attention of the security agencies, the potential to be hacked increases. Bulk equipment interference (chapter 3 of the IP Bill) allows for large scale hacks in "large operations".

Data can be gathered from "a large number of devices in the specified location". A draft code of practice says a foreign region (although it does not give a size) where terrorism is suspected could be targeted, for instance. As a result, it is likely the data of innocent people would be gathered.

Security and intelligence agencies must apply for a warrant from the Secretary of State and these groups are the only people who can complete bulk hacks.

To help oversee the new powers, the Home Office is introducing new roles to approve warrants and handle issues that arise from the new powers. The Investigatory Powers Commissioner (IPC) and judicial commissioners (part 8, chapter 1 of the IP Bill) will be appointed by Theresa May, or whoever the serving prime minister is at the time.

The IPC will be a senior judge and be supported by other high court judges. "The IPC will audit compliance and undertake investigations," the government says.

"The Commissioner will report publicly and make recommendations on what he finds in the course of his work," guidance on the original bill says (page 6). "He will also publish guidance when it is required on the proper use of investigatory powers."

Web records

Under the IP Bill, security services and police forces will be able to access communications data when it is needed to help their investigations. This means internet history data (Internet Connection Records, in official speak) will have to be stored for 12 months.

Communications service providers, which include everything from internet companies and messenger services to postal services, will have to store meta data about the communications made through their services.

The who, what, when, and where will have to be stored. This will mean your internet service provider stores that you visited to read this article, on this day, at this time and where from (i.e. a mobile device). This will be done for every website visited for a year.

Web records and communications data is detailed under chapter 3, part 3 of the law and warrants are required for the data to be accessed. A draft code of practice details more information on communications data.

Bulk data sets

As well as communications data being stored, intelligence agencies will also be able to obtain and use "bulk personal datasets". These mass data sets mostly include a "majority of individuals" that aren't suspected in any wrongdoing but have been swept-up in the data collection.

These (detailed under part 7 of the IP Bill and in a code of practice), as well as warrants for their creation and retention must be obtained.

"Typically these datasets are very large, and of a size which means they cannot be processed manually," the draft code of practice describes the data sets as. These types of databases can be created from a variety of sources.

Finally, we leave it to Edward Snowden to summarize just how insane this bill is...

Given that such draconian policies are only possible to enact in the face of terrorism, it can be seen that it is actually in the interest of governments which wish to enact such measures to have there be terrorism in the world.

Oh, hey, looks like time for another Arab Spring!

Ever heard of the USSR, Nazi Germany, and North Korea? TPTB will always find an excuse to crush freedom and liberty. It is up to the people to water the tree of liberty with the blood of tyrants. Every MoP that voted for the law should be tarred and feathered.

But the developments in the modern west are clearly linked to the immigration invasion of the last 50 years. Ethnic diversity breaks down social cohesion and increases ethnic conflicts. No surpise considering the word "diversity" stems from the word "divide".

FrankDrakman's picture

Absolutely true. No one ever mentions the success of the Nordic countries is dependent on their overwhelmingly white and Christian populations.

But I've said this before: "diversity of opinion" helps you make better decisions, but "diversity of values" just makes you waste energy going in different directions.

A while ago, the UK surveillance program was judged to be illegal. I guess this act includes retrospective immunity for previous crimes committed by the regime.

And Trump's CIA pick approves of just this sort of government surveillance of civilians.

Can you show me any period in the history of the US when mass immigration did *not* take place? The US from the very beginning has seen mass immigration, and the only people pissed off about it have been the WASPs. Which is kinda funny, given how many countries *they* have invaded over the centuries, the social cohesion *they* have destroyed, and the ethnic and religious conflicts *they* have started.

Hypocrisy much?

The social "safety net" changes many things. If you came over here 300 years ago and failed you starved. If you come here today and fail the state will take care of your lazy ass.

"If you come here today and fail the state will take care of your lazy ass."

So people who fail are automatically lazy ?? Seems to me that the lazy don't even try.

Or is it that people who fail should starve ??

You should probably stay away from raising or influencing children.

You seem to be mixing your cliched catch-phrases.

Why not just say that if one needs any kind of help whatsoever, they should be shot? Except you, of course.

MEFOBILLS's picture

Can you show me any period in the history of the US when mass immigration did *not* take place?

What are they teaching in public schools these days?  Mass hypnosis at variance with actual history?

The U.S. was predominantly Northern European immigration.  It was a melting pot of like minded people, and also similar in racial composition.

African Blacks were immigrated in as slaves, against their will, and were not intended to be citizens.  This was mostly for economic reasons i.e. greed.  (Many of the illegal Mexicans today are used for their labor value - economic greed again.)

In 1926 there was an immigration cut-off because Eastern Europeans had been flooding in from 1880 to 1925.  These Eastern Europeans were predominantly ethnic Jews using Kol-Niedre methods, to then pretend to be Polish Christians.  The Congressional record is full of this immigration cut-off debate. American's of that day felt that these Eastern Europeans were an indigestible element.  History proves they were correct.

Post 1926 immigration was cut back drastically, and those who immigrated had to be primarily of Northern European origin.  The idea was to have a population that was cohesive, to build the new American man.

In 1965 an immigration act was passed.  This act was funded by Jewish means (private banking usury capital).  This act was agitated for by Jewish groups. Propaganda funded by our Jewish friends ended up in the press. This act was written into law by Jewish elements, and their co-travelers.

The next question is why do Jewish people so desire a racially diverse population --everywhere but in their home country of Israel.

So, your assertion about mass immigration is incorrect.  By 1965, American's were predominantly native born.  This latest immigration wave of illegal and legal is actually the largest in history.  And yes, Virginia, it is changing the racial composition of the country.

gezley's picture

I've always considered your contributions to be of a very high standard, but this is not one of them, nor your earlier reply, where your command of the apostrophe is clearly lacking. Nor am I, as an Irishman, a product of the US public school system.

Mass immigration has been a feature of US history for as long as the US has existed. The only people who don't like it are WASPs, who seem to have an irrational obsession with skin colour.

MEFOBILLS's picture

There was an immigration cut-off in 1926.  I did not just pull that out of my ass.

As an Irishman, you might be interested to know that Ted Kennedy carved out an exemption for the Irish in 1965 immigration act.

Kennedy was used as a Shabbos Goy front man, to make the act more palatable to the goy masses.  Getting his own ethnicty into the act was part of the bargain.

No surprise there, since the Kennedy family had been crushed by this point.  And crushed by whom may we ask?

As an Irishman, you need to become more aware.

Sorry if my use of punctuation or spelling is not perfect.  I never attack anybody on that score, only on the veracity of their comments. If you are wrong about something, then you should be glad for correction.

I don't attack someone on punctuation unless he attacks first, by slighting his opponent's public school education, for example.

slighting his opponent's public school education

OK,  I aplogize for that.  I assumed you were public school educated - my bad.

But, you are still lacking in knowledge - and require correction.  Be glad for it and accept.  Everything I have said can be backed up by actual facts.

The Irish, being last redoubt of almost pure Cro-Magnon, have a well developed sense of altruism.  This altruism taken to extremes allows projection onto others as if they are your own family.  Pathological Altruism does not make for civil society - it is based on feeelings.

Prove to me the level of altruism in other races, and maybe then I'll start listening.

Irish soon face ethnic extinction:

gezley's picture

O'Connell Street is one short street in Dublin, not a mile long. I walked the full length of it last Wednesday. Yes, there are many coloured pedestrians there, perhaps 30-40%, but in nearly every other town in Ireland the population makeup is at least 90% native Irish. The harsh reality is that Ireland went from a 9 million population in the c.19th to barely 3 million a hundred years later. Probably the only country in the western world to see so drastic a reversal. So replenishing the numbers, not to mention the gene pool, was an absolute necessity. And the boom of the 1990s and 2000s could not have taken place without massive immigration to buy or rent all those new properties.

MEFOBILLS's picture

The harsh reality is that Ireland went from a 9 million population in the c.19th to barely 3 million a hundred years later.

The British (BOE) became debt spreading in 1694.  It was soon after that, populations came under debt control.  In particular Ireland became renters in the land of their ancestors.

During the potato famine, high value goods would be carted to ships - to then be exported to England.  Why?  To pay debts.

There was enough food, but Irish died anyway because they weren't allowed to eat their own produce.

Henry George, an American Economist had a lot to say about this period in Irish History.

With regards to replenishing a population, it can be done with native DNA in only a few generations.  Populations can collapse quickly and they can be replenished quickly.

Polygamy is an excellent way to replenish populations.

Immigrating indigestible elements is a highway to hell.  Irish have no experience with this phenomenon; that and pathological altruism, makes for an easily duped population.  The future will not be happy with your generation.

..', who seem to have an irrational obsession with skin colour.

That's your opinion. Irrational is it? Yes until you wake up and find it isn't.

gezley's picture

It is absolutely irrational to discriminate based on skin colour. I consider people who do so complete idiots. We can discriminate based on religions like Judaism and Islam, because adherents of these religions now have the option of examining their faith critically. With the internet it is possible to make a rational and fair-minded study of Catholic (or Orthodox) Christianity and to conclude it trumps these religions on every single score.

But to be born black or white or yellow is not a rational choice people make. To discriminate, therefore, based on colour is the ultimate in stupidity, as far as I am concerned.

Ever heard of the USSR, Nazi Germany, and North Korea?

Ever hear of Hungary's constitutional kingdom, which lasted for 1000 years?  They were happy and productive within their borders, until their Kingdom was invaded (by Heriditary Kings + Jews).

The power's that be do not always crush freedom.  It is important that the "powers that be" have constitutional limits on their power.  Also, in Hungary if the King got out of line, he was replaced.  Same with their parliamentary government, if it did not do the bidding of the people it was recalled.

Most people have been public mis-schooled and don't know real history.  They have been mind-numbed, or have huge holes in their education.

The Greeks had an education system called the Trivium, where you found out data on your own by research, and then debated.  Teachers were coaches, and did not didatic inform.  This small population of Greece produced genius far in excess of its population.  (And yes, they were mostly blue eyed whites in those days as is evident from data in their writings and statue representations. oops is that racist.)

An ancient greek would mop the floor with most American's, as they would quickly ferret out, and not stand for the bad information that passes as facts in modern "programmed" society.

Yeah history is a bit dubious, point well taken. I never saw Fawkes as my idol, but the point is that opposition can always secretly collaborate and all this data collection will only be of the people that don't matter. In fact it might very well be a 3 mile island user overload, as all the buttons lighting on the reactor at once and nobody knows what to do. I actually do like the KJV the best ;), though I suppose the best route is to translate every word from hebrew and greek directly with software.
