Is The Deep State At War... With Itself?

Tyler Durden's picture

Submitted by Charles Hugh-Smith via OfTwoMinds blog,

This is a blatantly politicized "report" that is not supported by any evidence, nor is it supported by the other 16 intelligence agencies.

The recent pronouncement by the C.I.A. that Russian hackers intervened in the U.S. presidential election doesn't pass the sniff test--on multiple levels. Let's consider the story on the most basic levels.

1. If the report is so "secret," why is it dominating the news flow?

2. Why was the "secret report" released now?

3. What actual forensic evidence is there of intervention? Were voting machines tampered with? Or is this "secret report" just another dose of fact-free "fake news" like The Washington Post's list of 200 "Russian propaganda" websites?

4. The report claims the entire U.S. intelligence community is in agreement on the "proof of Russian intervention on behalf of Trump" story, but then there's this:

"The C.I.A. presentation to senators about Russia’s intentions fell short of a formal U.S. assessment produced by all 17 intelligence agencies. A senior U.S. official said there were minor disagreements among intelligence officials about the agency’s assessment, in part because some questions remain unanswered."

Given that the N.S.A. (National Security Agency) was so secret that its existence was denied for decades, do you really think the NSA is going to go public if it disagrees with the C.I.A.?

Given the structure of the Deep State and the intelligence community, "minor disagreements" could well mean complete, total disavowal of the C.I.A.'s report.

That this is the reality is suggested by the F.B.I.'s denunciation of the report's evidence-free, sweeping conclusion:

FBI Disputes CIA's "Fuzzy And Ambiguous" Claims That Russia Sought To Influence Presidential Election

5. The supposed interventions clearly fall under the purview of the NSA. So why is the C.I.A. going public in what is clearly a politicized report intended to influence the public via massive, sustained coverage in the mainstream media?

6. Notice the double standard: so when the U.S. attempts to influence public opinion in other nations, it's OK, but when other nations pursue the same goal, it's not OK?

7. What are we to make of the sustained campaign to elevate "Russian hackers and propaganda" from signal noise to the deciding factor in the U.S. election?

8. Russian hacking and attempts to influence American public opinion are not new. The intelligence agencies tasked with protecting American cyberspace have long identified state-sponsored hacking from Russia and China as major threats. So why, all of a sudden, are we being told the Russians successfully influenced a U.S. election?

What changed? What new capabilities did they develop?

9. And most importantly, what evidence is there that Russian efforts affected the election? Were digital fingerprints found on voting machine records? Were payments to American media employees uncovered?

Shouldn't statements purported to be "fact" or the "truth" be substantiated beyond "trust us, an agency with a long history of failed intelligence, misinformation and illegal over-reach"?

10. Doesn't it raise alarms that such a momentous accusation is totally devoid of evidence? If you're going public with the conclusion, you have to go public with at least some of the evidence.

Here's the media blitz and some skeptical response:

CIA: Russia intervened to help Trump win

Secret CIA assessment says Russia was trying to help Trump win White House

Former UK Ambassador Blasts "CIA's Blatant Lies", Shows "A Little Simple Logic Destroys Their Claims"

Longtime readers know I have proposed a major divide in the Deep State--the elements of the federal government which don't change regardless of who is in elected office. This includes the intelligence community, the Pentagon, the diplomatic and trade infrastructure, Research and Revelopment, and America's own organs of media "framing" and "placement."

Is the Deep State Fracturing into Disunity? (March 14, 2014)

More recently, I wondered if the more progressive elements of the Deep State recognized the dangers to U.S. security posed by the neocons and their candidate, Hillary Clinton, and had decided to undermine her candidacy:

Could the Deep State Be Sabotaging Hillary? (August 8, 2016)

In other words, it's not the Russians who sabotaged Hillary--it's America's own Deep State that undermined her coronation. It wasn't a matter of personalities; it was much more profound than that. It was about the risks posed by the neocon strategies and policies, and just as importantly, the politicization of the intelligence network.

And this is precisely what we discern in the C.I.A.'s unprecedented and quite frankly, absurd "secret report:" a blatantly politicized "report" that is not supported by any evidence, nor is it supported by the other 16 intelligence agencies. (Silence doesn't mean approval in this sphere.)

We can now discern the warring camps of the Deep State more clearly. On the one side is the C.I.A., the mainstream media, and the civilians who have feasted on wealth and power from their participation in the neocon's Global Project.

On the other side is the Defense Department's own intelligence agencies (D.I.A. et al.), the N.S.A., the F.B.I. and at least a few well-placed civilians who recognize the neocon agenda as a clear and present danger to the security of the nation.

From this perspective, the C.I.A.'s rash, evidence-free "report" is a rear-guard political action against the winning faction of the Deep State. The Deep State elements that profited from the neocon agenda were confident that Hillary's victory would guarantee another eight years of globalist intervention. Her loss means they are now on the defensive, and like a cornered, enraged beast, they are lashing out with whatever they have in hand.

This goes a long way in explaining the C.I.A's release of a painfully threadbare and politicized "report."

Russia had nothing to do with it. Plain & simple. See article above by George Washington.

Ghordius's picture

"Russia", at the moment, is a word that is used as the equivalent of a red rag in front of a bull

the article is about the "US Deep State". and in my opinion, it does not compute fully

for a simple reason: the US Federal Government is vast. It would be much, much more precise to talk about several "deep states" from the start

for us foreigners, the most blatant examples are the US State Department vs the US Defense Department

and the easily most blatant example where they don't sing out of the same book would be the Middle East in general and Egypt in particular

Egypt is practically as good as "off limits" for the State Department, a "province" of the Defense Department. and this since the 1950's

Russian influence abroad, meanwhile, is vast, too. saying "here there is no Russian influence" is... daft, if you are talking about this planet

meanwhile, just because a Russian hacked this or that does not mean that the Russian government is behind it

Russia has some of the most beautiful women on the planet and some of the most... enterprising oligarchs on this planet

and no, it could even be a foreign government or oligarch hiring a Russian team to do something

even further: yes, the Russian government could have been behind it... but hey, the Kremlin, generally speaking, is also very good at covering it's tracks

it always goes back to how much the US is "an island", in a way. well, it isn't. (welcome to the club)

Hello?  Does anyone recall Detente and how Reagan and the US brought commie Russia/USSR along into the capitalist world?  Apparently the Bush-CIA for their own reasons were fine with it then.

Nah m8, this is ZeroHedge, the same magical land where Kissinger, Rockefeller, and Nixon's neomercantile "Reopening of China" and its subsequent reindustrialization was all a happy accident, and the (inevitable) gold flows from West to East that followed simply a tragic combination of Western incompetence and malfeasance.

I've noticed in these type of articles the authors have no real idea what's going on, if one reads The Protocols it's stated quite clearly; the old establishment is being replaced with a new one which is more directly controlled by the illumanti.

I don't agree with your assessment, but upboated for knowing the Protocols are the truth conveyed through instructive fiction.

eforce's picture

This exerpt explains what has happened (6/7) and what's going to happen (8/11/13)...

"6. The people, under our guidance, have annihilated the aristocracy, who were their one and only defense and foster-mother for the sake of their own advantage which is inseparably bound up with the well-being of the people. Nowadays, with the destruction of the aristocracy, the people have fallen into the grips of merciless money-grinding scoundrels who have laid a pitiless and cruel yoke upon the necks of the workers.

7. We appear on the scene as alleged saviours of the worker from this oppression when we propose to him to enter the ranks of our fighting forces - socialists, anarchists, communists - to whom we always give support in accordance with an alleged brotherly rule (of the solidarity of all humanity) of our social masonry. The aristocracy, which enjoyed by law the labor of the workers, was interested in seeing that the workers were well fed, healthy, and strong. We are interested in just the opposite - in the diminution, the killing out of the goyim. Our power is in the chronic shortness of food and physical weakness of the worker because by all that this implies he is made the slave of our will, and he will not find in his own authorities either strength or energy to set against our will. Hunger creates the right of capital to rule the worker more surely than it was given to the aristocracy by the legal authority of kings.

8. By want and the envy and hatred which it engenders we shall move the mobs and with their hands we shall wipe out all those who hinder us on our way.

11. This hatred will be still further magnified by the effects of an economic crises, which will stop dealing on the exchanges and bring industry to a standstill. We shall create by all the secret subterranean methods open to us and with the aid of gold, which is all in our hands, a universal economic crises whereby we shall throw upon the streets whole mobs of workers simultaneously in all the countries of europe. These mobs will rush delightedly to shed the blood of those whom, in the simplicity of their ignorance, they have envied from their cradles, and whose property they will then be able to loot.

13. We have demonstrated that progress will bring all the goyim to the sovereignty of reason. Our despotism will be precisely that; for it will know how, by wise severities, to pacificate all unrest, to cauterize liberalism out of all institutions."

comey's on, off, on again, off again investigation of hrc does look like the sign of an internal battle.  if so, and the neo cons and the cia are on one side, those dates you cite may bring the truth about 9-11 out a lot sooner than i thought it would, and not through litigation by the 9-11 families against saudi arabia (for a start).

as the intelligence agencies know, there are no more potent beans to spill than these.  also, if parts of the deep state hope for even relative exoneration, being in the forefront of revelations made possible by a new administration would have to be on the short list of helpful items (we couldn't say anything earlier because we were afraid for our children would have some credibility in january, less so in july).

The battle may be between those whose primary loyalty is to the Jewish world order and American patriots of a traditional sort. The top levels of the FBI are compromised and looking to save their skins. The CIA seems to be largely with the JWO. Trump needed to show his military backing by his attendance at the Army-Navy game. If the CIA manages to assassinate Trump, they face being wiped out entirely. It's a wholly different game than killing Kennedy, where Nixon, Johnson and Bush were involved.

I have thought for well over a year that Trump would quickly move to allow 9/11 disclosure through the FOIA, to neutralize the Jewish hold over Congress. He might need to take over the television channels, as the presidential powers allow, to get the full message across. That would give him the strength to get rid of the Fed and to end the federal debt and freely fund his infrastructure and other projects including getting credit to small businesses. Congressmen will vote very differently when hanging is an issue.

Wonder what will become of poor 9/11 leading suspect Giuliani.

I will throw a different take at you, there are two groups of globalist the old Illuminati, and a new Eastern based group all vying for being the king shit beetle.  The Jews always used to back the Rothschilds branch of the illuminati.  For reasons unknown, that appears to be / has changed, there is an Israeli pivot to Putin, perhaps out of frear of Erdogan, perhaps the fear of the pace of islamification of europe, whatever the reason that is what you are seeing.

You may have read more into my comment than I intended to convey.

I don't believe the election results were hacked by foreigners, at least any more than they have been previously.  I believe both the Republicans and Democrats have very good reasons for opposing any meaningful recounts, in which paper ballots are compared to machine tallies, because both factions of the Corporate Party one-party state have extensive vote-rigging operations, and they'd rather lose an election than lose their operations for the next go-round.

Republicans tend to tamper with election by undercounting and excluding lawful voters, and Democrats tend to cheat by over-counting votes and including unlawful voters.

I think the nonsense about Russian hackers is the desperate tactic of the politicized CIA and the various acolytes of Zbigniew Brzezinski who have come to dominate the State Department, the Clinton faction, and the CIA.  They thought they had bought the election of their patron, Hillary Clinton, fair and square, and are beyond dismayed that the election wouldn't stay bought.  They are low on plausible villains these days, as nobody would believe ISIS tipped the election, but they thought it possible Americans are still afraid of Russia, so they tried that bogeyman.  The stakes are high enough that when one of their gambits falls flat, they don't back off but rather they double down, well past the point of absurdity.

At least, that's the way it looks to me.  I don't believe the CIA has ever backed away from any of their disinformation campaigns, even when it has been exposed to public ridicule, once in its history.  That, as the kids say, is how they roll.

And what about the CIA / intelligence community taking a sense of responsibility for its auspices. If ANY foreign govt or player actually successfully altered the US election outcome, that is the FAILURE of the intelligence community. They are foreign actors - expect them to be hostile (especially given US blanket belligerence in foreign policy even to allies)

Anyway, CIA is an existential threat to the american republic - and arent even being clandestine about it.

First thing trump should do is shut down the CIA entirely. Theres 16 other agencies to take up the slack

CNONC's picture

There is one "deep state" which has as its goal the wielding of power for the benefit of the members of the deep state.  But within that structure are several "machines" in the sense of old style American political machines like Tammany Hall.  Patronage divides the spoils within each machine, internecine warfare detrmines which machine is dominant and thus leads policy.  Elected officials lead each machine, even as the American system dissolves, because legitimacy still comes from winning elections.  Thus, it is possible to analyze American policy in terms of the competing interests of the Clinton machine, now mortally wounded, the Bush machine, often seen as the Republican establishment which is still the most powerful organization in the deep state, and the Obama machine, which is the inheritor of the Kennedy machine apparatus.  It actually works alot like the Mafia, in which each family may go to war with any other, but all actors protect the system from outsiders.  The question is, is Trump representative of a new crime family moving into town, or is it an outside force which has no loyalty to any machine.

Boggles the mind how concerned we are that a foreign power, Russia, might have influenced the election.

For the other 99% of us, the rich are a foreign power that controls the media, universities, the nominees, the senate, the house, the outcome of every election and, btw, has been misappropriating the fruits of our labour for at least as far back as December 23rd, 1913.

The reason the Deep State wants to suppress the likes of RT: Republican Senator Richard Black is interviewed and confirms that ISIS is a tool used by the US and 'regional powers'.

Speaking to RT on the advance of ISIS militants from Mosul toward Palmyra, Virginia Senator Richard Black (R) expressed doubt that the US-led coalition could have overlooked such a regrouping, pointing to possible interests of the US and regional players. They had to travel over 100 miles of open desert, apparently totally invisible to US intelligence gathering satellites etc.

The Clinton/Obama cabal had compromised many (if not) most institutions.   The CIA is certainly one of them.   That's not a wall to wall compromise, but as long as the compromised positions sit on the top floor corner offices, then...the infection spreads.

This is Clinton Legacy.  One last vestige of whine-mongering.  One more poke in the eye.  One more trip wire to decelerate Trump's momentum.

...and this time...it is different, because the cabal was actually being aided by the RNC insiders.  And now they have a president, who isn't really a D or an R (whatever it means to be either one of those...I can't really figure out)

...but apparently now Mitch McC has decided that to be a good Republican he should start caring about our debt....but, afterall, he entered Washington arena in 1964...thanks for watching out for the budget during the last 50 years Mitch.

CIA was compromised well before that. Kennedy assassination (he spoke about smashing the CIA to a thousand pieces then was killed), Bush Sr. Director of the CIA and later Vice President then President, Bush Jr.. Bill Clinton/Hillary referred to as "My other son"-Barbra Bush, "My daughter in-law"- Barbra Bush, Obama, the president with no past (it is known and confirmed his grandfather that raised him got a pay check from the CIA). The CIA has been in the Whitehouse Since Bush Sr.

swmnguy's picture

The CIA has been a political strike force since its inception.  All they've ever done is advance their faction's political agenda.

Since political terminology in the US so frequently means the opposite of what the words themselves mean, it's kind of hard to describe things accurately (intentionally so), but the CIA has always worked toward a global Empire dominated by US corporate interests, enforced overtly by the US War Machine, and facilitated by the CIA overtly, covertly, using information, propaganda, coercion, violence when necessary; doing the things diplomats, the military, and corporate Executives cannot do without undue exposure.

You might say they're the general factotums of Empire.
