The H-1B "Scam" Exposed

The federal H-1B program is intended to allow foreign workers into the US to do high-skill jobs for which employers can’t find qualified domestic workers. In reality, it’s a way for US employers to lower their labor costs, ignoring the large pool of fully qualified (but more expensive) US workers in favor of cheap foreign labor.

This isn’t a small program, either; in 2014 there were 124,326 new applications approved and 191,531 renewed. Since this is a three-year program with one possible renewal, the total number of H-1B foreign workers in the US is triple that, or close to a million lower-wage workers in positions that should otherwise go to US workers at much higher wages.

Where are those workers coming from? According to a recent report to Congress, in 2012 most – 64% – come from India, with no other country sending anywhere close to that many (China came closest at 7.6%).

Given that so many come from India, and that they’re coming under the pretense that they are significantly more qualified than their American counterparts, you may be stunned to learn just how poor the Indian training system when it comes to computer programming.

According to a 2017 skills assessment of graduating Indian software engineers conducted by Aspiring Minds, an Indian skills assessment company:

  • Out of the 2 problems given per candidate, only 14% engineers are able to write compilable codes for both and only 22% write compilable code for exactly one problem.
  • Only 14.67% of engineers are employable for IT Services company, while a worryingly low percentage of 2.47% are observed to be employable in IT Product company.
  • Amazingly, just 2.21% of candidates are able to write functionally and logically correct code.

This is the labor pool from which we’re pulling the majority of overseas workers, who our US staff supposedly cannot compete with.

My firm loves these guys.  We had one Indian guy that we ended up catching doing something so rank it will make your head spin.  We all kept noticing that there was water all over one of the toilet seats with a trail of it on the floor moving NW if you were sitting down.  Turns out this fucking primitive fuck was filling up a cup full of water and washing his ass with his hand instead of using toilet paper, spilling shit tainted water all over the place.  Man, i would have loved sitting in on that meeting with the director of human resources who actually had to fly out for the day to talk about it with him.  Fucking A!

I watched corporate IT shops outsource jobs to India for a decade, then I watched as these same shops began using H1B visa holders to replace their IT staff within the US in the following decade... All for the sake of profits, rarely evaluating the performance of these people... Cheaper is always better on the P&L for a CIO, even with the knowledge that it took 2 - 3 Indians to replace one highly trained American IT worker, regardless of discipline in the IT arena... H1B visa holders are little more than indentured slaves to the people that hold the keys to their visa renewals and are treated as such... There is no moral authority in corporate America, just profits...

Uh, I am not surprised, at all. I like VICE news and I am guessing some of the footage that I remember is from one of their news pieces.

Open defecation is acceptable. In the city, near the river, on the beach: there are not enough toilets or buried sewers.

I forget which news show I was watching recently that showed people shitting on the beach. Just go out onto the sand and take a dump. Use some leaves, some sand, heck they showed them digging a little hole that filled up with sea water and that is what they used to clean up.

Noticed not just water but food particles all over the faucet and sink. Couldn't figure it out as I brushed my teeth each day after lunch. Was brushing my teeth one afternoon and saw an Indian contractor come in after lunch, turn on the water, scoop a handful and put it in his mouth, swish it around, and spit it out all over the faucet, knobs, sink, everywhere. No concern for spreading his disgusting crap all over. Then walked out with food particles all over the place.


A few years later on the opposite coast. Again, brushing my teeth in the men's room after lunch. Indian comes in, uses the urinal, the washes his hands (hey, 2 points!). I notice he keeps looking over at me. Keeps looking over at me. Keeps looking over at me. I finally turn to him and glare with a, "What's your fucking problem glare."

"What you doing?"
"What you doing?"
"What's it look like."
"Dis is doctor orders?"
"Are you trying to be funny?"
"No. I no know what you're doing."
Taking the tooth brush out deliberately, glaring.
"I'm brushing my teeth. You know, to clean them."

Well obviously. They can't compete directly, unless purely on cost to serve a customer that doesn't have quality and skill requirements.

They are hired because they are cheap and speak English. And don't care about things like bribery or exam cheating.

It's pretty clear that in countries where a different language is required, miraculously, they don't need their L33T SKILLZ anymore.

And IT is benefitting 27x more than Accounting. Are we despairing about this unequal gift? No! Since they are truly the best and brightest, then surely they shall come en masse and save our noble, but fatefully inferior bean-counters from themselves :D

Why would they not want to be taught by their intellectual superiors who have incomparably great integrity and unequalled knowledge? How selfish that would be!

No one here seems to have any sensw of what was going off more than 20 years ago, totally clueless.  So I will inform you of the facts.  When skilled workers wanted to enter the United States on the basis of a skill that was in short supply, big states like New York had an office assigned to Alien Certification.  The workers here were State Department of Labor employees who were under federal oversight and whose payroll was funded by the USDOL, Wagner-Peyser funds. Say you had a restaurant owner that needed a skilled sushi chef and none could be found among American workers. The owner would place ads in newspapers (this was way before Craigslist) for a sushi chef and would also place a job order with the State Job Service, the federally funded employment agency.  If these attempts came up fruitless, the foreign sushi chef the owner had in the wings would be on his way to a "green card" (which isn't green) and permission to work as a documented alien in the USA.  Of course, it might turn out that the sushi chef was the restaurant owner's cousin, that the entire procedure was a charade to get the cousin into this country.  But unlike when a company like Tata Consultancy Services places foreign nationals into American jobs, the Job Service did not allow placement fees and there was no graft that I know of.  In New York, the work of the Alien Certification Unit was taken away from the NYSDOL and transferred to a regional office in Chicago.  In due course, we got the anything goes H1B program of today, where there has to be graft payoffs to someone high up to allow the criminality in hiring to go unchecked. And the new "green card" is the EB-5 visa, where there is literally a $500,000 payoff to get a U.S. visa.

Let's limit citizenship birthrights to citizens.

As I have said before, India is one huge shithole. I don't remember where I saw this footage, but it showed how schools, teachers, parents, and students in India cheat. It is considered acceptable. On test day the teacher hands out exams. The parents show up with cheat sheets they by with bribes. The students take the exams, in front of their teachers with cheat sheets. The students pass.

What does this prove? That Indians are very accustomed to scams and bribery to get what they want. I am not surprised that they don't know shit. Why would they? You don't learn anything by copying the exam answers. But they have a certificate! Golly gee!

And all they need, in order to pass the automated resume scanner (no human eyes ever see the first round of applications) is the certificate.  Corporate and government hiring processes depend on "credentials", not capabilities.  Two people with the same credential are considered equal, and if one of them is a "minority applicant" and the other is white, the Certified Minority is untouchable. 

And you wonder why about 50% of all new hires turn out unqualified for their jobs?

You just nailed it right there! They have a certificate and, with the proper bribe, they are accepted by an HB1-visa hustler and voila! they get to come to America and steal an "overqualified" white person's job.

If this is true, then why do U.S. corporations hire these incompetents?  Bad code is a nightmare that haunts operations for years and costs megabucks to fix.  I don't understand the business model.  Are they all being hired by Sears and Obamacare?

Because they're willing to take significantly less money than US citizens to be able to come to the US for work.  It's disgusting to hear the justification for this crap.  It's all about the bottom line.  I actually heard a manager say 80% was good enough, meaning 80% complete, accurate, and functional.  Eighty percent???  We looked at each other, picked our jaws up off the floor, and just ignored him--too bad if deadlines were missed.  What customer is going to be happy with that?  When that's the attitude management has, you think crappy coders from India are a problem?

I had a project manager tell me to stop finding problems while we were working on a system conversation. She said I am going to cause us to misstge deadline.

All she cared about was meeting her fucking deadline. Her annual bonus was heavily dependent on her projects meeting arbitrary deadlines that project managers pulled out of their asses without consulting people that would do the work.

Usually you can see this on their CV ... was in charge of outsourcng one company after another, gets fired frequently from the Western client for mysterious unexplained reasons ... takes a lot of trips to Asia and has glowing online testimonials from Asians saying he has awesome EQ and is a genius etc ....

It's been sixteen months now since a bunch of guys from Pune (India) took over the 500k LOC project I was leading. We were checking in major features every week, releasing every month. These clowns cost slightly less but haven't committed fuck all in sixteen months. Mgmt needs to be held to task for this. This is a safety system and one that increases the "time on tools" for refinery work. Crazy how much they are losing just to save a few bucks.

On the mgmt, it's full of mba fuckernaught graduates from Anderson, KPMG, Deloitte and Douche whose go to mode is to get implanted in these corporates and bring in their consulting buddies from one of these companies to do a study or a project that outsources it all away.

I refinance my mortgage in 2015 and ended up with what I thought was a great deal with Sun West. Boy, was I wrong! For one thing, they have done reverse offshoring. What do I mean? They are an Indian company that has hired US employees. Anything that can be done online is done in India. Customer service and sales are done by US employees.

I couldn't get away from Sun West fast enough! Why? It was one thing to call customer support for Dell and get a rep in India to help set up a new computer. It is something else entirely different to realize someone in another country has access to your most personal data: name, SS#, employer, marriage status, address, income, banking information.

All those phonecalls from Microsoft Support with an Indian accent -- imagine those people having access to everything. Imagine people that have no problem with bribery, as a way of life, selling your data for the right bribe. I couldn't refinance fast enough. One year with Sun West was too long and still creeps me out when I think about it.

Might as well make it so only those who are working without a visa can have access.

I actually had that happen with a GRC project.   A fucknut from E&Y gets hired in to do vendor management at a huge company.   My gig at the time was doing VM for the company.   All of a sudden, EVERYTHING we did was crap.  3 months later E&Y is doing the engagement [and fucking it up] 

The target company? STILL does not have a new solution in place.

This is what I don't understand.  Do they also hire incompetent welders whose work doesn't pass inspection and has to be cut out, ground down and re-done by an expert who knows what he's doing and costs a great deal more?  It's just plain shitty business practice, and the corporation will be eaten alive by their more savvy competitors.

Good software is robust, scalable, well-documented, menu-driven, etc.   It's expensive and worth it.  Frankencode destroys an enterprise's flexibility and leaves it able to react to change at only a glacial pace.  Hiring crappy software engineers who build and roll out crappy software is like intentionally infecting your system with malware.

In my day they'd hold lots of meetings, take out-of-town trips to view existing systems, talk to sixteen vendors, and then buy IBM because nobody ever got fired for buying IBM.  In today's culture the trend of the day is to hire cheap H1Bs because nobody ever got fired for hiring cheap H1Bs.

I was just thinking about that the other day. If it had been a German colony they would have been stuck speaking DSL (Deutsche as a 2nd language) and Ghandi would have been a chemist.
