Connecticut Gov. Signs Exec. Order Taking Over Spending After State Fails To Pass Budget

With Maine looking like it will be the first state to shut down heading into the new fiscal year on Saturday morning and perhaps beating Illinois to the punch, moments ago Connecticut, as previewed last night, will also enter the new fiscal year without a budget, inviting rating agencies to downgrade it to Illinois' "barely junk" rating or perhaps making CT the first US junk-rated state.

Lawmakers and the governor had been unable to reach an agreement on a two-year budget that will cover a projected $5 billion deficit for months, and not even the threat of the new year prompted them to move as we expected.

Meanwhile, Governor Malloy signed an executive order taking over the state's spending authority which will cut most services but at least keeps the government open. From Reuters:

As a result of the failure to pass a budget, AP reports that nonprofit social service agencies that rely on state funds are preparing for deep cuts. Democratic Gov. Dannel P. Malloy, who wanted the General Assembly to at least pass a proposed three-month mini-budget, is expected to reluctantly sign an executive order that maintains only essential state services.

Gian-Carl Casa, president and CEO of Connecticut Community Nonprofit Alliance, says agencies that help people struggling with mental illness to domestic violence are planning to lay-off staff and close programs.

The failure is the latest blemish on Malloy's record. The two-term governor has said he will not seek a third term when is current one is up at the end of 2018.

Cut ALL programs and expenditures except police fire garbage and roads. DMV should be automated. Crack whores can die off this winter.  Non-profits need to go beg private individuals or businesses for funding...or close doors.

Lastly, TAX CHURCHES for property tax.  

 

Edit: layoff 40% of state overhead minimally. And if furloughed NO BACK PAY TO BE PAID if brought back....

Tell unions 50% or take their chances on pensions once bankrupt. They will be lucky to get 20%.

I agree. I have been saying that churches should be taxed for ages. Screw this non-profit bullhsit. It is all a scam.

If churches want to save freezing people, fine. Do it on their own dime.

As far as state pensions? Folks will be lucky to get .10 on the dollar let alone .20. Finally met someone more optimistic than myself. Damn.

CT residents pay for weekly garbage pickup, that is alreadz cut.  At least in Fairfield county.  Roads are not being maintained anyway.  Had my car fixed twice thanks to potholes on I 95 the size of craters.  As soon as you cross in NY state on I95, no problem.  Police: If you dont pay for the cops benevolence thing and you get pulled over, you get buttfucked.  Fire department still works, but that is about it.

DMV: We drive about an hour to a DMV in a different county because the piece of shit DMV in Fairfield County is run by a bunch of niggers who can't get anything right. They fucked up all three car registration I've done there over the years.  Stopped going there.  Fucking hellhole.

Best way to save money right away is to free the pot heads and cut down the prison system to something like the rest of the civilized world uses.

If they start to tax the churches, shit will get real. Look up the "Vatican/mosscow treaty". It's something along those lines. The church is very corrupt, but it still holds the Truth which they are afraid of. The hierarchy is silencencing good priests (look up father feeney. Very well documented what happened) for the purpose of fullfilling back door agreements with the state. The church will not criticize modernism, communism, liberalism, etc and the church is allowed to run tax exempt among other things. There are strings attached to being non-profit that if removed, would result in the hierarchy allowing its priests to preach true doctrine and morality amongst other things including criticizing the state (for all their "ungodliness" to put it lightly.

I can recall a cheap little Class C firework that I used to buy at the fireworks stand when I was a kid.

It was called Cascade, and it was a larger version of the "Jumping Jack", which spun in place and hopped all over the place while it sprayed multi-colored sparks everywhere. You certainly wanted to stand back and keep your bag of fireworks away from that puppy.

The Cascade firework is a good metaphor for the bankrupt States in the US, and hopefully it will ignite other States to produce a "Cascade Effect" with the general insolvency and bankrupt pension plans that are becoming quite evident.

In CT the deadbeats always get their free cash first; since 2011 CT has shelled out about $600 million in cash in the new "Earned Income Tax Credit" for low income/no income tax filers. CT Sen. Martin Looney (D-New Haven), President of the CT Senate, was the Senate sponsor of it, saying later that "It's a good thing. It puts money into the economy". This is what passes for fiscal profundity in CT.

The executive orders can only apply to the policy and procedures of those agencies and departments that are part of the executive branch....which is legal.  When they actually attempt to create law or attempt to change law; that is were we run into problems...as only the legislative branch can create laws that the president signs into law or not...which in that case would be subject to an override by congress.  The problem with current use of executive orders is the use of them to assume powers not delegated to the executive branch by the Constitution.....but, that seems to be a common theme throughout most of government...from local, state, and Fed.
