Boehner Caves On Payroll Tax: Official Statement

Tyler Durden's picture

Ok folks, the circus is over, if only for a few days. Go home.

Statement by Speaker Boehner on Efforts to Enact a Full-Year Extension of Payroll Tax Relief Washington (Dec 22)

House Speaker John Boehner (R-OH) today issued the following statement:

“Senator Reid and I have reached an agreement that will ensure taxes do not increase for working families on January 1 while ensuring that a complex new reporting burden is not unintentionally imposed on small business job creators.  Under the terms of our agreement, a new bill will be approved by the House that reflects the bipartisan agreement in the Senate along with new language that allows job creators to process and withhold payroll taxation under the same accounting structure that is currently in place.  The Senate will join the House in immediately appointing conferees, with instructions to reach agreement in the weeks ahead on a full-year payroll tax extension.  We will ask the House and Senate to approve this agreement by unanimous consent before Christmas.  I thank our Members – particularly those who have remained here in the Capitol with the holidays approaching – for their efforts to enact a full-year extension of the payroll tax cut for working families.”

Someone should remind Boehner that "deficits don't matter" and thus the government can simply print the money instead of taxing us. I mean, why tax when they can print?

/I'm only half being sarcastic...

One's man liabilities are another man's assets.  All things being equal is Keynesianland, it is clear the government simply has not done enough stimulation.  Going from $10T to $15T in a few years simply wasn't enough I suppose.  And cherished principles like Gresham's law seem to be working so well.  In fact, much more government debt was needed to avert trouble.  Therefore, Boehner and likes of all elected government should rejoice at the idea of creating additional government expendatures in a manner that also promotes economic growth through consumer spending.

/fully sarcastic of course

I've never heard Medicare/SocSec referred to as "stimulation" before.  You've really got something there.

May as well throw in the military, too.  If not as stimulation, it's just as well considered welfare for folks who can't compete in the private sector and don't have the connections to get a cushy government administration job.

Which half?  Kidding, but really, if the intention of printing is to inflate the money supply, then sucking that money back in through taxes is self-defeating. You are right if you say there should be no taxes.

Not that the democrats are any better; but I find it utterly hilarious that republicans were fighting dems-- and the dems were for a tax cut... hahaha... out political system has fallen off of a clif just like our financial system...

the same thing caused the collapse of the USSR -- when citizens lost total faith not only in their political leaders (US congress at 11 percent approval), but their financial/economic system (think MF global stealing 1.2 billion and walking away and our national budget out of control)...

ugh... now we got Ron Paul being accused of being a racist... I vote for anarchy at this point...

Oh, please... riddle me this: what does it matter?; pay roll tax cut or no pay roll tax cut. It makes no difference on the bottom line—at the end of the day. And moreover, Who pays for it, whether it's  millionaires or eliminating gov. jobs. Etc. or Medicare or whatever… Do you really think it matters?

Point is, these politicians including the tea partiers (and I support fiscal responsibility) are so out of touch. They can’t decide on anything; they’re just a bunch of babies who are either voting for their own pay increases or trying to figure out how to run their re-election campaigns or smearing one another.

Obama stinks. They all stink. And -- Why does  Ron Paul have to have these skeletons in his closet now; his best hope is to maybe run as an independent…ugh… The fako press is just going to ruin him like Nader or Perot.

The last thing on their mind is actually running a country or fixing a problem; you know what’s on their find celebrating the holidays and getting their next pay out or front running the market or something…crooks, all of them... including the bankers and including the FED R...  “I just gotta know, are we gonna try to love each other? ... I'd like to. But he's out there right now. And I've gotta go to work…”

This country deserves to fail or needs an enema  … Maybe then we can start over and fix this fucking mess...

i always thought drug testing people on welfare was retarded for two reasons. first, i believe it will likely lead to an increase in crime.  second, so we're going to give a $100 test to people to get a $130 of food per month and pay another gov't employee to administer the test.  to top it off all they would ever catch anyone for is weed, which may not be legal or a good idea, but is far from the biggest threat our society faces.

Finally, ALL of economics explained by John Boehner!  Rather than the dismal science, economics is the simple "science."  Determining all of economics are the “small business job creators.”  No, it is not demand which creates jobs, because that would require employees adequately compensated to create enough demand to motivate “small business” to create jobs.  Neither is it the “big business non-job creators,” because, umm, well I don’t know, John apparently keeps this part of economics secret.  No, it is “small business” which, poof, creates jobs just for the hell of it!  But, don’t tax them because they won’t create jobs, apparently just to spite whomever is taxing them, since, after all, they create jobs out of thin air just for the hell of it.

Ya gotta admit, it was a great strawman. Very clever, in a sinister way.

Set up (a year ago) after a humiliating loss, as a "payroll tax cut". Most people think of "payroll taxes" as going to fund government operations. Salaries, pensions, bank regulators...lol...army bullets & guns and what not. Operational expenses which can never be recovered for services rendered.

FICA is not that.

I always thought its supposed to be part of a social safety net that "certain" members in our society loved to tout as being humane and civilized. Why do they now desire to underfund it?

So I ask again, as general questions...

Why a FICA "revenue" cut? Why not cut income taxes if they really wanted to give Joe SixPack a break?

If you cut income taxes, Joe Sixpack gets a little more in every paycheck, but the year-end "refund" check is smaller.  (Not really a refund, just the return of principal on an interest-free loan to Uncle Sam).

Plus, the "wealthy" benefit the most from income tax cuts, since they make more money.  FICA is capped, therefore, the rich don't stand to benefit as much.  Of course, it underfunds social security and medicare, but since nobody seems to be paying attention to what FICA supposedly funds, the Administration can spin this as much as they want.

But your question was rhetorical, was it not?  Friday night pizza parties for everyone!

"If you cut income taxes, Joe Sixpack gets a little more in every paycheck, but the year-end "refund" check is smaller.  (Not really a refund, just the return of principal on an interest-free loan to Uncle Sam)."

Agreed.

"Plus, the "wealthy" benefit the most from income tax cuts, since they make more money."

Lets take this one head on. What do you mean by benefit the most?

The top 50% of all income earners pay most of all federal income taxes taken in. So who is benefiting the most, exactly? Forty seven percent of citizens pay nothing in federal taxes with all the tax credits & loop holes thrown in to bribe constituents.

Again, everyone knows, the wealthy make the bulk of their money (earnings) from capital gains & dividends. Not wages, like Joe SixPack, who just happens to be the burning strawman being thrown around the courtyard here.

That detestable maggot Buffet is telling a truth...just not all of it. Another way they "earn" money is by issuing each other common stock options. That comes out of thin air as well, diluting ole Joe SixPacks 401k stock holdings, but we'll keep that to ourselves...lol.

"FICA is capped, therefore, the rich don't stand to benefit as much.  Of course, it underfunds social security and medicare, but since nobody seems to be paying attention to what FICA supposedly funds, the Administration can spin this as much as they want."

Agreed again.

"But your question was rhetorical, was it not?"

The questions were partly rhetorical.

The tax code has become a mish mash of unworkable pet projects for whoever is the flavor of the moment. Today, its Joe SixPack because its an election year coming up. Yesterday it was Solyndra, LightSquared, 200k defined as rich, jobs saved or created, O'BamaCare & skittle shitting unicorns. Only criminals operate this way.

The longer range plan for a statist socialist like O'Bama is the same as it has always been. Steal as much as he can for himself & his cronies before he's run out of town. And before anyone barfs up "he's not a socialist" look at Europe...its full of kleptocratic soialists.

Its not fairness or law, its theft.

Because 50% of Americans don't pay income tax now.  And most of those get earned income tax credits.  Once you reach that point dropping the income tax further does those Joe Six Packs no good.  However, a FICA cut raises their take home pay right off the bat.

Actually I think it's a wonderful idea.  It will just bankrupt Social Security that much faster....probably by the end of the decade.  When that happens there will be a "Logan's Run" type scenario where the young will go after the old when they scream for higher taxes to fund "their promised benefits" and the young tell them to fuck off.

The Revolution is coming.....but how it plays out nobody knows.  Who knew that the Arab Spring would have started with a fruit vendor burning himself to death?

I wonder if the American Spring will start with some Baby Boomer Flambeau?

For those too young to remember Logan's Run........

Progressivity of theft does have its limits ;-)

Blah, blah, blah.. I thank our Members – particularly those who have remained here in the Capitol (for the Toga Party orgy) with the holidays approaching (to stay away from their insufferable families) blub, blub, blub, blub

Senator Reid and I have reached an agreement (the passage of brown envelopes under the table) that will ensure taxes do not increase for working families (not directly but in a dozen stealth taxes) on January while ensuring that a complex new reporting burden (Marxist-Fascist State monitoring) is not unintentionally imposed on small business job creators (not unintentionally, we'll do it intentionally)

I though that Kenny "I woke up with my mind in a brown paper bag to see what condition my condition was in" guy wrote that one - don't know his last name but a guy named Kenny sumpin or other sings it on one of my  paw's "classic" CD's?

It gets better. To pay for a 2 month, 40 Billion cost extension of the payroll tax cut, they've added a 10 year tax onto mortgage payments.

Mind you the social security trust fund is the only cash cow the kiddie fondlers can depend on.

The social security trust fund ran a 190 Billion surplus in 2011. Congress draws the surplus and replaces it with soon to default low return US Treasuries.

Regularly and with a consistency so systematical as to be considered conspiratorial, Congress withdrew money from Social Security leaving in their wake bad government IOU's. In short Social Security for the many contributors was robbed by the Congress to spend in favor of and for votes of the special interests. There is little left other than the bald, naked, promissory notes of a government bereft of morals and dignity and most importantly one without cash.

Social security has always been solvent and has always paid for itself. Social Security is not a government benefit, it is a member funded trust fund - always has been,

ROTFLMFAO !!!!!!!!!!!!!!!!!

I was driving in my small town with the windows down this evening when the news hit that Boehner bent over for some Obama back door action.  I hooted with laughter so loud that someone in the car next to me that was stopped at the light asked me what was so funny.  So I told him.  He yelled back...."What a fucking bum" !!!!

I knew this pussy was going to cave as soon as the Banker's Mouthpiece (otherwise known as the Wall Street Journal) let it be known what the bankers wanted.  And their Republican Whores lifted their skirts and said..."We're ready boys....cum and get it !!!"

And remember it started with Mitch McConnell first.

Obama sure does love that white ass...it bends over SOOOOO easily.

ROTFLMFAO !!!!!!!

If the Bush tax cuts were extended, this payroll holiday tax should be extended too. It's funny to see a bunch of people favor tax cuts for people who don't need it and argue against people treading to keep their head above water getting a tax cut. Social Security is a Ponzi Scheme, it's about time they made my generation fund it a little less. We're not going to get the same benefits.

Like I said the Tea Party favors the rich. They are an interest group that favors the wealthy and corporations. Grover Norquist argues to keep the farm subsidies, while arguing against tax cuts for the middle class. Farm subsidies..free market economics for all.

get your facts straight....bobbydickweed....the repubs (which i find most of them repugnant....to i find all Dems repugnant) were fighting this tax cut because of how it was going to be "paid for" in the budget. repugnant repubs want to cut actual spending....repugnant dems just want to tack on more fees (aka taxes) on the other side of the equation (in this case mortgages).

but you are a smart guy and already knew about this....this is why you brought it up, right?!

The payroll tax cut orginated from the Porkulus package. The payroll tax cut was an agreement between the Republicans and the Democrats to continue a tax cut through the payroll so bums who weren't working couldn't benefit.

The Bush tax cuts were extended to keep the people on unemployment on for 99 ridiculous weeks. They sure cut the budget, when they extended the Bush tax cuts and gave people 99 weeks on unemployment. I don't know if it will ever get through your thick head that the Republicans want to cut the kind of spending the Democrats want, while spending like drunken sailors on their own pork. It's a good thing you want my Generation to fund a Ponzi Scheme while we both know (or may know) my generation will get no where near the benefits being offered to the Boomers (half of them didn't save for retirement). Defunding the Ponzi Scheme and lowering the benefits now so it is not a surprise later would be the more responsible thing to do.

Why am I not surprised that #1 you never mentioned the fact that I said Norquist sings the praises of Free Market economics while saying the Agricultural subsidies should be continued and #2 the guy who responds to me with "bobbydickweed" has a "Pro" Wrestler for a screen name. I look forward to your and a Nascar fans' response.
