Boehner Deficit Plan Passes: Here Is What Happens Next

As expected, the revised revised Boehner plan has passed the Congress garnering the required 216 votes to be successful (218-210 to be precise). And now that the ball is in the Senate's court, here is was happens over the next 3 days...

Majority Leader Reid today set the wheels in motion for the Senate to begin consideration of the House bill, assuming it passes, or his own debt ceiling/deficit reduction plan.

Our understanding of the procedures in the Senate is pretty basic, but the bottom line seems to be that the soonest we would see any meaningful vote in the Senate would be shortly after midnight on Saturday (i.e. early Sunday morning.) It's not clear to us whether that initial vote would be on some version of the House bill, Reid's original proposal, or Reid's proposal modified based on recommendations from Minority Leader McConnell. Without Republican input on the legislation, the odds of filibuster go up. People with more knowledge of the workings of the Senate than we have are looking for another procedural vote on Monday morning, and a final vote on some piece of legislation on Tuesday (August 2.)

Putting the logistics of the Senate aside, Reid is going to have to make some adjustments to his bill to get enough Republican support so that Republicans don't block legislation through filibusters or other tactics.

Assuming Reid can get the Senate to pass some piece of legislation, some compromise will still have to be worked out with the House. If Speaker Boehner wants to be part of a compromise that prevents default, he's going to have to shift gears in a major way. In the last couple of days, he's been working overtime to get support for his bill from members of his own party. If he wants to push through compromise legislation, he's going to have to court some Democrats, because he'll surely lose Republican votes on any compromise with Democrats.

As we noted in our comment Monday, the original Boehner and Reid plans had enough in common to suggest grounds for compromise.

The biggest stumbling block will continue to be the House bill's provision that calls for the debt limit to be increased in two steps, with the first increase only lasting through the end of this year or early this year. We don't think Senate Democrats and the White House would concede to that. As we noted in our update Monday, both the original House and Senate bills call for a new Congressional committee to make recommendations for long-term deficit reduction. The House bill made the second increase in the debt limit contingent on Congress adopting those recommendations. There are no consequences for failing to adopt the committee's recommendations in the Senate bill.

We think Senate Democrats would agree to adding some mechanism to their bill to force the adoption of the Committee's recommendations. Indeed, President Obama said today he could support some sort of enforcement mechanism if it was "smart and balanced." We don't think Democrats would support the enforcing mechanisms in either version of the House bill -- i.e. making a debt limit increase dependent on Congress adopting the new committee's deficit reduction recommendations in the first bill, or Congress adopting a balanced budget amendment in the latest version. However, Senate Democrats do seem open to requiring a vote on a balanced budget amendment as part of a compromise.

The bottom line: To get legislation to raise the debt limit, some bi-partisan cooperation will be required. Senator Reid will need to work with Republicans to move a bill through the Senate, and House Speaker Boehner will need to start wooing Democrats because he's sure to lose Republican votes for any legislation that makes some concessions to Democrats. Given the procedures in the Senate, this isn't likely to be resolved before Tuesday. If the two sides are making progress, we think there is a good chance we would see a very short-term increase in the debt ceiling lasting for a matter of days.

...in mexico if you are un-employed and did "actively" look for a job in the last two (or is it four?) weeks then you do *not* count as unemployed...if you sell candies or newspapers on the streets, you do not count as unemployed, if you sell fruits or vegies in what is called the "informal" economy (no tax paying) you do not count as un-employed...the only way the government counts you as un-employed is if you gave up any hope of actively looking for a job...guess this put the whole "statistics as a bikini" concept in a whole new light...

Such a good pt, all the policies being promoted now by Repubs and most Dems can be summed up by the concept- the only path forward for US is to just to become third world nation.

First step was to abandoned policies that put our govt on balanced budget in 2000, turn away from that budget that would have paid off our entire national debt in 10 years and instead, in 2000's start incurring huge debt to foreigners by spending way more military, corrupt insider industries like Pharma via Medicare Part D and lowering taxes on rich. Also corruptly, like a third world dictator, drain pension savings (Soc Sec) to pay for unfunded wars and sweetheart deals for insider industries

Now that debt and deficit is high, tell everyone only way to compete is to have lower wages. Say trade protections are bad and let cheap foreign goods flood the market and wipe all domestic industries, leaving only the selling of your natural resources and tourism as your last industries. Say we can't afford to invest in infrastructure, we have to let it crumble. Say we can't afford to educate regular folks of little means, they'll just have to take low skill jobs generation after generation. Say only way to make jobs is to increase income inequality, make sure rich get richer. Tell anyone that is a regular worker that they can't aspire to a middle class lifestyle, in fact, wipe out the middle class and just leave behind a lot of low wage workers and a few rich people. Don't spend money on policing, regulating markets, let them be so they become completely corrupted by connected insiders. Don't worry about rule of law, let the rich prevail in our court system.

Think of every policy that characterizes a third world nation and our leaders arguing we should do those policies.

Meanwhile, places like Germany are the opposite of the third world nation policies, and they are an exporting machine. They have big govt, lots of unions, requirements that workers (not just execs) sit on corporate boards, high wages, high taxes which pay for their high govt spending, cheap education available to most, flat incomes with big fat middle class, strong regulations and environmental protections, and their businesses still compete amazingly on global market, their economy, even in middle of global mess does very well, thank you. But they've got us thinking, we need to emulate Haiti, not Germany.

They won't be able to get it done by Tuesday that's for sure.  And as for the short term increase for a few days, it depends on how the negotiations are going this weekend.  If it looks like it's a cave in, the republicans will allow a debt increase but not for a few days.  They will want one for 90 days.  The president won't like it because in essence what they are doing or trying to do is by the backdoor having a debt increase in 2 stages without a formal agreement.  This weekend is going to be very nasty and I don't see things going so well for the democrats.

Boehners just passed Bill will die in the Senate tonight before midnight tonight.

Reid is floating more cuts up front, a promise on a VOTE for a BBA and some stronger trigger to get Senate GOP xovers (h/t chuck todd).

As for actual procedure this is what it will looks like (from the Hill.com) 

Senate Majority Leader Harry Reid (D-Nev.) is shooting for a compromise by Friday night to set up a Monday morning vote in the Senate on a measure to raise the debt ceiling.

Reid is trying to reach a deal that would allow both chambers of Congress to take votes on a new measure to raise the debt ceiling by the end of the day on Tuesday, Aug. 2, when the Treasury Department says it will run out of money to pay the nation's bills.

According to guidance from Reid's office, the majority leader is looking at the following possible schedule.

The House will vote on House Speaker John Boehner's debt ceiling plan on Friday evening, and it is expected to approve it.

The Senate is then expected to approve a motion to table the measure, as early as Friday evening. That motion only requires a majority vote for approval.

The tabling motion will allow the Senate to use Boehner's measure as a vehicle for a possible Senate compromise bill that would be worked out by Democrats and Republicans in the upper chamber.

If the two sides can reach such an agreement, Reid will file a cloture motion on the amendment to the Boehner bill on Friday night.

Reid's motion would set up a vote as early as 1 a.m. Sunday to end debate on that amended measure. Sixty votes would be required to end the debate.

If that vote succeeds, it would set up a possible final vote on passage of the new measure at 7:30 a.m. Monday, according to the guidance.

This would give the House two full days to consider that measure before the deadline at the end of the day on Aug. 2 is reached.

Technically, according to a Democrat aide, a compromise amendment could be filed Saturday and still allow a final vote on Aug. 2 but this would cut things very close.

Once cloture is filed on the compromise legislation, it is very hard to rewrite the compromise. It would take unanimous consent in the Senate to vitiate the cloture motion, Sen. Jon Kyl (R-Ariz.) explained Friday. Seeking that is risky since some senators such as Sen. Jim DeMint (R-S.C.) vowing to block any debt ceiling increase.

I have seen varying reports.

My feeling is you get to October maybe.

Yanks borrow about 45-50 cents of every dollar spent.

The problem is reciepts would plunge almost immediately, due to the double dip that is likely happen, but happens with gusto once $150B-$200B is removed from the economy, every month.

And don't forget around $450B of debt Geithner has to roll by end of August. That would be interesting.

Now as JPM speculated in a note today there are assets the government could sell to raise cash. The thing is, is a fire sale of assets, like gold, really the best path forward. I am not sure, i am going to guess it is better than default.

My opinion on going forward without raising the debt ceiling is it would demonstrate to Americans and to the world just how truly broke the US is. And not only financially but poltically. I suspect the reprecussions of this becoming explicit is where the true unintended consequences of default come in.

So whether its EU or USA or China that foots the oil region defense  stabilisation bill, the WHOLE world will NOW fight for the only cheap oil that is left, along with Russia. The middle east reservoir will hold the world by its short hairs for the next thirty years...So the USA with its current problems, if it moves its troops out of Europe and world wide, it will lose out on the share of ME oil.

That, in a nut shell, is what the crux of globalisation is now about. In the context of financial mayhem created by US kleptocratic greed fed on 'irrational exuberance' and guaranteed by historic 'exorbitant petrodollar privilege' since donkey years.
