Boehner Deficit Plan Passes: Here Is What Happens Next

As expected, the revised revised Boehner plan has passed the Congress garnering the required 216 votes to be successful (218-210 to be precise). And now that the ball is in the Senate's court, here is was happens over the next 3 days...

Majority Leader Reid today set the wheels in motion for the Senate to begin consideration of the House bill, assuming it passes, or his own debt ceiling/deficit reduction plan.

Our understanding of the procedures in the Senate is pretty basic, but the bottom line seems to be that the soonest we would see any meaningful vote in the Senate would be shortly after midnight on Saturday (i.e. early Sunday morning.) It's not clear to us whether that initial vote would be on some version of the House bill, Reid's original proposal, or Reid's proposal modified based on recommendations from Minority Leader McConnell. Without Republican input on the legislation, the odds of filibuster go up. People with more knowledge of the workings of the Senate than we have are looking for another procedural vote on Monday morning, and a final vote on some piece of legislation on Tuesday (August 2.)

Putting the logistics of the Senate aside, Reid is going to have to make some adjustments to his bill to get enough Republican support so that Republicans don't block legislation through filibusters or other tactics.

Assuming Reid can get the Senate to pass some piece of legislation, some compromise will still have to be worked out with the House. If Speaker Boehner wants to be part of a compromise that prevents default, he's going to have to shift gears in a major way. In the last couple of days, he's been working overtime to get support for his bill from members of his own party. If he wants to push through compromise legislation, he's going to have to court some Democrats, because he'll surely lose Republican votes on any compromise with Democrats.

As we noted in our comment Monday, the original Boehner and Reid plans had enough in common to suggest grounds for compromise.

The biggest stumbling block will continue to be the House bill's provision that calls for the debt limit to be increased in two steps, with the first increase only lasting through the end of this year or early this year. We don't think Senate Democrats and the White House would concede to that. As we noted in our update Monday, both the original House and Senate bills call for a new Congressional committee to make recommendations for long-term deficit reduction. The House bill made the second increase in the debt limit contingent on Congress adopting those recommendations. There are no consequences for failing to adopt the committee's recommendations in the Senate bill.

We think Senate Democrats would agree to adding some mechanism to their bill to force the adoption of the Committee's recommendations. Indeed, President Obama said today he could support some sort of enforcement mechanism if it was "smart and balanced." We don't think Democrats would support the enforcing mechanisms in either version of the House bill -- i.e. making a debt limit increase dependent on Congress adopting the new committee's deficit reduction recommendations in the first bill, or Congress adopting a balanced budget amendment in the latest version. However, Senate Democrats do seem open to requiring a vote on a balanced budget amendment as part of a compromise.

The bottom line: To get legislation to raise the debt limit, some bi-partisan cooperation will be required. Senator Reid will need to work with Republicans to move a bill through the Senate, and House Speaker Boehner will need to start wooing Democrats because he's sure to lose Republican votes for any legislation that makes some concessions to Democrats. Given the procedures in the Senate, this isn't likely to be resolved before Tuesday. If the two sides are making progress, we think there is a good chance we would see a very short-term increase in the debt ceiling lasting for a matter of days.

Not to be a schoolmarm, but it didn't pass the Congress.  It passed the House of Representatives.  When I read the opening sentence I thought, and quite correctly, that it had passed both houses of Congress and had been sent to Obumma.

First of all, it is not Boehner that has to woo Democrats.  Boehner will not bring any bill to the floor that is not overwhelmingly approved by the GOP members.  He will NOT submit a bill he can get passed only with Democrat votes, that is just insane.  He'd be removed from his position before any such vote.

Second, the reason the two step process is in there to begin with is the Democrats refused to cut 2.4 trillion in any manner, shape or form from spending.  It's Too Big A Number.  That's why the two step effort evolved.  They approve spending cuts of smaller amounts multiple times.  This is how the negotiations broke down to begin with.

The multi step issue is not political.  It's mathematical.  You can't get votes to cut the enormous amount all at once.  You have to do it piecemeal.

The media CONTINUES to not understand that this is not politics as usual.  The Tea Party wiped out Democrats in November and took all those seats for ONE REASON AND ONE REASON ONLY.  It's not abortion.  It's not DoD.  It's not religion.  It's SPENDING and ONLY SPENDING.  They don't CARE about a political career.  They don't care about projects for their district.  They were elected to kick ass and that's what they are going to do, and they don't care a WHIT about any media criticism.

They are the most dangerous force Washington has seen.  They are politicians who don't care about re-election.

Again, I hate jumping in for one side here, because both sides are absolutely not "for the people".  But I do think we need reality as well.  Obama and Boehner were working on a $4 Trillion dollar deal $3T in spending cuts, $1T in increased revenues, but Boehner walked away because of that Grover Norquist tool and his tea-party groupies.  To keep this ponzi afloat, that plan was obviously the most logical plan we have heard of yet.  And both parties are trying to keep the ponzi afloat, just for their own party or puppeteer's benefit.  The tea-party are puppets of Norquist, Koch, and several lobbyist groups like American's for prosperity and Alec, and many others.  I only say this because you have your head in the sand, and you think we have a chance.  The truth is neither side represents us.  If we come out of this coming economic implosion with either political party maintaining a say in government, we lose.  We need America v.2.

Hmmm. I personally think the whole circus is rigged. The sheep enter the bigtop wanting a show. The price of admittance is just one of those little used liberties for every show. At this point we've seen way too many shows and are running on the promise of "pay tomorrow for today's show".

I don't give a rats ass what the final outcome is because it's all coming down eventually anyway. It's just a matter of time. These cock odious noshers grabbing resources every single second (congress) to benefit themselves will never change. Not even when it's too late (as in now). Just my 2 cents worth for my first post. Been reading for 2 years now and have found that ZH is generally right in line with what my mindset has been for many, many years.

I agree with the adage of beans, bullets & bullion. Well stocked in all departments. Just sitting back munchin' popcorn watching the show.

The reality is, it is a game. The ultimate spectator sport called "politics". No children, though I do have 20 or so kids (among my goat herd) which will be quite edible should things go apocalyptic in the next several years. So I'm not concerned about "the kids future". You can scream all you want until you're blue in the face and the end result is the PAC's will have the say in what does and doesn't get rammed down our collective throats regardless of individual will. The days of voting in meaningful change are dead and gone decades ago. I have voted in the last 8 presidential, every mid-term and countless local level elections  for 3+ decades only to watch it go progressively more and more to shit each and every year. The only solution is to burn it all down and start over. Hard choices? Absolutely. Bleak for the majority of the population? Yep. Tough shit. Suck it up and deal with it. It's coming whether anyone likes it or not. The question is, "how prepared is the average person?". Answer: not very.

Here is the timeline:  Reid files cloture on his bill tonight.  The vote on cloture would be at 1:00 AM Sunday.  30 hours later, 7:00AM Monday, the Senate could vote on final passage of the whatever the bill is and any amendments pending to it.  This amendment would be whatever the deal is.  Such an amendment would have to be filed tomorrow by 1:00 PM. After Senate passage, the bill could go to the House.  They would likley not have any time to amend it.  They would haver to take it or leave it.   Any of these timelines in the Senate could be changed by the unanimous consent of all Senators.   Are they cutting it close?  Yes.  Will they get a deal?  I think so.  My guess: GOP will cave in to Dems for a longer (i.e. after the election) debt ceiling raise. Dems will give the GOP a guranteed vote on a balanced budget amendment, a joint committee  with fast track consideration.  DOW takes off to the moon on Monday.

for now.  this ain't dead.  the senate Ds under reid can screw around and pull something out of the hat.  they have a majority. 

the way to get a ^debtCeiling^ law is the have the Ds take over.  the Rs had a basic choice:  stop the legislation in the House or not.  if they don't cave to the banksters, there is no legislation. 

now, if/when the crooks in the senate get the deal done, they can send it back to the House. 

now it is gonna be tough for Rs in the House to renege on a nice compromise bill to raise the debt ceiling.  so, it will most likely pass.  i doubt if the House Rs can cobble enuf of anything together if/ when the Senate tosses back the Bankster Bill that boehner incomprehensively launched. 

see what happens. 

when boehner paused and held the bill, yesterday, i thought he had the votes.  the puase was the signal to give china, the imf, wall street, economists, timmah, and analysts a chance to say "you are acting irresponsibly if you risk DEFAULT and so on."  and then prez0 leading up to boehner serveing up the beachball for the Ds and the banksters.

so, everybody got to bat and i don't know how the amendment will work out, b/c it's irresposible to not borrow the money, even if you don't default in a million years.  plus that house vote, if correct, is very good for the political GDP because some campaigns got financed here for some great selling out.  the pork will flow in the new budget.
