Bush vs Obama: Facts And Observations

Even as the political posturing over who spent what, how much and when reaches ridiculous levels, courtesy of the St. Louis Fed it is a short 5 minute process to fact check (thanks to the St Louis Fed's Fred) what the average annual federal expenditures, investment and consumption were/are under the regimes of Bush and Obama respectively. It also allows us to see what the average government saving, or rather, borrowing has been under the two administrations. The result, or rather the step function contained therein, may surprise some. Furthermore, we present a few observations from Sean Corrigan's latest later on the proclivity of the Obama administration to spend.... and spend... and spend... which demonstrates that while there certainly may be carryover from the previous administration, the eagerness of the current one to fund a record amount of disposable income via state transfer funding can not be blamed on the Bush by any sane person.

First, a head to head comparison of expenditures, investment and consumption. Net result: a 332% difference when it comes to net average annual savings (or rahter the opposite). Guess in whose favor.

And some follow up observations from Corrigan:

Come on, people! This is NOT the fiat money equivalent of the Cuban Missile Crisis, for goodness’ sake! We are not going to reduce the world to cinders on the morning of August 2nd if the imperial presidency actually has to hew to the Constitution for a change!

 

While there would no doubt be occasion for some interim difficulty in speculative markets if the US did not get to borrow even more next week, the Federal government need not actually default on that fateful day: one should not overlook that it does still face the option of simply not writing as many uncovered cheques as has been its all-too profligate wont.

 

Be aware that the world’s largest economy still luxuriates in a soaring deficit of over 12% of private sector net domestic product (the wealth-creating rump out of which such debt must be serviced and redeemed) despite the ostensible recovery being enjoyed there. This gap comprises no less than forty, potentially inflationary percentage points of a vast, $3.6 trillion level of annual expenditure which is not only bigger than the output of the entire German economy, but which amounts to an initiative– and responsibility- crippling 30%+ of PNDP—a proportion heretofore unprecedented in peacetime.

 

Post-crisis, the Obama administration currently doles out three times as much as did the hardly parsimonious first Bush one, as recently as 1990, burning through as much in a year as its predecessors in office managed cumulatively to consign to the flames in the entire first three decades of the post-WWII experience.

 

To imagine that one could not make a meaningful attempt at good housekeeping within such broad confines—without having to confiscate more private means or to penalise more individual endeavour along the way—is, frankly, risible: a fact of which the erudite, considered, and entirely sane Ron Paul (a man we would back over the likes of that elder statesman-manqué, Vince Cable, in almost any field of endeavour) is just as fully cognisant as he is aware that this game of brinkmanship is one of the few methods possessed by a no longer supine legislature to bring an arrogant executive to heel.

The punchline:

Absent the expectations of a renewed policy of monetization from the Fed, US Treasury rates are therefore likely to back up far more from the simple return of a modicum of free market pricing, regardless of their attached rating, than they are from a belated recognition by the zero-credibility agencies that no amount of politically-convenient pretence to the contrary can seem to put cloth on the back of a thoroughly naked emperor.

 

The fewer free rides the global hegemon enjoys— either in the debt or currency markets (and the two are, naturally interlinked - the more responsible his behaviour might become toward both us and his own oft-afflicted citizenry. This battle could just conceivably bring about exactly such a curtailment of his ‘exorbitant privilege’.

 

Can this be entirely a bad thing of which to dream?

Currently, a net 13.5% of personal disposable income comes directly from the state, the highest fraction in the eighty-year record. He was "The Decider" when there was a chance to do something about the bubble and instead of taking affirmative steps he gave us tax cuts, two stupid wars, and executive orders to "let it ride".

Back up to end of Clinton's last term, and it was Robert Rubin, Larry Summers and Alan Greenspan who were in the middle of Glass-Steagalll repeal and the LTCM meltdown. Rubin was clever enough to jump to CITI right before the internet bubble popped and the recession began. Bush walked into a recession Spring of 2001.

The tax cuts by Bush and lower interest rates by Greenspan were in response to the reccession, made worse by 9-11 which caused economic havoc. But those  interest rates were too low for too long and the repeal of Glass-Steagall, housing bubble, and derivatives mania were eaten up by the squids who became TBTF under Bush.

Seems to be a pattern during vulnerable periods of elections and transitions of power being targeted by the TPTB. Big moves are made before anyone knows WTF is going on and what to do about it. Like Glass-Steagall, Bailouts, and TARP.

All you need to know:  2006 debt ceiling was $8.2 Trillion. If now increased by $2.7 Trillion, to $16.7 Trillion, it will more than double the 2006 national debt/ceiling in just 5 years.

We always talk about what the president spends, and what president is responsible for what amount of debt, but it's the congress controls the purse strings.

Clinton didn't balance the budget, the GOP congress did for him. Bill Clinton had a democrat congress and they were well on their way to doing the same thing as Obama is doing when people flipped out and gave the GOP control of both houses in 1994, for the first time in 40 years, to hold him back.

It was only after 1994 election that Clinton developed his reputation as a moderate pragmatist who balanced the budget. He actually vetoed welfare reform 3 times before finally signing it under threat of override and, even then, vowed to overturn it the first chance he got. Now he hails it as his greatest acheivement when he did everything he could to stop it from happening.

The dems were elected to congress in 2006 to counter Bush, but they've gone nuts. Bush's biggest deficits were under the donkey congress.

CBS news tonight was carrying on about who would get paid and who wouldn't in the event of a stalemate. If you're living that close to the edge that you rely on the current check to carry you through then there's a much more serious problem (elderly excepted).

While I feel badly about people not getting paid, if you can't survive a tardy paycheck then you haven't sufficiently protected yourself from a bad economy.

Remember, when the fraudulent debt and the imbalances that created it destroyed the economy, that's when our fiscal house went into overdrive to create even more debt.

c) democrat dream of printing money on silly things (some useful) and raise taxes to create revenue to pay for the fraud?

Weak sauce--not because it's wrong, but because it's so blatantly cherrypicked. 

One pretty obvious bit of trickery is to use the *average* annual spending figures from the Bush II administration so that only a fraction of the cost of Medicare D is included--it went into effect in '06, so at least 2/3rds of Dubya's administration didn't pay those bills. 

Obama's administration has been paying them the whole time.  It shouldn't be a big shock that when Congress enacts huge new entitlement programs that Federal spending goes UP.

In any event, it's certainly true that Obama's administration has overseen VASTLY more spending than Dubya's did, which is why it's so sad to see weird (partisan?) gerrymandering of the statistics by Tyler.  Presenting the info clinically without using misleading statistics does a much better job of making the point.

He does make Bush look good....which is an incredible accomplishment.

What it all boils down to is that we are fighting over wealth that does not exist.  We can't tax it because its not really there.  We can't borrow it because its not really there.  The government wants to spend it but its not really there.

So we can give bush an F, and give obama an incomplete.  Bottom line though - the wealth isn't there.  It can't be taxed and it can't be borrowed.  It will be printed until "the economy" decides that it has had enough.  I think we are very close to the end game on this.  They are haggling over a 10 YEAR deal that will keep the lights on 4 MONTHS!  (till they have to bump the ceiling again).

Wouldn't it be better to have a one year deal that corrects things for one year?

The first time I heard of Barack

During the period of roughly February 1992 to mid 1994, I was making frequent trips to Moscow, Russia, in the process of starting a software development joint-venture company with some people from the Russian scientific community. One of the men in charge on the Russian side was named V. M.; he had a wife named T.M.

V. was a level-headed scientist while his wife was rather deeply committed to the losing Communist cause - a cause she obviously was not abandoning.

One evening, during a trip early in 1992, the American half of our venture were invited to V. & T.'s Moscow flat as we were about to return to the States. The party went well and we had the normal dinner discussions.

As the evening wore on, T. developed a decidedly rough anti-American edge - one her husband tried to quietly rein in.

The bottom line of the tirade she started against the United States went something like this:

"You Americans always like to think that you have the perfect government and your people are always so perfect. Well then, why haven't you had a woman president by now? You had a chance to vote for a woman vice-president and you didn't do it."

The general response went something along the lines that you don't vote for someone just because of their sex. Besides, you don't vote for vice-president, but the president and vice-president as a ticket.

"Well, I think you are going to be surprised when you get a black president very soon."

The consensus we expressed was that we didn't think there was anything innately barring that. The right person at the right time and sure, America would try to vote for the right person, be he or she black or not.

"What if I told you that you will have a black president very soon and he will be a Communist?"

The out-of-the-blue remark was met by our stares. She continued, "Well, you will; and he will be a Communist."

It was then that the husband unsuccessfully tried to change the subject; but she was on a roll and would have nothing of it. One of us asked, "It sounds like you know something we don't know."

"Yes, it is true. This is not some idle talk. He is already born and he is educated and being groomed to be president right now. You will be impressed to know that he has gone to the best schools of Presidents. He is what you call "Ivy League". You don't believe me, but he is real and I even know his name. His name is Barack. His mother is white and American and his father is black from Africa. That's right, a chocolate baby! And he's going to be your President."

She became more and more smug as she presented her stream of detailed knowledge and predictions so matter-of-factly - as though all were foregone conclusions. "It's all been thought out. His father is not an American black so he won't have that social slave stigma. He is intelligent and he is half white and has been raised from the cradle to be an atheist and a Communist. He's gone to the finest schools. He is being guided every step of the way and he will be irresistible to America."

We sat there not knowing what to say. She was obviously very happy that the Communists were doing this and that it would somehow be a thumbing of their collective noses at America: they would give us a black president and he'd be a Communist to boot. She made it quite obvious that she thought that this was going to breathe new life into world Communism. From this and other conversations with her, she always asserted that Communism was far from dead.

She was full of little details about him that she was eager to relate. I thought that maybe she was trying to show off that this truly was a real person and not just hot air.

She rattled off a complete litany. He was from Hawaii. He went to school in California. He lived in Chicago. He was soon to be elected to the legislature. "Have no doubt: he is one of us, a Soviet."

At one point, she related some sort of San Francisco connection, but I didn't understand what the point was and don't recall much about that. I was just left with the notion that she considered the city to be some sort of a center for their activity here.

Since I had dabbled in languages, I knew a smattering of Arabic. I made a comment: "If I remember correctly, 'Barack' comes from the Arabic word for 'Blessing.' That seems to be an odd name for an American." She replied quickly, "Yes. It is 'African'", she insisted, "and he will be a blessing for world Communism. We will regain our strength and become the number one power in the world."

She continued with something to the effect that America was at the same time the great hope and the great obstacle for Communism. America would have to be converted to Communism and Barack was going to pave the way.

So, what does this conversation from 1992 prove?

Well, it's definitely anecdotal. It doesn't prove that Obama has had Soviet Communist training nor that he was groomed to be the first black American president, but it does show one thing that I think is very important. It shows that Soviet Russian Communists knew of Barack from a very early date. It also shows that they truly believed among themselves that he was raised and groomed Communist to pave the way for their future. This report on Barack came personally to me from one of them long before America knew he existed.

Although I had never before heard of him, at the time of this conversation Obama was 30+ years old and was obviously tested enough that he was their anticipated rising star.

Why limit your admiration to the internet? Surely you must be as big a fan of Photoshop as Barack Obama certainly is.

 

But let's not quarrel. As with all information, the question is one of credibility. If, for instance, you were to give an audio rebuttal of Tom Fife's story, it would be up to each of us to determine your credibility. Perhaps you're someone who has personally known the HNIC for a very long time, and you could convince us that Tom Fife is not to be believed. But as far as I know, except for your snide comment, you're  a complete unknown and might very well be someone who has contributed to Obama's campaign. You might, in fact, be a communist, for all anyone knows.

 

Tom Fife, on the other hand, has given several lengthy interviews on the subject of his article, and it's by these interviews and his written account that we can judge his credibility.

I'm not interested, actually.  I hate Obama and the sooner he's gone the better.  I don't care about this Fife guy's stories.

If Fife is telling the truth and what he reported is 100% totally factually provably true, it will not affect my disgust with Obama in any way.  If Fife is just some political hack engaging in hearsay skullduggery, I will STILL have the utmost contempt for Obama.

If you base your conception of the world on the claims and assertions of individuals, more power to you.  It doesn't do much for me. I'm just a bit too skeptical to care what reality one guy describes.

I never took that Jesus guy too seriously either, you know?

Not that I expect anyone to believe me, but naw, I didn't donate to Obama.  I voted for him, though.  I could be a communist in the original "stateless" sense, leaning in the direction of Bakunin anarchism, but I've never been a party-member, comrade. 

I do enjoy the irony of your raising such points, though, especially given that, to the best of my knowledge, you've never fucked a goat.  As far as I know.

Just like all the unsourced emails I get from my most stupid conservative friends...the smart conservatives like to talk policy we go back and forth on analysis and facts, the dumb ones go on emotions, personal digs on certain politicians, and forward emails unevidenced emails like this. Often I get the exact same email contents, word for word, but attributed to different people, like this is from my friend who is a lawyer, next one is from a doctor of a different gender, no less, which leads to believe these are carefully scripted, anonymous messages from people in power who want to influence public opinion not via arguing facts, analyzing policy, what works, what doesn't but by pulling atbpeoples emotions, getting them fixated on a politicians personal traits, not what they do or don't do.

If "they" put Obama in to be a communist, "they" should ask for their money back, and fire him,he didn't even try to promote Canadian style, Medicare for all single payer health care.

Obama is the tool of the elite bankers, not closet socialist, and unfortunately, so was W, and so would have been McCain been. We are centrally controlled economy, but not by the state, but by the banks

Nothing will ever be resolved lobbing blame-Bush and blame-Obama grenades at one another.  Just leads to exasperation and intensification of ideological silos. 

The current state did not appear suddenly in the past two administrations.  It is an extension of a bad mix of some basic tenets.  Fractional reserve banking, coupled with a move to unbacked/fiat currency and near-zero to negative real interest rates have made for free-flowing credit.  That credit has been feeding an insatiable appetite for "stuff" (consumers) and power (politicians) for decades.

The collective discipline/will to shut the spigot off has evaded us, and the power structure in D.C. and the banks precludes an incursion by sensible people.

And so while the foundation of the edifice is crumbling, TPTB keep tacking on higher and higher floors.  War floors, entitlement floors, bailout floors, whatever.

I just can't be bothered any longer with determining who was "less" at fault for the debacle that will put to shame any prior....

The deficits are necessary to give some bread to the plebe and to pay for the guns that  will  defend the assets of the elite in case of problems abroad...

Maybe it does not say it all, most govt spending is automatic and automatically gets,way bigger in recession, more people qualify for UI,food stamps under existing laws. In a recession, more people retire early and collect Soc Sec sooner, but still under existing benefit options, exiting law. Medicare costs (and private insurance costs too) keep inflating faster than anything else, so this spending, at same benefit level will always be more costly for next guy unless a new policy is implemented. So, what if we also consider how the costs or savings from a President's New policies that they implemented, laws they got passed. OMG, I read the HL Shancken story further up, and I was amazed, as I have a similar, equally unverifiable and unbelievable story, that will no doubt prove my ridiculous conclusions.  Seriously, if we can just keep this between us, I remember back in Dallas in 1991, I was complaining about how awful George H.W. Bush was as President, when someone said "sssh, don't worry, we have a secret plan to screw the bottom 99% of the population, just as a joke, we will get that dumbsh_t George W. to be President." 

Needless to say, Jim Baker almost split a gut laughing at the idiocy of the whole idea, but wouldn't you know it (never underestimate the stupidity of the American public) the far-right moneymen got behind the utter failure that was Shrub and after a few modified electronic ballots and some other unpleasantness - WALLAH! GW Bush wins!  GW Bush was born on third base knowing he must've hit a triple!

Anyways, the rest is history. We went into Afghanistan and Iraq and we won...oh, wait, we're still there, even though we beat the Nazis in 3 1/2 years or so, apparently we can't take out 19 Saudis with box cutters in 10 years...God bless America!

as wealth dispartiy increases you would expect to see wealth transfer increase. instead of blaming Obama, the blame for this factor should also fall heavily on the fed which doesn't believe in real interest rates.

I would imagine this transfer number doesn't include the amounts given to industry by thye government etc. bond garuntees, low interest rates. I believe the amount stated by the tarp inspector was about 14 trillion (could be 30 plus I forget).

very slanted perspective. if government and monetary policy hadn't been dedicated to killing the middle class and poor for thirty years the wealth transfer wouldn't happen. shipping jobs to china, etc.
