Nobody needs to die, in fact the authorities get full credit for saving lives if nobody dies. The package has to be found and defused. This is critical. It has to be found and should be really scary. It can be a complete amature job, danging wires and visible switches and the whole thing, doesn't matter. The muppets are so terrorized by the constant state of war-readiness that anything remotely dangerous looking would work here. A lipstick tube with a battery taped to it laying in the aisle of an in-air aircraft would be perfect. A cardborad box left under a park bench with an old-fashion clock ticking would be perfect. They can play the masses like musical instruments anytime they want.
