If the Spanish government faces this situation politically, will have a good chance of success. Rajoy and the "Partido Popular" have the structure to achieve it. The groups that will protest will not represent the population at large. Nobody cares about the unorganized population, every group represents a particular group that wants to live from it.

Spanish miners get their subsidies from government and are supported by communist parties.

You basically have two groups that have always engaged in this kind of 'riot politics': fascists\nationalists and communists. Nothing more Spanish than that.
