Some one should tell the CB's it isn't heightened uncertainity that is affecting "confidence". It is coordinated central planning via the Central Banks and their #wealtheffect. That plus horrible real economies absolutely unaffected by the stupidity that is global Central Banks.
But at first if you don't succeed, keep doubling down, until developed market economies all implode.

The LTRO's 1,2 did not accomplish much apart from buy a little more time for the stinkin' bureaucrats, so neither will another LTRO3 as the main beneficiary are TBTF banks as well as the hedge funds speaking of which aren't doin' so well.
