Obviously this is because the HFT machines are co-located with little people trading portal servers in in the same bladed system.
CPU/memory preference is given to the algos. When things get volatile, it's self fulfilling, algos usurp all the cpu cycles, residential trading gets queued and little people traders get the shaft.
Really this is quite an efficient use of computer hardware in the cloud model by MS. Well played.

And something else just as neat, is that JP Morgan/Chase stock trading vehicle for all 401K holders is down and has been for 3 days now - the reason being a "planned upgrade"...anuone wanting to trade in their account must do so by broker by phone, with a delay (on hold) up to 20 minutes.
