They should have said that the rates will stay at 0 until a financial reset happens, wherever that is. That would be the correct way to interpret today's mess. However they woudl still technically be correct of the reset happens after mid 2013. In fact Fed could have been a spokesman for rest of the Western governments.

I imagine the thinking was that The Bernanke could not announce QE3 from the pulpit of the FOMC for fear of roiling FX trades in a potentially lethal way.
They'll do it on the sly. It's about getting more $$$ into the banks anyway, and extending loans to Euroland, none of us will see a dime, so they don't have to let us in on the deal.
Looks like it's time for the US economy to die.
