Obama Invests $5 Million In Bullshit Energy

Just when we thought we had seen the epic failure of every single possible "alternative energy" project by this administration, along comes the announcement that the USDA is investing $5 million in a "biogas anaerobic digester" that will use "cow manure to heat an ethanol plant and create 15 permanent jobs." Which for anyone confused, is roughly exactly what it sounds like. Perhaps if "Hope and Change" is a little passe now, a far more appropriate slogan for the 2012 Campaign will be "From Bullshit to Jobs, and Back Again."

From the Washington Examiner:

Western Plains Energy, LLC, a Kansas company, will use the money to "utilize waste energy resources from a local cattle feedlot to replace almost 90 percent of the fossil fuels currently used" at the plant.

 

"Projects such as this are a key part of the Obama Administration's all-of-the-above approach to American energy that is supporting the development and usage of renewable energy, revitalizing rural economies and creating an America built to last," USDA Secretary Tom Vilsack said in a statement touting this project as an example of the policies that cut dependence on foreign oil.

 

"Animal waste from a local feedlot will be the primary feedstock that Western Plains will use for the digester," USDA added. "Support for renewable energy projects such as these is an example of the many ways USDA is helping revitalize rural economies."

 

USDA expects the project to create 15 permanent jobs and 100 temporary construction jobs.

So how many shit shovelers does it take to run a "biogas anaerobic digester"? Apparently 15. At $333,333 a poop, pardon pop.

the history is tortured until the current ceo took over 5 years ago. since then it has grown to the most recent quarter's 27 mil(29 mil minus a 2 mil slow pay account). margins suck at 8.5% but have been improving on manufacturing efficiencies, new products, increased sales and pricing advantage. the company projects a 35% margin. looks like profitability comes at around 35 mil/quarter, 2 to 3 quarters away. the primary market now is the natural gas and oil industry in the us, russia, other parts of asia and recently nigeria and a potentially large contract in australia for remote energy needs but they have test vehicles with kenworth and peterbilt, working buses with designline and a russian company, hotels, malls, server farms, one ship(for auxillary power), farms  and even an entire town in siberia. the units burn nat gas, methane,deisel, gasoline, flare gas from wells, biogas and high sulfur fuels. the units can run at up tp 80% efficiency as a cooling, heating, power unit at about 4 cents/kilowatt. return on investment is as little as three years. the units life is about ten years but many have run much longer. the unit has one moving part requiring very little maintenance. it uses a patented air foil bearing requiring no lubrication. the company has recently ramped it's service contract business that is approaching 10% of rebenue.  they own their manufacturing facility and production is running one one shift at less than 25% of total capacity. their only debt is a 15 mil cash flow credit line from wells fargo. backlog is 115 mil.  the only knocks on the company are dilution to fund deficits currently at about 6-7 mil/quarter and the choppy nature of order flow, normal for the business. the current reason the comapny is under 1 dollar is a 100 mil shelf offering and euro problems. they compete against ge and cummins in the small generator space but neither company sells microturbines just legacy deisel ic generators. they have a partner agreement with ge for one of their products

Farms set up methane power quite often.  The shit works.  It's an easy target for jokes but, there's nothing wrong with letting livestock supply our power before we eat them.  It just makes the cow a more perfect animal, that can turn grass into milkshakes, cheese, steaks, and electricity.

 

I'd like to see them set something up for the pig shit lagoons too.

Marginal Call - it's being done. My partners and I just commissioned two 2 MW biogas plants in the Balkans ( go ahead with the Balkans jokes) that are pigshit powered. Pigshit has very different energy characteristics from cowshit, and from chickenshit, but each has its own challenges and virtues. We're in detailed discussions with big CAFOs in the southeastern US right now. Laugh on, fools.

Southeast poses a lot of challenges for this kind of technology. One would be the storms, the structure over the lagoon would have to withstand at least a cat 1 hurricane, and two, how often you would have to replace the bubble due to it becomming brittle from uv exposure. If you have to replace the bubble often this would really cut into ROI.

I was personally involved in a community digester project in Wisconsin.  The project only proceeded because the State made a huge investment via grants and the Federal government via tax credits.  Even after these huge subsidies, the cash flows from the digester depend more on tipping fees and the sale of the nutrients and bio-solids separated from the manure during the process than the revenue stream from the sale of electricity.  If one subtracts the revenues from the sale of the nutrients and bio-solids, you don't need a digester to recover these items, the digester falls flat on its face.

In Wisconsin you can purchase electricity for 9 to 11 cents a kWh.  A digester needs a rate at nearly double that to cash flow on its own.  The energy companies are now asking their customer to voluntarily purchase "green energy" from them at a substantially higher price than they currently pay.  I presume only the tree huggers will volunteer for this.

 

No one, and I mean no one, would build a manure disgester on their own dime.  There are only two ways to make one of these thing cash flow.  Get the government to subsidize it or buy it at a bankruptcy for pennies on the dollar.  Generally it isn't A or B but rather step 1 and step 2.

Forget about politics and realize throwing shit against the wall until we find something or a matrix of something that works is wise policy and a very minor % of total energy expenditures.  In the meantime we'll continue drilling and record profits until all the oil is gone, and I assure you-we will use it all.  Nobody will stop that from happening.

If you don't believe me, do your own research on the amount of permitts, licensing, and regulation required to do just expermential work on new energy.

The way the law is written right now, for example, if I want to build a small expermental ethanol plant, I have to fine a permitt, and get the site inspected by local fire matshals, then by BATF. According to the instructions on the permitt applications, I have to have the plant built before the BATF come for the inspection, however, buiulding the plant without a permitt is a felony! I had tried to find a cheap lawyer to sort this all out but could not afford it and gave up.

If the government really cared about Alt Energy, they would repeal all these bullshit laws and regulations and let us guys go at it.

actually, this would work.  there's a ton of unused, unsequestored carbon available.  Covering 90% fossil fuel use seems like a stretch.  to day, even the most efficient process is barely over carbon neutral.

these are the types of things that should have been developed over a generation ago, but weren't, because rock oil was much cheaper and much readily available.

there is no magic bullet to energy use.  not only does the population have to scale back, but the energy use as well.  along with the development of sustainable plants on each farm like this.

Let's not forget that at some point during its life this plant has to return $5 million USD and be able to sustain a work force of 15 simultaneously, and be viable to fund its own decommissioning and replacement, in due course, as required as it ages.

Otherwise this is just another subsidised load of bullshit.

So what is the ECONOMIC CASE, the business plan, in terms of methane produced, used, and/or sold for such an 'investment' to be considered a going concern longer term?

It has to be able to economically compete with other production and supply, in order to be viable and sufficiently profitable.

The problem of such Govt handouts, especially in the alternative energy area, is that somehow no one seems to check this most basic of planning pre-requisites -- is it economic?

That is a "go/no-go" peice of information and the politicians simply want it to "go" ... and then to fail later, ... and be pushed under the carpet after its political purpose has been served and is now redundant and ignored, because they knew all along it was a hopey distractive boondoggle, and lie to us to sucker us into stupid and wasteful projects that don't take us forward at all. 

And in that respect the 'Greenies' and scientists who trumpet uneconomic alternative-energies have become the quintessential 'useful-idiots' of our age.

Anything relying on enduring taxpayer support should be cut adrift. If it can''t survie it is not economic, it is just a misallocation of the resources necessary for a viable investment, and it shit's-in-the-nest of the entire sector, and is discouraging to real investors, from supporting economically viable real alternative options.

The one good thing in its favour is that it is at least a very low-tech and therefore cheap plant. 

On a small-scale Chinese rural families often keep pigs and decaying waste under their bedroom, as a form of smelly but warm central-heating in winter, and they harest the methane.

I've worked with digester gas before. It's ok in terms of heat rates. What's missing is whethe the state considers them to b green RECs or not. That's the money behind them. Those green RECs are the real bullshit. They have to contrive a revenue scheme for this stuff.

actually I have wondered why for a long time on these supper sized animal farms waste products aren't converted into energy. The waste ponds from there farms pose their own environmental hazard. go to many other societies and animal waste is used in cooking fires etc.

This should have been done on a large scale on all these farms before. In fact they would provide their own energy. Sorry but on a large scale this looks like a win/win to me.
